Commons Chamber2. What assessment the Church of England has made of the potential effects of clause 2 of the Bishops and Priests (Consecration and Ordination of Women) Measure 2014 on women.
The Church’s memorandum to the Ecclesiastical Committee gave a detailed assessment of that provision. I also refer the hon. Lady to the Lords Hansard report for 14 October, in which the Archbishop of Canterbury ably explained clause 2. I tried to explain it when I took the measure through the House but, given that she has tabled this question, clearly I lamentably failed.
I welcome the fact that we have recently had this long overdue Measure through Parliament, and the right hon. Gentleman will know that I have put in an early bid for the Bishop of Hull to be a woman. However, I am concerned about clause 2. Does he share my concern that this country’s established Church will not be governed by the laws of this land? I think that it is a very odd situation for the established Church to be in.
We are very much governed by the laws of this land, which is why the Measure had to go to the Ecclesiastical Committee, a statutory Committee of both Houses of Parliament, and then had to be approved by both the House of Lords and the House of Commons, and last week you, Mr Speaker, announced that it had been granted Royal Assent. Had the hon. Lady had serious concerns about clause 2, she could have raised them in the debate—[Interruption.] Yes, she did raise them, but if I had not managed to assuage those concerns for her and the House sufficiently, she could have divided the House on the matter. Parliament has now agreed to the Measure and—this is the substantive point—the only reason it is here is to help ensure that the arrangements work; it is not putting the Church of England outside gender and equality legislation. Were it to do so, I have absolutely no doubt that the Government would have opposed it.
My hon. Friend makes a good point. In fairness, the Measure has come about because throughout every part of the Church of England, and in tandem with other Churches—as evidenced by my right hon. Friend the Member for Berwick-upon-Tweed (Sir Alan Beith) and others—generosity has been shown.
The declaration of the House of Bishops, which accompanies the Measure, sets out five principles of non-discrimination, acceptance of diversity and recognition of difference across the universal and Catholic Church, which is enormously important. When the Measure was considered last week in the House of Lords, it was notable that it attracted support from all quarters, irrespective of whether they were members of the Church of England. As the Labour peer Baroness McIntosh of Hudnall observed, she supported the Measure as
“a representative of the many, many people in this country who are not members of the Church of England, or indeed of any church, but who are none the less, in some curious way, deeply attached to the Church of England. We are people who have grown up in a world in which the ministry of the Church of England has been very important to the social and, indeed, the political fabric of this country.”—[Official Report, House of Lords, 14 October 2014; Vol. 756, c. 177.]
Another Labour peer, Lord Griffiths of Burry Port observed—in a spirit similar to that expressed by my right hon. Friend the Member for Berwick-upon-Tweed—that
“as a member and former president of the Methodist Conference, I am determined that it should not simply be Anglican voices that give expression to their delight in this debate; Methodists across the land will rejoice at it.”—[Official Report, House of Lords, 14 October 2014; Vol. 756, c. 171.]
In a short and very moving speech, Lord Berkeley of Knighton, a Cross Bencher, explained that he had been brought up in the Catholic Church, but that what really mattered was love:
“what is important is the degree of love… I enormously welcome women bishops…It is correct that we should also show great love to those who find this difficult.”—[Official Report, House of Lords, 14 October 2014; Vol. 756, c. 181.]
If we pass the Measure today, it will enable the Church to proceed to finalise matters at the General Synod next month. That potentially means that from 17 November, each diocesan bishop vacancy considered by the Crown Nominations Commission and each suffragan bishop vacancy considered by the relevant diocesan bishop will be open to women as to men.
One consequence of the Measure is that it will be possible for women to become Lords Spiritual and to sit in the House of Lords. At present, diocesan bishops are appointed to the House of Lords on the basis of seniority, so getting women bishops into the House of Lords could take some time if the normal system of seniority were simply left to take its course. However, I am glad to be able to report to the House that there has been consultation with all the main parties on the possibility of introducing a short, simple Government Bill to accelerate the arrival of the first woman bishop in the House of Lords, and I hope that such a Bill will be able to be taken through during this Session.
I am also glad to report that, in my experience, there has been solid cross-party support for such a Bill. It will have to be approved by Parliament because it goes to the question of who is summoned to attend Parliament. I should like to thank the First Secretary of State and Leader of the House of Commons and the noble Baroness Stowell, the Leader of the House of Lords, for their help and support with this matter. We all recognise the pressures on parliamentary time, particularly so late in the Parliament, but I very much hope that the Government will be able to find a legislative slot very shortly.
I want to put in an early bid. The Bishop of Hull is leaving his post and moving on, and, as Hull is a pioneering city—remember William Wilberforce and Amy Johnson—I believe that the bishopric of Hull would be an ideal starting place for the first woman bishop in the House of Lords.
I will make sure that the Crown Nominations Commission takes on board the hon. Lady’s bid. I suspect that there might be some competition from around the country, however. The Bishop of Oxford is retiring shortly. There are many excellent women in senior posts in the Church, and I have absolutely no doubt that the first women bishops—and, indeed, all those women who are made bishops—will be excellent candidates. This measure is long overdue. The ability of the Church of England to consecrate women bishops is long overdue. The arrival of women bishops in the House of Lords is long overdue. I commend the Measure to the House.

