Commons ChamberThere are some that have an appetite; there are not many. Some of the equipment is quite old—a lot of the MiG-29s in the east come from the fall of the Berlin wall, so hon. Members can gauge their age. There are some useful ground attack aircraft in Europe and, as I say, I would defend any one of those nations’ options of deploying them. One of the ways that we could help to support them is by backfilling by supplying our Typhoons to patrol their skies and so on. The hunt is still on. If anyone comes forward, I am happy to support them. Sometimes they have been updated with third countries’ equipment, which gives those countries a veto, and I will work to persuade those third countries to release any holds on them as well.
Russia has clearly suffered serious logistical issues in the first phase of the conflict. What other lessons have we learned from the first phase and to what extent can we use those lessons as we enter what seems to be a new phase?
The first lesson, “Don’t take Russia at its word; take it on its action”, is the most important lesson for many in the international community. We gave up on that a long time ago, but that is the first thing. There will be a lot of lessons. I would not rush into that, because we also need to learn from the Ukrainians, who are rightly focused on fighting rather than on a feedback loop to us, which will be essential in understanding it.
The big lesson is that we must prove to the world that ripping up international law and being more brutal than an adversary still does not get someone to win. One calculation that President Putin and his generals have is, “We don’t care about human life; we don’t care about international law; and if we just maintain that, somehow, we’ll achieve victory—irrespective of the cost and the human suffering.” The international community has to be totally unified in demonstrating that as folly.

Commons ChamberThe hon. Lady’s question implies, I think, that her constituent was not eligible to come under the Ministry of Defence-administered Afghan relocations and assistance policy. I know that will be of no consolation to him or his family in Afghanistan. We are working hard with other Government Departments to make sure that those who were called forward under the leave outside the rules scheme that was in operation during Operation Pitting are still looked after. However, I will need to have this discussion with other Ministers, and I will ask one of them to write to her with an update on the case.
It certainly could be—it is a highly effective weapons system—but we are not seeking to be in any way prescriptive with the Ukrainians about how it is employed, as they will understand their plan better than we do. We give them these weapons systems confident that they will bring them to good use, and thus far that has proved correct.

Commons ChamberThe steps we have taken on judicial oversight, the Judge Henriques review of the service justice system and implementing the Lyons and Murphy reviews mean that we are confident that the changes we have made to the service justice system mean that cases will be better investigated, there will be a better quality of law and that justice is delivered. We are also continuing the work we are doing under Air Chief Marshal Wigston’s review to make sure it is a better environment for women to serve in.
My hon. Friend is right. In anticipation of those training situations, the Defence Command Paper in March and “The Integrated Operating Concept 2025”, which preceded it, put in place measures to ensure that our Army is more ready, more forward and more deployable than it has ever been before, because speed and readiness are the one of the best ways to deter our adversaries.

They are highly motivated and well-trained, and when meeting new draft recruits to the senior service, as I did in HMS Raleigh last week, one gets a tremendous sense of confidence and excitement about the magnificent diversity of opportunity available for those joining the armed forces.

Commons ChamberThe hon. Lady refers to the BBC choosing not to report, and I think that was right. One would have preferred the BBC to have handed the documents straight over, but it acted responsibly by not relaying information that could have caused problems. We are going through the investigation. We are ensuring that all those documents have been returned, and we will be ensuring that any mitigating actions that need to be taken are put in place.
Given the loss of these sensitive documents, can my hon. Friend confirm that we have taken all reasonable steps to ensure that the safety of our serving personnel has not been compromised?
Absolutely; that is an ongoing task. There is intense planning behind all defence engagements and activities. That continues to be the case, and we always ensure that it is the defence, the safety and the security of our defence personnel that is uppermost in our minds.

Commons ChamberCan my hon. Friend confirm that we are fully committed to the Ajax programme, with its assembly in Wales and huge investment in the Union, and also its operational deployment in 2023-24?
Yes, we are absolutely committed to Ajax. We have come a long way with this project. It was originally approved by Ministers of a different colour back in March 2010, and in saying that I acknowledge that it has been a long time coming. However, we are on the cusp of getting this right and getting it sorted. There are issues that need to be resolved—I recognise that—but we will resolve those issues and we will bring it into service.

That last point is clearly somewhat problematic. People from across the United Kingdom serve in our units and they serve as the UK’s armed forces. I suspect that the hon. Gentleman knows how impractical his suggestion is, but perhaps he is playing to an audience back home.
As for the hon. Gentleman’s earlier point, it would be impractical in the extreme for all operational decisions, some of which have to be taken with some haste, to be a matter for a vote in this House. The detail that underpins those decisions often cannot be fully shared at the Dispatch Box, for obvious reasons. The Government have, throughout, made every effort to be transparent about the way the Afghanistan campaign has been progressing. I remember there being regular updates to the House on it and the opportunity for Ministers to be held to account, but I am not sure that military planning by parliamentary vote is necessarily the way to show the coherence of the military instrument to our adversaries overseas.
I am concerned that, with the drawdown of our troops, Afghanistan could again become a centre and base for international terrorism. Can my hon. Friend update the House on the steps we are taking to mitigate that risk?
I suspect that I have answered that question a few times over the last hour. This is simply the end of military operations in Afghanistan; it is not the end of the UK’s commitment to that country. Everybody is clear on that. So, too, are our partners and allies around NATO and beyond. The international effort to deliver peace and security within Afghanistan continues; it is just no longer appropriate to seek to achieve that through military means.

Commons ChamberThe Government are funding the NHS to bring in the veterans mental health transition, intervention and liaison service, and the veterans’ mental health complex treatment service. We are bringing in a high-intensity service, and those measures will be brought together to bring forward a coherent veterans strategy for mental health. We are determined that by the end of this year, no veteran will not know where to turn when they need such support.
The Ministry of Defence continues to work closely with colleagues in DFID and across the Government to ensure that activity is co-ordinated and mutually reinforced in support of our national security objectives. The Government have announced that they will undertake the deepest review of Britain’s security, defence and foreign policy since the end of the cold war, and that will cover all aspects from defence to diplomacy and development.
