To ask the Secretary of State for Defence, which Minister or official authorised the 77th Brigade to collect data related to public statements, social media and internet activity as part of its work.

Answered by James Heappey

77th Brigade was created in 2015 and conducts information operations, including information activity and outreach, across a range of disciplines. This includes collecting, creating, and disseminating digital and wider media content in support of designated tasks. Like many Armed Forces units, 77th Brigade supported the national response to the COVID-19 pandemic and provided support to the Department for Culture, Media, and Sport, who were working to counter disinformation.

While employment at Brough is a matter for BAE Systems, the Ministry of Defence remains engaged with the company to understand its plans for the site. Export growth is particularly important for sustaining jobs, which is why the Ministry of Defence continues to work closely with BAE Systems and other Government Departments in pursuit of various export opportunities.

To ask the Secretary of State for Defence, what steps he is taking to ensure the financial viability of the defence industry in Yorkshire and the Humber.

I acknowledge the important contributions companies in Yorkshire and the Humber play in defence, and in 2017-18 the Ministry of Defence's (MOD) direct spend with industry in the region was £328 million, up from the previous year.

The MOD is working closely with other Government Departments and BAE Systems to promote the world leading Hawk Advanced Jet Training aircraft. Last year Hawk was a key component of the package in support of the successful export of Typhoon to Qatar. We are seeking to build on that success and I recently visited Kuwait to support the export of Hawk to this important UK ally.

On 14 March 2019 we announced to Parliament a series of measures on Defence Prosperity including steps to work with industry to further enhance the competitiveness and productivity of the UK defence sector.

Our Armed Forces already use some of the most advanced military technologies in the world, and are taking steps to enhance our ability to acquire and exploit the very best to ensure we retain our strategic military advantage.

This includes investment to develop innovative new military capabilities through the Transformation Fund and 'Spearhead' programmes.

Later this year, we will publish a new Defence Technology Framework, setting out key emerging technologies that are priorities for Defence now and in the future.

With an equipment plan worth £180 billion over 10 years, a rising Defence budget and a Defence Innovation Fund of approximately £800 million, there are great opportunities for innovative suppliers. We have extended the Defence Growth Partnership Innovation Challenge, to address areas such as persistent surveillance, autonomy and big data. With the Department for Business, Energy and Industrial Strategy and Invest Northern Ireland we will also pilot a new Defence Technology Exploitation Programme to help Northern Ireland's vibrant defence Small and Medium - Sized Enterprises to access research and development investment of approximately £1.2 million and develop stronger links and new routes to market through primes and upper tier companies across the UK. Alongside this initiative, the Ministry of Defence's Defence and Security Accelerator is creating a post covering Scotland and Northern Ireland to help companies access its innovation programmes.
