Commons ChamberThe hon. Lady suggests that uncertainty is a source of concern in local government. That is exactly why we heeded the calls of local government for us to provide the certainty of four-year budgets.
Enfield Council lays the blame for the cuts in adult social care provision fairly and squarely at the Government’s door. It has already consulted my constituents, and it says that the cuts will amount to some £10 million by 2018, including £900,000 of transport cuts that will affect vulnerable people. Can the Secretary of State confirm—not least to Enfield Council and my constituents—that the council will have the resources and the choice that will enable it to protect the vulnerable?
We responded to what local authorities had said about the need to recognise the importance of social services. My hon. Friend’s borough council has both upper-tier and lower-tier responsibilities, and in respect of the activities that it is required to perform in order to discharge its social services responsibility, it will benefit from this allocation.
There is a consultation out on this at the moment, but the proposal in the consultation is to allow local councils to make those decisions. Councils have a wide remit, social as well as economic, to look after the interests of their area. It could be that allowing some areas or particular stores such as garden centres to open on their busiest day—Sunday—is in the interests of everyone in the area.
The Secretary of State says that there is a good case for devolution and deregulation, but is he not jumping the gun when the consultation has yet to be published? It was 12 pages long, and it closed seven weeks ago. We have eight days before day two of the Committee stage when the plan is to amend Sunday trading laws. Are we not going ahead of that consideration of the consultation, and are we not running the risk of aggravating small businesses, shop workers, families, Churches and many others without great material gain?
No, we have not published the response to the consultation yet, but we would not have had a consultation had there not been a proposal from the Government that having this power in the hands of local authorities would be consistent with the devolution that we have practised. We will of course respond to the consultation in due course. I do know that my hon. Friend has sincere and long-held views on this matter, on which of course we will reflect.
I could not agree more. It is economics plain and simple. I do not know whether it is Corbynomics, but it is certainly the laws of economics: if we do not build enough homes, prices will go up and get beyond the reach of ordinary people.
The Bill recognises the aspirations of those who want to own their own home, but does the Secretary of State also recognise the hopes of homeless Londoners who want a decent roof over their heads? Will he recognise that St Mungo’s has signed up and agreed to the housing association right to buy, but will he also recognise the importance of receipts remaining in London to cross-subsidise the vital work done by St Mungo’s in helping vulnerable Londoners?
I have said that it is important that we provide more homes across the country, but particular in London, where we know that demand for homes by people of all types—families and single people—is very acute. The purpose of the Bill is to allow us to provide more homes in London, as I shall go on to say.

The idea that business rates raised locally can be retained by local government, rather than being sent to the Treasury, is a major step forward that colleagues in local government agreed and for which many have campaigned over many years. Having made that commitment, it was right to announce it so that our colleagues in local government could help us with the important work of putting in place arrangements to protect authorities that do not collect enough in business rates at the moment to pay for their services. It is right that that be done collaboratively, and the Chancellor announced the arrangements in order to initiate that conversation.
My right hon. Friend talks about a long campaign and the trend towards devolution, as shown not least in our manifesto and reflected in the Bill, which commands support certainly among Government Members. I caution him, however, that if Sunday trading deregulation is tacked on quickly to the Bill at a later stage, a significant cross-party group of hon. Members will vigorously oppose it on behalf of businesses, families and workers.
I understand the comments of my hon. Friend, who has been a clear and long-standing campaigner on this issue. As all Members know, there has been a consultation on whether to devolve to local authorities the power to set Sunday trading hours. That consultation has closed and we are considering the results, but I say to him and other Members that I and my colleagues are happy to meet them to discuss their concerns before the Government respond to the consultation.

Commons ChamberThe hon. Lady will know that these matters have been discussed in the House. The Prime Minister has made a speech in which he said that if he is re-elected there will be such a referendum. As to whether the legislation should come before the House before the general election, that is for others.
The Minister will no doubt sympathise with a new Government picking up an appalling financial legacy and having to make tough decisions, but the raid on deposits was extraordinary and unprecedented. Will he provide assurance to my constituents that not only are the Laiki bank branches and the Bank of Cyprus, the headquarters of which is in my constituency, open for business, but the deposits are guaranteed, and that that deposit guarantee scheme applies and will continue to apply whatever the decision of the Cypriot Parliament?
I applaud the work that my hon. Friend does as chairman of the all-party group on Cyprus. The proposal that has been made would certainly protect his constituents who have deposits in those banks, and the final terms are being discussed in the Cypriot Parliament. Certainly, those banks that have subsidiaries in the UK are governed by the UK regulators and subject to the UK financial compensation scheme.
