The hon. Lady asks an important question. We will work with the Welsh publicly owned energy company to make sure that Wales benefits from this plan. I made that point about a fair balance of funding across the country to the hon. Member for Cheadle (Mr Morrison), and I think it is very important. I think we will find that this programme will be highly oversubscribed—that is my prediction—because there is such an appetite for this plan and its potential. I hear that in the House. One thing that we will definitely be doing is working with the Welsh Government.

I welcome the local power plan, which builds on much clean energy investment in Norfolk, including backing for the Vanguard wind project and £17 million for warm homes in Norwich. I urge the Government to keep backing the east of England as a hub for clean energy. Will the Secretary of State outline in a bit more detail how constituents will be made aware of this project, particularly those who will not hear this statement, or hear about it on the radio, so that the communities that would benefit the most are able to maximise the benefits of this funding?

My hon. Friend makes a really important point. Local Members of Parliament have a massive role to play in, for example, approaching their local community groups and others who have the potential to benefit from the plan. I encourage all Members to do that. One of the most important things about Members of Parliament from all parts of the House is that so many of them have a sense of the groups and areas in their constituency that can benefit from the plan. My hon. Friend the Minister for Energy and I will provide resources for MPs across the House, so that they not only know about the plan, but can draw it to the attention of people and community groups in their constituency, so that they can benefit from it.

I would really like to do that. The Prime Minister and I, with the Chancellor and indeed the First Minister of Wales, had a fantastic visit to north Wales when we announced our small modular reactors there, and the excitement among the students at the college about the future we are building was so palpable to see. I must say that that is the difference between the Government and the Opposition. We are embracing that future and building that future for those young people; they, frankly, are selling those young people down the river.

I welcome the investment for the Norfolk Vanguard project, which will play an enormous role after being awarded over a third of total capacity under these contracts. The Secretary of State has spoken about the benefits for jobs. Can he speak specifically about how we will ensure young people now at school and in college will benefit with apprenticeships and training in these industries?

My hon. Friend makes a really important point. We will be setting up five technical excellence colleges in clean energy, and they will be incredibly important in training young people for this clean energy future. There is a huge number of opportunities out there. Part of this is about the training, but another part is about young people getting to know about these opportunities. I was at an amazing jobs fair in the north-east—organised by Kim McGuinness, the mayor of the north-east—which brought together some of the developers with young people, and the excitement among those young people about this future was so palpable. We need to do more of that.

[The Secretary of State for Energy Security and Net Zero (Ed Miliband)]

Since the last Energy Security and Net Zero oral questions, the Government have confirmed that rooftop solar panels will be standard for all new build homes, delivered the first 11 solar on schools projects, scrapped the absurd 1-metre heat pump rule, secured Royal Assent for the Great British Energy Bill and, alongside Ofgem, delivered compensation for 40,000 victims of the prepayment meter scandal that happened under the last Government.

The east of England has a unique energy mix from offshore wind, hydrogen and nuclear. I welcome the game-changing investment in Sizewell C today. Can I ask specifically about wind? A new report from EastWind and Opergy says that in the east of England, we need more than 6,500 extra offshore wind farm workers. Does the Secretary of State agree that the east of England is central to our energy mission, and can he outline how we will deliver those skilled jobs?

The east of England will be a clean energy powerhouse for the country. My hon. Friend raises an important issue about workforce, and we will be publishing the workforce plan soon.

I do join my hon. Friend in that. I say to all Opposition Members who voted against GB Energy that many of them will now be getting solar panels on schools and hospitals in their constituencies. Let all their constituents know that those are local MPs who opposed cutting bills for schools and hospitals in their own constituencies.

I welcome the £17 million of Government funding for Norwich’s Labour-led city council to improve energy efficiency in homes, which will help tackle fuel poverty and provide much more comfort. Will the Secretary of State welcome Norwich Labour’s leadership on this issue and set out how we will provide more funding to local councils so that they can go further, faster?

My hon. Friend raises a really important point about the crucial role of local authorities in relation to these issues. One of the things that my right hon. Friend the Deputy Prime Minister has done is devolve more funding to combined authorities on this. We want to go further, including in relation to local authorities, because it is local authorities—including my hon. Friend’s, which I congratulate—who know best the particular needs of their own localities, and they are a key part of the answer to the energy efficiency upgrade that we need.
