Commons ChamberThe hon. Gentleman is right to talk about the importance of recruitment in the NHS—bringing in the right people in the first place and then retaining them—but I hope that he will also recognise that good leadership plays an important part in that. This morning, I went to Chelsea and Westminster Hospital, which is an outstanding and incredibly well run hospital, and heard from the leadership team about the important role that they play in attracting and retaining talent. I hope that he recognises that point as well.
Why is the Secretary of State’s departmental leadership team advertising for a deputy director, delivery, for the Covid Pass programme? What is that about?
The reason why the Department keeps that under review is that, although the pass has stopped and there is absolutely no prospect that I can see of its ever coming back into place, it is right that, as we wind things down and work on the digital resources, all things are looked at appropriately.

Commons ChamberThe NHS and social care has £5.4 billion of extra funding over the second half of this financial year. A lot of that funding is being deployed to create extra capacity, especially with work on discharges between the NHS and the social care sector, because people can be clinically ready to be discharged, but the care packages have not always been easily available.
How many of those who have tested positive in the UK are ill?
The number of confirmed cases in the UK is 336. By definition, they are all infected. Some may be asymptomatic and others will be feeling ill. As far as I am aware, none of them has so far been hospitalised.

Commons ChamberThat is an important point and the hon. Lady is right to raise it. We estimate that 5 million people across the UK have not even taken up the offer of their first dose of the vaccine, putting themselves and their loved ones at great risk. A lot of work has been done over the past few months and it is bearing results: we are seeing ever more people coming forward, especially in the past few weeks. Indeed, many came forward this weekend, perhaps out of concern about the new variant. A lot of work is being done with community leaders, and there is an existing communications campaign but a new one will start imminently.
Over the last few months there has been a useful control experiment on face coverings, given the different policies pursued in Scotland and England. What estimate has the Secretary of State made of the result? It is mumbo-jumbo, isn’t it?
If my right hon. Friend is suggesting that there are mixed views on the efficacy of face coverings in helping to fight the pandemic he would be right, but I would point him to UK work by Public Health England—published, if I remember correctly, last month—referring to a number of reports setting out how in certain settings face coverings could help.

Commons ChamberI know the right hon. Gentleman likes to create problems where they do not exist, but we should not always let him get away with it. There is no problem with the app. If he had listened to me carefully, he would know as well as anyone that proof of a third jab, whether a booster or as part of a person’s primary dose, is not necessary for UK domestic purposes. As I said earlier, we fully understand and recognise that it might be needed for international travel or other international purposes, which is why we will do something about it.
The right hon. Gentleman should not undermine confidence in the app. He called it a problem with the app, but there is no such thing.
If a member of NHS staff has previously had an episode of myocarditis and is anxious about its recurrence, would that be sufficient ground for an exemption from vaccination?

Commons ChamberOf course no one should be left behind, wherever they are in the UK. The differential take-up of the vaccine can be based on a number of factors—for example, there is definitely a difference in age groups. Working with the NHS, we are trying to tailor our message to convince people about the benefits of the vaccine to those respective age groups, and we also try to do that on a localised basis. If the right hon. Lady has any particular suggestions about Hull, we would be more than happy to listen to her.
The Secretary of State retains all the powers of the Public Health (Control of Disease) Act 1984, which were used to take away our liberties without prior parliamentary authority. Will he undertake to review that and to give us a new public health Act?

