My hon. Friend is right—it is rather a lot; but the issue is to what extent the United Kingdom is liable for payment of anything, and if so, how much. The point is this: the United Kingdom has always adhered to its international treaty obligations, and it will continue to do so. It will adhere to those obligations, but, similarly, it will insist on the rights it has pursuant to those treaties, and that is the basis on which it will approach these negotiations.

The hon. Gentleman is entirely right to point that out. Over the next few weeks there will be an enormous opportunity for Welsh industry in the shape of the British business embassy, which exporters and importers from all over the world will be attending. I understand that the Welsh Assembly Government are now engaging, albeit tentatively, with that embassy, but I urge them to do more.

The Government remain committed to supporting disabled people and determined that that support should be targeted at those most impacted by their health condition or disability. As the hon. Lady will know, the new personal independence payment will be objective, fair and strongly evidence-based and will enable accurate and consistent assessments of individuals to determine who will benefit most from additional support.

4. What recent discussions she has had with the Secretary of State for Transport on the First Great Western franchise.

The Wales Office has regular discussions with the Department for Transport on a range of transport issues that affect Wales.

Does the Minister think that electrification of the First Great Western line will boost house prices along the route and, if so, would he advise my constituents in Bristol and the good people of Wales perhaps to wait a while before selling their homes?

I am sure that the hon. Lady is in a better position to assess the impact of electrification on her constituents than I am, but I would have thought that it is something that Members on both sides of the House would welcome.

Given that the hon. Gentleman is so geographically challenged, it is perhaps no surprise that, during the 13 years of the last Labour Government, not one centimetre of electrified line was created in Wales.

Unlike my colleagues from Wales, my constituents in Bristol will benefit from the electrification of the Great Western main line. However, there will still be real problems of undercapacity on the line. May I urge the Minister, when he talks to the Department for Transport and when they negotiate the new franchise, to consider those issues, too?

Yes, but I would mention to the hon. Lady that, in fact, as a consequence of electrification, the journey times from London to her constituency will be reduced by 22 minutes. I hope that she welcomes that.
