I appreciate being called in this debate, Mr Walker, and I thank the hon. Member for Wycombe (Mr Baker) for securing it.

In previous years, the SNP has raised concerns about the implementation of IR35 legislation, and during discussions on the Finance Bill I suggested a review into the way that it was being implemented. It was not necessarily that the legislation was a bad idea, but the way it was implemented did not work for people because they could not navigate the system appropriately. I raised that issue in 2016, just as my colleagues did previously.

I have been approached by many constituents about the loan charge. Some were recommended to join these schemes by the companies they worked for, which wanted them to move on and become contractors. One person told me that a presentation was given in the company’s boardroom by another company running one of the schemes. Individuals were encouraged to go to that presentation and transfer into one of the schemes rather than being employees of the company. That is a real concern.

I am concerned about the way that this measure is being implemented. I have a constituent who filled in his details before 30 September, as he was requested to do, but has not yet received a settlement figure from HMRC. Another constituent in the same boat has been told that they will receive a settlement figure by 5 April next year, although the Treasury promised that those figures would arrive by 30 November this year. People are being told that the settlement figures will not be calculated until 5 April, but they have also been told that they will need a payment plan in place by then in order to be compliant. If that settlement figure is not calculated until April and the payment plan will be required immediately, people do not have enough time to make the decisions they need to make on any settlement figure.

Clarity about timelines would be hugely appreciated. This has been a moveable feast, and the Treasury and HMRC have regularly changed the dates and times by which people have been required to submit information. It is important to have clarity so that people know when they need to have a payment plan in place.

It is important that people pay the tax they owe. At least one of my constituents is disputing the calculation made by HMRC. They have not been given a breakdown of the calculation and cannot work out why HMRC has come to that figure. There needs to be transparency so that people understand why HMRC thinks they owe what it says they owe, and they can then make rational and reasonable decisions about payment plans.

I have been clear with any constituent who has approached me, and with HMRC, that we need a mutually beneficial payment arrangement. We cannot have people being made bankrupt as a result of these payments. The change from 12 months to a five-year period for repayments is welcome, but if someone is being asked to pay back hundreds of thousands of pounds when they are existing on jobseeker’s allowance, it is not possible to pay that money back over five years.

I am also concerned about individuals who are being asked to sell or move out of their family home and have it repossessed. That causes problems for local councils as well as for the family involved, and just passes the buck. If HMRC wants to recoup the money, it would be sensible to do that in a way that means people can pay it, rather than having to be made bankrupt. We need give and take by HMRC, as well as transparency and clarity about dates.

Does my hon. Friend agree that one of the biggest problems facing people in this position is the uncertainty of not knowing how they will cope with paying these large amounts back over a period of time, when no assistance or guidance has been provided as to how they might make those payments?

As I said, this has been an incredibly moveble feast and HMRC keeps moving the goalposts. It is important to have clarity about the future timeline. Constituents need to understand what they will need to pay back, the timescale involved, and why they are being asked to pay back the amount requested.

Do you know what? The reality is that we have argued for a very long time—I have argued for my entire adult life—against the current democratic system, because it does not work for the people of Scotland. We do not get the Governments we vote for and we do not get the result that we voted for in the EU referendum. If the democratic system meant that Scotland’s votes were reflected in reality, we would be in a very different situation today.

On a serious note, every week in our communities and at our surgeries MPs from both sides of the House are faced with the consequences of Westminster’s poor decisions. We see working mothers forced to go to food banks. We see and hear about the Home Office-enforced separation of families. We meet young men struggling with mental health problems who have been sanctioned yet again because they are unable to jump through the unreasonable hoops put in their way by the Department for Work and Pensions. I do not know how anybody, even in this Westminster Government, can believe that their policies are having a positive benefit. The tears and desperation with which we are all faced on a regular basis give the lie to that notion.

