Commons ChamberThe hon. Gentleman wins first prize in the brass neck of the afternoon competition; I remind him gently and politely about the situation in Birmingham. It is well known by residents up and down the land that Conservative-led councils are more efficient, deliver greater improvement at pace and are far more focused on delivering for their residents. Colleagues and I will take that proud record to the voters during this local election campaign, and I have every confidence we will triumph in it.
Our decision-making criteria for the community ownership fund can be found in the published explanatory note on gov.uk. Round 4 window 1 has now closed and will be assessed according to those criteria. Round 4 window 2 will open in the coming weeks.
I was delighted to hear that so many projects have received a large amount of money to take over community centres, heritage buildings, pubs and sporting facilities. The list also includes green spaces, so will the Minister confirm that if a community group wanted to buy part of a chalk stream that is for sale for the benefit of that community, that would be within the scope of the community ownership fund?
I would be happy to meet my hon. Friend to discuss this matter. We have funded similar land purchases, but this will be dependent on the factors locally.

Natural England is a Government partner. We work very closely with it, as well as with local planning authorities. We rely on Natural England to carry out some of the mitigation schemes, the nutrient credit schemes, and many others. In response to the Office for Environmental Protection, we have a different view. The Secretary of State for Environment, Food and Rural Affairs, my right hon. Friend the Member for Suffolk Coastal (Dr Coffey) set out very clearly her response to the Office for Environmental Protection. We do not agree with it. Fundamentally, we do not agree that this is a regression in environmental outcomes overall.
It is perfectly possible to make housing development nitrate neutral in the first place. Bearwood development in my constituency contains over 2,000 new houses and is nitrate neutral through sustainable drainage and building techniques, so we can have new homes without compromising our environment and without taking good-quality farm land out for mitigation. Will my hon. Friend ensure that planning law matches that ambition?
I thank my hon. Friend very much. She is right to focus on some of the very good work that is already taking place through some individual projects I am aware are being brought forward. She is also right to highlight the role that sustainable drainage can take and we have committed to looking at that more broadly to see what more can be done with that particular policy. Planning law is very clear. It has to leave the environment in a better state than it finds it, not only in her area but across the country.

Commons ChamberI also have grave reservations about this Bill. I want to be clear that it is not exclusively about Israel and Palestine; it is about the mandate and responsibility of elected figures in the UK. It is also about contradictions in policy.
On the one hand, we have legislated to protect freedom of speech in universities, but this Bill will prevent universities from discussing the impact of foreign Governments’ behaviour on their activities. The Bill is wide in scope but confused in its relationship to the Government’s aims as a whole. For instance, clause 1 is worded so that territories recognised as illegally occupied by international law are still within scope, wherever in the world they are. It seeks to prevent public bodies, such as local councils, from
“being influenced by political or moral disapproval of foreign states when taking certain economic decisions”.
In fact, those public bodies may well simply be having regard to international law or the previously expressed opinions of His Majesty’s Government.
Clause 4 addresses how a person intends to act. This means that elected officials with serious responsibilities cannot even have a public discussion about how they ae affected by the behaviour of overseas states. A prohibition on publishing means it is impossible to have a discussion at a hustings, in the media or in response to questions about human rights.
As we have heard, the Bill is likely to end up in court, either in the way that Prigozhin tried to muzzle journalists in the UK or, conversely, by someone asserting that their article 10 rights under the ECHR have been breached. The Bill curbs free speech and the free exercise of responsibility for elected bodies whose mandate we should respect.
The Bill’s wording implies that, among office holders, only Ministers can express an opinion on the countries that should be exempted under clause 3. This means that people in other tiers of government with responsibilities within the scope of clause 2 cannot. No matter how bad a country’s human rights record or respect for international law, discussion or action will be prevented.
That brings me on to Israel, the Occupied Palestinian Territories and the occupied Golan Heights. Why have they been singled out in clause 3(7)? Like my right hon. Friend the Member for North West Hampshire (Kit Malthouse) and the right hon. Member for Barking (Dame Margaret Hodge), I do not believe this is helpful.
Jonathan Freedland wrote in The Jewish Chronicle of his concern that the Bill will make antisemitism worse, because banning the consideration of the economic consequences of things that are happening in the occupied territories, and issuing financial penalties where consideration is given, will just cause resentment. As he says, the best way to bring about change is to engage and debate.
I disagree with some BDS advocates, such as the Palestine Solidarity Campaign. Israel has every right to exist, and its people have a right to live in peace. However, where Israel breaches international law, others must be permitted to point this out and hold it to account. This Bill would prevent that.
The Bill mentions the OPTs and the Golan Heights. Does this mean that boycotting the settlements will be against the law? These settlements are illegal under international law, and the UK Government’s own website states that there are
“clear risks related to economic…activities in the settlements, and we do not encourage or offer support to such activity… UK citizens and businesses should be aware of the potential reputational implications of getting involved in economic and financial activities in settlements, as well as possible abuses of the rights of individuals. Those contemplating any economic or financial involvement in settlements should seek appropriate legal advice.”
Israel benefits economically from its illegal occupation, and we should be permitted to comment and consider it in our policies.
The Foreign Secretary’s joint statement with Australia and Canada on 1 July shows the concern about the rapidly increasing number of new settlements on the west bank. How can public bodies show their concern, and why can they not show that concern by not buying goods from settlements or by choosing to buy Palestinian goods instead? Surely this is why we are a free country.
Disagreeing with the policies of the Israeli Government has nothing to do with antisemitism. After all, many Israelis disagree with their own Government. This Bill will not promote community cohesion but do the opposite, opening more divisions. Like others, I fear it may be detrimental to the British Jewish community. I hope this Bill will be substantially changed in Committee and beyond, because I do not understand why we need it.

