I recognise the situation described by my hon. Friend and the delays it must be causing for many people dealing with these issues. I will ensure that the relevant Minister looks very carefully at the issue and responds to him.

Q8. The people of Bolton have suffered years and years of a dreadful train service, made worse by Northern rail and not helped by the Department for Transport. In some respects it is sad to see the Prime Minister stepping down, but as she is going, could she please take the Secretary of State for Transport with her and devolve the running of northern trains to the north?

We have been clear—I have said it and the Secretary of State has said it—that performance in the north is and has been unacceptable following the timetable changes on 18 May last year. Passengers in the north deserve better, which is why are working closely with a variety of organisations, including Network Rail, Northern, TransPennine Express and Transport for the North, to improve services and punctuality. We have also appointed an industry expert, Richard George, to look at the issue, review the performance and make recommendations to improve reliability. That should drive improvements, but we will not hesitate to take the action necessary.

I thank my hon. Friend for making a very obvious point that has not been raised by those who have been talking about the sort of discussions we are to have across Parliament. I want to see what will secure the support of the House, but of course we have to ensure that it can secure the support of the EU. This is a treaty and agreement between two parties, and, as I said last night, once we have those ideas from the House, I will take them to the EU.

Q11. In March 2010, Greater Manchester police had 8,148 police officers and the chief constable wanted 10,000. By June 2018, we had 6,199, and the numbers are still going down. The incidence of crime is rising right across Bolton, and is it any wonder? More importantly, is it acceptable that the police are failing to attend violent attacks and systematic drug-dealing locations?

As I said earlier, the Government have made more money available to police forces. Nearly £1 billion extra will be available to them next year. But, of course, it is not just about the money that is available to police forces; it is about the power that the police have. That is why we have introduced the Offensive Weapons Bill, and why we continually take action to ensure that the police have the power that they need to keep us safe.

I think our hon. Friend the Member for Wellingborough (Mr Bone) might well like to put the hot English Brexit sauce on his breakfast sausages. I reassure my right hon. Friend that the plan we have set out recognises the importance of protecting jobs in this country. We want a business-friendly customs model with the freedom to strike new trade deals around the world, but also a good trade deal with the European Union, with a free trade area—that common rulebook for industrial goods and agricultural products. That will be good for jobs and we are working towards that good deal.

Q13. Up to £20 billion sits in pension funds unclaimed by pensioners. That is why the Pensions Dashboard, which helps people to make sense of their pensions, is such a good idea. So why are the Government backtracking on delivering the dashboard by putting the responsibility on the pensions industry? Does the Prime Minister really believe that the industry responsible for all that unclaimed money is best suited to taking control of helping pensioners to retrieve what is rightly theirs?

I agree with the hon. Gentleman that it is important people understand their pensions and what they are entitled to. That is why the Department for Work and Pensions is working with the pensions industry on this issue. We are not just working with them; we have actually put some money forward as part of the project to ensure that that information is there and is available to people.

On a point of order, Sir David. I am not sure whether you were in the Chamber earlier, but Mr Speaker made it clear when asked that the Prime Minister intended to make a statement to the House tomorrow about the negotiations and discussions she has been having with the DUP and Europe.

I gather that Downing Street is notifying the press, not this House, that there will be no such statement tomorrow and that the Prime Minister does not intend to make a statement. Is there any way you can make sure that Mr Speaker is aware of this and, for that matter, that Downing Street is fully aware that if we are taking back control—I thought that was the whole point—this House should be kept fully and appropriately informed of the negotiations at every stage?

The hon. and learned Lady said that the Scottish Conservative and Unionist party was in some way not supportive of devolution, which is just not the case. She has given me the opportunity to repeat my point: this party has delivered more powers to the Scottish Parliament than any other party in this Chamber, and it will continue to do so after Brexit.

My hon. Friend has put it very well indeed. We cannot enter the negotiations taking the stance that the Labour party and the SNP have taken. As my hon. Friend says, their rejection of a “no deal” means that they would accept a deal at any price to the British taxpayer, whatever the damage it would do to our economy, and we will not do that.

Q13. We are seeing the loss of skilled jobs at British Aerospace in Lancashire and more at Vauxhall in Ellesmere Port, as well as redundancies at Austin in Preston and Monarch in Manchester. What has happened to the northern powerhouse? Has its battery gone flat? If so, will the Prime Minister recharge it, as she rightly did in Northern Ireland?

As I said earlier to my right hon. Friend the Member for Tatton (Ms McVey), the Government are committed to the northern powerhouse, and, indeed, are putting money into it to encourage economic growth, particularly through our investment in infrastructure. The hon. Gentleman raised a number of cases, and the issue of Vauxhall was raised by one of his hon. Friends earlier. We are continuing to work with Vauxhall throughout the process to do all that we can to protect United Kingdom jobs, as we have done with BAE Systems and as we are doing with others. What matters, however, is ensuring that we have an economy that can enable more jobs to be created, and 3 million more people are in work today than in 2010.