The Chancellor has failed adequately to fund our public services in this Budget. He has failed to undo the devastating social security cuts, he has failed to legislate for a real living wage and he has failed to provide adequate support for businesses facing the impending cliff edge of Brexit.

The Budget should have included decisions to help support all those who have been hit by a decade of austerity, and all those who will be hit by the forthcoming Brexit. The roll-out of universal credit should have been halted. A third of working-age households will be entitled to some universal credit. Of those, around a third will be at least £1,000 a year worse off than under the legacy system.

Does my hon. Friend agree that the Government missed an opportunity in the Budget yesterday not only to correct the injustices of universal credit but to compensate councils such as Highland Council that are having to foot a £2.5 million bill out of council tax funds simply for administering this failed and shambolic universal credit roll-out?

Absolutely. The Highland Council area has been particularly badly hit as one of the first areas in which universal credit was rolled out. It is currently rolling out in Aberdeen, and I am hugely concerned about the impact it will have on my constituents. The roll-out needs to be halted, because the issues that happened in the highlands and elsewhere have not been fixed, and they need to be fixed before any further roll-out can occur.

The benefits freeze should have been lifted, the sanctions regime should be scrapped, support for lone parents under the age of 25 must be reintroduced and the WASPI issue must be sorted, with those women being given the money they are owed. I am pleased that the Government have made a commitment to the pensions dashboard, but they now need to legislate to compel companies to comply so that people can access information about the pensions they are owed, and so that they can then get those pensions. That is important, and lots of people have been calling for it.

Workers’ rights are another reserved issue, and the Chancellor should have committed to increasing the minimum wage to the living wage—an amount people can actually live on—by the end of this Parliament. The Office for National Statistics said this week:

“Among the countries of the UK, long-term pay growth has been highest in Scotland… Median pay for full-time workers was 87% higher in Scotland than it was in 1997.”

The Scottish Government are doing all they can, particularly for staff employed in public sector roles, but we need the powers to do more. In Scotland, our Government have focused on uplifting the pay packets of the lowest paid, which is a progressive choice that makes the most positive difference. The UK Government have not chosen to do that.

We have fought long and hard for a single, real living wage rate. The UK Government need to recognise that it does not cost a 24-year-old less to live than it costs a 25-year-old. If the Chancellor will not make the required commitment to a real living wage for all, he should devolve it so that we can.

Statutory paternity leave should be doubled from two to four weeks, giving fathers even more opportunity to bond with their babies. A complete review of parental leave should be undertaken, including consideration of the start date of maternity leave, especially when a baby is born prematurely.

We propose that the Government set up a labour participation committee to consider groups that are currently under-represented or over-represented in certain sectors, and to examine barriers to work for women, disabled people, parents and other marginalised groups.

The Institute of Directors has called for a pot to be set aside so that small and medium-sized enterprises can bid for advice on how to cope with Brexit. The UK Government’s advice thus far has been wholly inadequate, and we have only five months to go until the UK crashes out of the EU.

Businesses need to be able to access finance in order to grow. To do that, they need to have trust in financial institutions and, crucially, financial institutions need to earn that trust. The Chancellor should have committed to setting up a tribunal service so that those affected by business banking fraud—through the Royal Bank of Scotland’s global restructuring group, Lloyds Bank, Halifax Bank of Scotland or others—can seek affordable redress, rather than having to go through a court process that is too expensive to access.

The UK Government must also ensure that current EU funding will continue until the end of the current multi-annual financial framework. Scotland must not be any worse off in respect of the funding allocations that replace those provided from the EU, and any arrangements must fully respect devolution and must be put in place with the consultation and agreement of the Scottish Parliament.

The Chancellor had an opportunity to make a commitment to the oil and gas sector deal, and he failed to do so. Our industry needs the deal to be signed off now, particularly with the impending lack of access to labour and investment following Brexit. I am pleased that he has heeded calls to make a clear statement on the future fiscal regime, because we cannot have unforeseen, sudden tax hikes like those made by previous Chancellors.