Commons ChamberI congratulate my hon. Friend the Member for North Devon (Selaine Saxby) on securing this debate. I know that much of what she spoke about is common in rural areas around the country, so I urge everybody to read her contribution in the first place. It is a pleasure to speak on a matter that is very important to many residents in Meon Valley. It is a constituency fringed on three sides by dense urban areas, but a lot of it is deeply rural. Because we are limited on time, I will focus on just two levelling-up issues.
The Minister will not be surprised that the first issue is public transport. Bus services in rural communities have proven very vulnerable to commercial pressures in the wake of covid. There are issues with higher business costs, and difficulties with recruiting and retaining drivers. Additionally, Hampshire County Council is facing enormous financial challenges, and this is affecting its ability to support the services that vulnerable people depend on. As others have mentioned, there is a lack of transport particularly for young people getting to school, but also getting to their Saturday jobs. For instance, going from Bishop’s Waltham to Whiteley in my constituency is proving incredibly difficult. May I ask the Minister to look urgently at the support for transport authorities such as Hampshire? Hampshire County Council is already doing as much as it can, but budgets have steadily reduced, and there is no more fat to trim or salami to slice.
The second priority, as others have mentioned, is broadband and telephone. I was pleased that the Department for Digital, Culture, Media and Sport intervened over the plans to cut off the existing public switched telephone network as part of the digital switchover, because like many of my constituents, I was concerned about proper safeguards for isolated households in the event of a power cut. May we ensure that we have a proper solution to these issues? I would like to give an assurance to my constituents well before any further move is made to switch off the PSTN.
However, I fully understand that the future is digital and wireless. I was delighted that the gigabit broadband scheme is enabling places such as Owslebury in my constituency to get up to speed. I know there is work going on with a scheme in Cheriton and a few other villages to help the residents there, too. It is another area where Hampshire County Council has provided brilliant support for residents through its broadband voucher scheme. However, there are still some remaining pockets of very slow speed in Meon Valley, and I hope the procurement that DCMS is engaged in at present can quickly bring all the benefits of better broadband to them.
I welcome everything that has been done so far. However, we are going to need to fill the gaps in 4G mobile phone coverage, as well as to roll out 5G as far as possible into rural areas such as mine. We must support our rural communities, especially our farms. Farming is increasingly a high-tech, data-driven business, and farms need better broadband connections and good mobile coverage to make the most of such opportunities. There are also small businesses, some of which in my constituency are world class, that are dotted around the constituency, and they would benefit from fast broadband. I hope the Minister will prioritise those as well.
If we are truly to level up those who live in rural areas, we need to make sure that they have access to transport and broadband technology. If we do not, we run the risk that these areas will be left behind. As others have said, many people think of the countryside as an idyll, but there are pockets of deprivation that are just as serious as those in inner cities. As my hon. Friend the Member for North Dorset (Simon Hoare) mentioned, they are just not as obvious or as big. Any Government policy regarding levelling up in rural areas must have this reality front and centre if it is to be successful.