Commons ChamberI thank the hon. Lady for what she said about the English football team, but I noticed that she did not say who she supported. I hope it was England.
The hon. Lady is right to raise hospitalisations, as other colleagues have. Of course, as cases rise, which sadly they will for the reasons I have set out, hospitalisations will rise too. However, again for reasons I have set out—No. 1 being the vaccine—the rate of hospitalisation will be far, far lower than anything we have seen before. She will also know, given her experience, that the treatments available are a lot better and more effective than what we had at the start of the pandemic and during the last wave. That is also helping should people, sadly, find themselves in hospital. That is part of the three tests, test number three, that we have looked at very carefully. We have looked at the data and we of course work very closely with our colleagues in the NHS on an almost minute-by-minute basis to ensure that the increased pressure—I accept there will be increased pressure; I have been very open about that—can be met in a sustained way.
The hon. Lady mentioned the backlog. It is important to understand that the backlog built up over the pandemic because people stayed away from the NHS for perfectly understandable reasons, but we need to start to get back to normal as quickly as we reasonably can so that we can start to see more and more people in the longer term and improve the backlog more quickly.
As for masks, I believe I have answered that question. The most important thing is that our guidelines will be very clear. They will be published later today, too.
Enterprises are having to shut because key members of staff, despite having been vaccinated twice, are having to isolate as contacts. As infections increase, so will contacts who have to isolate and there is every possibility that the economy will grind to a halt. Will the Secretary of State review the need to self-isolate for those who are twice vaccinated and showing a negative test?

Lady is coming from, but the important thing is that we have to learn to live with covid, which means that we have at some point to confront and start removing the restrictions that have been necessary until now. Now is the best time to do that, because of the defence that has been built by the vaccine.
We will never again sacrifice free enterprise, freedom of association and freedom of worship in order to manage hospital admissions, will we?
I take it from that that my right hon. Friend is pleased with today’s announcements.

Commons ChamberMy right hon. Friend is, characteristically, absolutely right to make that observation. I think he will also agree that while this is welcome, and will, absolutely, cut the cost of interest, it also reminds us that interest rates are incredibly volatile, and no Government should rely on interest rates remaining low for an incredibly long time.
I have often said that small and medium-sized businesses are the beating heart of the economy, and rightly where our focus should be. If SMEs are the heart, then cash flow is their lifeblood, and that is where we must focus our help most, so I very much welcome the emergency support package for SMEs that my right hon. Friend the Chancellor set out today. If I may, I will make three quick observations about what more can be done. First, on time to pay, I strongly welcome the announcement today to extend the existing HMRC scheme. While it is absolutely right that we carry out the fundamental business rates review that we set out in our manifesto, this will not happen overnight, as the Chancellor recognised, so we need to act now. I do welcome the announcements on business rates that he made today, but may I also suggest that the time-to-pay arrangement is extended to business rates too? Although they are collected by local authorities, not HMRC, it is possible to delay collection while making sure that no local authority loses out in terms of cash flow.
Secondly, on support for workers, firms should not have to shed workers because of temporary cash-flow problems. That is why I would like to keep open the option of a temporary cut in employers’ national insurance —perhaps over a three-month period—thereby relieving the cost of labour.
Thirdly, since the financial crisis, it is true that monetary policy has lost some of its potency. A decade ago, central banks were the star turn; now they are more like the supporting act, but they can help. That is why I strongly welcome the action by the Bank of England that was announced this morning, and I am pleased to see the co-ordination that has taken place with the Treasury. I am particularly encouraged by the restart of the term funding scheme, especially how the incentives have been set out to encourage an increase in lending to SMEs.
While the coronavirus has captured the attention of the front pages, my right hon. Friend the Chancellor is right not to lose sight of the long-term failures of UK economic policy under successive Governments—failures that have caused profound regional inequalities and a sense of anger and betrayal in many of our communities. We need to put people and place back at the heart of a more human capitalism. I therefore welcome the investment in skills and education, especially the £1.5 billion for FE capital. We should think about not only the flow of students but the stock of skills that we have in our country. There are talented individuals who have left full-time education and would benefit from retraining. That is why I am unapologetically keen on a long-term plan for skills, including the right to retrain for all working adults.
It is clear from today’s Budget that my right hon. Friend shares my enthusiasm for the infrastructure revolution and my conviction that, with the right scale and the right mix of investment in roads, rail, digital, decarbonisation and flood defences, we can tackle our most significant economic challenges: low productivity and regional inequality. As I have long said, we should take advantage of record low interest rates to invest properly in our economic future.
I welcome the Chancellor’s indication that he will continue the work that was begun to rewrite the Green Book, so that we can better allocate investment across the nations. I hope that he will look carefully at what else we can do to help the infrastructure revolution, including looking at planning, especially reform of the compulsory purchase order regime; the infrastructure delivery model, so that we do not have a repeat of the overspending on HS2; and labour market requirements at a time of record employment.
I urge the Chancellor to consider in his next fiscal statement 100% capital allowances—in other words, full expensing for businesses, to encourage them to invest more in capital. I want to end by underlining the importance of fiscal responsibility.
As someone who longs for lower taxes and smaller government, what assessment has my right hon. Friend made of the Chancellor’s ability to remain within the existing fiscal rules?
I was pleased to hear the Chancellor say that this Budget is within the fiscal rules, but as my right hon. Friend the Member for Maidenhead (Mrs May) said, we do not yet know the impact of these emergency measures. We also do not know the impact of the term funding scheme announced today by the Bank of England. A lot of the fall in debt over the next few years is because of the term funding scheme coming to an end, but that might now change, so it is worth keeping that in mind.
The British economy is in a strong position to weather the current storm, but we must not forget that my right hon. Friend the Chancellor is only able to deploy the firepower that he has today because of the choices that consecutive Conservative Chancellors have made—choices to control spending, to control borrowing and to control debt. That is why the fiscal rules that we set out in our manifesto are important. Sticking to those rules in normal times is what separates us from Opposition parties. They help us to keep our economy strong and to keep taxes low, and they preserve our flexibility for when we need it most. It is not always possible to forecast when the next threat will emerge, nor what form it will take, but it is possible to prepare, and I know that the Chancellor and I are grateful that our predecessors had the foresight to do so.