Commons ChamberThe hon. Lady is absolutely right: for quite modest sums, really important pieces of national heritage can be protected. Let me deal with just one of the examples she mentioned. Holy Trinity church in Darlington needs just £16,000 to restore a painting by the wartime artist John Duncan. The whole point of this campaign is to try to lever in funds from other donors, trusts and individuals who might not normally give money to supporting Church heritage but who would be minded to give money specifically to support a particular piece of artwork or heritage in this way. The campaign is already having some success.
6. What discussions the Commissioners have had with Government Ministers on recent trends in the number of violent attacks on clergy.
Figures on these cases are not held centrally, and supporting clergy who have suffered attacks is the responsibility of the individual diocesan bishops.
I think we all recognise the excellent work that the clergy do in our local communities. Unfortunately, at times, they do put themselves in harm’s way. Would the right hon. Gentleman support a Government review of these attacks, and is it time to look at designating them as religious hate crimes?
As the hon. Lady says, clergy are often on the front line in supporting the most vulnerable in the community and, sadly, that sometimes results in their being attacked. I wonder whether she would mind if I discussed this matter with the Archbishops of Canterbury and York to see whether they feel that such a review is necessary in these circumstances.

Commons ChamberMy hon. Friend is right; this is very welcome news. As a result of the vote yesterday, I am confident that this House will have an opportunity to pass the necessary legislation in the lifetime of this Parliament.
While I of course welcome the progress that has been made, may I point out that if the same arrangements were put in place for a black bishop’s leadership to be challenged and for the case to be taken to an ombudsman, there would rightly be outrage?
I am not entirely sure what point the hon. Lady is trying to make. The proposals put forward by the General Synod have had overwhelming support. If she looks at the figures, she will see that they have complete support throughout practically the whole of the Church. Perhaps she would like to discuss her concern with me outside, because I do not really understand the point she is trying to make.

Commons ChamberThe international community as a whole needs to recognise that the persecution of any faith group, and the persecution of Christians across the world, is wholly unacceptable and has to stop.
3. What work the Church of England is undertaking to support food banks in local communities; and if he will make a statement.
Many parish churches are closely involved in running and supporting food banks all across the country, and a recent report from the Church Urban Fund found that four out of five churches are supporting a food bank in one or more ways.
I was pleased to hear what the hon. Gentleman just said about the progress made in the Church of Wales. The fight obviously continues in the Church in England to ordain women bishops. On the increasing number of people using food banks, however, does the hon. Gentleman agree with the Archbishop of Canterbury that
“there is a danger…that people are categorised, that all people on benefit are seen as scroungers and that’s clearly completely untrue”?
The benefits system exists to ensure that those who are entitled to benefits receive benefits. In respect of food banks, the question really is one of concern, which has been raised earlier in the House today, about the increase in the use of food banks. I would like to report to the House that the Church of England’s mission and public affairs team, together with Oxfam and the Child Poverty Action Group, are examining the underlying reasons for the rapid growth in the use of food banks, and will recommend changes in policy and practice that would help to reduce the use of food banks in the longer term.

