Commons ChamberI thank my hon. Friend for mentioning Norfolk. It was wonderful recently to visit his fantastic constituency as well as that of my neighbour, my hon. Friend the Member for North Norfolk (Duncan Baker), to see some of the improvements happening in terms of bus funding. I have said to all councils that, if flexibility is needed from their initial BSIPs, we are always willing to look at that. I am grateful to my hon. Friend for raising Norfolk, where there has been a really proactive county council driving forward bus service improvements as well as improving its road network, which is another issue that I know he cares deeply about.
Since 1 March, my constituents have been logging their daily experiences of bus services in my Bristol North West bus survey. Since then we have had over 200 reports of so-called ghost buses: buses that are timetabled but never turn up. What in the Minister’s statement will stop that from happening?
The key thing is that we have provided tens of millions of pounds a year for the next few years for bus service operators right across the country. While the Opposition bang on with their ideological battles about who owns the services, I am interested in getting services delivered for the people. Already across the West of England Combined Authority area, £105.5 million has been made available as part of the Government’s plan to deliver bus service improvements. I have already said to the hon. Member, as I have said to all the Metro Mayors I have managed to speak to today, that I am willing to look at their bus service improvement plans and to be flexible with them if they want to change how they are operating things.

Commons ChamberIt is not simply a specific case; it is also a generic one. We need to see major improvements in our railway capacity for exactly those reasons and for the environmental benefits that will come from not having the pollutants from slow-moving traffic congesting our towns and villages.
As a result of the Department for Transport announcing its £31.9 million funding share, the four local councils and the West of England Combined Authority have now committed to their £84 million share of the funding for the railway project. I make it clear that the railway reinstatement cannot be completed without the Department’s £31.9 million, so can the Minister make a clear commitment tonight that the Department’s funding will be solely on the basis of there being a good business case?
I am pleased to be here to support the right hon. Gentleman’s case for the Portishead line. Does he agree it is part of what should be a much broader rail network? It is about commuter traffic into and out of Bristol. My Bristol North West constituency is adjacent to his, and there should be a connection to the Henbury loop line so that people can travel between the major areas of employment, as well as travelling into and out of the city.
I completely agree. Our transport network is now an economic rate-limiting step in the Bristol area. I know, and my colleagues will know, of companies that want to grow but are incapable of doing so. We are fortunate to have low levels of unemployment in our area, but it is difficult to get people to come into those areas where growth could occur because our public transport network is so inadequate.
The second issue I would like the Minister to address tonight is the Department’s rail network enhancements pipeline. As the House will know, the RNEP is a multistage process that could lead the Department to adjust its priorities such that its £31.9 million funding share could be either reduced or cancelled. This railway reinstatement is widely accepted as a no brainer in the region and beyond. It has a strong business case, and it is viewed as being of the highest priority in the wider Bristol area. The Department for Transport itself seems to think that the reinstatement of the Portishead line is a major improvement to our railways overall, and so do I. A ministerial commitment on this issue would be most welcome, so will the Minister confirm that the RNEP process will be used only to assure the Department that it is using its money wisely, rather than being used to generate a reason to reduce or cancel the Department’s funding contribution?
The Portishead reinstatement will upgrade 8 km of existing Network Rail freight line to Pill and reinstate the track along 4 km of existing permanent way from Pill to Portishead. Given the length of time it has taken and the amount of money spent, it must be one of the greatest investments in one of the smallest increases in railway track that the House has seen.
Unfortunately, despite the extremely modest nature of this particular project, the reinstatement is subject to the weighty process that applies to major rail improvements. Why? Because the criterion set out in the Planning Act 2008 is pegged at more than 2 km of track on non-railway land. The only reason why more than 2 km of the reinstatement track is on non-railway land is that North Somerset Council wisely decided to purchase the Portbury to Portishead section to ensure future reinstatement. In other words, we are being penalised because of the council’s foresight and confidence that this most worthwhile project would eventually be brought to fruition.
I understand that, unfortunately, the processes operated by the planning inspectorate for the DCO and by the Department for the RNEP clearly have to be followed, despite the non-major nature of the reinstatement. I want from the Minister an assurance that everything possible will be done to ensure that the process is as speedy as possible, within the constraints of the law.