Serious violence is a national emergency that we are tackling head on. It is all too common to wake up to the heartbreaking story of slaughter on our streets. Like many parents, I fear for my children. I lie awake worrying when they go out, waiting to hear the key turn in the door, desperate to know that they are safe and back home. Tragically, for some, that moment of relief never comes. They never hear that welcome jangling of keys. Their children never come home. Many are simply in the wrong place at the wrong time. We are seeing an epidemic of senseless violence to which anyone can fall victim.
Since becoming Home Secretary, I have done everything in my power to help end the bloodshed. It has been my top priority, and we have responded to the crisis with urgent investment and additional powers, but, while lives are still being lost, it is clear that more must be done.
Has my right hon. Friend watched any of Channel 5’s “Police Code Zero”? If he were to do so, he would share the frustration of so many of our constituents who write to us complaining about the leniency of sentences even for violent attacks on the police, notwithstanding the powers we have given to the courts to deal with that. Why will they not use them?
I have not yet had the opportunity to watch the programme to which my right hon. Friend referred, but I absolutely understand the issue he raised. It is important that we do everything we can to support our brave police officers. I and the Policing Minister have made a number of announcements in the past 12 months to do just that. We continue to work with police officers and their leaders across the country, including talking to frontline officers about what more we can do.

My right hon. Friend raises a number of points. First, there is no British consular presence in Syria, so it is incredibly difficult for the British Government to intervene directly or to provide help for any British citizen there, whether a child or an adult. That is why the Foreign and Commonwealth Office has been making it very clear since 2011 that no British citizen should enter that war zone. She also seems to question the dangers that might be posed by female terrorists. One public case that I can refer to went through our courts in June 2018. Safaa Boular, aged 18, was convicted of planning to travel to Syria and to engage in terrorist acts. Soon after, her mother, her sister and her female friend also pleaded guilty to terrorism charges. They were going to set up a female terror cell, and had they succeeded, there would have been deaths in this country. No one should make a judgment on the threat of a terrorist based on their gender.
My right hon. Friend asks a good question. It has been well documented that female terrorist fighters who have gone to join Daesh have engaged in murder, recruitment and radicalisation, including of British citizens through online means. They have assisted in rape and helped to keep sex slaves, and they have also prepared suicide vests and carried out suicide attacks themselves.