I have no doubt that in due course the Archbishop of Canterbury will visit the province of York and I will draw to his attention my hon. Friend’s request.
10. What assessment the Church Commissioners have made of the proposals contained in the General Synod document “Women in the episcopate: a new way forward”.
As I am sure the hon. Lady is aware, there have been several developments since I last updated the House. The initial facilitator discussions have been completed and the consultation stage on a new document has just closed. The working group met earlier this week to consider 376 submissions and will meet again later this month. The intention, as I have mentioned to the House on occasions too numerous to particularise, is to have the House of Bishops give consideration to the results from the working party when it next meets in May.
“Women in the episcopate: a new way forward” could have been written by Sir Humphrey Appleby. It shows little urgency and, with both sides further apart, even less prospect of progress in July. Is it not time that the House took a stand and supported my ten-minute rule Bill next Wednesday on allowing women bishops?
There are two serious points there. First, I promise the hon. Lady that the Church of England is moving as fast as humanly possible on this, and I can assure her that everyone from Archbishop Justin to every member of General Synod wishes to have this matter resolved as speedily as possible. Secondly, the House needs to be cautious about wanting to go back to the position prior to 1919, when matters of doctrine and worship of the Church of England were settled by Parliament. In 1919, Parliament decided that those were matters for the Church Assembly—now the General Synod—and I am not sure that Parliament would wish to go back to that pre-1919 position without giving it some serious thought.

Commons ChamberThe right hon. Gentleman makes his point well. Given the sensitivity of the issue, the most sensible thing for me to do is to ensure that his comments and those of any other right hon. and hon. Members are drawn to the attention of Sir Joseph Pilling.
5. What assessment he has made of whether the informal discussions among General Synod members in February 2013 will lead to significant progress on enabling women to become bishops.
I refer the hon. Lady to the letter from the secretary-general of the General Synod, which was placed in the Library of the House on 19 December. I understand that the working group established by the House of Bishops had a good first meeting on 3 January. It meets again next Wednesday. The facilitated discussions in early February will be followed immediately by a further meeting of the House of Bishops. I know that all concerned understand the urgency of the situation.
Does the hon. Gentleman accept that the document that was produced and put in the House of Commons Library shows no acceleration of the usual glacial way in which the Church of England operates? Does he also accept that in 2015 we could still find ourselves dealing with an unrepresentative laity stopping the Measure? Surely we can something more quickly.
The hon. Lady is being uncharacteristically uncharitable. Anyone present at the meeting in the Moses Room with the Archbishop of Canterbury-designate would have been left in absolutely no doubt that the Church is determined to take the matter forward with all due speed and diligence. A working group was set up immediately and facilitated discussions will take place next week. It is important to try, as quickly as possible, to find a way forward that enables fresh legislation to be brought before the General Synod in July.

Commons ChamberOn the women bishop’s Measure, the Church of England has to get on with it. I am sure that the Archbishop of Canterbury-designate will be able to reassure colleagues next week that it is getting on with it. So far as the format of General Synod is concerned, as I have said to the House on a number of occasions, it is very difficult, if not impossible, to explain how 42 out of 44 dioceses voted for women bishops, yet the motion failed in General Synod. I think that the next Archbishop of Canterbury will want to focus on growth in the Church, and if one wants to focus on growth, one needs to make sure that everyone feels involved. I hope, personally, that in due course we will be able to move to a system in which every member of the Church who is on an electoral roll has a vote for those who go to General Synod. That seems to be a straightforward system.
If an emergency arises that the country has to deal with, the House of Commons and the other place have the power to expedite legislation and deal with it quickly. Is there no power within the structures of the Church of England to expedite matters when there is an emergency? I think the issue is an emergency for the Church of England.
I hope the hon. Lady will be able to be present next Thursday for the meeting with the Archbishop of Canterbury-designate. He, I am sure, will explain to her that the Church of England will expedite the issue as speedily as possible. At the start of his ministry I think that he will be very conscious that it will not be possible for the Church of England to get on to other matters such as growth and mission until we have resolved the issue of consecrating women to the episcopate.

