Friend for the question, because the A68 is an extremely important road in the United Kingdom, running from Darlington and connecting to the A720 in Edinburgh, and therefore it is vital in strengthening the links between England and Scotland. As he asked, I would be delighted to discuss with my right hon. Friend the Secretary of State for Transport and Transport Scotland how we can improve this critical network in the United Kingdom.
Cross-border connections are vital to both the north-east of England and Scotland. I know that the letter from the Chancellor to the aviation industry will have shocked and disappointed Newcastle airport just as much as it did Scottish airports, Scottish airlines and all the vital aviation support services in and around Scottish airports. What representations has the Scotland Office made to both the DFT and the Chancellor on the importance of support for this vital industry in Scotland?
Clearly, the airline industry and airports across Scotland are crucial hubs, and we need to continue to have them operating as much as possible during these troubling and exceptional times. The Secretary of State and I regularly attend Cobra meetings, which discuss a range of issues, along with the Secretary of State for Transport, so this has been raised as a UK-wide issue but with Scotland’s input at the heart of the discussions as well.

Commons ChamberI thank the hon. Lady for her intervention. I am not surprised, sadly, that the Home Secretary has left. I was surprised, though, that in his very long speech, much of which we can agree with, he made very little mention of the public health model. It took interventions from Opposition Members to try to draw out his opinion on the public health model, and that was a shame.
The hon. Gentleman is always very keen on parity, so just for reference and for Hansard, could he confirm where the shadow Home Secretary is?
I have no knowledge, for the Hansard record, as to the location of the shadow Home Secretary.
She is not here, but as the SNP spokesperson in this debate, I am not here to answer for the Labour Front Bench, to be perfectly honest. I shall move on from the issue of where Ministers and shadow Ministers are.
As I said, the public health model requires multi-sectoral co-operation. Violence is a complex issue that comes in many forms and encompasses, but is not limited to, verbal, physical, sexual and emotional abuse. Only by tackling the causes of violence, not just the symptoms, can we break the cycle of violence and reduce the impact that it has on individuals, their families, and all our communities.
The Scottish crime and justice survey shows, as of 26 March, a 46% fall between 2008-09 and 2017-18 in violent incidents experienced by adults in Scotland. Violent crime is rare, with just 2.3% of adults experiencing it in the latest year—down from 4.1% in 2008-09. Police-recorded non-sexual violent crime remains at one of its lowest levels since 1974. Emergency admissions to hospital due to assault have more than halved since 2006-07—down by 55%. Emergency admissions due to assault with a sharp object have also fallen substantially in that period, and the number of homicides has more than halved.
Those stats clearly highlight some fantastic progress on this hugely important issue, but it is not enough. Too many people, particularly young people, are still being admitted to hospital and still dying. We must do more; we cannot simply rest on our laurels.

Commons ChamberI totally agree. The first thing that has to be done, though, is to increase the rates that make post offices viable in the modern age. I hope the Minister will take that step.
In 2018, sub-postmasters were far more likely to state their intention to close in the coming year than small businesses in general, with 22% intending to close or downsize their operation. Those with such plans overwhelmingly came from deprived areas. Sub-postmasters also face increasingly difficult working conditions, with often 40-plus hours being dedicated just to the post office side of their business and 27% of them working longer hours in 2018 than 2017. They average fewer than 10 days’ holiday each year, and one third took no time off whatsoever. They also face less take-home pay, with 61% taking home less in 2018 than 2017, 76% making less than the national minimum wage for hours worked and 19% of them or their partners taking on extra work to supplement their income.
Since network transformation, many post offices designated as local post offices, such as Kirklandneuk in my constituency, have had some services removed, such as Parcelforce services and passport services, which may otherwise cross-subsidise the lack of remuneration for banking services. Clearly that would be less of an issue were they simply paid a fair rate from the banks.

I am very grateful to the hon. Gentleman for that. I have done my bit for the Post Office recently, with the number of cards I have been receiving since the birth of my child—although perhaps 35 cards did not have a stamp put on them, because I have not had any from SNP Members so far, but I have had many congratulations, which I am grateful for.