This is a hugely important priority issue across the Government: it was discussed very recently, just in the past few weeks, in the Cabinet, and just a couple of weeks ago we had a debate in this House on serious violence, both to set out the Government’s plans but also to listen to hon. Members across the House on new initiatives that can be taken forward. The hon. Gentleman is absolutely right to talk about this being an urgent priority, and it is important that we all work together to see what more we can do.
My right hon. Friend will know that, as recently as 2015, changes were made to sentencing for serious violence crimes, including with bladed weapons. While it is right that the courts make decisions on sentencing based on the evidence and the facts in each case, we have seen a rise in custodial sentences. That is important, too, to make sure the right message and right deterrent are set out for these horrible crimes.

The Home Secretary’s power to deprive is open to challenge and, in most cases, will not exist at all. I urge him once again to arm himself with powers of Executive detention so that people can be sufficiently quarantined before they are allowed back.
In cases where terrorists or suspected terrorists are returning to the UK, a number of powers are available, including, for example, temporary exclusion orders, which have been used and can place a number of restrictions on someone, including the port of entry and reporting requirements, as well as other restrictions. We would always look first at what existing powers we can use, and if we feel that they are not sufficient, we would always look at what more might need to be brought to the House.

First, it is worth pointing out again that the Foreign Office’s advice when it comes to Syria, for many years now, has been that it is very dangerous. No British citizen should be travelling to Syria. If a British citizen has ignored that advice, they will know that there is no consular support there and that we have no diplomatic relations with Syria. If the individual concerned is a foreign fighter who went to join a terrorist organisation to kill, rape and cause enormous damage, there is no way that this Government will risk the lives of British personnel—British soldiers, Foreign Office officials or others—to go and rescue such a person. No way.
When we cannot prevent their return, what about internment until they have been sufficiently quarantined?
My right hon. Friend might be reassured to know that when we cannot prevent someone’s return, we will in all cases seek to question them, investigate them and, where appropriate, prosecute them. Even if they are mono-national, if they are British citizens, we can strip them of their passport, have temporary exclusion orders and manage their return.

Commons ChamberThe hon. Gentleman makes an important point. Because of the change in demand caused by the rising demand of certain crimes and by the complexity of certain crimes, it is important to make sure that the Home Office, the National Police Chiefs Council and others are continually looking at this. I am not convinced that a royal commission is the answer, because it may lead to decisions being delayed or not being made, but he makes an important general point about making sure we are on top of what is needed by considering the changes and the complexity of crime.
My right hon. Friend has rightly drawn attention to the challenges facing the police. Is it fair that, in facing those challenges, so much of their time is taken up by dealing with mental health emergencies that, frankly, are properly the concern of another Department of State?
My right hon. Friend makes an important point. It is not fair if police time is taken up by issues that should be dealt with by, in this case, health professionals. This has been recognised by the Secretary of State for Health and Social Care, who has committed to using some of the extra resources the Government are now putting into the NHS to help to relieve the police and to work with them more closely.

Commons ChamberSecurity is an absolute priority for the Home Office, which is why it should come as no surprise to the House that all capabilities on which the UK would wish to co-operate with the EU are covered in the political declaration. If the hon. Lady wishes to continue that kind of co-operation, the best thing to do is to support the deal.

I read the intervention carefully a week ago. Although I have huge respect for those two individuals and listen to them on many issues, I think that they are completely wrong in their assessment.

