I received a full maintenance grant when I was at university, and its impact was not just money in my bank account, but the feeling of confidence and freedom that I could choose the degree that I wanted at my first choice of university—that important point has not really been covered by the debate. When I graduated, I did not have £53,000 of debt, which is what the poorest 40% of students will graduate with. I remind Conservative Members that we are talking about the poorest students from the poorest backgrounds in our country. As my right hon. Friend the Member for Tottenham (Mr Lammy) said, these are the sons and daughters of dinner ladies, bus drivers, and care workers on zero-hours contracts, and we should not forget the reality and background of those students. Let me say to the Minister, and to other hon. Members—particularly those who are chuntering from a sedentary position—that this is not scaremongering. This is a serious debate—

There he goes again. This is a serious debate about the impact of the proposals on our poorest constituents. That debate should be taken seriously by the Minister and by Conservative Members. This is not just about participation; this is about fair access and about which university someone chooses to go to, if they have that first choice. Some of my constituents in Wolverhampton might not choose to apply to Oxford, Cambridge or even perhaps the University of Sussex, because it is too far away and will be too expensive. This is about the choices that the poorest children must now make, given the level of indebtedness that they will face.

I am sure that the Europe Minister has noted the hon. Gentleman’s concerns.

Any reform of the Court must begin by addressing the crippling backlog of cases before it; I understand that there are 150,000 cases and that number is increasing at a rate of 20,000 a year. I hope that at the end of the six months in which our Government have the chairmanship, the Opposition will be in a position to give them credit for pushing forward with these reforms. Indeed, the test of success for the Government is not only what they do in the six months when they are in charge, but whether they are able to inspire successive chairmanships of the Court and the Council to take on and continue their reforms.

Until now, I have been fairly consensual, but I am about to embark on a section of my speech that is perhaps not so consensual.

I wrote it, thank you very much. That is very patronising of the hon. Gentleman. I might be a young blonde woman, but I am able to write my own speeches.

There is another area where the Government need to take action. It is incumbent on this Government to tackle the misconceptions about the European convention on human rights. I am sure that the Minister is only too aware of how some members of his own Government have peddled myths about human rights legislation to further certain political arguments, and of how there is a confusion—sometimes, it seems, a conflation—of the rulings and activities of the European Court of Human Rights, the Council of Europe, the European Union and the European Court of Justice. In some cases, there seems to be a deliberate lumping together of any institution with the word “Europe” in its title, with the assumption that Europe has a malign influence on this country.

Will the Minister reassure us that the Government will take a lead on challenging such misconceptions, not only in his party but in the country, and champion the positive role that our membership of the Council of Europe has played in furthering human rights and democracy in the UK and in other countries across the continent? After all, taking on the mantle of chairmanship brings with it certain responsibilities, one of which, surely, is demonstrating accuracy in debates on human rights. Let us hope to hear no more misleading myths about cats or other bogus stories.

Labour Members remain firmly committed to the Council of Europe and the European convention on human rights, but we recognise that this does not necessarily mean sticking to the status quo, and reforming the Court. We want the Government to use their six-month chairmanship to push forward with reforms to ensure that the Council continues to meet the aims and objectives in a way that is beneficial for all member countries, including the UK. Upholding a universal notion of human rights is a sign of a civilised nation and something that we should be proud of, not something that should be rubbished, heckled or blamed at every opportunity.

As I underlined in my introduction, successive Governments of different political persuasions have supported our membership of the Council of Europe and obligations that come with it. There is a long history and tradition in our country of which we should be proud.

There is much disquiet and concern among health professionals about the speed and scale of the reforms outlined in the Bill, with various respected organisations warning that they are a “significant risk” and “could be disastrous”.

It is important to see the Government’s plans in the context of the progress and the health legacy that this Tory-led Government inherited from Labour—patient satisfaction in the NHS at record levels, a world-class public service transformed by Labour, record numbers of doctors and nurses, and new hospitals. Contrary to some of the claims from the Government Benches about the statistics, survival rates for the most serious conditions are improving, and we will have the lowest mortality rates of any European country for heart disease by next year. The Government would do well to recognise this progress.

One of the Government’s central arguments is that massive restructuring is necessary to drive efficiencies in the NHS. I beg to differ. By overhauling the system, the Government are putting at risk the very drive for efficiencies that we support. According to the Royal Society of Physicians,

“Achieving both efficiency savings and reorganisation simultaneously will be an unprecedented challenge for both commissioners and providers”.

In government we recognised the efficiency challenges that we faced in the NHS. That is why in the last Labour Budget the Department of Health committed to £4.35 billion of savings over two years, with a further commitment to save £20 billion in the next five years. We demanded that primary care trusts reduce their management costs by 30% over a three-year period. The choice between doing nothing or modernising the NHS is a false choice, as I think the Government know.

Evidence from the previous reorganisation suggests that the disruption will extend well beyond the period of the reform. Even one of the Government’s Back Benchers, the hon. Member for Totnes (Dr Wollaston), a GP herself, has said:

“To my mind, it felt a bit like someone had tossed a grenade into the PCTs. These people have so much uncertainty about their position that they are haemorrhaging in a rather uncontrolled fashion.”

The transition process is not only disruptive, but will undermine efficiency and quality. This risk was recognised by the National Audit Office in its report, where it said that the previous government’s initiative, the so-called quality, innovation, productivity and prevention programme, is at risk because of the overhaul proposed by the present Government. What is more, their obsession with driving down costs using price competition carries a very real risk of decline in the quality of care, according to professional organisations such as the BMA, the Royal College of Nursing and the Royal College of Midwives.

The hon. Lady is giving a powerful speech, making the case that every Government must look for efficiencies and suggesting that the previous Government did. One of the key failings under the previous Government, who did see improvements in the NHS with vast increases in expenditure, was on productivity. According to the National Audit Office, which the hon. Lady just mentioned, productivity, after improving in the 1990s before Labour came to power, fell during the Labour years, despite the massive investment of additional funds. Turning that around is the central challenge for this Government. What views does she have about how best that can be made to happen?
