Commons ChamberI am sure that the Secretary of State is as concerned as I am about the number of children attending school who are hungry. Has he made any representations to the Department for Work and Pensions about raising the £7,400 household income eligibility threshold for free school meals?
As the right hon. Member would expect, we are in constant conversation with not just the DWP but the Treasury about the impact of the global fight against inflation that so many families face. It would be wrong for me to front-run what may be announced on Friday, but she can be assured that we constantly put in front of colleagues the pressures on families putting kids into schools as well as those on schools.

Commons ChamberThat is a very welcome question from my hon. Friend, and I am more than happy to join him in thanking all those people who played on the team to get us through in such good shape. There were obviously some tragedies, but the fact that we were able to minimise the number was a tribute to the work of all the organisations he has mentioned.
While I am answering, I also want to take the opportunity to pay tribute to my staff in the civil contingency secretariat who have worked round the clock over the last few days, in particular working closely with the Met Office, as we sought to predict and to prepare the country, co-ordinating across Whitehall and all the other agencies. It has been a really remarkable effort and, notwithstanding the terrible tragedies that we have seen, the fact that we got through in good shape was down to all of their work.
I think that this is the first opportunity I have had to congratulate the right hon. Gentleman on his new role. We shall miss scrutinising him on the Home Affairs Committee. Can I also add my thanks to the emergency services for everything they did yesterday to save property and lives? As the Minister has said, there is a White Paper out about the fire and rescue services, and its consultation has a deadline of 26 July, which I think is Sunday. In the light of the fact that the Home Affairs Committee will be looking at this in the autumn, I wonder whether it would be sensible to extend that deadline. The events of this week show that there is clear evidence of climate change-driven volatility, which will have serious implications for the fire and rescue services. This might be a good time to reflect on that before submitting to the consultation, so if the deadline could be extended, that would be helpful.
I have certainly enjoyed being constructively challenged by the right hon. Lady during my three years in the policing job. I hope I made a small difference to the safety of the public during those years, but obviously that will be for others to judge. The timing of the White Paper is not within my remit, but I undertake with her to raise it with the Minister concerned and make the point that she has made.

Commons ChamberThe catalogue of failings at the Met is rightly a serious concern for the Home Secretary and the Mayor of London. The Home Secretary has said that the Met is just not getting the basics right, but sadly the Home Office is not getting the basics right either. When acting commissioner Sir Stephen House gave evidence to the Home Affairs Committee in April, he said it was not just a case of “a few bad apples”, but a systemic problem that the Met needed to deal with. As the Met accounts for 25% of policing and has not only responsibility for London, our capital city, but national responsibilities and even international responsibilities, for example around the investigation of war crimes, what consideration has the Minister given not only to issues of performance, leadership and culture, but to whether there should be a review of the responsibilities of the Metropolitan Police?
I am grateful to the Chair of the Select Committee for her question. As she will know, we are in the middle of an inquiry by Dame Elish Angiolini into the first stage of the employment of Wayne Couzens and then more widely into the culture of the Met. Once we have seen that and digested the urgent work required to correct the situations we see presented in this report, we will have to consider what if any further measures may need to be taken to ensure that, as the right hon. Lady says, not only national but international confidence in the Metropolitan Police as our lead force is maintained.

Commons ChamberOn the consultation that the Minister will undertake, is it a very targeted consultation on the specific offence of sex for rent, or does it recognise the sexual exploitation of women in other areas and broaden it out to prostitution more generally?
I am grateful to the Chair of the Home Affairs Committee. I cannot give her a definition as it stands, but I am happy to write to her about the scope of the consultation. If she wishes to make representations about the scope, I am sure we will take them into account. However, we are very focused on the notion of a specific offence, so my assumption is that the consultation will be relatively specific.