Commons ChamberLaw enforcement work is an important part of this operation. Since April 2018, UK law enforcement authorities have disrupted 46 organised criminal gangs involved in people smuggling. In November 2018, two men were jailed for eight years each; in September 2018, seven members of an OCG were jailed with sentences totalling 48 years; and last February, two men were jailed for over nine years.
The Home Secretary was previously cautious about increasing the number of patrols because perversely it might have led to an increase in the number of attempts. Why has he changed his mind?
That is a very good question. It is important to keep this under constant review. Border Force has a limited number of vessels and a great deal of work to do, not just in the UK but as part of international operations. I asked for advice on redeployment, and once I had received it and was comfortable that it could meet both its international obligations and prioritise the UK border, I made a decision, and that is what was implemented.

For the past two years, we have seen an unacceptable increase in recorded knife and gun crime. We have also seen a rise in acid attacks. Sadly, there was a vivid example just this week, with the fatal stabbing of Jordan Douherty, a young man of only 15 who had a great future ahead of him, but whose life was tragically cut short. The Bill will strengthen powers available to the police to deal with acid attacks and knife crime. Its measures will make it more difficult for young people to use acid as a weapon and to purchase knives online.
Craftsmen such as carpenters rely on mail order for the provision of their specialist tools because that can no longer be maintained locally. Will the Home Secretary ensure that this excellent Bill does not intrude on the provision of lawful trade?
I am glad that my right hon. Friend, like me, thinks that the Bill is excellent. I can give him that assurance. As I talk a bit more about the Bill, it will become clear that the right types of reasonable defence will absolutely be in place. For example, knife sales to businesses and for other legitimate use will remain unaffected.
There have sadly been 77 homicides in London alone this year, but violent crime affects all parts of our country, not just our big cities. Violent crime destroys lives and devastates communities, and it has to stop.

Commons ChamberYes, I think that there is a need to make the process clearer. I have been quite open that I do not think that the current process is a friendly one at all. The decision made in the case of Billy Caldwell was unprecedented; no Government in the past had recognised the medicinal benefits of cannabis by making such a decision and issuing a licence. We need to make the process—even the interim process, through the expert panel—much smoother and more straightforward. Once the panel is set up, which will happen by next week, we will set out exactly how the process will work for the hon. Lady’s constituents and others.
Clinical leadership may have its place, but for years the crying need has been for political leadership, so may I thank my right hon. Friends the Secretary of State and the Policing Minister for providing it?

While I know that the Home Secretary favours the word, “compliance”, some of us believe that hostility to lawbreaking is a proper response.

Commons ChamberI assure the hon. Lady that we share the same goals. I know that she cares deeply about this, as we have spoken about these kinds of issues before. As she knows, Bradford is one of our pilot areas, and we have already started work there. It does not have to wait; this has already started. Bradford will have access to new funding for that work, and we want to work with people there to innovate. We want to listen to their ideas, because they are the people on the ground who are dealing with these issues day in, day out. The hon. Lady is right to refer to resources, which are of course important, but practice and how things are done are equally important, and we want to learn from that, too.
On sharia councils, how do we protect people who are ignorant of their rights or subject to peer pressure in closed communities?
My right hon. Friend asks a good question. Once he gets a chance to read the Green Paper more closely, he will see that we have set out a programme of how we want to make sure that more people, including imams in mosques, make people aware of their rights. If we have to take direct action to prohibit something—I gave the example of a change in marriage law, and in that case we would need to make sure that women in particular were not being abused and taken advantage of—we will not hesitate to do so.

If he truly supports more homes and developments in London, perhaps he should have a chat with the leader of his party and ask why they intimidate Labour leaders who want to increase the number of homes in their areas.