The other part of the jigsaw that is missing is a commitment to reducing the harmful climate change effects of the use of fossil fuels. In 2015, the UK Government cancelled their £1 billion carbon capture and storage competition, just six months before it was due to be awarded, after spending £100 million on it. That left Peterhead—a key candidate for support—behind. After three years of research and development, we have missed out on this vital industry of the future. The UK Government need to make an unequivocal commitment to supporting the development of CCS.

My hon. Friend makes a powerful point about carbon capture, and about the betrayal of the £1 billion project at Peterhead. Does she agree that, if the UK Government are serious about meeting the climate change targets under the Paris agreement, spending £100 million now, when we are behind the pace after abandoning a three-year £1 billion project, is just not good enough?

Absolutely. The potential benefits of CCS are unquestionable and, as my hon. Friend says, we need to get ahead of the curve again. We need the UK Government to commit to putting the money in now. That is especially important because their pulling the plug means there is now a lack of trust among the companies that are developing CCS. The UK Government need to make a clear and unequivocal commitment.

On evolving technologies, Scotland is a global leader in tidal, and the UK Government must work with the Scottish Government on the contract for difference process to support the technology journey from development to commercialisation, which is particularly important for tidal.

On solar power, we have been contacted by so many individuals who are concerned about what is happening to export tariffs for homes, small businesses and community energy projects from next April. The tariff is a vital support that encourages people to invest in solar power, and it must continue.

Lastly, in order to reduce climate change and to increase the use of healthier methods of transport, this Budget was an opportunity to reduce VAT on bikes. Just as we would like to see VAT removed from digital books, reducing VAT on bikes would make them cheaper for all and would be a real statement of intent from the Government on reducing climate change.

I would like to start by correcting an omission that I made yesterday. I should have said that our thoughts are with the Chairman of Ways and Means and his family at this time. It sounds like a really horrendous thing for a family to go through, particularly at Christmas time.

I thank the shadow Minister, the hon. Member for Brent Central (Dawn Butler), not just for tabling new clause 6, but for the way in which she engaged with us in advance of the debate. I appreciate the time that she took to speak to us about the new clause so that we could discuss how it looked. I think it is absolutely brilliant; it is one of the best new clauses that we have seen when considering a Finance Bill, and I have tabled a few in my time. I want to speak in favour of the new clause and state our support for it.

I will start by covering why we need the new clause. Although there has been a bit of discussion, we have not talked about what it means in its widest sense. Subsection (2) talks about

“the impact of those provisions on households at different levels of income”,

as well as on protected characteristics, the public sector equality duty and

“equality in different parts of the UK and different regions of England.”

A lot of the debate today has focused on women, which is completely reasonable, but the new clause captures several other things that could have been more fully discussed.

Why do we need an assessment of the impact on various groups, particularly those mentioned in new clause 6? We need it because people in the protected groups or at the lower end of the income spectrum have been disproportionately hit by the actions of this UK Government, as can be seen in a number of ways. It can be seen in the fact that we have young people in jobs on zero-hours contracts. We have those jobs, and the Government say it is wonderful to have so many people in employment, but despite that, we are not seeing an increase in household disposable income because people are not receiving the wages they should receive for such employment. They are in precarious jobs and they are not receiving enough money, and the benefits freeze has been a major added factor. It means that people are earning even less, because the benefits freeze has hit them doubly.

The Government have caused another issue by reducing disability payments. The UN has said that the UK has not done enough to ensure that the UN convention on the rights of persons with disabilities is being met, and no Government in any developed country or nation should seek to be in such a position. We have not had a proper assessment of the impact on disabled people of the changes that this UK Government have made.

The UK Government have also not taken seriously their responsibility to young people in society. We have a living wage that people cannot live on: it is not calculated as something that people can live on; it is a pretendy living wage put forward by the Government. It is not applicable to people younger than 25. Therefore, we have a living wage that people cannot actually live on, but the Government somehow think that the labour of people under 25 is worth less than that of those over 25, even though they may be in exactly the same job and should therefore be earning the same amount.

