Commons ChamberI congratulate the hon. Gentleman on seeing a report which I do not think has been published yet. How he knows what the contents are is beyond me. I am very proud of what we have achieved with the railway industry. It has been a fantastic success, with the franchising that takes place. I am sorry that that is being put at risk, not by the Government, but by the Opposition.
Does my right hon. Friend agree that the evidence from other sectors shows that privatisation has the potential to increase efficiency and improve performance?
I do agree, but there is obviously responsibility for a system of railway maintenance and improvement, which is very important. Through the private sector we have seen vast improvements in our railway service. At the time of privatisation of our railways, there were 750 million people a year using trains; last year there were 1.6 billion and that figure is growing year on year. So I do not have to be convinced about the advantages of a system that has evolved over a number of years, using the private sector. I will consider any other ways in which we can involve the private sector in providing better railway services for our constituents.

I wish to thank hon. Members for their support for this measure. Indeed, in Committee such was the enthusiasm of colleagues that some who turned up were not even members of the Committee. I am very grateful to all those who did turn up.
In early January this year, I received an email from a constituent of mine who runs a driving school that employs about 200 drivers. He was concerned that his business and his customers were suffering from a lack of qualified driving instructors. I agree with my constituent, although I have to say that I have now received a few letters and emails from people throughout the country telling me that there is an excess of driving instructors. Perhaps we will not delay the House with that argument, because it does not relate to the core of the Bill.
Is my hon. Friend able to give some idea of how many driving instructors will be able to benefit from the measures in the Bill?
I am happy to write to my hon. Friend to give him the precise details. Suffice it to say, it is a considerable number.
My constituent felt that this was a nationwide problem and asked if it would be possible to make the process of requalifying simpler for instructors who had, for whatever reason, been forced to take a break from instructing. He told me that many instructors who had left the register of qualified instructors for medical reasons—maternity leave, or to help care for a sick or elderly relative—found the process of requalifying too costly and time consuming to make it an attractive prospect. I imagine there can be occasions where driving instruction is rather stressful given some of the people they are trying to instruct, but it is not a physically taxing profession and it has great appeal to more mature, experienced instructors who can continue to instruct at the highest level for many years. I hope the Bill will go some way towards addressing my constituent’s concerns and assist many experienced instructors, who have much to give back to the profession, to return to the industry.
The Bill ensures that approved driving instructors are allowed re-entry to the register under a simplified procedure if they apply within four years of leaving by undergoing a standards check that is quite rigorous. For clarification, driving instructors are registered for four years. During that four-year period, they must successfully pass a standards check that assesses their continued ability to provide instruction during their registration period. This is known as a “continued ability and fitness check”.

Lady represents a London constituency and will therefore get the benefit of Crossrail, which is a very expensive scheme—the expense is not dissimilar to that of the first part of phase 2 of HS2. We are evaluating the project very carefully indeed, and we look very closely at anything the Public Accounts Committee tells us—of course, it always tells us in hindsight; never in advance.
If the Wigan spur proceeds, does that mean that when it comes to extending the HS2 line up to Scotland, it will go up the west coast, rather than the east coast, thereby missing out the north-east and Newcastle?
No, I very much want to see Newcastle served. Those decisions are yet to be taken in full, but there is no reason why Newcastle should not be served on the east side of the HS2 spur.

“Labour ministers are reported to be seriously considering building a third runway”.
In 2003,
“The transport secretary, Alistair Darling, publishes white paper”.
In 2007,
“The government publishes a public consultation document”
in favour of expanding Heathrow. 1n 2009,
“The government approves a third runway, taking the number of flights handled by the airport from 480,000 to more than 700,000”.
I will take no lectures on ducking big issues, because the ducking of big issues was done when the hon. Gentleman was a member of the last Labour Government.
I am pleased that the Secretary of State recognises the importance of regional airports while more airport capacity is delivered in the south-east. What is he doing to encourage more airlines to fly on more routes from Manchester airport?
My hon. Friend is absolutely right. While he talks about Manchester, I also talk about Birmingham, Newcastle, Edinburgh and Glasgow. I think it is absolutely essential to try to get more connectivity from airports so that people do not necessarily have to travel to Heathrow or to Gatwick to get the flights they want. That is very important.

