That is the relationship and the way we want to calibrate the relationship—looking for positives, militating against risk and guided by international obligations, multilateral but also directly bilateral, which, in the case of Hong Kong, China freely assumed and is now in clear and serious violation of.
The Secretary of State will be aware of the important financial contribution that Chinese students make to our universities and research sector in particular. What plans do the Government have should those numbers fall? Perhaps more importantly, what can he do to reassure Chinese students and those of Chinese origin in this country that they are safe and welcome here and what can he do to tackle Sinophobic racism?
I am very grateful to the hon. Gentleman for raising this point. I made it clear in my statement that we value the contribution that travelling Chinese make, both touristically and in terms of universities. This is also a timely opportunity to tell the British-Chinese community here, who are among the most hard-working, productive and socially engaged members of our communities, how welcome they are and that we will have no truck in this House—certainly not on the Government Benches—with this descending into jingoism or any racism against them. They are incredibly important members of our community and society.

We have learned this week that the European Medicines Agency has cancelled all its contracts with our highly regarded Medical and Healthcare Products Regulatory Agency. That is not theoretical; that is now. What assessment has the Secretary of State made of the impact on our life sciences sector? Is this an indication of how well it is all going?
I cannot talk about any specific individual contracts, but I can tell the hon. Gentleman that in life sciences, as across those other areas we prize highly, we have a set of proposals—he will know them from the White Paper, but if he does not, I urge him to look at them—that will make sure we continue our strong co-operation and regulatory co-operation in that regard. In the event of no deal—of course we cannot force the EU to sign a deal; it has to be consensual and something both sides agree—we will have the technical notices, so that the guidance, the regulation and the team are in place to make sure we have as smooth a Brexit as possible in the circumstances.

Commons ChamberThis week, the Office for Budget Responsibility followed the Institute for Fiscal Studies in pointing out that there is no such thing as a Brexit dividend. Given that the OBR was set up to provide expert advice to the Government, may we have an assurance that there will be no more talk from Ministers of this fantasy Brexit dividend?
It is clear that when we leave the EU and take back control of our borders, law and money, we will not be paying the gross contributions to the EU. We will continue some domestic payments in the way that we have described, but we will of course be able to take back control of our net contribution and will pay a lot less to the EU as a result.

Commons ChamberOn page 78 of the White Paper, which deals with science and innovation, there is talk of association with and participation in research schemes in the future. Back in May, the Prime Minister talked about having influence in those schemes. Why has the ambition been so watered down?
It has not been watered down, although I understand the point that the hon. Gentleman is making. It is possible for us to engage in activities of all those kinds—as we do with countries around the world—without being a member of the political club, with all the fetters on our democratic prerogatives.

Through the changes that we are making to the national planning policy framework, we want to streamline the process to get homes built and, particularly through our emphasis on the housing delivery test, to make sure that homes are built for the next generation.
I certainly welcome the hon. Gentleman’s thoughts, and we have heard such ideas on our side of the House as well. I would be very happy to see any proposals he has, and we would certainly take them very seriously.

Commons ChamberAnyone who believes that they were prevented from bringing an employment tribunal claim because they could not afford to pay the fee can make an application to the tribunal for permission to bring a claim out of time. The tribunal would then consider the application and apply the relevant legal criteria.
The Government’s research into maternity-related discrimination shows that one in nine mothers reports that they were either dismissed, made redundant or treated so badly that they had to leave their job. Following the Supreme Court case brought by Unison, the union I used to work for, what specific action are the Government taking to identify those who could have brought claims but did not because the Government acted unlawfully?
The Supreme Court judgment was clear on fees and we immediately stopped charging fees in response. We are putting in place the detailed arrangements to ensure that those who paid fees are refunded. We will shortly announce the practical detail that the hon. Gentleman is looking for. As I indicated a moment ago, those who could not apply to the tribunal because of the fee will now have the opportunity to do so.