As has been pretty widely covered, the Budget and successive policies of this UK Government have a disproportionate impact on single parents, the majority of whom are women. We see a disproportionate number of them coming through the doors at our surgeries. Do you know what, Mr Owen? It is absolutely and totally ridiculous that we are seeing a rise in rickets in this country. We are seeing people who cannot afford to eat or to give their children nutritious food because of the decisions of this UK Government.

Does my hon. Friend agree it is a scandal that many children will be getting food and presents this Christmas only through the actions of food banks and charities, such as Moray Firth Radio’s Cash for Kids in my constituency? That should not be allowed to happen. With universal credit, this is happening far too often across the nations of the UK.

I absolutely agree. This year—in 2017—my office has referred 35 people to food banks, and we have gone to the food bank on five occasions on behalf of constituents who have come through the door and told us that they have not eaten for a number of days. This is supposed to be a country that cares for people who are just about managing, but it is failing them. The people who go to food banks nowadays are working. They are not earning enough money from their jobs to feed their families, so they are having to go to food banks.

We have seen this Government attack people who have protected characteristics, but we have not seen any impact assessments because the Government do not want to admit what they are doing. We have seen attacks on the WASPI women, who, despite having worked all their lives, are being asked to wait even longer for their pensions. We have seen changes with the rape clause and the two-child policy, meaning that women should not have more than two children and, if they conceive as a result of rape, they must write that down on a form and say so explicitly. Why should they have to relive that just to please this Government? We have seen increasing household debt—that has been raised as an issue by the Bank of England—and decreasing household savings. We have seen young women unable to go to school because they cannot afford tampons and towels to provide themselves with a basic level of human dignity.

Another change that has not been talked about hugely in this place is the attack on a group of people with protected characteristics. A massive and increasing number of people come to my surgery because they have no recourse to public funds. It is a particular issue with those fleeing domestic violence, the majority of whom are women. The UK Government have determined that they should have access to public funds for only six weeks if they are from outside the EEA, and not at all if they are from inside the EEA. If they have been living on a joint income with their partner and are fleeing domestic violence, they have no protection from the UK Government because they are giving them no recourse to public funds. That is an attack on a group of people with protected characteristics, and we should no longer tolerate that.

The hon. Members for Oldham West and Royton (Jim McMahon) and for Brent Central (Dawn Butler) mentioned what local authorities have to do in relation to impact assessments. I was a local councillor for eight years before being elected to this place. When we produced budgetary measures, or anything we were going to do in the city that would have an impact on communities, we had to produce an impact assessment specifying how it would affect people with those protected characteristics. If a local authority making decisions for the third largest city in Scotland has to do that, why are the UK Government making decisions that affect every man, woman and child across these islands without producing an impact assessment? Is it because they are ashamed of what they are doing and unwilling to be honest with the people?

In Scotland we are looking at having a progressive taxation system. We are lifting the pay freeze and next year we will be the fairest taxed part of the United Kingdom. [Interruption.] The hon. Member for Beverley and Holderness (Graham Stuart) says that we will be the highest taxed part. Some 70% of taxpayers in Scotland will pay no more tax next year than they do this year. Only the highest earners will be paying moderately more. [Interruption.] No one earning less than £33,000 next year will pay any more income tax than they would in England.

Thank you very much, Madam Deputy Speaker. We demand that this Government stop pursuing austerity—the electorate gave them that message and we again reiterate it. We also asked in our amendments that proper transitional arrangements be put in place for WASPI women and that the UK take the action it should take to contribute to reducing the refugee crisis across Europe. The SNP will support the amendment standing in the name of the hon. Member for Streatham (Chuka Umunna) and we will also vote in favour of the amendment standing in the name of the Leader of the Opposition, but I wish to stress that we believe the only way we can get the exact same benefits of being in the single market and the customs union is by being in them.

