I thank the Backbench Business Committee for allowing us to hold this incredibly important debate, and I thank my friend the right hon. Member for Leicester East (Keith Vaz) for organising it.

The situation in Yemen really is a forgotten conflict—or perhaps a better term would be an ignored conflict, in the UK. The humanitarian crisis is on a knife edge. Yemen has always been desperately poor, and 90% of its food and goods are imported, but it is surrounded by huge wealth, and there is no reason why it should not be a functioning country with help from its neighbours.

The war has left Yemen unable to make the best of its own resources. It has some reserves of oil and gas, but its inability to export them has crippled its foreign exchange reserves. The Yemeni central bank has no power to sustain the economy, and the move from Sana’a to Aden without its database or bureaucrats has not helped. There are 1.5 million public sector employees who are being paid only sporadically, if at all.

Yemen’s GDP has contracted a further 35% since 2015. A war economy is now in place, and tribal leaders are making a fortune while Yemenis starve. As part of any settlement of the conflict, the international community must be ready to rebuild confidence in the country’s financial institutions and guarantee the restoration of the Yemeni economy while bringing rural tribes back together.

I can understand why the coalition has fought to keep its own people safe from attacks. There were four Scud attacks this morning into Saudi territory, and the frequency of such attacks is increasing. The continued fighting is storing up problems for the future. There is no doubt in my mind that the country will continue to be used as a base by Daesh and al-Qaeda in the Arabian Peninsula if the conflict persists, and there are growing signs that the groups involved in Syria and Iraq see Yemen as a long-term safe haven. Al-Qaeda has claimed 76 attacks this year in southern and eastern Yemen, and 11 Yemeni security forces were killed near Aden only yesterday. I disagree with the suggestion made by my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell) that al-Qaeda is on our side. It could be an immense threat to the stability of the region.

The point I was making is that in attacking al-Qaeda, the Americans attacked an element that was fighting the Houthis. They attacked an element that was, in that instance, on our side of the conflict.

That may be the case, but al-Qaeda is still attacking the Yemeni security forces, and it is a grave danger to the rest of the region.

We are already supplying aid, which is limiting the impact of the humanitarian crisis, but I want to ask the British Government to be an honest broker in ending the political crisis. My right hon. Friend the Member for Sutton Coldfield recently visited as a guest of the Houthis, and they told him that they were happy to engage with the British Government on a peace process. Let us challenge them to see whether they really mean it, and whether they really understand UN Security Council resolution 2216, which asks them to lay down their arms and withdraw. We have much expertise in peace negotiations and a long history of engaging with everyone in this area, from Governments to tribal leadership.

On the humanitarian front, I urge the Government to continue to work to improve the flow of aid. We have already helped to ease the blockade on Hudaydah port for supplies of humanitarian aid, fuel and food, but the coalition recently refused access for four new mobile cranes, supplied by the World Food Programme, which would vastly improve the port’s capacity for unloading essential supplies. This is a UN body, and the coalition must accept the role of the UN as an impartial agent in this crisis. That includes acceptance of the role of the UN inspection and verification mechanism. I know there are doubts about this being in Djibouti, and there is concern that weapons are still being bought in.

Will the Minister report back to this House on whether the UN inspection and verification mechanism is working in a timely fashion. What evidence is there that weapons are being smuggled? Is there any possibility of the mechanism being established in the port of Hudaydah to reassure the coalition that weapons are not being smuggled? The cranes must be got to Hudaydah, and they must be put to work. Other ports, such as Aden and Mukhalla, must be used to bring in more aid. Will the Minister call on the coalition to support the rehabilitation of port infrastructure and get the cranes working? Is there any indication that the coalition, backed by the US, will soon be attacking Hudaydah, which I know is a concern? Most importantly, will the British Government demand an immediate ceasefire, call all sides to negotiations on the basis of the special envoy’s proposals and lead the country of Yemen to peace?

We have a long historical, and close, relationship with Saudi Arabia, but I have been the first on many occasions to make it very clear that this is a country where the establishment are on the liberal wing of a conservative society. They are not used to having the limelight shone on them in this way. A sustained war, which, again, they do not have experience of, has exposed a number of absences of skills, which they have had to learn the hard way, one of which is going through proper investigations to show what happens when mistakes and errors are made. I agree with the right hon. Gentleman; I do not refuse to say that I will call for independent investigations. I am first asking Saudi Arabia to provide those reports itself, and if they are found wanting, then yes, I will stand with the right hon. Gentleman and ask for the United Nations to take on that role.