Commons ChamberThe hon. Gentleman is right to highlight that it is the responsibility of local authorities to help look after some of the most vulnerable people in society, and of course they should be careful about the quality of care they provide. That is why the CQC is independently involved, to look at the quality of care provided. We also have to make sure that the funding is there. As I have just said to his hon. Friend the Member for Sheffield South East (Mr Betts), extra resources have been provided, with £2 billion over the next three years, and we are also looking at the longer-term challenges.
The Government have rightly decided to look at a whole host of issues that have an impact on adult social care because of our ageing society. The appropriate approach is to take the time to get it right and have this Green Paper on adult social care.
First of all, I can tell the hon. Lady that over 220 temporary homes have been identified and inspected—that is all good-quality, available accommodation. She referred to unsuitable offers; she should certainly bring those details to me, and we will look at them and take this very seriously. There are 169 families who have received offers; 30 offers of temporary accommodation have been accepted, and nine families have already moved in. As she knows full well from talking to her constituents, many families do not feel ready to move into temporary accommodation, and we will absolutely respect their wishes.
Can any of the costs be met by the landlords’ insurance?
That may well be the case further down the line, but right now, the absolute priority is to do whatever is necessary to help the victims of the Grenfell Tower tragedy to get into those homes. All those costs will be met by Government wherever necessary.
We are investing record amounts in affordable housing. Since 2010, more than 310,000 units have been created throughout the country. If the hon. Gentleman wants to know what failure on affordable housing looks like, he need only look at the previous Labour Government, who saw a fall of 410,000 units in social housing for rent.

Commons ChamberApproximately 13% of the land in England is green belt. There is therefore a huge amount of land that is not, and that land should be the priority. We should use brownfield land, we should increase density and we should encourage better co-operation with neighbours. That should always be the priority. There are cases when a local authority decides that the tests for using the green belt have been met, and when that is properly done and the site has been inspected by the planning inspectorate, the local community can decide to build there, but that should not be the priority. The priority must be brownfield sites and better use of density.
If it is not in the interests of builders to sufficiently reduce price by increasing supply to the necessary extent, is not the answer to afford greater empowerment to the public sector?
There are lots of answers to that question. My right hon. Friend is absolutely right that there is an important role for the public sector to play, whether indirectly through housing associations or through councils. There are excellent examples of councils with house building programmes. A diversity of supply is required, and the public sector has a role to play in that.

Commons ChamberI agree wholeheartedly with the hon. Lady. She is quite right to point out the importance of Martin Luther King on this day, which is a celebration of his life and work. We would all do well to remember what he taught us, and one thing that he said is that we must live together as brothers or we all perish as fools. We can all learn from that, no matter who we are, whether in the US or the UK.

I am pleased that the hon. Lady agrees that many of the issues raised in the report have been ignored for too long by too many politicians on both sides of the House. It is good that there is general agreement on that. By taking the report as an important first step, we can start to deal together with some of the issues.
The hon. Lady asked about English language. I am a little disappointed that having started by saying that we should take a mature approach, she then made the point about the Cornish language. If she had looked more closely, she would have seen that it was an entirely misleading headline. She spoke about spending on languages by my Department, so I will tell her the facts. In the past six years the Department has spent £780,000 on the Cornish language, but in the past five years it has spent £11 million on community-based English language programmes. On top of that, the rest of the Government has spent hundreds of millions of pounds on supporting English. If we are to have a proper debate, the hon. Lady would be well advised to stick to the facts and use them in the debate.
The hon. Lady asked whether there will be fairer funding for local government. She should know that there is currently a local government fairer funding review, which will report early next year. On the Muslim Council of Britain and some of its early comments on the report, it is important to highlight that I certainly want to speak with all groups, including the Muslim Council of Britain and many others, that want to comment on the report and make suggestions on how we can take integration and cohesion forward.
The hon. Lady also asked about safeguarding, particularly of young Muslims who might be vulnerable in some way. She will know that the Prevent programme is exactly that: a safeguarding programme. That is something I hope the whole House can support.
Can sharia be a voluntary choice for women lacking in English in closed communities?
My right hon. Friend raises an important issue that came up in the report. It is worth reminding the House that sharia councils are not courts in England and Wales; they cannot legally enforce any decisions and they must, of course, operate within the national law. However, the report has highlighted some legitimate issues. That is why I am pleased that the Government have already started a full, independent review of sharia law in England and Wales, and I look forward to reading its conclusions.