I have raised this issue a number of times. We are fortunate that the director for Scotland for the National Federation of SubPostmasters, Paul McBain, owns post offices in Moray. An issue that comes up time and again is that the public are not aware of the wide range of services that are available in post offices. They know what was historically available, but much more is now available, and we need to promote that message, to encourage more of our constituents to use post offices rather than online services.
I thank the hon. Gentleman for his intervention. That is certainly the case, and the survey bears that out; that is the belief of sub-postmasters. But at the end of the day, more customers going into a post office to use the services will just swamp it and perhaps make it an even bigger loss-making venture than it currently is. We need to sort the rates out as well.
Bridge of Weir post office, which I have raised in this place in the past, has serious concerns about its long-term financial viability. After making a small loss last year, it anticipates that the losses will continue to rise. All told, if this continues, it expects its accumulative losses over 10 years to reach £70,000, despite the centre being run almost entirely by volunteers, with just one paid member of staff in the post office.
When I previously raised the Bridge community centre post office, in asking the Leader of the House for a debate on this issue, I pointed out that despite being the textbook definition of a community institution—run by the community for the community, because no retailer would take up the franchise—it receives no community subsidy from the UK Government, and this is regrettable. Owing to the Government’s rules on distance to other retailers and to other post offices, it does not qualify for any support, but with a dose of common sense, this would be entirely avoidable.
Let us remember that no other Bridge of Weir retailer wanted to take this on. In addition, the Bridge’s other retail offerings—tea and coffee, cards, second-hand books—do not operate in competition with any other Bridge of Weir retailer. There is another post office within the three-mile limit, which also rules out community status. However, the community designation ignores local public transport links, which Bridge of Weir had gei few to start with, and recent cuts have eviscerated the village’s bus service. In addition, the next closest post office is a 10-minute walk from the nearest bus stop, meaning that access, even with an adequate bus service, is a huge issue.
This all said, I understand the need for community status criteria to be in place, but it is clear to me that we need to look again at these criteria, or to allow for common sense exceptions in places such as Bridge of Weir. The community subsidy is still vital as it supports many branches that might not otherwise be commercially viable. Under current plans, the Government subsidy to the post office is due to be cut in the coming year and to end entirely in 2021, but I would strongly urge the Minister to reconsider this.
The National Federation of SubPostmasters’ latest study found that, last July, 17% of community model branches were actually closed. This is alarming as they are potentially the very last store in a local area. The community subsidy is therefore letting many post offices fall through the net at the current rate, let alone with a further reduction or indeed its removal. This is not a promising outlook for the future of the post office network.
In too many of our small and rural towns, the local post office is often the last place where a face-to-face, human service is available. With such a wide array of duties—handling mail, banking, benefit administration and so on—it is understandable why the post office has continued to be such a vital lifeline to so many of our communities. I therefore urge this Government to listen to sub-postmasters to see what more they can do to support them in the short, medium and long term. They should not be afraid to stand behind the Post Office—let us not forget that we own it—and use their influence to ensure that it gets a fair and equitable deal with the banks that now rely on post offices to provide their services.
I urge the Minister to rethink the Government’s community designation to take into account local geography and factors such as public transport links in our communities. After speaking to my constituents, and I am sure that others in this place will have found the same, the current community designation leaves many community post offices—in practice, if not designation—out to dry. Indeed, the Minister must ensure that the community subsidy does not end in 2021. If indeed it were to end, I dread to think of the number of towns and villages left without a bank or a post office at all.
Given that the vast majority of the post office network is made up of sub-postmasters, we should be concerned when they tell us that they are overworked and underpaid, and most of all when they tell us that their financial futures are perilous. I hope the Minister will commit to meeting me to discuss this further.
The local post office has a revered position in our public life, standing through centuries of change, turmoil and political drama. It is important to note that times have changed, and the modern digital age has not been to the advantage of the post office. I only hope that we can maintain and protect a sustainable post office network for all our communities. The Government have a pivotal role in securing this vision, and I urge the Minister to listen to and to heed all the points raised by many Members in this short debate to ensure a secure future for our post offices.