My hon. Friend is absolutely right. The case of Greencore shows that we need not only proper immigration controls within and outside the EU but also welfare reform, so that it is not an option for people to live on welfare when they could work. We also need to implement education reform, as we are doing, so that young people can leave our schools and be able to take on the jobs that are available. It also means sanctioning those people who are on unemployment benefit who will not fill out a CV, will not attend a job interview and will not take a job when it is offered. A proper sanctions regime is actually part of a strong immigration policy.

In December last year, the Prime Minister visited Bolton and promised that there would be 200 extra seats on key morning commuter trains to Manchester by the end of this year. Last week, I met the train operator, who said that they did not know how many seats there would be or when they would be available, but that they would certainly not be available by the end of the year. Can the Prime Minister explain why his promise has been broken?

We are making huge investment in rail services in and around Greater Manchester, including in the hon. Gentleman’s constituency. On the specific case he raises, I will write to him with the details.

My hon. Friend is absolutely right. Our growth figures came out during the European Council and demonstrated that Britain was growing at more than 3% this year and that manufacturing, construction and services were all contributing to that growth. There are very few countries in Europe with growth rates anything like that. Indeed, there is a risk to Britain from contraction in the eurozone, and as I said in answer to an earlier question, we need the eurozone to have not just proper fiscal targets, but an active monetary policy and structural reforms to get more of its people back to work.

When the Prime Minister says that the bill came as a bombshell, the House must surely accept his word, but did his officials not give him in advance an estimate of the bill, and if they did, how much was it?

They did not, and they could not have known, because it was only at the Friday meeting, the week before the European Council, that the figures became apparent; that was when what the Commission was proposing for every other EU country could be seen. As has been explained, the Treasury then drew up a memorandum on the Tuesday before the European Council, and I was told on the Thursday. Those are the facts, even if they are inconvenient for those who want some great conspiracy and who believe that in the wonderful days of Blair and Brown information was shared so openly across government. I am afraid that does not stand up to the facts.

I wholeheartedly agree with the hon. Lady. Work experience needs to be a quality experience that benefits the person undertaking it.

I apologise to those whose questions I have been unable to answer. I do not know who the next Minister for Skills and Enterprise is likely to be, but I am sure they will be determined to continue the Government’s good work on apprenticeships and the wide range of interventions to support young people into employment. They will also doubtless be more than keen to ensure that any of the points I have been unable to respond to will be answered in writing. Indeed, I will ensure that that happens.

We have achieved a lot, but there is agreement across the House that we should not be complacent. There are still young people out there who have hopes and ambitions and deserve to get that first step on the career ladder. This Government are absolutely committed to ensuring that we give them the skills and support to be able to do so.

Whether he is moustachioed or otherwise, I always enjoy the hon. Gentleman’s questions, although I usually wait for a sting in the tail, which did not quite come this week as it did last time. I am always grateful for his support in whatever qualified form it is provided.

T8. Sure Start is such a great idea that it will not go away, despite the coalition’s efforts. What will the Deputy Prime Minister say to all those children across the country who are denied a place as a result of cutbacks to fund tax cuts for millionaires?

As I have said, in the final financial year of this Parliament the amount of money we have provided is actually going up from £2.3 billion to £2.5 billion, and more parents are accessing children’s centres than ever before. There has been a closure of 1.2% of children’s centres across the country, but at the same time we have provided hundreds of millions of pounds of extra support to help small children before they even go to school, providing for the first time ever a universal entitlement of 15 hours of pre-school support to all three and four-year-olds, and 15 hours of pre-school support to two-year-olds from the poorest families in this country. I hoped the hon. Gentleman would have welcomed that.

My hon. Friend makes an important point; clearly proper transport links to the Isles of Scilly are absolutely vital. I understand that other providers are looking to fill the gaps left by the helicopter service. That would provide the most long-term and sustainable option, rather than Government subsidy, but obviously we have to look at all options, because that part of our country needs to be connected to the mainland. If it is necessary to have a meeting, then of course I will.

When the great train robbers stole £2.5 million from Royal Mail, they were sentenced to as many as 30 years in prison. When our bankers get caught fraudulently taking billions of pounds from poor people throughout the world, they just pay large corporate fines and walk away with fat pensions. How can we ever be in anything together as long as we tolerate powerful villains who are too privileged to be put behind bars?

The hon. Gentleman makes an important point, and that is why the Wheatley review into the LIBOR scandal recommends a series of changes, including criminal sanctions. I think that when people have broken the law they should face the full force of the criminal law. What punishment we should design for the people who sold our gold at half price, on the other hand, is another matter altogether.