(Urgent Question): Will the Second Church Estates Commissioner make a statement on this week’s decision by the General Synod on women bishops?
Yesterday, the Archbishop of Canterbury made it clear at the General Synod of the Church of England that the Church of England could not afford to “hang about” over the issue of women bishops and observed starkly that
“every day that we fail to resolve this issue…is a day when our credibility in the public eye is likely to diminish”.
Justin Welby, the Bishop of Durham and the next Archbishop of Canterbury, said:
“The Church has voted overwhelmingly in favour of the principle. It is a question of finding a way that…is the right way forward.”
It is important for the House to recognise that there is overwhelming support in the Church of England for women bishops to be consecrated. The draft Measure rejected earlier this week was supported by clear majorities in 42 of the 44 dioceses in England. As I have repeatedly said, it is impossible for me to explain to parliamentary colleagues how a Measure that has had the clear support of 42 out of 44 dioceses failed to pass in the General Synod. Let us take all the votes passed in the General Synod: 324 members voted for women bishops, and 122 against; 94% of the bishops who voted on Tuesday supported the Measure, as did 77% of the House of Clergy; and even in the House of Laity, 64% were in favour. The Measure was lost by a handful of votes among the laity, because for the Measure to pass it had to clear the hurdle of a two-thirds majority in each House of the General Synod.
Speaking for the whole House, I am sure, my right hon. Friend and fellow Church Commissioner, the Prime Minister, made it clear to the House yesterday that the
“Church needs to get on with it, as it were, and get with the programme”—[Official Report, 21 November 2012; Vol. 553, c. 579.]
He observed that the Church of England needed a “sharp prod”.
I appreciate that frustrations exist in the House on this matter—a frustration that I share—and I think that the following needs to be understood. First, this is not an issue that can in any way be parked for the next couple of years or so, while we await another round of Synod elections. It must be understood that this issue needs to be resolved as soon as possible. I hope that it will be convenient for the House if I seek to arrange a meeting in the near future for concerned Members, together with the Bishop of Durham, the archbishop-designate, to explore how this matter can be resolved as speedily as possible.
There have been some suggestions in the press that it is impossible for the Church of England or General Synod to return to this issue until after a new General Synod has been elected in 2015. That is not correct: the rules prevent the same Measure from being reconsidered by the General Synod without a special procedure. It is perfectly possible for a different and amended Measure to consecrate women bishops to be considered by the General Synod. Although this is for the Church of England to resolve, as the Prime Minister made clear yesterday, I suspect that there will also be those in the Church of England who will wish to consider whether the election process to the General Synod is sufficiently representative, particularly of the laity of the Church of England, as Tuesday’s vote clearly did not reflect the overall and clear consensus of dioceses across England in support of women bishops.
It is my earnest hope that during the time I serve the Queen—whose appointment I am—this House and the Church of England as Second Church Estates Commissioner it will prove possible for me to bring before this House a Measure that will enable women to be consecrated bishops in the Church of England.
I thank the hon. Gentleman for his response to the urgent question, and I know that he is as disappointed as I am at having to speak on this matter today. May I also thank you, Mr Speaker, for the opportunity to raise this important matter on the Floor of the House today?
It appears to me and many others that the theological arguments over women priests—and therefore their position in roles of authority—were settled 20 years ago in the Church of England. The next natural step, on which I think there is agreement across the House, is to see some of the excellent ordained women priests now move into positions of leadership in our Church as bishops. Just as discrimination in the wider community is wrong, as it keeps the talents and abilities of all from flourishing, so it is important in the established Church that the talents, experience and skills of both men and women are used and that the Church is led by the very best, not just those who happen to be male. There should be no stained glass ceiling for women in our Church.
The Church of England now stands to be left behind by the society it seeks to serve and made to look outdated, irrelevant and frankly eccentric by this decision. It appears that a broad Church is being held to ransom by a few narrow minds, but as the hon. Gentleman said, the vast majority of members of the Church want to see women bishops. He set out clearly the votes that were cast at both diocesan and General Synod level. I was pleased to hear him say that there are questions to be asked about the convoluted decision-making structure in the Church, and in particular about the representative nature of the House of Laity, and whether an overhaul of the electoral system needs to be considered. The decision made by an unrepresentative minority in the House of Laity means that this essential modernisation of the Church of England has potentially been put back for another five years or more, with no guarantee of progress even then.
In fact, I think positions will become even more difficult. Many campaigners felt that they had offered concessions to accommodate those of different views and will perhaps now take a much less conciliatory approach, as they feel that the concessions have been ignored, with no willingness to compromise. As the Church of England is part of the constitutional settlement of this country, it is important that Parliament has regard to what the decision means for the country and the Church’s role in law making. With the decision made, we now see the entrenchment of the discriminatory nature of the 26 places in the upper House reserved for Bishops, who can only be male. Does the hon. Gentleman agree that this cannot be right, and that Parliament and the Government have to consider what we should do, especially in light of the Government’s decision to abandon any wider reform of the Lords? Does he further agree that we must also consider whether the exemption from equalities legislation for the Church of England now needs to be re-examined?
Finally, I am pleased to hear the hon. Gentleman’s resolve on the need to sort this out as soon as possible, as well as what the Archbishop of Canterbury said. I understand that there will be moves by the Church to spend some time thinking about how to proceed, but it is imperative that those in the all-male group of bishops do not talk just to one another, but work with and alongside senior women in the Church to find a way forward. Unlike the Prime Minister, I think Parliament has a role to play and should now look at doing all it can to support the Church at this time. I hope that the hon. Gentleman agrees.
I agree with almost all that the hon. Lady said. The really important point is that the whole House wants the Church of England to get on with this matter. It cannot be parked, and work needs to be done urgently to try to ensure that it is resolved as quickly as possible. In fairness, the House of Bishops gave the greatest possible leadership in the General Synod. However, as I sat there, the analogy that struck me was that it was a bit like Government Whips trying to talk to the Eurosceptics; there were those in the General Synod who, whatever the bishops said to them, were just not going to listen. So, in fairness, the House of Bishops in an episcopal-led Church was very clear about the need to make change. Those bishops work every day with women clergy in their dioceses and see the fantastic work that they are doing in the Church of England. That work must be valued and cherished, and we need to ensure that any changes do not square the circle by bringing forth proposals for women bishops who would be second-class bishops. I have made it clear to the General Synod on a number of occasions that Parliament simply would not approve any Measure that introduced women bishops as second-class bishops.