The Iranian Foreign Minister, Mohammad Javad Zarif, said last week in Davos that he could see no reason why Iran and Saudi Arabia should have hostile policies towards each other. He went on to say that they should work together to end the miserable conditions of the people in Syria and Yemen. Does the Minister have any indication that this is a new initiative, because it would be very good news for the peace process?

My hon. Friend makes a very important wider point as to where the relationship between these two important countries in the region will go. I hope that we will endeavour to see a thawing of that cold war. Other countries such as Kuwait and Oman are looking at this to see what they can do to help—to see whether there is an ability to develop the communications that we need, to allow for a greater understanding so that mistakes cannot be made, and to improve security and prosperity for the region.

I cannot say that it is a pleasure to take part in this debate on Yemen today. Almost a year ago, we discussed this very subject in this Chamber. Yesterday, I reviewed what was said in that debate, and it is a source of great sadness that I could simply read out my speech of 12 months ago because nothing has changed, except for one thing: the suffering of the people of Yemen has got worse—much worse—and there is unimaginable suffering.

Another thing has changed: many more Members of Parliament are taking a keen interest in this forgotten conflict. Members of the public, including my constituents, are now becoming aware of the atrocities that are taking place. The BBC report by Fergal Keane was terrifying in showing what is going on. It is so easy to put these parts of the world out of the public eye, especially when there is another crisis nearby in Syria.

My own interest results from the fact that I was born in Aden, so I have always felt a special affinity for the country, and I would like to return. I know that the right hon. Member for Leicester East (Keith Vaz) feels the same, and I hope we will be some of the first MPs to visit when the devastating civil war is at an end.

The situation continues to disintegrate, and even though we have a United Nations road map, it continues to be nowhere near implementation. I continue to be hopeful that this conflict can be resolved through diplomatic means, but that depends on the willingness of external powers to make it happen, just as it does on the willingness of the two sides in Yemen itself.

The transfer of power from President Saleh to President Hadi in 2011 could have been a fresh start. It was brokered by Saudi Arabia and the Gulf Co-operation Council. Hundreds of thousands of Yemeni men and women peacefully demonstrated for democracy, but, sadly, the internal situation deteriorated—a process led by ex-President Saleh and the Houthis—so Yemen is now in a desperate state.

These events started as an attempt to put the democratically elected Government back in place, but Yemen has now become a failed state, with many different actors, including Iran, Russia, al-Qaeda and Daesh, all creating chaos. Even worse, there is a humanitarian crisis, with millions of people displaced and thousands dying.

Will the Minister comment on what is going to happen following the inauguration of the United States President, who appears to have a shaky grasp of issues in the region? Secretary of State John Kerry spent much time working on the road map, but I feel that the UK may now have to take the lead if we want to get a quick resolution to this humanitarian crisis. There is a real groundswell of support in this House, and beyond, for us to do exactly that.

We have a very close relationships with Saudi Arabia and the Gulf countries that are part of the coalition. As a critical friend, we have already pushed Saudi Arabia to be more transparent and to investigate each violation and publish the result.

Will the hon. Lady join me in particularly commending the work of the RAF personnel who have been guiding the Saudis in relation to rules of engagement? It is absolutely crucial that we are there, changing the nature of the conflict, and that is possible because of this long-standing commitment. If we just criticise the Saudis, the conflict will get worse.

Absolutely—I totally agree. We have a very long-standing relationship with Saudi Arabia and the Gulf countries, and long may it continue. We can work side by side with them to create peace in the region.

We will need an independent investigation into reports of breaches of international humanitarian law, not least because of the violations by the Houthis, but let us concentrate on getting the road map back on track first. Can the Minister confirm that there are people on the ground who can verify each violation, as I am concerned that there are difficulties in getting international experts into Yemen? We have all heard in other speeches about the humanitarian crisis. I am very grateful to all the charities who work so hard in Yemen and who update us regularly in the all-party parliamentary group. I am pleased that the news channels have started to alert the public on this neglected civil war.

