T7. Between 2018 and 2021, there were 3,625 spiking reports across 15 police forces in the UK, but just 44 people were charged. Perpetrators are being let off, while victims are being let down. Will the Home Secretary give her backing to Labour’s amendment being voted on this evening in the other place for an urgent review into the incidence and reporting of this crime, as well as of the adequacy of police investigations and the impact on victims?

The hon. Lady raises the very important and, frankly, quite pressing issue of spiking and its impact across the night-time economy and, much more widely, across society. We are looking in much of the work we are doing in policing at how we can review the matter and how we can actually give the support required.

I thank my hon. Friend for how he is focusing on this issue. We have a national programme to support women and girls’ safety and, as part of that, Greater Manchester has been awarded £1.5 million from the Home Office’s domestic abuse perpetrator programme fund. The fund works with perpetrators to get them to change their behaviour. It is very difficult but important work, and it is taking place specifically in Bolton. One of the partners is Talk, Listen, Change, which has been accredited by the organisation, Respect, as delivering very high-quality interventions.

Police-recorded incidents of antisocial behaviour show a fall from 2.1 million in 2013-14 to 1.8 million in the year to June 2021. The Anti-social Behaviour, Crime and Policing Act 2014 provides flexible tools and powers for local agencies to tackle antisocial behaviour.

Following Conservative cuts to the policing budget, the police stations in Penge and Sydenham have both closed. Meanwhile, reports of antisocial behaviour locally have been rising, and recently we have seen a sharp increase in thefts from cars. Will the Minister back Labour’s plan to roll out neighbourhood police hubs to help tackle crime and antisocial behaviour and provide a visible police presence, or will she continue to let down our communities?

The hon. Lady will know that our beating crime plan has set out that neighbourhood hubs are an integral part of the response. Policing in London is the responsibility of the Mayor of London. The Metropolitan Police Service is one of the best-funded forces in the whole country, receiving more than £3 billion in 2021-22, an increase of up to £132.4 million. It already has an additional 2,070 officers on the beat.

This year, we are investing more than £130 million to tackle serious violence at local level. That includes funding violence reduction units, which draw in all key partners, including the police, local authorities and the community, to address the root causes of violence, as well as targeted police action to deter and disrupt knife crime. It also includes up to £23 million for new early intervention programmes that will help stop young people being drawn into violence in the first place.

As the hon. Lady knows, because we have discussed this many times in the past, violence reduction units are a key part of our work to tackle serious violence. We are constrained within the current spending review, with the wider problems of the pandemic and the impact that has had on Government spending, but she will know that the Government have invested record amounts in these units to get them working across the country in the 18 areas most hit by serious violence. However, we are going further than that, because through the Police, Crime, Sentencing and Courts Bill, we are imposing a serious violence duty on every single local area across the country, so that every single area is taking the public health approach that she so commends, and rightly so.

Michael Jonas, Ayodeji Habeeb Azeez, Jay Hughes, Levi Ernest-Morrison and Tashawn Watt are all young children and young people who have been stabbed to death in my constituency over the past few years. Words cannot do justice to the grief and anguish this has caused their families and the wider community. The Government say they are committed to a public health approach to youth violence, but youth centres, schools, health services and children’s centres have all had their budgets decimated over the past 10 years. My constituents cannot wait any longer. When will the Government reverse these cuts and take urgent action before more lives are lost?

The hon. Lady rightly raises the names of those who have been murdered in her constituency, and of course our thoughts go to the families and friends affected by that. Of course, serious violence does not just affect the individual family; it affects the whole community. That is why we are taking this whole-system approach: very tough law enforcement, but critically, also trying to intervene at an early stage to help young people to avoid gangs, which will have an impact on the streets more widely. That is why the serious violence duty is so very important. I really hope that, on the next occasion the Labour party has to vote in support of the serious violence duty, it takes the opportunity to do so. Working together with schools, hospitals, other healthcare agencies, the police and local authorities is how we are going to help ensure that the sorts of incidents she describes do not happen again.

I thank the hon. Lady for her question and her comments. I recognise that Daniel Morgan junior lives in her constituency and understand what a difficult time this is for the Morgan family.

First of all, there is criticism of the Home Office in this report, and it is important to acknowledge that, as the right hon. Member for Torfaen (Nick Thomas-Symonds) highlighted earlier. For the record, I was not privy to discussions that took place prior to publication between officials in the Home Office and the panel itself. My responsibility was very much to ensure the publication of this report and that, in doing so, my statutory duties were met.

Like many right hon. and hon. Members in the House, the hon. Lady asked me about the duty of candour. I state again that we will look at this across Government, because this is relevant not just to this particular inquiry but to future inquiries, for example on covid, and to how the state and the institutions of the state are held to account.