Commons ChamberAbsolutely; having a robust single statute is in everybody’s interest. We need to understand that we are not abandoning, resiling from or giving up any of the provisions in the Bill, but saying, to use a rather boring lawyers’ term, that they are adjourned generally with liberty to restore. In other words, we want to make quite sure that we have the opportunity to have a series of meetings with the Minister and his officials, so that we can go through the details of what is proposed for the Government’s Bill and how many of the private Member’s Bill’s provisions we can incorporate in it. The Minister has given his undertaking that we will have those meetings, and I know it was given in good faith.
It is the Government’s clear intention and policy to support as many people as possible to be in work, and one challenge for carers is the difficulty of retaining employment. The Government, hon. Members and everyone else have common cause on that, so it is just a question of how to make effective policy.
Likewise, it is clearly crucial that carers are identified, that they know themselves to be carers and that the supporting machinery identifies them as such. The provision of respite care has helped. In the past, I have asked GPs, “Why don’t you identify patients in your practice who have carers?” They have said, “Well look, Tony, there’s not really much point, because there’s not much that we can do to help them. We can identify them, but how much further does that get us?” At least now, with the NHS being able to provide respite care, there is a real purpose to GPs’ doing that. We need to ensure that the system sends the right signals and provides the right support.
I listened carefully to what the hon. Gentleman said about employment. The Bill contains provisions to do with young carers’ education and colleges of further education. I am concerned that the Department for Education’s direction of travel is not towards providing regulation on those matters to schools, colleges and universities. The Department for Business, Innovation and Skills, which holds the universities portfolio, should also be involved in that. The Minister has given an undertaking from the Department of Health’s side, but other Departments are also involved. I am not convinced at the moment that the Bill’s provisions will find their way into the Care and Support Bill. I would like this private Member’s Bill to go forward, because it contains additional measures that we want in place.

