By all means; I am happy to do so. It is reassuring to note that the review will not only study current operations, but look at previous incidents and accidents and offshore helicopter flying in other countries to make recommendations aimed at improving the safety of offshore flying.
The hon. Gentleman raised the shocking number of deaths, of which there have been 118 since 1976. Although I have not had the opportunity to review all those accidents, I can tell him that in the five most recent incidents, two of which involved fatalities, there was no common factor that would tend to affect all such incidents. No picture is emerging of a particular problem that must be addressed.
I note the point that the hon. Gentleman made about the 2009 case, which sadly resulted in 16 deaths. A fatal accident inquiry will commence on 14 January, and I understand the distress that the delay in holding it has caused the families. I am sure that the hon. Gentleman understands that one of the reasons why the inquiry could not take place sooner was that there was, at one point, a prospect of possible legal action in connection with the case. I understand the distress that that has caused the families, however, and I hope that when the inquiry has concluded and presented its findings, they will obtain better closure.
I also note the point that the hon. Gentleman made about cloud-based and meteorological information, and I will raise that with officials to see whether anything can be done to address it, and how big a factor it might have been in any of the accidents.
I have been listening carefully to the Minister’s contribution, and it strikes me that one of the most powerful points made by the hon. Member for Aberdeen North (Mr Doran) was that weather might well be a factor. The Minister said that there were no common factors in the most recent incidents, but surely that would be the purpose of an overarching inquiry.
I understand the point that the hon. Lady makes. However, gearboxes in helicopters are notoriously problematic if they are not properly maintained. My point is that other factors, which may or may not include pilot error, can contribute to accidents. I am pleased that the inquiry will at least determine the cause of the accident, which resulted in so many fatalities.
I agree with the hon. Member for Aberdeen North that the Piper Alpha inquiry revolutionised the safety culture in the North sea. It reminded me of the maxim often heard in industry, “If you think health and safety is expensive, try having an accident”. The health and safety of those operating in such a hazardous environment must be paramount.
It is clear that any accident is one too many, and there will always be lessons that must be learned when such accidents happen. To date, the UK has played a leading role in introducing a number of significant safety improvements in North sea operations. Electronic monitoring on board helicopters provides an early warning of any developing technical issues, and there has been significant research and development of helideck lighting to assist helicopter pilots when landing.
Satellite-guided approaches for landing and other operational improvements are under development. The CAA plans to publish its findings in early 2014, so the hon. Gentleman will understand why I do not support his call for a Cullen-style public inquiry at this stage. The Government think that it would be premature to call for a public inquiry before the AAIB investigation and the CAA review are concluded.

I know that I am enormously popular in Northern Ireland in particular at the moment, so I am sure that a nudge from my size-10 boot would not go amiss. I assure the hon. Gentleman that I will contact all my counterparts in the devolved Assemblies to ensure that they are aware of the debate and the research that my hon. Friend the Member for South East Cornwall has done on behalf of all fishermen, and to give them a subtle hint, because as my hon. Friend knows, it is not quite as simple as it sounds.
It sounds as if I could stand here as Minister and just say, “We all know the safety benefits that could come from installing the emergency stop valve on a boat, so make it compulsory.” Why not regulate to avert such dangers? The biggest reason that I am not going to do that is not because I do not think that it would work, because it would, but because of the costs. The costs would be so bad for small inshore fishermen. The figure of £1,300 is interesting, but the true figure might be £1,300 plus VAT, if they are registered for VAT. It might be more than that in certain parts of the country, but it might be less in parts of the country with more competition. Some fishermen could not even get £1,300 with an overdraft or a loan, and so would not be able to go to sea.
I appreciate the Minister’s concerns about costs; it is a very salient issue for smaller vessels in particular. My concern about regulation is that the experience of recent years has been that where fishermen’s organisations themselves own the issues, self-regulation has been effective, as we have seen with conservation measures. I urge him to continue on the path he is taking.
I have absolutely no intention of regulating, and the reason for that is that my hon. Friend the Member for South East Cornwall has found a funding stream from Europe to the UK—what a fantastic thing. I wish we had a bit more like that. It is excellent news. If I regulate and make valves compulsory—I will give way to my hon. Friend if I am wrong—the funding stream ceases. Fishermen have to bid for the funding for themselves or as a group through the relevant bodies. If I say that I will lay before the House a regulation or statutory instrument using my powers, the funding stream will cease. That is the biggest reason I have not regulated.