This is my first opportunity to speak as the SNP’s economic spokesperson, and it is a huge honour to hold this position. This is the third Queen’s Speech debate that I have seen in my time as an MP, and I want to take Members back two years, to my first Queen’s Speech debate, when the then Chancellor, George Osborne, said that

“the latest forecast is that the UK will be the fastest growing of any of the G7 economies”.—[Official Report, 4 June 2015; Vol. 596, c. 797.]

He also took the opportunity to reflect that everyone had predicted a hung Parliament, yet the Conservatives had won a comfortable majority—how things have changed. After seven years of ideological and callous cuts, in the first three months of 2017 the UK’s growth was lowest of the G7 economies, joint with Italy—so much for this “long-term economic plan”.

Today, the Chancellor made great play of productivity in the UK, but a London School of Economics growth commission report pointed out that the lack of a comprehensive, coherent, long-term industrial strategy from the UK Government had contributed to “poor productivity performance”, harming the nations of the UK. Is it not time that the UK Government and this Chancellor got to work on actually doing something to correct the problems they have caused for the economies of the nations of the UK?

I agree with my colleague that this is too little, too late. In the time that a British worker makes £1, a German worker makes £1.35, and not enough has been done. I understand that the industrial strategy is being consulted on, but it has not received very favourable responses compared with previous things that have been done in relation to industrial strategy. I hope to see major changes in the industrial strategy as it goes forward, so that it becomes more fit for purpose.

At this election, the Conservatives failed to bolster their majority and have had to sign a grubby deal with the DUP in order to get a majority. It was so grubby that it did not meet the tests that the Secretary of State for Scotland set out for it. It is back-door funding for Northern Ireland, and it was so grubby that the Prime Minister refused to even sign it.

The Conservatives like to portray themselves as being good with the economy and trusted with it. It is therefore distinctly irony that, after they have had seven years in government, if we ask people in the street, they will tell us that they are feeling the pain of a decade of wage stagnation; they are feeling the effects of rising inflation—rising faster than the Chancellor predicted in his spring Budget; and they are looking at how they can make ends meet in their household budgets. That is the reality for people, but the Conservatives fail repeatedly to understand this. They stand there and talk about the just about managings, the long-term economic plan and how great the economy is, but people are not feeling those things—that is not the real-life, lived experience of people in the UK.

I want to talk about the only good thing that has come out of the English votes for English laws process: the fact that the estimates process has been highlighted. It has been brought to the front and centre, and I understand that the Procedure Committee is going to be looking at how the estimates process works. That is fantastic; I am looking forward to hearing Treasury representatives appearing before various Committees in this House and explaining how it will make the estimates process more transparent and allow people to be involved in setting the budget, rather than keeping it hidden in the background. That will be excellent for the democracy of this House, and is the only good thing to come out of this.

There is a complete lack of understanding on the Government Benches about the devolution settlement and process for Scotland and how it works. As my right hon. Friend the Member for Gordon (Alex Salmond) said, there are powers that are reserved and the rest of the powers are decided by the Scottish Parliament. That is quite different from what is being decided here now.

The other thing that is not understood—or is being wilfully misunderstood, perhaps—by those on the Government Benches is the way funding works in the UK. This place decides how much money goes to Scotland.

The Leader of the House said earlier today that he regarded this measure as a kind of trail. We have also heard from a senior member of the Scottish Office team—no matter how gamely he tries to reinterpret that position—that he would see Barnett consequential items such as spending on Heathrow included in decisions for English-only votes. Does my hon. Friend agree that this is the thin end of the wedge and that this is a subjective measure that will lead to further problems?