Unfortunately, people in Yemen cannot escape. They are either too poor or cannot cross borders because the only border is that of Saudi Arabia, the Gulf Co-operation Council, or Oman—or the sea. Yemen has always been one of the poorest areas in the world. Before the conflict, 90% of food was imported. With the closure of ports and lack of cranes, 14 million people are now food-insecure and half of them are classified as severely food-insecure—that is 7 million people. I am sure we have all read about families scavenging on rubbish dumps just to survive.

I am pleased that because of the pressure that the Government have put on the Saudi coalition, the blockade of ports has eased, but imports are still significantly below pre-conflict levels. Bureaucratic obstacles, restrictions on access, and insecurity are not helping. I urge the Government to continue the pressure on the coalition and the Houthis to allow aid to move quickly through the country. The aid is available, but until flights are resumed into Sana’a international airport and food aid is allowed to move freely from the ports and around the country, the humanitarian crisis will continue.

I am confident that Yemen has the capacity to thrive again, as it has done so in the short time in which was there has been peace. Although it is not a major producer of oil or gas compared with other states in Arabia, oil was responsible for three quarters of Government income before the crisis, and there may be possibilities of exploiting other wells. Agriculture in Yemen depends on fuel to drive irrigation pumps to produce cereal. It is estimated by Famine Early Warning Systems Network that the planting of staple foodstuffs in Yemen is now down by around 30% on previous years. This is not influenced by climatic conditions, since rainfall has been at healthy levels in the main cultivated regions; it is simply because the war and its consequences are destroying agriculture.

I know that the international community will want to help Yemen to get back on its feet once peace has been established, but that will not happen until we show leadership. I hope that the UK Government will take on that role immediately, as too many people depend on it. It is also in our national interest, as al-Qaeda and, particularly, Daesh will use it as a base once they have been evicted from Syria and Iraq. There is no time to waste. I hope that the House will continue to push for further action to save what could be a thriving country like some of its neighbours, inshallah.

If I may attempt to correct the hon. Gentleman, those cluster bombs are not illegal, because Saudi Arabia has not signed up to the convention on cluster munitions. Therefore it is in its right—indeed, any country’s right—to use cluster munitions should it wish. As I mentioned earlier, I have encouraged Saudi Arabia to make sure not only that it has destroyed all the cluster munitions that we sold it in the past, but that it gets rid of its entire arsenal of cluster munitions and signs the convention.

Has the Minister talked to the Saudi coalition about dealing with the long-standing threat from al-Qaeda and the growing threat from Daesh in Yemen, which threatens not just the Gulf but our security at home?

In all our discussions with the Saudi Arabians and other coalitions that are learning how to conduct necessary warfare to the standards that we expect, we sometimes gloss over the fact that the absence of a solution allows the incubation of extremism in the form of Daesh, which is now present in the peninsular, and al-Qaeda. Until very recently, the port of Mukalla was completely run by that extremist operation. From our security perspective, more terrorist attacks are plotted in the peninsular by al-Qaeda than by any of its wings. Yes, it is very important that we work with our coalition friends to ensure that we defeat extremism in Yemen.

That is absolutely right: it is a lack of peace and a lack of access, particularly through the central port on the Red sea.

Charity agencies report that it is very difficult both to get into Yemen and, once there, to get aid out, because of all the bureaucratic challenges, arrests of charity workers, suspensions of programmes and difficulties in obtaining new programmes. Will my hon. Friend bring that up directly with all parties in the conflict, as it is the charity sector that is doing much of the delivery and it should be allowed to have rapid and unimpeded humanitarian access throughout the country?

I think that that is the point that everybody is most concerned about. Although it can take time for both parties to come to the table and work out the details, there is a sense of urgency in making sure that the humanitarian aid can get in as early as possible. That will be the focus of the next Quad meeting. Yes, we want parties to come together, but we immediately need access routes. We need the port to be opened fully so that container ships can go in and equipment can be distributed right across the country, not just through the port of Aden, which is how the material currently goes in.

I beg to move an amendment, to leave out from ‘crisis;’ to the end of the Question and add:

“and calls on the Government to continue to support the UN Special Envoy in his ongoing efforts to achieve a political solution to bring sustainable peace to Yemen.”.