Commons ChamberThe hon. Gentleman mentions future challenges. Does he think it is correct that someone in Scotland could be punched, kicked or even hit with a weapon and it would not be considered a violent crime? If we are going to truly assess this issue, we have to get the criteria correct for what is and what is not a violent crime.
I thank the hon. Gentleman for his intervention. I am by no means a policing expert, and obviously such crimes are recorded differently across jurisdictions. The fact is, however, that violent crime in Scotland has reduced by 49%, as has been recognised by his colleagues in the Scottish Parliament: Liam Kerr said that we have to recognise that Scotland has turned the corner when it comes to violent crime.
Good policy and effective policing strategy should not be controversial, which is why I am glad that similar initiatives have begun to be rolled out, such as the London violence reduction unit announced by Mayor Sadiq Khan.
In addition, the Scottish Government continue to provide real-terms protection to the resource budget for policing and have committed to protecting that budget for every year of the current Session of the Scottish Parliament. That amounts to a significant increase in investment of £100 million by 2021. As of April last year, the SNP has ensured that the police will also fully benefit from being able to reclaim VAT of around £25 million a year, which for far too long was stolen and kept by the Treasury here in Westminster. [Interruption.] I hear chuntering from the Government Benches that we knew it from the start, but the Scottish Conservatives also knew it from the start, yet it was in their manifesto too.
In England and Wales there are now 21,000 fewer police officers than there were in 2010, which makes it the lowest number since comparable records began. Those figures mean a decrease of nearly 15% from the previous nine years. However, I do not want to be complacent, and I stress that there is still plenty of room for improvement, but Scotland is becoming a much safer country thanks to the public health approach.
As chair of the all-party parliamentary group for the White Ribbon Campaign, I draw particular attention to the importance that domestic violence plays in a public health approach to violence. This is an area where we have much further to go, both north of the border and across the rest of the UK. Gender-based violence is a national shame in every part of the UK. In 2016-17 there were nearly 59,000 reported cases of domestic abuse in Scotland, and in nearly 80% of those cases women were the victims. Although the way the data is collected can differ between countries, it is demonstrably higher than in similar small European nations such as the Republic of Ireland.
Domestic abuse clearly has a serious effect on the mental health and development of future generations. Around 16% of adverse childhood experiences are caused by witnessing domestic violence in the household. The vast majority of this, of course, is perpetrated by men against women. That is the largest contributor to ACEs of any household environmental factors. Compared with someone with no ACEs, someone with four or more is more likely to experience a range of negative outcomes in adulthood. For example, they are 16 times more likely to perpetrate violence, and 20 times more likely to be incarcerated at some point in their lifetime.
The Scottish Government are taking action to reduce domestic violence in households through an increase in health visitor numbers and the roll-out of family nurse partnerships, and through targeted investment in projects and services that support parents and families to cope better, keep children safe and prevent children from going into care. Although that falls outwith the Scottish Government’s policing strategy, it is steps like this that help people participate in society, tackle serious violence at its root cause and stop the cycle of violence perpetuating itself on and on.
In conclusion, the most compelling stories are the ones that are true. Over the past decade we have seen Scotland go from being called the murder capital of Europe to being the safest nation on these islands in which to live. I fear that in many crucial ways the serious violence strategy for England and Wales was a missed opportunity to tackle the problem in a completely objective and holistic manner, as we have done in Scotland. I implore Members across the House to see violence for what it is: a resilient societal disease. Although the symptoms must be appropriately punished, the root causes also deserve to be treated. We can no longer waste time and human energy trying to deal with the symptoms of generational violence.
While Scotland is enjoying lows in recorded crime that have not been seen for decades, violent crime in England and Wales is rising to deeply worrying levels. Thanks to the Scottish Government, and particularly the violence reduction unit, Scotland is becoming a safer country. I urge that a similar approach be tried and tested across the rest of the UK so that we may learn from each other. We need to understand better why violence happens, we need to be as objective as possible in tackling it, and we need to be mindful of the many forms that it comes in. We need an all-encompassing public health approach to violent crime.
