With the support of Co-op Funeralcare, Dignity plc, the National Association of Funeral Directors, the bereavement charity Cruse and the all-party group on baby loss, 50 bereaved parents in Hull are still seeking an independent inquiry into what happened to their babies’ ashes. Does the Minister still stand by Hull City Council, which has refused to have that independent inquiry?

This situation was truly appalling—the hon. Lady knows that I think that. The review was comprehensive, so I will not be changing any decisions any time soon. My heart goes out to all those involved, as clearly this was very traumatic, but the review was comprehensive.

The purpose of prison is to play its part in reducing crime. That is the fundamental challenge that our Department and the Home Office face, and I believe that sports clubs can play a part. For example, the Saracens project with Feltham young offenders institution has a recidivism rate in its small pilot of about 10%, which compares very favourably to the overall rate.

As well as sport, does the Minister agree that arts and crafts could also play a part in the rehabilitation of offenders? Prisoners in Hull Prison were involved in creating a replica of Jason, Amy Johnson’s plane, for city of culture year. It is now in Hull Paragon train station. Unfortunately, the Ministry of Justice seems to want to move it to York. Will he look at that again and keep it in Hull to recognise what the prisoners have done?

I thank the right hon. Lady for her question. I should have wished her the best of luck as she stands down at the election. She represents a town that I know very well, and I also know that she is a particularly popular Member of Parliament.
The building of the prisons should not be interpreted as increasing the number of places to lock women up in—that should be clear. On women’s centres, I agree that women often have very complex problems, and that is a reason why I, for one, am trying to increase the number of women’s centres in the country. As the right hon. Lady has rightly said, bringing everything under the same roof can really help those women to make the right turn in life, away from crime.

Three Secretaries of State—for Justice, for Health, and for Communities and Local Government—believe that parents in Hull should have an independent inquiry to find out what happened to their babies’ ashes. Does the Secretary of State fully understand the disappointment of those parents that she will not stand up for justice for them by establishing an independent inquiry to find out what happened to those ashes?

I am sympathetic to the hon. Lady’s concerns and I offer my sympathy again to her constituents. We are supportive of local historical investigations, but we do not plan to order an historical inquiry in Hull or elsewhere. Hull has made significant improvements, including by putting in place measures to improve practices across, and communication between, the cremation authority, local funeral directors and NHS trusts.