I am grateful to the Opposition for selecting this vital subject for debate. The war in Yemen has reached a critical moment, and I welcome this opportunity to set out what Britain and our allies are doing to help restore the peace and stability that Yemen’s people so desperately need.

First I should remind the House how this tragic conflict began and, in particular, how Saudi Arabia and a coalition of Gulf states came to intervene, because, contrary to the impression given in some quarters, they did not act out of some spontaneous desire to invade Yemen and attack its civilian population. Saudi Arabia and its allies were responding to a crisis that was forced on them and that posed a grave threat to international peace and security. This round of the conflict began in September 2014, when Houthi rebels overran Yemen’s capital, Sana’a, in collusion with Ali Abdullah Saleh, the previous President, and with the reported backing of Iran. Their aim was to overthrow Yemen’s legitimate Government. In January 2015, President Hadi, the serving leader, was forced to flee his own capital for the safety of Aden, a move that availed him of nothing, because two months later the Houthis attacked the south, striking as far as the outskirts of Aden and forcing President Hadi to flee his country altogether.

The situation in Yemen is potentially disastrous, and it is vital that we stand by the people of Yemen and by the coalition that is trying to sort it out. The position when President Hadi was forced to flee was potentially disastrous. Yemen is a country of 26 million people, more than half of whom are under the age of 18. There is a long-standing presence of al-Qaeda in that country, which has a history of fratricidal bloodshed and chronic instability. At that moment, there was a clear risk that the country would fall into the hands of forces avowedly hostile to Saudi Arabia, which shares an 800-mile border with Yemen, one that is vulnerable and porous. It was against that background that the Saudis and their allies took a decision to intervene in Yemen in March 2015—a decision that was not only justified, but legally sound.

I pay tribute to the right hon. Gentleman for the work that he has done. He obviously has a personal interest in the matter, as do others, and he has raised this subject on many occasions. I am pleased that he has raised the huge concern, which I think he House shares, about the humanitarian catastrophe that is unfolding in Yemen. For example, in July only 43% of the monthly food needs and only 23% of the fuel needs were met in that country. That is because there is no access or no complete access to the country. We need to see aid coming in not just through the port of Aden, but Hodeida further up the west coast opened up to provide access to the northern part of the country.

Do the Government support the establishment of an international independent investigation following the human rights council, as we have done in other initiatives relating to conflicts in other countries, such as Sri Lanka?

My hon. Friend raises a valid point. The process that we follow is to encourage any country to conduct its own investigation, as we would do. As I stated in answer to a previous question, if we find those investigations wanting, we will call for an independent investigation. As I said in my opening remarks, eight publications have already come forward, having analysed certain breaches or events that have taken place, and there will be further publications on other events in the near future.

Like many others in the House, I am a firm supporter of our membership of the European Union, and I was campaigning on this issue even before the general election. I support our membership not simply out of fear about what would happen if we left, even though there remain serious questions that the leave camp need to answer; my support stems from the positive contribution we can make to the organisation and the benefits we get from being a member.

We are the fifth largest economy in the world, as the leavers continue to remind us, and the second biggest in Europe. Long-term forecasts from the OECD suggest that our economy will overtake Germany’s in the early 2030s, but that will happen only if we carry on along the same trajectory that we are now on. It would certainly not happen if we were to leave the EU. Why, when we enjoy such a prominent position in the world, and when we have the potential to champion the ideals that have made our country great, would we want to walk away from providing leadership, just at a time when Europe is crying out for it? People wishing to leave the EU say that our values need to be defended, and I agree, but I say that our values are also worth exporting. And exports —and, indeed, the economy—are among the most important reasons we should remain.

As a single market, the EU remains our biggest trading partner. A company can set itself up in the UK from anywhere in the world and instantly have access to 500 million consumers. The virtue of our membership attracts some of the best talent from around the world and encourages new businesses to set up here, investing in the UK and creating jobs. The UK market for goods and services is the second-least regulated in the OECD, second only to that of the Netherlands. Surely that is proof that the EU is not making us less competitive for investment.

We attract world-leading companies because of our access to the single market, but the EU is also a vast scientific and academic network that our own universities and companies can draw on. Portsmouth is home to several international companies that depend on free access to European markets. It is also home to one of the most rapidly developing universities in Europe, and I believe that, in Portsmouth, our interests are best served by remaining in the European Union.