I will encourage all fishermen who fall into the three categories my hon. Friend mentioned—I think there might be one other category—to apply for funding through the MMO. I will facilitate that. We will have links through our websites and ensure that we publicise it, to draw down the funding and get the valves installed as soon as possible. We must also look at new fleet. There are not as many new ships and many have been adapted from different uses over the years, but we need to ensure that when they come out of any of our boatyards, such technology is included at the point of manufacture.
I was disappointed when the Maritime and Coastguard Agency withdrew the single-handed leaflet. As soon as that was brought to my attention, I sought to address it. It will now be made not only available, but permanently available. It is not a temporary measure and it will be regularly updated, not least with the information that we have heard during this debate. It is crucial that we do that.
We need to work on other measures as well as the stop buttons. We need to address the culture among our fishermen and women whereby the odd injury or risk is seen as acceptable and a badge of honour. When I went to Grimsby earlier this year, I was disturbed to hear from a crew that one of their colleagues had been dragged overboard and had drowned because he was not wearing any buoyancy equipment. After that, they all started wearing such equipment, but the peer pressure suffered by the youngest member of the crew meant that, within six months, they had all stopped wearing it. We have to break away from that culture and work together as a Government and an industry to say that it is not big of someone to put their life at risk. People put their lives at risk enough by going to sea in order to earn a living. It is not a badge of honour to lose a finger. I have seen so many injuries, whether they be scars or the odd missing digit, just by shaking hands with fishermen around the country.
I have discussed this issue with my hon. Friend the Member for South East Cornwall and know that her husband, prior to his terrible accident, had had an injury at sea. We have a responsibility to the industry to say that this is not acceptable. We know that they are proud men and women and that they have a fantastic history, but it would be much better—this is a subtle hint—for their families and young ones if they were as able-bodied as possible when fishing in order to bring in their income.
Through Seafish, we are continuing with the training. Fortunately, we won the court ruling on the funding of Seafish, which is enormously important. The fishing industry safety group is chaired on my behalf via the MCA and I have asked it whether my hon. Friend could join. I ask her whether she is willing to offer her expertise and knowledge to the group. It would have liked to ask her before the debate, but felt that it was for me, the Minister, to do so. I suggested to it that it should have asked me earlier. Even so, if we can get more people with life experiences, as well as “experts,” involved in the industry, I think that we will be able to bring much more understanding to bodies such as the fishing industry safety group. That would be of benefit.

Commons ChamberI do concede that. I do not think that the aviation industry has anything to fear from closer scrutiny of the way in which it deals with these issues. I just want to ensure that this Bill does not send the wrong signals to industry and make it more difficult to do what many operators are starting to do in any event.
In addition to the revision of the statutory purpose of the CAA and its secondary duties, it is right that the Bill aligns the powers of the CAA with those of the Office of Fair Trading. That provides consistency with the approach taken for other regulated industries, including energy, water, telecoms and rail. The Secretary of State will be aware that there are concerns about the impact on competition of the sale of airlines and the slots that transfer ownership as a result. The recently agreed sale of British Midland International by Lufthansa to International Airlines Group has raised considerable worries, particularly in Scotland and Northern Ireland, about the impact on short-haul domestic routes and the price implications for passengers. The Government have to date refused to take those concerns seriously. My hon. Friend the Member for Glasgow East (Margaret Curran), the shadow Secretary of State for Scotland, and I have referred the sale of BMI to the OFT.
I am grateful to the hon. Lady for raising this issue again, because it is extremely serious. I have concerns not only about the flights into Heathrow but about the onward connectivity of those flights to the rest of the world. Aberdeenshire has a big energy sector and people are travelling onwards. She is right to highlight this issue.

Commons ChamberI agree with my hon. Friend. I am trying to get the Minister to provide more detail on the reasoning behind the proposals. I am strongly of the view that we need a geographical spread of coastguard stations and that we need more than one in Scotland. I have not necessarily looked at the detail of every coastguard station, but I suspect that some hon. Members in the Chamber have.
