Commons ChamberMadam Deputy Speaker, you may recall that I once, shamefully, fell asleep in this Chamber, but I assure you that I have never been so exhausted as when, for seven years, I was a schoolmaster. I go away every summer to teach in Africa to remind myself of just what a demanding occupation it is. When I visit schools in my constituency and see the product they are turning out, in the face of extraordinary difficulties, I realise what an easy ride I had as a “beak”—I gave up teaching 30 years ago.
I have raised this issue with the Minister before. I accept that expenditure is at an all-time record and that although there has been some pressure on per-pupil funding, we spend more per pupil than any other wealthy country in the world bar the United States. But I want the Minister to focus on whether we are actually comparing like with like, and to consider what we are expecting our schools to do. Good schools in my constituency— 96% of the pupils in my constituency attend good or outstanding schools—not only concentrate on subject teaching, as they do in so many other comparator nations, but turn out the whole person ready for life. It is exactly that strength of the British educational system that has made it such an envy of the rest of the world, providing quality and character for the whole person.
Of course, all sorts of savings might be had. We could narrow the curriculum. We could stop teaching some of the more expensive subjects, such as design and technology, which is taught in my constituency—not all schools do that—but I say to the Minister what a terrible tragedy it would be, in the modern world, to deny students that opportunity. We could reduce the level of pastoral support that schools are putting in. It is expensive, but it does ensure that so many pupils facing all sorts of issues are able to be in the classroom, benefiting from being taught. We could get rid of the classroom assistants or reduce their number, and some schools in my constituency are having to do that. After all, we did not have classroom assistants when I was at school. Clearly, however, we all understand that there are any number of vulnerable pupils who would simply not be able to take advantage of the curriculum were it not for the exemplary work undertaken by those classroom assistants. Schools might get rid of their school student counsellors—we did not have those when I was at school—but these schools are facing any number of problems, anxieties and mental health issues among students that we never encountered in my day. Furthermore, the counsellors’ time could be filled threefold, even at this current level. The infrastructure to deal with those problems outside schools simply does not exist—perhaps it ought to, but the reality is that it does not.
Any number of extra-curricular activities are dispensed and simply are not provided in some of the comparator nations where per-school expenditure is measured. So we could stop all those expensive dramatic productions. We could get rid of the fixture lists, and all the training and matches that take place. We could close down the Duke of Edinburgh awards. There is even a school in my constituency that runs a walled garden and keeps pigs. None of that was necessary in my day, but what a tragedy it would be to lose it.
In Hampshire, we are spending £3,811 per pupil in primary and £4,935 per pupil in secondary. The Secretary of State is getting a bargain; there are parents who are spending tens of thousands of pounds a year on their children to get a similar product. Will he bear that in mind, as well as the strength and importance of that product, as he takes forward his planning for the next financial review?

Commons ChamberOf course we recognise the additional cost in high-cost areas, in particular in London. It is true that there are 200 more teachers in the Ealing local authority area than there were in 2010. However, it remains a very competitive recruitment market, particularly for graduate recruitment, partly because of the historically very low unemployment we have, and that makes our recruitment and retention strategy all the more important.

We are spending more per pupil than any other G7 nation, but headteachers are complaining that they are cleaning the loos themselves. Something is going wrong. What is it?
On the first point, we are spending more than any other G7 nation bar the United States in per capita funding for state primary and secondary education, but there are particular cost pressures in the system. We were discussing high needs earlier, and we do need to address that particular set of pressures. There are others as well, such as the way we go about purchasing and so on, and some of the costs that are particularly rising. I want to reassure my right hon. Friend that we are looking at all of those factors.

Commons ChamberThe example of the Scottish Government is not one that is worth copying. We know that in Scotland, because tuition is free, resource per student is lower, and therefore disadvantaged students in Scotland have to wait for English students ahead of them in clearing because they pay more money. That is not an example we will be copying.
At St Andrews University, Scottish students go free, and as a consequence their numbers are capped at 20% of the university’s population. Cut tuition fees, and we cut opportunities for students. It is that simple, isn’t it?

What argument persuaded the Secretary of State to drop the manifesto commitment on the cap for free schools?
What persuaded me was that we have to balance a number of different things. That is just a reality, as I think most right hon. and hon. Members would accept. We have just published our integration strategy, and it is right that in that context we retain the 50% faith cap on new free schools. However, there has always been a model of school—always, it never went away; it has been there since the Education Act 1944—to enable faith groups and others to do the admissions for a school if they contribute part of its capital funding. The amount used to be higher, but it is now about 10%. To be clear, never in the history of our country has there been a general route by which to open a school that is 100% state funded but for which a church group has 100% control over admissions.

Commons ChamberThe hon. Lady raises her eyes to the heavens, but this does make a difference. I have seen some extraordinary examples of adult education providers working with local primary schools to make sure that people who need English language skills get the support they need.
Why did the Minister not proceed with the grants for year 7 catch-up projects?
I will have to write to my right hon. Friend about that. It is an area that falls between my portfolio and that of the School Standards Minister.

