My right hon. Friend is correct about that. We are seeing what extra support we can give to the over-50s, which is why, with my right hon. Friend the Minister for Pensions, we have brought together the “Fuller Working Lives” document. It is also why we are looking at: how we can do extra IT; how we can do extra CVs and résumés; and how we can have older worker champions going into business to really sell the benefits of older employees, because it is key that they should be there to share their experience.

Can the Minister explain why the Work programme works less well for women over 50 than for any other group in the community? According to her Department’s own figures, just over one in 10 women over 50 actually finds work as a result of the Work programme.

I am not really sure where the hon. Lady has got her figures from. I have the figures in front of me and the one in 10 would refer to the number of employment and support allowance new claimants who found lasting work—that compares to a figure of one in 25 when they first joined and is well above the expected average, which would have been about one in 14. But we must remember that these people are some of the most difficult and hardest to help into work, which is why we have put this in place to support them. [Laughter.]

As I am sure the hon. Lady knows, there are different types of benefit for disabled people, including disability living allowance, which is paid irrespective of whether the claimant is in work or not, as well as income replacement benefits such as employment and support allowance, so a person could receive ESA and DLA or wages and DLA. Around a third of households in receipt of disability living allowance or attendance allowance also receive support for their housing costs.

I have been driven to ask this as an oral question by my being refused a reply to a number of written questions on the grounds that it would cost too much money. I have been able to discover that there are 678,000 housing benefit claimants who are also receiving ESA, so there are at least two thirds of a million disabled people in receipt of housing benefit. What is the Minister going to do to protect disabled people in private housing when landlords refuse to accept people on housing benefit, which is common in my constituency?

We have supported people with discretionary housing payments amounting to £360 million. The authorities are working with credible landlords. We are supporting those people. Perhaps the hon. Lady could not get an answer to her question because she was looking for something that was not there.

There is no undermining of the judicial review process. In 1974, 160 applications were made, but last year alone, there were 11,000. Only about one in six of those applications was granted; fewer still were successful. We are ensuring that the right appeals proceed and that the unmeritous ones do not. This is about ensuring the integrity of the judicial review system and the smooth running of the legal process.

A phenomenon that I see in my constituency is that private landlords are saying, “No housing benefit.” The Minister knows that it is illegal to say, “No blacks, no Irish” and so on, but disabled people are more likely to be dependent on housing benefit than other people. Does she believe that what those private landlords are doing is legal or illegal? If it is illegal, will she enable disabled people’s organisations to take cases through judicial review to stop the landlords doing it?

Good local authorities work with good local landlords. As I have said, we will ensure that the correct cases go through. We want to ensure the integrity of the system, and those people who need to take cases to review will be able to do so. We are on the side of disabled people and we will ensure that their views are heard.

Given the Minister’s announcement that, although 230,000 will get the same or more support, 330,000 people will get no or less support, I assume that there will be a large number of appeals. At the moment, people who are appealing against rulings on the employment and support allowance in my constituency—80% of them are successful—are waiting for more than a year for their appeals to be heard. Is the Minister able to give any guarantee on how long the appeals against refusal of DLA will take? Will she set a maximum length of time and tell us that there will be enough staff to open the envelopes from people who make appeals, let alone administer them, which is not what is happening at present with ESA appeals?

I recognise the points made by the hon. Lady. We will speed up the process. We have commitments from the Justice Department that it will have enough staff in place, and we will do this as best we can.