I was six years old, and remember it well, when Daniel Morgan was murdered round the corner from where I lived in Sydenham—the area that I now represent in Parliament. His brutal murder shocked the local community, and the fact that no one has ever been brought to justice has only intensified that. Today, all our thoughts are with Daniel’s family, but they have suffered unimaginable and unnecessary delay. Will the Secretary of State commit today to implementing the panel’s recommendation that, in future, any panel has timely access to the material required to do its work so that this delay never happens again?

The hon. Lady makes one of the most important points about delay and access to information in terms of bringing the report together. It is absolutely right that we spend time looking at the recommendations. As I have already said to all colleagues, I will come back to the House and provide updates on the work that has been commissioned and on the recommendations as well.

Thank you for granting this urgent question, Madam Deputy Speaker.

The Government are letting down victims of rape and serious sexual violence on every front. Victims are being left waiting years for their day in court, with no support, no communication and no action from the Government. When I have spoken to victims, they tell me that they often feel as though they are on trial and how being left to wait years for their day in court leaves them in a form of purgatory, unable to move on from what has happened to them. Many feel that the justice system is working against them, not for them. That is a complete and utter failing of this Government.

We have been waiting for over two years for the rape review. The Minister refers to the court judgment, but that was handed down weeks ago—again, the date of publication has been kicked into the long grass, with no action from the Government. In that time, another 100,000 rapes are reported to have taken place.

Victims cannot wait any longer for action. The Government must urgently publish their review, which must include hard-hitting recommendations and root-and-branch reform to the CPS, Ministry of Justice and Home Office. We need to see how the Government intend to reverse the shocking deterioration of rape prosecutions they have allowed to happen under their watch and how they intend to improve the criminal justice system for victims of rape and sexual violence. What we do not need are slapdash briefings to the press about what is potentially in the review. No more pilots, no more consultations—what we need is action. We need a plan, and Labour has one. We have set out what we would do in our survivors’ support plan and in our Green Paper, “Ending violence against women and girls”. So today, I ask the Minister: will he commit to backing Labour’s survivors’ support plan? Will he introduce indicators across the Crown Prosecution Service, the Ministry of Justice and police to improve victims’ experience of the criminal justice system, as set out in our Green Paper? Will he finally commit to a date for the publication of the review, or will he continue to watch the effective decriminalisation of rape?

As I said earlier, we have committed that the review will be published shortly after the recess, but as I said in answer to an earlier question, please do not believe that we are waiting for the production of the plan to start the work. Indeed, much of the work has been done already. The hon. Lady will know, for example, that Project Bluestone in Avon and Somerset police is doing fantastic work at the moment on a new model of operation for this kind of investigation and on joint close working between the police and the Crown Prosecution Service. They have a joint operational improvement board. They have launched their action plan. There was significant support for that and a massive mobilisation across policing to deal with, in particular, the new disclosure guidelines that the Attorney General’s Office has issued in response to the growth in the use of mobile phones in the investigation of crime, particularly in this area.

I would be more than happy to look at the Labour Green Paper, because I do not think there is any monopoly on good ideas in this area, as I hope that my opposite number will look with an open mind at the plan that we publish and the work we intend to do. We all have a shared desire here to see better outcomes and more justice for victims in court, and we will have to stand shoulder to shoulder if we are going to make that happen.

It is a pleasure to speak in today’s debate and to serve under your chairmanship, Sir Charles. First of all, I thank my hon. Friend the Member for Swansea East (Carolyn Harris) for securing this incredibly important debate today; it is particularly timely, given that yesterday was International Women’s Day. It is important to see from the first two contributions that women from both sides of the House can find common ground on this really important issue. I for one am grateful that there are these issues that, as women, we can potentially work together on.

It is important to remember that as many as 70% of women in prison are survivors of domestic abuse, and that women in prison are also five times more likely to have mental health difficulties than those in the general population. However, sadly, in many cases they are simply not receiving the support they need on being released from prison. According to the Ministry of Justice, in the year ending March 2020, one in 25 women were sleeping rough on release from custody, and nearly half of women left without settled accommodation. Data from the independent monitoring boards for women’s prisons and the prisons themselves suggest that the figure is actually as high as 60%. This is a huge problem, not least because 65% of women released from prison to no fixed abode go on to reoffend. Failure to provide safe and secure accommodation is therefore preventing rehabilitation and fuelling reoffending.

The Ministry of Justice has recently announced £70 million of funding to support former offenders at risk of homelessness, including a pilot to provide prison leavers with temporary accommodation for up to 12 weeks. However, that pilot is limited in scope, as it covers only five of the 12 probation regions and, as my hon. Friend the Member for Swansea East pointed out, does nothing for women in the other seven probation regions. There is also uncertainty about whether those vulnerable women leaving prison will be supported beyond the 12 weeks’ temporary accommodation to find long-term, safe and secure accommodation. That is the type of accommodation that is desperately needed, not a 12-week temporary fix.