Perhaps the hon. Lady’s concern about stations on all parts of the coastline echoes her comments about the transferability of staff. Does she agree that local knowledge is critical to the successful operation of coastguard services?
I agree with the hon. Lady. I am in no way trying to set one coastguard station against another; what I am trying to do is put points on behalf of the Clyde coastguard station that I do not believe will be put in any other forum. There is huge frustration about the fact that it has not been possible to make those points, and we know that very few reasons were given for the proposals.
In every debate about the issue that has taken place in the House, members of all political parties have strongly made the case for local knowledge. There is a considerable distance between the constituency of the hon. Member for Banff and Buchan (Dr Whiteford) and mine. At present that local knowledge is held in the Clyde coastguard station, and if Aberdeen were to take on the work, the acquisition of such knowledge would take a number of years. That point has been made to the Minister a number of times.
I hope that there would not be compulsory redundancies, but I cannot give that commitment and I am not going to stand at this Dispatch Box and mislead people. The PCS has known that all the way through. It is important to understand that there will be job losses if we reduce the number of co-ordination centres, although I hope that such job losses will not be compulsory. I have gone through redundancy, despite my union fighting to help me, so I understand where people are coming from. However, if I am going to increase salaries, training and career prospects, I have to find that money from somewhere and that money will come from the savings we are finding. There are quite significant costs up front, particularly for the resilience we want to put into the system. The Treasury has been generous and I have money, but I cannot carry that forward—I must make savings. To be fair, the union—
I want to clarify the point that the hon. Member for North Ayrshire and Arran mentioned in her intervention, because if I am not careful I will not finish one intervention before I take another. I know we have a few hours, but everybody will understand if we do not speak for the whole time.
It is really important that we do not get bogged down by the fact about the Select Committee because, as anyone who has been a Minister knows, a civil servant cannot go before a Select Committee and criticise Government policy. That is not the protocol; it is not what happens. The job of a civil servant, if they go before a Select Committee, is to support Government policy. That is why civil servants at the grade of those we are talking about do not go before Select Committees. I took advice from the Cabinet Office and I ensured that we were in absolutely the right position. I bent over backwards to ensure that the Select Committee could go to any station it wished and talk to any member of staff, but I could not have uniformed staff criticising Government policy. They are fully entitled to fight through their union representatives for what they think is right, but a Select Committee is not the right and proper place to do that. Anybody who has served as a Minister knows that. We can go back through Westland if we want, and see those differences.
I agree with the Minister that it is very important that we have a coastguard service that is fit for the 21st century, but I would put it to him that all the other emergency services in Scotland are devolved and one way to protect smaller stations, such as Inverclyde, might be to amend the Scotland Bill to devolve the operation of the coastguard agency in Scotland. That would mean that the services could properly address our vast coastline, in line with people’s expectations in Scotland.
I do not want to disappoint the hon. Lady, but the Scottish National party has absolutely no chance of my breaking up a national emergency service such as this one. That will not happen. If we go down the avenue of saying that we can break up the service and that it can be operated in a completely independent little station, we will move completely away from the needs of the service. The service needs national resilience. If we do not have that, we are not offering the service that our constituents—including the hon. Lady’s constituents—deserve. It cannot happen.
When I visited the Western Isles, I saw that when the power goes down—I understand that it does so on a fairly regular basis—volunteers go up to the wireless towers on the hills and operate them manually. That is the situation we are in in the 21st century. There was a lightning strike at Falmouth and they luckily managed to keep going, but there is no proper resilience to lock in the service. In our part of the world, the police love the VHF system we operate because they operate on Airwave and although we use some of it we have a very good radio system. However, what we need is networking.
I am sure that the hon. Member for North Ayrshire and Arran is aware that at Clyde we have a hub that comes into the existing building, but we cannot stay in that building. That is one reason for the decision. We have talked about costs, and of course costs are involved—there is no illusion about the fact that costs are involved and there would be significant costs if we had another station in Clyde that was not in that building. Even if we stayed in that building, there would be considerable costs, and we cannot do so, as the Ministry of Defence has decided that it wants to be gone from that building in Clyde by 2013. We will have to move from that building. There are significant costs that we will publish and put out there, but I am in the middle of the consultation and I will not jeopardise that. Judicial review or something similar could be pushed against me if I broke into the consultation in the middle of it. I am trying to be as open as possible.