Given the urgent need to reduce CO2 emissions, which has been widely discussed recently, will the Minister confirm that he and his officials will do everything they can to speed up the processes, so that the long-standing congestion and environmental pollution that afflict the 50,000-plus people who will directly benefit from the railway and the 130,000-plus people who will indirectly benefit from the railway, can be reduced at the earliest opportunity?
I wish to raise two other brief points. There has been much speculation locally that, rather than a traditional railway, a hybrid of bus, tram and train might be introduced. What is the Minister’s understanding of the likely outcome of any such proposals currently under consideration? There has been a great deal of debate about the relative merits of a range of different alternatives, but we are now seeking an end to the indecision, and clarity about the timescale and nature of the transportation system itself.
When I visited the North Somerset summer show this July, I gave my word that I would raise the issue of Sustrans. I am sure the Minister will be aware that Sustrans has been instrumental in the creation of a national network of cycle routes on quiet roads and traffic-free paths that now extends to more than 17,000 miles. I hope that he and his Department can look into the potential for a dual-use path alongside the planned railway, to see whether we can improve our local facilities further, with all the benefits that that will bring to recreation, transport and health.
As I have said, this project is a no-brainer. It fulfils all the Government’s criteria for reducing road congestion, improving our environment and improving the functioning of our local economy. We are keen to give the Government all those things—if they give us reassurance, clarity and the necessary funding. After all the delay, I would be proud if this Government gave the people of Portishead what they deserve and what they have waited so long to get.
Yes, I agree with the hon. Lady. She is absolutely right in what she says. As a Minister in the Department, I welcome the cross-party nature of the support that is being given to my right hon. Friend and this proposal.
The services that I was talking about when I took the hon. Lady’s contribution will ensure that the rail network can meet the growing passenger demand and will allow more trains to run in the future. My officials are working with Network Rail to secure funding to upgrade Bristol East junction to support future service enhancements and, importantly, to enable the capacity needed to run the second phase of MetroWest services. These works will also improve the resilience of the network, so passengers in the area will benefit from a more reliable railway.
As my right hon. Friend knows, the coming December 2019 timetable change will bring a significant increase in services making use of this new infrastructure, which is already providing performance benefits along the route.
The investments that we are making in the area are not just on the railways. As I am told by many people who live in and around Bristol, it is an exciting time for Bristol and the wider area. There are plans to develop the Bristol Temple Quarter enterprise zone, including Bristol Temple Meads station, for business, housing and education, including a new university campus. That work is progressing and is being led by the West of England Combined Authority and Bristol City Council. The combined authority will also receive £103 million from the Government through the transforming cities fund to transform connectivity in the city region.
On roads, the area has benefited from £36 million through the local highways maintenance challenge fund. Three separate awards provided by the Government, totalling £113 million, have been provided towards the metrobus scheme, which will provide a 50 km bus rapid transit network in the greater Bristol area.
Then, of course, there is MetroWest. The Government continue to be highly supportive of its development and recognise the benefits it will bring to the area. The plan is that MetroWest will help to reduce congestion in the centre of Bristol, get people out of their cars and create a cleaner environment for people in the city with a decrease in carbon emissions. That demonstrates the Government’s commitment to decarbonisation through moving journeys from road to rail and helps to meet our ambitious, legally binding target of net zero carbon emissions by 2050.
Does the Minister recognise that the Mayor of Bristol is doing some extraordinarily important work in trying to meet our air pollution targets? As we have been discussing this evening, the delivery of public transport is a vital part of that. Can the Minister commit to continued support from the Department to help us to meet our air pollution targets in Bristol?
I do recognise the work of the Mayor of Bristol that the hon. Gentleman details and I can give him that commitment.

The west of England is an area of huge success, with more than 1 million people, 42,000 businesses and a £31 billion economy. We are building 100,000 new homes and expecting 80,000 new jobs, along with new retail and an arena in my constituency. That will involve increased travel demand—we are expecting a 25% increase by 2036, yet two in three journeys are still made by car. We have air quality issues, with 300 premature deaths a year, and congestion costs our economy £300 million a year, yet we have a £6 billion shortfall in investment, as estimated by the west of England joint transport study.
