I am grateful to the hon. Member for Croydon North (Mr Reed) for welcoming the strategy. It has involved nine months of extremely hard work from nine different Departments to support the 9 million people who identify themselves as lonely. We know that this issue is enormously important to people. One in five people identify as lonely, and young people between the ages of 16 and 24 now identify themselves as being more lonely than older people. There are many groups in society that, through various life changes, suddenly find themselves suffering from loneliness. Jo herself said that loneliness does not discriminate, and trigger points can happen at any particular time—no one is immune to that sense of overwhelming loneliness.

I hope that the hon. Gentleman has the opportunity to read the whole strategy and to examine its 58 recommendations, including the policy test, which will answer many of his questions. We recognise that difficult decisions were taken during difficult times to try to regain an economic balance, but those decisions may have had an inadvertent impact on loneliness. Going forward, we want to ensure that we recognise loneliness, make policies responsibly—just as we do for other issues in society—and consider all that as part of the policy test.

I commend the Minister for her statement and her work on this issue and welcome a cross-departmental strategy on loneliness. Does she agree that one of the greatest antidotes to loneliness is stronger families? In the opinion of many of us, it is the greatest antidote and can help many linked problems, such as homelessness, addiction and mental health challenges. As the strategy is implemented, will my hon. Friend commit to ensure that her Department and others actively consider how they can promote the strengthening of family life? As a start, will they also ensure that the family test is properly and comprehensively applied across Government?

I thank my hon. Friend for that question. We recognise the importance of families in tackling loneliness, and it is true that the fragmentation of families and the way in which we all live and work may well have contributed to loneliness. Many young people leave their home communities, often for study or work, and that in turn can have an impact on families. We are an incredibly busy society, and we can quite often forget members of our family, so all that is at the heart of the strategy.

Many people bet on horses day in, day out, and do so incredibly responsibly. I assure the House that the Secretary of State would not have allowed anything to go ahead that had an impact on horse-racing or race courses. We will be working closely with the BHA, its chairman and its chief executive on how we can take forward this work. The Secretary of State has today written to the BHA to work through some of the transitional issues, and we continue to support horse-racing first and foremost.

May I thank the Minister for today’s announcement of the £2 stake and the Secretary of State for his personal determination to do what is right by vulnerable families affected by problem gambling? Some 2.3 million people self-identify as problem gamblers. The Minister said that the Department is working with the Department of Health and Social Care to ensure that treatment services are available. Will Ministers also work with the Ministry of Housing, Communities and Local Government, local councils and charities to ensure that the most comprehensive support services are available to those problem gamblers who need it most?

We will work with all partners that help to reduce the harm of problem gambling. It is worth referencing the fact that it was the local authorities—led by the London Borough of Newham—that responded to this issue by calling for the stake to be reduced to £2.

I congratulate the hon. Gentleman on his work on the subject. He is a long-time campaigner on the issues of FOBTs and has done an excellent job standing up for his constituents who have become the victims of gambling addiction. Four options have been set out in the consultation paper—£50, £30, £20 and £2—and separate impact assessments have been published alongside.

I am pleased to hear the Minister speak about protecting the vulnerable from harm. The Centre for Social Justice report, “Lowering the Stake on Fixed Odds Betting Terminals” says that

“the high stakes of FOBTs have compounded the social issues perpetuated by gambling.”

As the Minister says, the harm of FOBTs goes way beyond addicted gamblers to affect many families and children disastrously. I implore the Minister to consider that a reduction of £50 will not resolve the issue for those people.

It is clear that we have listened to all the public concerns about the risks of high-stake gambling, which is why we have published this overall package of measures. I encourage my hon. Friend and others to make their views clear on the individual stake options as part of the consultation.

Mr Speaker, you will recall that before I went on maternity leave I announced that the triannual review into stakes and prizes would happen this year, and I am pleased to say this promise has been kept. The review was published last week and will include a close look at fixed odds betting terminals.

I thank the Minister for that reply. Will she look carefully at the merits of reducing the maximum bet per spin for FOBTs from £100 to £2, and at the important contribution that could make to significantly reducing problem gambling and the problems families suffer as a result?