The United Kingdom is the gateway to the EU for other countries, including all the major and developing economies of the world, but particularly for the Commonwealth. Narendra Modi, the Prime Minister of India, has said:

“As far as India is concerned, if there is an entry point for us to the European Union that is the UK, that is Great Britain.”

Our membership of the EU is one of the factors that binds the Commonwealth together. We did not abandon the Commonwealth or leave it behind when we joined the European Economic Community; we provided the simplest and most straightforward route for our Commonwealth partners to get most benefit from it.

Our links with some of the most powerful emerging economies are enriched by our membership of the EU, not jeopardised by it. There are many other benefits that our membership brings to the UK and to the rest of Europe, but the overarching theme is one of stability. The equal partnerships between us and our neighbours have supported a period of peace and stability that is unprecedented in our history. We have had 70 years of peace following 1,000 years of war. That has to be worth fighting for. I hope we will vote to remain on the 23rd, not out of fear but out of confidence in our ability to shape the future of the continent, where Britain already plays a leading role.

It is a pleasure to serve under your chairmanship, Mr Nuttall. I thank my hon. Friend the Member for Bristol North West (Charlotte Leslie) for her amazingly erudite speech, which I will not be able to emulate. I, too, recently went to the UAE as a guest of its Government. That is declared in my entry in the Register of Members’ Financial Interests.

My interest in this area started when I was a child. My father served in the Trucial Oman Scouts in the 1950s and, as an Arabist, spent most of his career in the middle east, in Suez, Yemen and the UAE, which was called the Trucial States in those days. The beginning of the close links between Britain and the UAE has been documented in his book, “Arabian Adventure”, in which he discusses events in the 1950s and ’60s, when he got to know Sheikh Zayed of Abu Dhabi, the founder of the UAE, through his weekly visits and recognised him as

“undoubtedly the most powerful figure in the Trucial States”.

My father says:

“I used to visit him weekly in his fort, and he would always describe the local political situation to me in an excellent manner. I always came to him with great respect and I left him with even greater respect.”

I mention that because I want to reflect on our long-term and close relationship with the UAE, which was very obvious during our trip in April. Since 1972, when I left as a child, the UAE has developed incredibly. Out of the desert have risen several cities in each state, from Ras al-Khaimah, Ajman and Umm al-Quwain in the north, through to Sharjah, Dubai, Abu Dhabi, and Fujairah in the east. Those states have come together and work closely, the richer states sharing their wealth with those that have not had the oil reserves but are developing in other ways.

It is with British help that businesses have become so successful. During our visit, as we have mentioned, we met Sir Tim Clark, who built up the Emirates airline, which now sponsors the Emirates Spinnaker tower in Portsmouth, and Simon Moore, who is running Jebel Ali, the port on which Dubai originally built its wealth. Dubai Ports owns Southampton port and has just built the London Gateway port. Investment is going both ways, including to the northern powerhouse, and my aim is to get more investment into the southern powerhouse and particularly Portsmouth. British people are leading at Masdar City, the first clean energy city.

We met British people working closely with counter-terrorism initiatives such as Hedayah and Sawab. Those organisations are identifying what is drawing our young people to Daesh and other terrorist organisations that have no state boundaries. Working together makes us more secure.

Many Emiratis have been educated in Britain, in our schools, universities and military colleges.

Does my hon. Friend agree that the family links that she has and, indeed, the wider expatriate community throughout the middle east region has are the reason why Britain can play such a key role in the future of that region?

Absolutely. There are 120,000 British people living in the UAE, compared with just 50,000 Americans. We are the most important country to the UAE, and that must be continued.

Some Emiratis were educated at the same school as me, the English Speaking School in Dubai, and many were taught by my headmistress, Miss Dorothy Miles, who spent all of her working life teaching generations of Arab and foreign children in Dubai and Sharjah.

It is the case that 70% of university graduates are women, and women are encouraged to build a career and to continue it even when they have children. The Speaker of the UAE Parliament is a woman. Women sit side by side with men in their chamber; there is no segregation. Women are quickly moving to the top of the professions there.

Some people are concerned about human rights, and we looked into that when we were in the UAE. I am a believer that it is better to work closely with countries that are developing than to ignore them, and I was pleased to hear UAE Ministers appreciating that work is being done in this area and will continue. We heard about a domestic abuse charity set up by a female MP and work being done elsewhere. We met Tristan Forster, who runs FSI Worldwide to ensure that workers are not exploited. We were allowed to challenge Ministers on these points, and they are well aware of our views.

