My hon. Friend makes a remarkable and interesting point. He will remember that just over two years ago, I visited Grimsby and saw him and many other local MPs, and we talked about the investment and the opportunities. I am very pleased that two and a half years later we have realised a lot of those ambitions. There is still a long way to go, but it is absolutely right to think of exporting our expertise, our talent and our sheer manufacturing ingenuity around the world. I am delighted to support him in that.

It was reported that there were no further announcements on the strategy for home insulation because when the Secretary of State asked the Chancellor to use £300 million of departmental underspend for that project, the Chancellor said no. Is that true or false?

I do not remember that particular incident, but the hon. Gentleman will know that energy efficiency was the centrepiece of the heat and buildings strategy, which he welcomed only at the end of last year.

I thank the Secretary of State for advance sight of his statement. He will know that many local authorities, NHS trusts and other public bodies are locked into gas supply contracts with Gazprom. To get out of them, the Government need to bring forward legislation to amend the public procurement rules. Will he do so?

The position in respect of Gazprom is that the UK company is separate from the parent but, should anything happen to Gazprom, just as with any other supplier of energy, we will take the appropriate steps.

I fully agree with my hon. Friend that world-class life sciences are vital, and I am pleased to confirm that we have already allocated £354 million in the spending review to strengthen the UK’s life sciences manufacturing base, with particular emphasis on preparing for future pandemics.

It has been reported that the Prime Minister is minded to split up the Secretary of State’s Department so that he can better deliver on the Department’s priorities. Does the Secretary of State agree on that?

I think it is absolutely vital that the net zero agenda—the climate change action agenda—is situated firmly in a Business Department, and I am delighted to head that Department.

I thank my right hon. Friend very much. I remind the House that when I was appointed as Energy Minister, she was the Secretary of State in the Department, and she pushed a great deal of reform and innovation in this area. I reassure her that conversations about an independent system operator and how we can modernise the way we balance the electricity system are happening all the time, and I would be very open to hearing her suggestions about how we can bring that about. I think that energy security in this country, thanks in part to her efforts when she held the post I currently hold, is good. We have a diversity of supply, we have considered a wide range of renewables, and in fact we are pioneering and leading the world in the development of renewable technology.

I am grateful to the Secretary of State for an advance copy of his statement. There are, of course, a whole range of important questions to be answered to ensure that we do not face similar energy crises in the future. The Business, Energy and Industrial Strategy Committee will be asking Ministers to answer those questions over the coming days and weeks, but may I ask the Secretary of State a specific question today? Can he guarantee that the warm home discount rebate will continue to be paid to consumers who are forced to change energy supplier?

The hon. Gentleman tempts me on to dangerous ground. Of course, any guarantee of that kind has a fiscal implication, which, as he will no doubt be aware, is also a matter for the Treasury. We are in constant discussion about that. I look forward to seeing him in his usual place at the Business, Energy and Industrial Strategy Committee on Wednesday. I know that he takes these matters very seriously, and I am sure that we will have a fuller discussion of these subjects then.

The right hon. Gentleman asks when. Unfortunately, wide though BEIS’s purview and authority are, my right hon. Friend the Transport Secretary will have a more accurate perspective on when that strategy will be published.

The Secretary of State knows that how we heat our homes and insulate our buildings is an urgent issue that will affect every house across the entire country. He told the Select Committee a few weeks ago that the heat and building strategy would arrive at the end of Q2. Unless I have misunderstood, that is not before COP26; it is around now. Can he update the House as to why it has been delayed once again?

When I was Energy Minister, I wanted it to appear in the first quarter and I think I made public commitments to that. The hon. Gentleman will understand that many of the issues have been discussed across Government, and I am very confident that the heat and building strategy will be published soon. I cannot, however, give him a firm cast-iron date on this.