That funding is also incredibly low, compared with the £150 million recently pledged to build 500 new prison cells for women. While Ministry of Justice figures published in November last year show that the female prison population is projected to rise by around two fifths by 2026, it is important to remember that, in the main, we need to focus on community sentences and the use of women’s centres instead of prison, especially given that 80% of women are in prison for non-violent offences. Indeed, a series of inquiries and reports in recent decades have all concluded that prison is rarely a necessary, appropriate or proportionate response to women who offend. The Government’s own female offender strategy promises a focus on early intervention and community-based solutions. Why are the Government not following that female offender strategy? Why are they investing in prisons, when actually the money is needed in women’s centres?

Specialist women’s services are best placed to address women’s complex needs, to divert women from the criminal justice system, and to prevent reoffending. The Women’s Budget Group further found that a place at a women’s centre costs between £1,223 and £4,125 per woman, depending on needs, while a place in a women’s prison costs £52,000 per year. Better investment in and use of women’s centres would therefore yield huge savings on the costs incurred directly by the criminal justice system, and on those incurred indirectly by the health, mental health, housing, welfare services that would otherwise be used by a previous offender. Instead, these specialist providers face a £10 million core funding gap from this March. The Government should provide proper ring-fenced core funding to ensure the long-term sustainability of those services.

We also seriously need to look at the presumption against short sentences. Fifty-eight per cent. of women are reconvicted within one year of leaving prison. That figure rises to 73% for sentences of less than 12 months. Meanwhile, the proportion of women sent to prison to serve very short sentences has risen sharply. In 1993, only a third of custodial sentences given to women were for less than six months. In 2019, the figure had nearly doubled to 62%. The problem with short sentences is that there is no time for any form of rehabilitation, and it often means that during that time women lose their family ties, any job they may have, and their housing. Statistics show that women are more likely to reoffend when they are given a short sentence. A review of the purpose and use of short sentences for women offenders, and their value to victims, offenders and the taxpayer is needed.

We know that women are more likely to reoffend if they are released from prison to no fixed abode. We know that women released from prison are more likely to reoffend than those serving community sentences, and that women are more likely to reoffend if they are given a short sentence in prison rather than a community sentence. Despite that, the Government are not seriously looking into a presumption against short sentences, are leaving women’s centres at the risk of closure through underfunding, and are not investing enough in measures to prevent homelessness. Instead, they are investing more in prison places, which is the one thing that has been shown to not be of use for the majority of female offenders.

Without action on those issues, the Government simply condemn many women to a cycle of crime. To truly support women in the criminal justice system we need a much more holistic, understanding approach, which ultimately would cost less to both the taxpayer and to society.

I thank my right hon. Friend for the amazing work that she is doing in this regard. It has long been a passion of hers, and I look forward to her drawing her conclusions in due course on this vital piece of work.

We are very conscious of the pressures on children in abusive households, including on pre-school children, which is why we have provided £3 million to support children affected by domestic abuse and, indeed, corresponding work on the development of perpetrator programmes. None the less, we are very aware of the need, as she says, sadly, to look after the youngest babies and children because of some of the figures that came out of the last full lockdown. This is why her work and our work to continue to tackle these terrible crimes is so vital, not least because seeing this abuse at a young age can have terrible effects on the children’s long-term life chances as well.

Between April and November last year, referrals from the NSPCC to police and social services about child abuse increased by 79%. Schools play an important role in identifying potential abuse, so with the current lockdown, this is likely to be harder to pick up on. With local authorities already facing considerable financial pressures, what extra resources will the Government be giving them to help detect and prevent child abuse during this lockdown?

The hon. Lady is absolutely right to highlight the enormous work that schools are doing during lockdown restrictions as well as in the period that we had last year between lockdown restrictions. We have invested some £8 million to help teachers spot some of the signs of abuse and distress in children. It may take some time for those signs to show when children return to the classroom, but the money is intended to help to address that. The hon. Lady will, I hope, have heard about the investment we have made in the “See, Hear, Respond” scheme. We have also provided £7.6 million to children’s charities that have suffered financial hardship due to covid-19.

We continue to fund Childline, as well as the professional helpline for adults who are concerned about a child. In addition, we are funding a helpline set up by Operation Encompass in the middle of the first national lockdown last year. It is a helpline for teachers worried about the families of children in their school, particularly in relation to domestic abuse, and want to know what they can do to help. The Operation Encompass helpline exists very much to help the teachers who help to look after our children, and I recommend it to teachers in the hon. Lady’s constituency and elsewhere.