It is a pleasure to serve under your chairmanship, Dr Huq. I congratulate my hon. Friend the Member for Hastings and Rye (Sally-Ann Hart) on securing the debate. Although I no longer represent a coastal community, my constituency borders such communities and many of my constituents work in them and rely on their economic, cultural and social success. I also wrote a chapter called “Coastal Communities in the 21st Century” in the 2019 book “Britain Beyond Brexit”, edited by my hon. Friend the Member for Mid Norfolk (George Freeman).
My first point is that coastal communities are diverse in population and economy size, and there is no one size fits all. Communities in Cornwall and North Devon are very different from those in the constituencies of my hon. Friends the Member for Hastings and Rye and for Eastbourne (Caroline Ansell). However, they do have one thing in common: the Government’s productivity drivers and initiatives on skills, innovation, competition, enterprise and investment work less well in coastal communities. That is largely due to the hub-and-spoke nature of the UK’s infrastructure, as resources are focused on the major arterial routes out of large conurbations.
Since the book was published, we have had the covid pandemic. That has meant that digital connectivity has been an issue in many areas, not least remote coastal communities where the problems are not only with broadband but with mobile coverage, as many people on holiday in Cornwall—including myself—have found. However, working from home has increased dramatically, so improving digital connectivity is one of the most cost-effective ways of providing incentives for businesses and people to move out of central conurbations and into coastal communities.
I believe that transport is the largest barrier for coastal communities. Those communities are often at the end of the line, meaning that cars are the only way to get around. It takes the same amount of time as in the Victorian era to get a train from London to many coastal communities, which is not good enough. Even to places such as Portsmouth, it still takes one hour and 40 minutes to travel 70 miles by train. The fastest time from London to Great Yarmouth is two hours and 38 minutes to travel just 136 miles, and Newquay in Cornwall—only 256 miles away—is just under five hours by train. By contrast, it takes two hours to travel the 200 miles between Manchester and London, and from Birmingham, it takes one hour and 29 minutes to go 126 miles. Members can imagine how galling it is to hear about HS2 train times if you live by the sea.
It is just as bad to travel between coastal communities, too. It takes two hours and 40 minutes to travel the 58 miles between Great Yarmouth and Felixstowe; sometimes, it is possible to cycle those routes faster. That is the crux of it—poor transport links and poor digital connectivity are two very negative forces pushing down on our coastal communities. One is, sadly, very expensive to fix; one is much cheaper, so I hope that Government policy is directed towards digital connectivity and bringing coastal communities into the 21st century. That would at least take one negative away while longer-term transport solutions are found.