I share my hon. Friend’s disgust at these events. As a former Westminster councillor and the London Assembly member for the area that includes Charing Cross police station, and having visited the police station to see its work in policing one of the most diverse, sensitive and difficult parts of the country and the capital, I find it shocking to see such evidence. I agree that that disgust and fury will be shared by the thousands of police officers across the United Kingdom who do extraordinary things every day to keep us safe. It will be shared not least, given the nature of the messages, by the ever increasing numbers of female and black and minority ethnic officers—the numbers in UK policing are now at an all-time high in both categories—who are doing their best to help us all in changing the face of British policing.
This report is truly shocking. One key issue is the screening out of unsuitable applicants right at the start. I want to ask about current recruitment and vetting, as so many officers are now being employed. Does the Minister believe that the use of solely online recruitment, assessment, checks and offers is appropriate? That is happening in several forces, where there are no face-to-face interviews. One recruit said that the first time he had a face-to-face interview was when he was being measured for his uniform. I will just quote what Karen Ingala-Smith of the anti-violence charity Nia said, referring to Sarah Everard’s killer:
“Couzens was at least the 15th serving or former officer to have killed a woman. Now is the time for more rigorous checks, not fast-track online selection processes”.
As I am sure the Chair of the Select Committee will recognise, the advent of the pandemic meant that we had to find innovative ways to continue with our recruitment process. We are obviously reviewing them as we emerge from the pandemic, to ensure that we get them exactly right. As I explained earlier and as I am sure the right hon. Lady knows, we have commissioned a general inquiry across UK policing to look at vetting procedures to make sure that the police across the UK have consistency—because each force is responsible for its own vetting—and that that net is drawn as sharply as we possibly can to ensure that we get the right people into policing.
Critically, however, it is important that we monitor carefully how those new young police officers coming through feel and what they are being exposed to, and give them the confidence to know that where there is bad behaviour, they are able to call it out without detriment to themselves. There is not just one piece of the jigsaw; an entire machine needs to be built to ensure integrity in all police officers—to build confidence among the British people that the right people are getting into policing, that they are being maintained in policing and that, where things go wrong, corrective action can be taken quickly.

As I say, Mr Speaker, the lack of a statement came from a desire to come to the House at the moment when we could give the maximum information and reassurance, but we hear the message loud and clear. Obviously, following this incident there will be review of security arrangements at a variety of premises. The hon. Gentleman will understand that I do not want to discuss exactly what those may be, but the raising of the threat level brings with it an implication and an obligation on a number of organisations to review their security arrangements. The British public will see a greater police presence, particularly in areas of public use, to make sure that there is both reassurance and prevention in place.
I serve on the ISC, and I have incredibly impressed by the thoroughness of the information that the Committee has available to it, the reports that are produced and the recommendations that are made. What has concerned me today has been listening to both our Front Bencher and my right hon. Friend the Member for North Durham (Mr Jones) explain that recommendations that have been public for quite a while have not been responded to by the Government. Might the Minister be willing to undertake a review of all the recent recommendations that the Committee has put forward, to see what more can be done to make sure that we keep ourselves as safe as possible?
I am grateful to the right hon. Lady for that and I thank her for her work on that important Committee. I understand the House’s frustration that the discussion of specific security arrangements on the Floor of the House is not necessarily helpful to our overall security. We do have a tried and tested route to look at these things, through the Committee of which she is a member. I am more than happy to go away and discuss with my colleagues what the status is of the various recommendations coming out of that Committee, and, if required, we can put some boosters on to implementing them.

Commons ChamberI am happy to consider that issue—absolutely. As I said earlier in my statement, we are about—I hope in the new year—for the first time to publish internal force statistics which will give us the full picture. At the moment, we publish national statistics to do with the IOPC inquiries in this area, but a number of allegations are dealt with internally in a force. Once we have that data and it is out in the public domain, we will be able to make a judgment, exactly as the right hon. Member says, about consistency of disposal, and consider what more needs to be done.
What concerns me about the response of the Minister so far to the issue of suspension of police officers who have been accused of domestic abuse or sexual assault is that this could lead and does lead to inconsistencies all around the country, and it seems to me that there is something the Minister could do. Has he had any conversations with chief constables about what the expectation would be when dealing with officers who have such allegations made against them, and whether suspension is the right way forward?
As I say, I am merely stating a fact that, at the moment, suspension falls to the chief constable, but it is in the nature of this that, with 43 chief constables across England, Wales, Scotland and Northern Ireland, there will be a variable approach. It is in the nature of any—[Interruption.] It is in the nature of any organisation that that is the case, in the same way that we have a variable approach to detecting and prosecuting different types of crime. Our job at the Home Office—[Interruption.] Please allow me to complete my answer.
Our job at the Home Office, exactly as the right hon. Lady is seeking, is to try to embed a sense of consistency of approach across all of those forces to make sure that the British people can have trust in their police whether they are in London, Manchester, Belfast or Edinburgh. That is the work we are trying to get done through this working group with the National Police Chiefs’ Council. It is very apprised of the importance of this issue, and I have been pleased by the commitment it is showing to this stream of work. I am hopeful that we will reach the greater consistency she seeks in the months to come.