Commons ChamberIf a foreign company was to set up in the hon. Gentleman’s constituency, would he be complaining about the jobs it brought? I am very pleased that British companies are winning rail contracts to provide services in Germany. I believe that the marketplace works. The announcements we made yesterday represent a seismic change in the service for both the Northern and TransPennine franchises, which I would have thought he would welcome, as nearly every local government leader in the area has, most of them being Labour.
Will the Minister join me in welcoming the fact that Farnworth tunnel near Bolton, which has been closed for enlargement as part of the electrification programme, will reopen next Monday, allowing for more and longer trains?
Absolutely. As my hon. Friend and others will know, it is very difficult to do that upgrade work without disruption, and I thank people for their patience, but if anyone doubts that this Government are serious about transport investment in the north and the electrification programme, they just need to go and see what happens on Monday morning when those trains start running through the tunnel again.

Commons ChamberIt means that I will take no lessons from someone who, between 1997 and 2010, supported a Labour Government who managed to achieve the great amount of electrification of 10 miles—13 years, 10 miles. We will certainly look at electrification as that is the way forward for the railways, and I will consider that along with other plans for control period 6.
As I witnessed again last Monday, passengers travelling between Bolton and Manchester are frequently squashed like sardines on that line. Will the Secretary of State update the House on how engineering works on the line are coming on, and particularly the reboring of the tunnel at Farnworth?
My hon. Friend is right about what we need to do. Farnworth tunnel has had problems but it has now been completed, and that will help to increase capacity on the line. The changes and increased capacity that my hon. Friend rightly wants for his area will take place, and I pay tribute to all those who have worked tirelessly on the Farnworth tunnel, which is now running on time.

Commons ChamberMuch to the credit of the campaign by my hon. Friend the Member for Berwick-upon-Tweed (Mrs Trevelyan), we have announced a number of road improvements to the A1. If the hon. Gentleman were to drive around Newcastle at the moment, he would see the extensive work around the Lobley Hill junction, which is a huge investment that will improve flow around Newcastle. Further works on the A1 are planned.
Are the works to improve the M60 and M62 around Greater Manchester on track to be completed on time?
Yes, as far as I am aware, they are on track. We are delivering the first increase in trans-Pennine motorway capacity since 1971 by upgrading the M62 to a smart motorway. I realise that there is inconvenience for motorists while upgrades take place, but the work is part of the Government’s investment not just in the north but right across this country’s road infrastructure, which was so badly neglected for 13 years.

Commons ChamberI am grateful to the hon. Lady. She is absolutely right and she mentions some of the considerations that we must seriously take on board. There is no easy answer, which is slightly different from what was said from the Opposition Dispatch Box at the start of the statement.
Although London Heathrow might be operating at virtually full capacity, Manchester airport is not. Whatever is decided, it will clearly be many years before new capacity becomes available in the south east, so will the Secretary of State look into ways of helping Manchester airport to attract new operators and groups to Manchester?
Manchester did get its extra runway. My hon. Friend is absolutely right: I want more services to be available to the public from airports outside London.

Commons Chamber3. What assessment he has made of the effectiveness of parliamentary mechanisms in holding the Government to account since 2010.
Changes introduced during this Parliament have increased the House’s ability to hold the Government to account. The introduction of the Backbench Business Committee, the election of Select Committee Chairs and allowing adequate time for debating legislation have all contributed to an increase in scrutiny of the Government.
As these are the last questions to the Leader of the House before my right hon. Friend leaves the House, may I just thank him personally, and on behalf of his many admirers in my constituency, for his 26 years of service to this House and to the country?
Does my right hon. Friend agree that the value of the Backbench Business Committee, to which he referred, can be demonstrated by reference to the debate it gave me time for on the holding of a referendum on our membership of the European Union? Even though the motion was defeated at the time, it subsequently led to Government policy being changed, at least in the Conservative part of the coalition.
I, in return, pay tribute to my hon. Friend and to his constituents; I have never forgotten the black pudding I ate in Bury market during the last general election campaign and I look forward to still more in the future.
The Backbench Business Committee debates have often had an influence. I hope the debate he refers to will have been the precursor of a referendum on the European Union before the end of 2017, held by a Conservative Government. But other debates on issues, such as VAT on air ambulances, Hillsborough and contaminated blood, have also contributed to changes in Government policy.