Commons ChamberMay I associate myself and all on the Government Benches with the remarks you have just made with respect to Julia, Mr Speaker? We are all very saddened to hear of her death. As you said, service to this House comes in many forms and few have served it as well as she has. We all pass on our deepest condolences to her husband, family and friends.
The Government’s response to the pandemic has seen billions of pounds of support flowing to our high streets through business grants, the furlough scheme and tax deferrals. We look to the future with renewed optimism through the progress of our world-beating vaccination programme, but we know the pandemic has magnified and accelerated market forces and will have a lasting impact on the hight street. The role of high streets has always evolved. I am confident that it will do so again, provided there is the right leadership from local councils to make that happen. We are supporting councils and the pace of change through planning and licensing reform, preserving what is best about the high street at the heart of our local communities but enabling it to move forward with renewed confidence.
I, too, pass on my great sympathies to the family of Julia Clifford. She was indeed a great person and always cheerful.
High streets need to adapt to the changing nature of retail and become places that offer a chance for everyone to work, rest and play as well as shop. Does my right hon. Friend agree that planning policy must adapt, so that councils and businesses can make the changes they need to remain competitive and broaden their appeal to the public?
I fully agree with my hon. Friend. We are seeing profound changes to the high street. As it begins to reopen later this year, we will need an extremely flexible planning system so that we can ensure that small businesses and entrepreneurs can adapt and evolve. We will need a mixed economy, ensuring that there are housing, leisure, shops and restaurants in town and city centres. That is what we are seeking to achieve. We have already put in place, at great speed, a number of significant planning reforms: for example, our reform of use class orders; the ability of local councils to hold markets and of pubs to have marquees in their gardens for longer than they would have done in the past; and permitted development rights to enable businesses that are no longer viable to be turned into high-quality homes so that people of all ages can live in the towns in which they work.

Commons ChamberThe Government’s priority throughout the pandemic has been to protect lives and livelihoods, with substantial support flowing to high street businesses through business grants, the paying of people’s wages and tax deferrals. Just last week, the Chancellor announced an additional £4.6 billion in new lockdown grants to support businesses and protect jobs. I was pleased that on Boxing day we allocated £830 million from our future high streets fund to 72 areas to transform underused town centres into the vibrant places to live, work and visit that we all want to see after the pandemic.
I praise my hon. Friend for her hard work to support Oxted high street in Surrey and the work of her local councils. The truth is that the pandemic has not so much changed things but magnified and accelerated enormous market forces that were evident even before the pandemic. There will now be a very significant role for local councils in bringing forward imaginative plans to bring private and public sector investment back to the high streets over the course of the year, and to make good use of the licensing and planning reforms that we have already brought forward and that we will bring forward more of in future. I would be delighted to meet my hon. Friend to hear her plans for Oxted.
Waterlooville town centre in my constituency was struggling as a shopping centre even before the pandemic, and is now really suffering, with closed shops and a lack of investment. There is a vision for the town centre, but we need money to develop it. Will my right hon. Friend point out a fund of money that I could approach to make this happen?
As I said, I was delighted to announce over the Christmas period the 72 places that have benefited from the future high streets fund, but I appreciate that hundreds of high streets throughout the country will be thinking about their own futures. We will very shortly bring forward the levelling-up fund, from which all parts of the country, including my hon. Friend’s in Hampshire, will have the opportunity to benefit. I also direct my hon. Friend to look at the planning reforms that we have brought forward, because it is not simply about more public investment; we also want to support entrepreneurs, small businesspeople and small builders through the right to regenerate, the changes to the use-class orders and the new licensing arrangements—such as the ability to have markets, keep marquees outside pubs and have more tables and chairs outdoors—that I would like to be put on a permanent footing so that the al fresco dining we saw in the summer can be replicated this year.

My right hon. Friend and I share a local planning authority, which has already been meeting the five-year supply requirements, but the algorithm means that the numbers will go up by 50% in our constituencies. Does he think that is acceptable?
My hon. Friend makes a good point—[Interruption.] Opposition Members are getting very upset about the clock, and I apologise, but do not worry, I will come in at well under four minutes anyway.
My third and final point is indeed about national parks. The local authority that I share with my hon. Friend the Member for Meon Valley (Mrs Drummond) is bisected by a national park. If a housing needs assessment is made on the basis of the local authority area but it then has to be heavily disproportionately implemented in the area outside the national park, that causes two sets of problems. First, inside the park, in areas such as Petersfield and Liss, housing will become more and more unaffordable over time. Also, just outside the national park, in places such as Alton and Four Marks, there will be a great deal of pressure and it will be difficult to keep up in terms of service provision. If two different parts of an area have very different constraints, a separate housing needs assessment should be made for each one. The Minister is a good Minister and a good man, and I take it very much at face value that this is a consultation. I encourage him and the Government to think again about some of these important matters.