There are of course women bishops elsewhere in the Anglican communion. I am glad to say that some of them were present at the February Synod, and I was very glad to be able to entertain two of them, the Bishop of Rhode Island and the Bishop of Nova Scotia, here in the House while they were at General Synod in February. It was interesting to hear them talk about their experiences as women bishops and how quickly they had become fully recognised in their leadership role as bishops within their own provinces, countries and communities. And why not?
As has been said, we now have women in leadership roles throughout the Church of England in every position other than as bishops. There are now as many women as there are men coming forward to be ordained as priests. I am sure that it will be the same in other hon. Members’ constituencies. In my own constituency, the vicar of Banbury is a woman. The vicar of Bicester is a woman. The vicar in my own parish, from whom I take communion each Sunday, is a woman. They are all excellent examples of leadership within the Church, but my hon. Friend the Member for Worthing West makes a good and important point. I hope that I will be present when the archbishops consecrate the first woman bishop within the Church of England.
When does the hon. Gentleman think that might be? In light of the timetable that he thinks we might complete this year in Parliament, when does he think we might see the first woman bishop?
Sorry, I hoped that I had made that clear. If General Synod approves the Measure in July, with God’s good grace and the help of Members of Parliament, I hope that we can get it through by the end of this year and that we will see the first women consecrated as bishops in 2014. Obviously, that depends on a whole number of variables, including the work of the Crown Nominations Commission and so forth, but I hope that we will see such a timetable.
At the consecration service, the archbishop addresses the ordinands. I will conclude with a piece of text, because it is a beautiful piece, but it is also worth reminding ourselves what function the bishops actually perform. If one considers this text, there is absolutely no reason why women should not perform any of these responsibilities just as well as men:
“Bishops are called to serve and care for the flock of Christ. Mindful of the Good Shepherd, who laid down his life for his sheep, they are to love and pray for those committed to their charge, knowing their people and being known by them. As principal ministers of word and sacrament, stewards of the mysteries of God, they are to preside at the Lord’s table and to lead the offering of prayer and praise. They are to feed God’s pilgrim people, and so build up the Body of Christ. They are to baptize and confirm, nurturing God’s people in the life of the Spirit and leading them in the way of holiness. They are to discern and foster the gifts of the Spirit in all who follow Christ, commissioning them to minister in his name. They are to preside over the ordination of deacons and priests, and join together in the ordination of bishops. As chief pastors, it is their duty to share with their fellow presbyters the oversight of the Church, speaking in the name of God and expounding the gospel of salvation. With the Shepherd’s love, they are to be merciful, but with firmness; to minister discipline, but with compassion. They are to have a special care for the poor, the outcast, and those who are in need. They are to seek out those who are lost and lead them home with rejoicing, declaring the absolution and forgiveness of sins to those who turn to Christ. Following the example of the prophets and the teaching of the apostles, they are to proclaim the gospel boldly, confront injustice, and work for righteousness and peace in all the world.”

Commons Chamber6. What estimate the Church Commissioners have made of the number of churches from which lead has been stolen in the last 12 months.
Ecclesiastical, the insurance company that insures the vast majority of churches, reports that last year alone more than 2,500 churches suffered thefts of lead, and that the cost of the resulting claims was about £4.6 million. Each of those claims represents a loss to a local community and a distraction to parishes from using their resources for local community life.
I am grateful to the hon. Gentleman for his response. I know that Members on both sides of the House are concerned about the theft of metal from churches and from war memorials, and we hope that legislation or regulation will be introduced fairly quickly to deal with the problem. Can the hon. Gentleman confirm that Ecclesiastical has placed a cap of £5,000 on claims against thefts of metal from churches? If that is correct, what is he doing about it?
Ecclesiastical is a private insurance company; it has nothing to do with the Church Commissioners. It has to make commercial decisions about the cover that it can provide to churches, and it has clearly taken the view that churches that have had lead stolen from them present a higher risk in regard to actuarial cover. That is all the more reason for us to find a resolution to the problem of metal theft as soon as possible.

Commons ChamberThe Archbishop of Canterbury is very much concerned about the importance of good relations among Pakistani-background Christians and Muslims in this country. When Christian leaders from Pakistan visit the UK they are introduced to prominent Pakistani-background Muslims so that they are aware of the situation, and to encourage them to use their influence and contacts in Pakistan to support persecuted religious communities. The Church of England sent a delegation of both Christians and Muslims from the UK to Pakistan in 2009 on the invitation of the Government of Pakistan, to visit Christian and Muslim community leaders, Government Ministers and officials.
7. What assessment the Church Commissioners made of the number of dioceses which have voted in favour of the proposed legislation on women and the episcopacy.
The result of the reference of the draft legislation to the dioceses was that out of a total of 44 dioceses, 42 approved of women and the episcopacy.
How will the exceptional level of support from both the laity and the clergy be reflected in the passage of the legislation through the House?
I think that it is clear that there is overwhelming support for women bishops. The outcome of the recent vote in the dioceses will be reported formally to the General Synod in February, following which it will be asked to approve any necessary final adjustments to the drafting of the legislation. I certainly hope that during the lifetime of this Parliament it will be possible for me to bring forward a Measure to the House so that we can approve women bishops in the Church of England.