Only by continuing this close relationship can we challenge our friends and not avoid the difficult questions. Our ambassador, Philip Parham, is working hard to build the relationship, and I hope we continue to build on a friendship that has been part of our joint history for many years.

I congratulate my hon. Friend the Member for Bristol North West (Charlotte Leslie) on securing this timely debate. I draw attention to my entry in the Register of Members’ Financial Interests. I should also state that my wife works in the Cabinet Office and has a significant interest in the Gulf region.

The Government’s strategic approach to our country’s engagement in the Gulf is a rare spark of hope in that troubled region. Because of the significant potential gain that that fresh approach can give Britain, I strongly believe that we would do well to replicate it in the wider middle east and elsewhere. I do not want to overstate the region’s prospects. It faces vast challenges. The continuing low oil price is cutting Gulf economies off at the knees. In response, those countries with a relatively recent history of significant state subsidisation of their economies, such as Kuwait, are going through the very difficult process of readjusting the scale of state intervention. In doing so, their nascent democracies are facing a real test. The Gulf states also face a resurgent Russia, an Iranian regime high on the after-effects of its nuclear deal, Islamist extremism nibbling at the borders, and the threat of internal instability because the current social contract between rulers and ruled cannot be sustained. The population is mushrooming, and unemployment, human rights abuses and sectarian strife fuel the discomfort. Without doubt, vast reform—economic, social, religious and governmental—is urgently required.

I do not want to overstate our role, either. Our relationship used to be of a great power protecting small local powers. We are the region’s oldest and staunchest ally, marking 200 years of relations with Bahrain this year. Today, the relationship has changed. It is one of partnership. Our long-standing and deep relationship with Kuwait has become one of deep, mutual benefit—investment and knowledge flowing in both directions. Qatar’s fast emergence in the region, along with its strong desire to use its new-found wealth to play a significant and constructive part in the region and the wider world, should be welcomed by us.

Clearly, Britain’s partnerships have become critical to our mutual interests in the wider region. None is more vital than finding the settlements to sustain stability, for if we leave a less stable middle east to our children, we will have failed them—and if we are to leave a stable world to our children, we depend on the Gulf states. If we support our allies through gradual transformation, they can change peacefully; if we do not, they will not. If we withdraw, we must brace ourselves for the opposite, and we cannot kid ourselves any more that we would not feel the impact at home; we would suffer, too. The Gulf states of Saudi Arabia, Bahrain, Kuwait, Oman, the UAE and Qatar are an island of stability in a deeply unstable region. We have to keep them that way.

I do not know whether my hon. Friend has seen the Arab youth survey by ASDA’A Burson-Marsteller, which talked to 3,500 young Arabs and showed that the UAE is the country that they would most like to emulate in their own countries.

I thank my hon. Friend for her intervention. More broadly than the UAE, across the whole region, the youth of the region is part of its challenge, but also part of the opportunity for the future.

I welcome the Government’s broad, deep and integrated approach—addressing what underpins long-term security, such as education, economic resilience and good governance, as well as increasing co-operation to address immediate threats from terrorism, organised crime and the like.

I want to mention three specific issues. First, tensions with Iran are at an ever increasing risk of boiling over following the nuclear deal. If in the long term the west is to get rid of the responsibility of helping to keep the peace in the Gulf—a responsibility that it would have little appetite to fulfil if tested—we must help the region to develop its own infrastructure for resolving such tensions.

Secondly, the Gulf states face extraordinary demographic challenges from growing youth populations at the same time as economic means are being slashed. We must gear our engagement to support economic diversification and entrepreneurship to grow and then sustain jobs for young people, and to engage in new ways via digital and social media. There are myriad opportunities in cyber, in space and at the forefront of science, technology and innovation that could enable them to leapfrog stages of development. If they are successful at doing that, we will all benefit.

The third issue is resource resilience and, in particular, access to water in a region that already faces the biggest water deficits in the world and increasing demand. The Gulf states’ existence is already a triumph of vision and wealth over the laws of nature. Human survival in that climate is a tribute to the miracles of air conditioning and desalination.
