I hope that the hon. Gentleman will see that our laying these regulations now is a clear indication that we are not in a position where we think it is appropriate for this to be dragged on much further. Obviously, there is a process through this House; the regulations are subject to the affirmative resolution procedure, so the House will discuss and debate them. I passionately hope that, in the next few weeks, while this House is doing that, there is still time for the Department of Health and the Northern Ireland Executive to take this on board and take it forward in a way that is right and appropriate for them, with the expertise that they have locally, and to do so driven by the Department of Health in Northern Ireland. However, we are taking this power as a clear indication that that cannot go on indefinitely and they do need to take action.

Is it not true that this legislation was based on an incorrect assumption that Northern Ireland was in violation of human rights obligations? Repeated assertions were made—they have been made even today in this place—that this is a matter of human rights law. Those were based originally, as I understand it, on the work of a small working group of CEDAW. May I ask the Secretary of State again: is it not correct that that CEDAW report is not binding in international law and that this Parliament chose to treat certain assertions in it as binding? Surely, that is no answer to the unwarranted and unwanted imposition of this legislation on Northern Ireland’s people now that their Assembly is back up and running.

As I have outlined, these regulations are about the UK Government fulfilling our legal obligations imposed by Parliament in 2019, and it is about ensuring that women and girls in Northern Ireland have access to the same quality and kind of healthcare that they would have anywhere else in the United Kingdom. As Northern Ireland is part of the United Kingdom, it is right that people in Northern Ireland have access to healthcare in the same way they would if they were on mainland Great Britain.

The hon. Gentleman makes a good point. Local authorities should view their planning departments as the heartbeat of economic regeneration in their communities in terms of designing and building for businesses and homes. I would encourage local authorities to work together and to share services in the same way that some have shared chief executives and other parts of their management structure. They have not done that so much with planning yet, but that would be a good step towards building a strong resource.

Community and business leaders in my constituency are concerned that the lack of an agreed five-year housing supply in Cheshire East means that a presumption in favour of housing development is overriding the designation of much-needed land for employment. Given the Government’s provision of £45 million for a Congleton link road to help promote jobs and growth, will Ministers meet me and community representatives urgently to discuss this matter?

T8. Will Ministers give very serious consideration to a call-in request I have made relating to a planning application for 190 properties in Goostrey? It would generate detrimental interference to the radio telescopes and world-leading scientific work at Jodrell Bank, and is therefore a concern of national significance.

My hon. Friend will appreciate that I cannot comment on a particular planning application, but any such request will be given full consideration. I know that she has campaigned very hard with local residents to protect what they perceive as an important piece of local infrastructure. I will obviously look at all the details that come in.

I sense that the Minister is about to reach his peroration. I would like to return to the issue that my hon. Friend the Member for Richmond Park (Zac Goldsmith) and I raised. The Minister of State, Department for Transport, my right hon. Friend the Member for South Holland and The Deepings (Mr Hayes) committed to issuing new planning guidance when we withdrew our amendment on 26 January. When the Minister said that new guidance would be issued, was that the guidance that he was referring to, and, if so, what is the time frame?

2. What progress his Department has made on developing proposals to reform the Audit Commission.
The Parliamentary Under-Secretary of State for Communities and Local Government (Brandon Lewis)
The Government are abolishing the Audit Commission. I am aware that in the past my hon. Friend has raised cases—and there are others—of where the auditor’s costs have been high in relation to the objections raised. That is why we have included provisions in a draft Bill to make it absolutely clear that the auditor has discretion to reject
“frivolous, repeated or vexatious objections.”

I am sure that my residents in Swettenham will be relieved to hear the Minister’s reply. Will he confirm that, under the new approach, there will be a role to play for local district auditors in better holding council expenditure to account?

Yes. Importantly, with local district auditors, we have clear, local accountability to ensure that scandals such as Labour-run Corby’s £47 million Cube simply do not go unnoticed by residents.