Order. Understandably, there is intense interest in this subject, but I advise the House that there is a ten-minute rule motion to follow and that I have been informed that it is the intention of one Member to oppose it. Thereafter, there is the Second Reading of a Bill, to which 20 hon. Members want to contribute. I must therefore insist that we do not have speeches or pre-conceived rants. What is required is a pithy question, and I know that the Secretary of State will provide a pithy answer. If people do not want to deliver that, then they should not bother taking part today, because it is not fair on colleagues. We can always be led in such a matter by the right hon. Member for New Forest West (Sir Desmond Swayne).
The interest rate, to which I think my right hon. Friend is referring, is currently 6.1%, but it varies with inflation. Critically, it means that those who earn more in their 20s and 30s will pay more—[Interruption.] It applies throughout the study period, as the hon. Member for Wythenshawe and Sale East (Mike Kane) should know. Thereafter, the rate varies depending on earnings. It does serve an important purpose, but it cannot be considered in isolation from all the other aspects of the system.

Commons ChamberIt is disappointing that the hon. Gentleman expresses dismay about apprenticeships. We need to talk apprenticeships up. There was a 47% increase between February and April 2017. We know there has been a fall in the number of starts, but that was anticipated because we have brought in a brand new system. He is absolutely right that traineeships play an important part in ensuring a path on which young people can travel to get on, but I urge him to speak up for apprenticeships and apprentices and to do everything in his power to encourage employers to take on apprentices.
Educational performance in primary schools is continuing to improve in England, with maths scores improving from 2011 to 2015, and science scores improving significantly, too. Japan is among the highest performers in international assessments. Our primary school pupils are outperforming their peers in Germany.
Given that we spend more than Germany and Japan per pupil in England, does it show?
My right hon. Friend is correct: our spending is above that of Japan and Germany. What is clear is that spending and investment alone are insufficient. We need the right strategy. Our work on an improved curriculum, investment in teacher development and new schools not just being council-run are key measures lifting up school standards in England.

Commons ChamberFirst of all, there has never been more funding available to enable students to go to university. Secondly, the facts simply do not bear out the hon. Gentleman’s point. If what he says is correct, we would see fewer and fewer students going to university, but the exact opposite has happened. [Interruption.] We can hear Labour Members’ faux anger about how much debt students have, but the bottom line is that they do not want to even engage with the fact that there have never been more young people getting the opportunity to go to university. I was the first person in my family to get the chance to go to university. If Labour ever has the chance to bring in its policy there will be fewer people from backgrounds like mine who will have the chance to go to university. That is a statistical fact.
Let me just make some progress and I will give way to my right hon. Friend in a second.
What would a policy of no fees mean? It would mean an emergency cap on student numbers, going back to the days when we had to limit the number of young people who went to university. That is because if we are not willing to fund the system, there can be fewer people in it. It has to be paid for.
I recently returned to my alma mater in Scotland, some 30 years after leaving. I was surprised to discover that Scottish students were capped at 20% of the student body. It is a disadvantage for all students if there are no fees, because universities cannot afford to educate them.
My right hon. Friend is absolutely right. There are two groups of people who miss out in Scotland. We know what no fees would mean; we only have to look north of the border. In the interests of evidence-based policy, I encourage Labour Members and the Labour party to actually look at the impact of what they are proposing. Go to Scotland. See whether disadvantaged young people from the poorest families have more or less chance to go university in a country where there are no fees. They have less chance. In fact, young people overall have less chance of going to university in Scotland. I am not putting some kind of hypothesis before the House; this is a simple fact. It is a consequence of the Labour party policy of no fees.

Commons ChamberWe rely on the expertise of the School Teachers Review Body. It reported in July and we responded to that review. It has recommended increasing the pay bands in the main pay range by 2%, and by 1% for the remaining pay bands. Pay is of course important, but it is not the only factor that drives teachers in or out of the profession. Others include workload and pupil behaviour, and we also take those issues seriously.
Can more creative use be made of the price mechanism in those subjects with shortages?

Commons ChamberIn welcoming the hon. Lady to her place, I have to say she is very much not a glass half full person. This is a great childcare offer. Yesterday morning, I was in the city of York, one of the pilot areas, meeting providers and parents who were benefiting, and I heard from people who said, “This is a great offer. It means no longer do I have to pass my husband in the hallway as I go out to my evening job and he comes in from his daytime job.” We heard of eight people in York who are now accessing employment because of the childcare being available. So it is a great offer and I am very proud that it has been delivered. We have ironed out the glitches in the software, and people are registering; as I have said, we are on track for 200,000.
The hon. Lady asked how many people we expect to register, and the short answer is that we do not know, because it is a voluntary system to which people will opt in. Also, of course, there will be three tranches. It will not all happen with a big bang in September; there will be another tranche of parents who qualify in January and another tranche after Easter. It is great news for working families—something this Government are delivering on.
Given the amount of my time that was taken, the amount of time that my constituent had to give up, and indeed the amount of time given by the technical support people in the Minister’s Department, all as a consequence of the fact that my constituent had an apostrophe in her name, can the Minister speculate why on earth we were not told that there was a manual workaround?
I have made that clear today. There have been a number of outages, several of which were to fix some of the glitches to which my right hon. Friend draws attention. The most recent one was due to a power supply issue between 6 pm and 10.20 pm last night, 17 July. That has now been fixed and the system is up and running again.