I absolutely agree. This is more evidence that the Conservative party is misunderstanding the way the funding settlement works. We cannot describe this as devolution for England. What will happen is that the English MPs will have discussions in Committee and will have a veto over things that have an effect on the Scottish finances. That is how this devolution works. If the Conservatives decide to restructure the way the finances in this place work—rather than just going to a full English Parliament, which we would support—and have English MPs take decisions on things that do not have a financial impact on Scotland, I am absolutely on board with that. I think that is a fantastic idea. In fact I would like to see a full federal system or independence for Scotland.

I do not understand what the Leader of the House is trying to do with this measure. It was put into the Conservatives’ manifesto, they won the election and now they do not know how to proceed. They are stuck with the proposal because it was in the manifesto and they have to support it. The Leader of the House has stood before various Committees of this House and before this House today and tried to say to the Scottish MPs, “This is a minor thing; this is a really small thing”, but he is trying to say to his own Back-Bench MPs, “This is a really big thing; this is going to solve all our problems.” That does not make sense; the two things cannot be joined together. It is either one thing or the other.

I will come on to the point my hon. Friend raises in a few moments.

Our city’s transport connectivity is regularly flagged up as concerning. There is a heavy reliance on cars and high vehicle ownership, as the infrastructure and connectivity are sadly lacking at the moment. The city deal proposal highlights an opportunity for change to be made. Increasing the transport links will allow public transport in the city to become more fit for purpose and to encourage a reduction in car use. Aberdeen’s Union Street has degenerated over the years, as private companies have bought up properties and shirked their responsibilities in terms of maintenance and upkeep. I hope and believe that the city deal and the level of collaboration between organisations can ensure that agreement is forged on a way forward for our city centre. We want the local population to be drawn into the centre, to share experiences in a pleasant, welcoming environment, and to feel proud to live and work in our beautiful city.

Increasing the ability of companies to attract talent to our region will increase our economic output. I am so pleased that Aberdeen City Council, Aberdeenshire Council, Robert Gordon University, Aberdeen University, the local business community, the Scottish Government and the UK Government are working together to progress this proposal.

I had the pleasure of working with Aberdeen as part of the Scottish Cities Alliance. Many of the organisations my hon. Friend mentions have been critical in pulling together the project for Aberdeen. As a representative of the other most northerly city in Scotland, Inverness, the links between Inverness and Aberdeen are very clear. The generation of employment and our ability to retain and encourage young people into new careers are vital. That work together was best demonstrated in the work of the Highland Council at the advanced stage, before the election was called, with the Scottish Government, the Scottish Cities Alliance, the universities and other groups involved in pulling together the campus and sports hub for young people. I agree with my hon. Friend. Although there are local issues, both Aberdeen and Inverness have the same concerns regarding the current lack of connectivity with the rest of the country. Anything that improves our access to the rest of the UK will improve economic opportunities for those living in our city regions.

Absolutely. That is very important. As I said, there has been a level of concern from some of our residents that we are a bit forgotten about, because we are so far away. We need to work to change that.

The city deal for Aberdeen is a truly excellent example of joint working, not just between the two Governments, where relations have occasionally been strained, but between the two councils, where this level of joint working simply has not been seen before.

One of the most difficult problems for those living in Aberdeen city and shire is the cost of housing. There is a lack of affordable accommodation, and our councils and NHS are finding it difficult to keep key workers. In recent years, we have struggled to recruit and retain teachers, social workers and nurses. With high land values in Aberdeen, it is really difficult for social landlords to fund the building of new social housing. For years, the city’s social housing stock has been reducing, and there are thousands of families on the council’s housing waiting list. Despite some recent new builds, many are still stranded in inappropriate accommodation or forced to consider moving to other parts of the region or country.

The city deal proposal includes a £350 million ring-fenced loan guarantee facility from Infrastructure UK for housing in Aberdeen city and Aberdeenshire. It also proposes a significant increase in the number of homes available for lease from both councils. As I mentioned in my maiden speech, the lack of suitable affordable housing is a huge problem for my constituents, and the issue is exacerbated by the success of the oil and gas sector. I really cannot overstress the importance of this issue to people living in Aberdeen.