Commons ChamberMy hon. Friend raises a serious point about RE in the E-bac. She will know that the Bishop of Oxford, who chairs the National Society—in other words, he is the lead bishop on education in the Church of England—has, on several occasions, made clear the concerns of the Church of England, and indeed other faith groups, to ministerial colleagues in the Department for Education. I heard the Minister with responsibility for schools say in a debate in Westminster Hall that he would reflect on those representations, and we look forward to hearing what decisions Ministers take in respect of RE in the E-bac.
9. How many diocesan synods have voted (a) for and (b) against the proposed legislation on women bishops.
Notification has been received from six diocesan synods, and I am pleased to tell the hon. Lady that so far all the dioceses that have voted have voted to approve the legislation.
I thank the hon. Gentleman for that answer. Given the overwhelming support for women bishops, may I urge him to introduce legislation at the very earliest opportunity so that we can enshrine in law equality between men and women as bishops?
The hon. Lady knows that I share her aspiration. Let me explain this process to the House, because I look forward to the support of all Members of the House when the Measure comes before Parliament in due course. Every diocese, of which there are 44, has to vote. Six have voted; colleagues can work out the maths on the rest that still have to do so. Once they have all voted, there will be a meeting of the General Synod, which I hope in due course will approve the measure so that it can come before Parliament to enable the consecration of women as bishops. I certainly hope that in the lifetime of this Parliament, Parliament will approve that measure.

Commons ChamberI am glad to say that the Church does not generally find difficulties in the recruitment of stipendiary clergy. Of course, it is for each diocese to decide how to organise parishes into benefices. I am told by the dioceses of Ripon and Leeds and of York that they do not have difficulty filling rural stipendiary posts. Clearly, the clergy find these appointments satisfying and rewarding.
7. What assessment the Church of England has made of the likely requirement for provincial episcopal visitors following the entry into force of any legislation enabling the consecration of women bishops.
Provincial episcopal visitors operate under the terms of the Act of Synod, which will be rescinded if the draft legislation to enable women to become bishops is approved and brought into force. It will on any basis be at least two more years before that stage is reached and there remain important questions about how suitable episcopal oversight will be provided under the new legislation and associated code of practice for those with theological difficulties over the ordination of women.
Given the general climate of cutting costs and removing superfluous posts, if the welcome reform of women bishops is going to happen soon, which I hope it will, should not the new flying bishops be grounded now?
The provincial episcopal visitors are there under the Act of Synod. Under the Act of Synod, the archbishop is expected to take steps to secure the appointment of up to two additional suffragans in his diocese to act as provincial episcopal visitors. As I have explained, even if the Synod gives final approval to the draft legislation, the Act of Synod will remain in place for some time to come. We must keep faith with all sorts of different groups in the Church of England until there is a final decision on women bishops within the Church.

I have received numerous representations from people on all sides of the argument. I recently addressed the General Synod of the Church of England on this matter in York, and I have placed a copy of my statement in the Library.
Will the hon. Gentleman take a guess as to when he thinks we will have the historic first woman bishop in the Church of England? When does he think that will be?
The legislation completed its Report stage at York. It now has to go to all the 44 dioceses of the Church of England. If a majority of them agree, it will go back to General Synod, probably in 2012. If two thirds of each of the General Synod’s houses agree to it, I would then expect it to come here to the Ecclesiastical Committee and this House in 2013, and if this House agrees, we could see the appointment of the first woman bishop in 2014.

Commons ChamberBefore I answer that question, may I pay tribute to my predecessor, the hon. Member for Middlesbrough (Sir Stuart Bell)? He has been the longest serving Second Church Estates Commissioner ever, and he did an excellent job. The legislation to enable women to become bishops reaches the General Synod’s equivalent of Report early next month in York. Depending on what is decided there, the legislation will then go to the 44 diocesan synods, and I understand that the earliest date that the General Synod can take a final decision, and when the matter can eventually come before the House, is 2012.
I welcome the hon. Gentleman to his new role. Does he not agree that the intervention of the two archbishops, with their proposal on the legislation to enable women to become bishops, will create a two-tier system of bishops? Women will no doubt be on the lower tier, and does that not send out completely the wrong message from the established Church of this country about the role of women bishops?
I thank the hon. Lady for her kind words at the beginning of her question. There are clear majorities in the General Synod in favour of women becoming bishops, but, as the proposals by the Archbishops of Canterbury and York yesterday demonstrated, there are still efforts to try to find ways to reconcile those who have deep-held opposition to the measure. Under legislation, it is important that the Church decides the way forward, and we should give it the space to do so. However, it is also very important that the Church hears the voices of this House about how we see those matters, because ultimately the issue will have to come back to this House.