My hon. Friend raises a critical issue, which, as she says, is at the heart of so many of these investigations. I know that, as part of their joint action plan, the police and the CPS will be looking at exactly such issues to ensure that there is consistency and, frankly, that they can get the right kind of result in court.
Can the Minister tell the House whether the rape review looks at the shockingly low figures for convictions of men who rape women and girls who have been trafficked for commercial sexual exploitation; and will this be addressed in any action plan, including the need for new legislation to protect women and girls, and to hold men accountable for their actions?
As the right hon. Lady will know, thanks to this Government there are now significant penalties under the modern slavery legislation for those who traffic individuals. However, I hope she will forgive me if I do not necessarily reveal what is in the review. I hope that she will see that, whatever the circumstances of that particular offence, once the work starts—the work has started, but once we get going on the work that sits behind the rape review—we will see perpetrators of all kinds of these offences in court, where justice can be dispensed.

Commons ChamberI know that my hon. Friend is the genuine voice of his constituents, and he will have received many emails from them on this issue. As I said earlier, the classification of any particular group depends on its conduct in society. Obviously, when a crime is committed, that should be investigated and prosecuted, and punished accordingly.
According to today’s Times, the Prime Minister is considering new powers to prevent newspaper presses from being blockaded, but the Foreign Secretary says that adequate enforcement powers exist already. I wonder whether the Minister can say which he believes is right—or is this a case, as usual, of the Government’s left hand not knowing what their right hand is doing?
Even before the events of this weekend, we were keeping the rules and regulations, the law and police powers around protest under constant review. As the hon. Lady will know, the nature of protest has changed quite significantly over the last 15 or 20 years, so she would expect that to happen, and it seems like a perfectly natural thing for us to do.

The hon. Gentleman is quite right that the New Providence Wharf situation is one of those that is currently unresolved. We are engaged with Ballymore, which is the owner at the moment, and it is making the case that leaseholders should carry the cost. We have made it clear to it that that is not the case, and we will keep up the pressure and hope for a resolution soon.
The Local Government Association says that it continues strongly to urge the Government to ban the use of any combustible materials on high-rise and high-risk buildings. Rockwool has been in touch with me about two buildings in Hull North: the Bransholme Health Centre and the Allam Medical Building. I am concerned to hear that these buildings have materials that are combustible and could be dangerous. Is the Minister concerned, as I am, about these type of buildings not being part of his proposed plan?
I am, of course, concerned to hear that, and the hon. Lady will know that we introduced a complete ban on combustible materials on buildings over 18 metres just before Christmas. That ban is not retrospective. However, all building owners have a duty to ensure that their buildings are safe, and if they believe, after assessing their buildings, that they are not safe, they also have a duty to remediate. It is almost impossible for us, I guess, to tour the country and review every single circumstance, which is why we are stressing that the primary responsibility for this lies with the building owner. If she knows of buildings that she believes are not safe, and the building owner is not taking the action that is required, she should, in the first instance, speak to her local authority colleagues who have the power to intervene. If that fails then, by all means, write to me.

Commons ChamberHome ownership has been stable over the past four years at about 63%. The right to buy has helped more than 86,000 council tenants into home ownership since 2012, under the reinvigorated scheme. This summer we launch a major pilot of the voluntary right to buy for housing association tenants.
Since 2010, we have seen home ownership levels fall to a 30-year low, while homelessness has doubled. If we want to end this dual failure to meet housing need and aspiration, and put choice in the hands of the many, not the few, should we not invest in building and renovating enough council and affordable homes to rent and buy, without taking away the rights that council tenants’ have had for 38 years under the right to buy scheme?
The hon. Lady is definitely right to say that the solution to everybody’s housing problems is to build more homes—as many as we can—across those parts of the country that need it.

Commons ChamberBoth hon. Ladies are right to recognise the role that welfare reform is playing in alleviating child poverty. Work is the best route out of poverty, and universal credit strengthens the incentives for parents to move into and progress in work. However, it cannot be considered in isolation: it is a key component of a broader strategy to move Britain to a higher wage, lower welfare and lower tax society.
Owing to policies pursued since 2010, we now have 20,700 children in poverty across Hull, and food poverty and holiday hunger are growing, including, despite what the Secretary of State says, in working families. Will restricting free school meals in universal credit create a cliff edge and make the situation even more dire in the most disadvantaged communities?
Undoubtedly, as my right hon. Friend the Secretary of State said earlier, children are five times more likely to be in poverty if they are in a workless household. The Government’s entire thrust is to get as many people into work as possible, and we would never contemplate anything that would get in the way of those kinds of incentives. As my hon. Friend the Minister for Employment said, nobody will lose out under the current proposals on free school meals; in fact, there might well be more recipients in the future.
