The new Parliament would be able to vote on a deal and negotiations would continue. Ministers remain Ministers as we go through the process and negotiations would continue.
I welcome the change in tone from last night, which many people have already said was absolutely appalling, but I have to say that I do not find it helpful to question the legitimacy of the EU (Withdrawal) (No. 2) Act. Is this the basis for the apparent contradictions between what the Minister has said and what was said to my hon. Friend the Member for Edinburgh South (Ian Murray) last night, or is there something else?
Let us be clear: I did not question the legitimacy of the EU (Withdrawal) Act. My hon. Friend the Member for Stone (Sir William Cash) questioned it. I did say that there were a number of outcomes within that Bill, but I did not question, and had no intention of questioning, the legitimacy of a Bill that has been passed through the House. We opposed that Bill and we lost.

I can assure my hon. Friend that in an extension there would be further no-deal planning, and lots of plans would have to be adjusted because they are obviously targeted currently at one particular date and that would be moving.
From the 10,000 or so constituents I have spoken to since the EU referendum I have heard many different reasons why people voted to leave the EU but none of them included to be poorer. So given that we know that all the credible economic analysis shows that the economy would shrink and there would be an increase in poverty, how is the Minister making preparations for if and when an extension to article 50 can be quickly implemented in this House?

No. I respect the fact that the hon. Lady has always been consistent in her views on this issue; of course, it is right to point out that those views conflict with the promises made in the last Labour manifesto. This Government are very clear—we want this House to be able to vote on a deal, we think that that deal will be in the interests of our country, and we will bringing that deal back to this House to vote on it.
After yesterday’s shenanigans and—let us face it—a total abuse of power by the Executive, all trust in this Government has broken down. So while I believe that the Minister is being sincere, will he, to restore trust, promise to have the Attorney General’s legal advice on section 13 of the withdrawal Act published, and also call for the article 50 clock to be stopped on this process?

The Secretary of State mentioned that he is confident of reaching a withdrawal agreement in autumn. He also talked about a political declaration having a clear blueprint for a future relationship with the EU. When will the House be able to scrutinise both the withdrawal agreement and the blueprint, and what level of detail will they have?
I thank the hon. Lady for her very important question. The timeframe for scrutiny in this House and the other place is also very important. After the agreement has been reached in all the areas she describes, we will have a period where the documents are laid and a meaningful vote. After that, the legislation implementing the withdrawal agreement would be introduced.

Commons ChamberI wonder whether the hon. Gentleman has any views about the conditions before there would be an opportunity for people to determine whether they support the terms of a deal. For example, we heard this weekend that two out of three members of the three biggest unions support having a say on the deal. Are those the sort of conditions?
I come from a tradition where the people are sovereign, and if Parliament cannot decide what the people actually meant when they voted, Parliament should ask the people. I am not that bothered about going back to ask the people in my country what they wanted, because they made it perfectly clear by a majority of almost 24% that they wanted to stay.
The British people voted, by a large majority of over 1.25 million votes, to leave the European Union. We had all been told, by means of leaflets sent to our homes by the then Government, that this was a once-in-a-generation opportunity to vote on this—not a series of votes until people got the answer they liked—and that we, the people, would make the decision. It was a very clear issue. The leave voters I met, and I met a good number of leave voters, took it very seriously. They understood the arguments, they considered them and they meant their vote. I do find it most curious that some Members of Parliament are still saying that it was not clear that we voted to leave the single market and the customs union. One of the very few things that the two official campaigns agreed on was that point. Remain said that we would obviously have to leave the single market and customs union—remainers regarded it as a kind of threat—and leave said that we would want to leave the single market and customs union, as well as having to, because we saw it as an opportunity. So there was happy agreement and everybody voted accordingly.
I was a very strong supporter of this Government because they were elected, in the recent general election, on a ticket of getting on with implementing Brexit. That was pretty popular around the country. The Conservatives got a much higher percentage of the popular vote than in all the previous elections since Margaret Thatcher. We did not get as many seats as we would have liked because there were interesting surges in the popularity of the Labour party, which also fought the election on getting on with implementing Brexit. The bit of the Labour manifesto I most enjoyed was the rather long piece in it about how Labour wanted an independent trade policy. It was not in every respect the policy that I would have designed, but Labour made it crystal clear that it wanted a completely independent trade policy and that would of course be totally incompatible with staying in a single market and a customs union.
I was very happy with the Lancaster House speech, which I thought was beautifully crafted. It set out exactly the vision that most leave voters and many moderate remain voters who accepted the democratic verdict of the people could buy into.
The right hon. Gentleman said that he appreciated the Lancaster House speech and that everybody who voted to leave did, too, but how does he know that?
From conversations, watching opinion polls and listening to the national conversation. I do not know about the hon. Lady, but I take my politics seriously and I regard it as my job to listen, to read, to understand and to consult colleagues. I find that coming into the Chamber is quite a good way of judging the mood because sometimes Members of Parliament, even those on the Labour Benches, know the mood in their constituencies.

Commons ChamberThe key thing in relation to the common rulebook is that it cannot be said that it would have no effect on our freedom and our latitude in free trade negotiations—that would not be an honest answer to my hon. Friend—but because, as a result of our proposals, we will have virtually full control over regulatory aspects of services and full control over tariffs, we will be in a strong position not just to continue the frictionless trade we want with our EU friends but to strike out around the world with the growth markets of the future from Latin America to Asia.
It is absolutely clear that the European Commission’s chief negotiator, Monsieur Barnier, does not support the Chequers proposal. I share the concern of Members on both sides of the House that we have no plan B, and I would like clarity on the feedback the Secretary of State has had from EU Heads of Government and Heads of State, who will ultimately decide on the deal that is brought to the European Council.
I worked in dispute resolution before entering politics and, in almost any negotiation, pushback will be heard from one interlocutor or another at various points that is ultimately not reflected in the final deal. It might be stating the obvious, but negotiation is about working through objections and resistance.
On support from member states, Angela Merkel said on 10 July that we have made good progress and that it is a good thing we have these proposals on the table. The Irish Taoiseach said:
“The Chequers statement is welcome. I believe it can input into the talks on the future relationship.”
We have also had the statements I described from the Latvian Foreign Minister, the Danish Finance Minister and the Polish Foreign Minister.