Given the short time that we have to speak today, I invite the Minister to meet me to listen to output from my constituents regarding our north Bristol transport plan, and to deal with the intracity and intercity travel that we are expecting. The success of Bristol means that we are becoming more like London, and we therefore need investment to ensure that our city is not gridlocked. We must target deaths from air pollution, and ensure that people are happy and able to get around and enjoy the city that they love and in which they live.

Commons ChamberThe hon. Lady makes a good point, and of course I want significant towns to be well served by the railways. I know she is meeting my hon. Friend the Rail Minister a little later this afternoon, and we will listen very carefully to what she says.
My constituency is on the brink of daily gridlock due to welcome but significant developments in housing and travel-to-work routes that are not fit for purpose, so I welcome the reference to the Portishead line and the Henbury line in this strategy, but the solution is the Henbury loop line. Will the Secretary of State commit in his conversations with the Conservative metro Mayor for the west of England to reiterating the advice given by his Department to my predecessor—that an independent business case study should be funded for delivery of the Henbury loop line?
I spoke to the metro Mayor this morning about this and the investments we need, and also about North Filton railway station. He clearly has a strong agenda to take forward investment in the suburban service around Bristol. I have also been to the port and looked at the point on the putative Henbury loop that would be the issue. We need to resolve that, and I absolutely understand the need to get those services working well.

It is a pleasure to serve under your chairpersonship, Mr Evans. I congratulate my hon. Friend the Member for Plymouth, Sutton and Devonport (Luke Pollard) on securing this important debate. I know at first hand what a champion he has been over many years for investing in and improving rail in the south-west. In fact, when we were both nipping at the heels of the hon. Member for South West Devon (Mr Streeter) and the hon. and learned Member for Torridge and West Devon (Mr Cox) at the 2010 general election—sadly, we lost at that time—rail investment was a key issue, and it has been over the years since.
Now, as the Member for Bristol North West, my home constituency, I have two main concerns. First, I am disappointed that electrification of the track from London to Bristol has been cancelled. We now have the absurd position that new-generation Great Western Railway trains, which can be powered by electricity, get only as far as Maidenhead before they have to turn on the diesel engines. That cannot be right, and given that the Government are starting to fall behind on their climate change commitments, I hope to see that project completed soon.
My second, and to me and my constituents most important concern, is inner-city rail, which is vital to the future success of Bristol North West. Already there are congested road networks in the north of my constituency. I am talking about the very part that runs parallel to what will eventually be tens of thousands of new homes on the Filton airfield and adjoining land, and a tripling in size of our regional shopping centre—the Mall Cribbs Causeway. Those developments are right next to some of the largest employers in the city and region: Airbus, Rolls-Royce, GKN, the Ministry of Defence and the University of the West of England. Bristol North West is already congested, and continues to fail to meet its air pollution targets. With such significant development, failure to invest in proper rail infrastructure now will bring my constituency to a standstill, especially at peak commuting times and seasonal retail times, and will not help us to meet our air pollution targets.
I welcome the commitment from Network Rail and Great Western Railway to the opening by 2020-21 of the Henbury spur, with 18-minute services from Henbury through North Filton into Bristol Temple Meads, but we need that spur to develop at the next stage into the Henbury loop, connecting the track through Avonmouth to the existing Severn Beach line, which runs along the south of my constituency, and ideally, if we are in the business of funding the projects that I am asking for, with a new station at Horfield and Lockleaze, too. That is important for residents and workers.
In the Avonmouth and Severnside enterprise area in my constituency, there are already more than 14,000 jobs, and the local enterprise partnership expects a further 6,000 to 12,000 by 2026, yet anyone who has visited the enterprise area knows full well that it is not accessible without a car. I commend the work undertaken by organisations such as SevernNet, Ambition Lawrence Weston and the Shirehampton Community Action Forum in supporting new bus routes and company-backed shuttle buses, but the services run infrequently, often hourly, and not in line with shift patterns, and funding has been cut. The future of those bus services is now in question, and the answer, as consistently raised by the excellent Friends of Suburban Bristol Railways, must be rail.
However, this is not just about workplaces but about residents. Without the Henbury loop, most of the constituents in the middle and north-west of my constituency suffer from very poor transport connectivity to the rest of Bristol. That affects families trying to do the school run and get to work on time, young people trying to get to further and higher education facilities and older people who need to get out and about around our fabulous city.
I should take this opportunity, after a long period of intense lobbying from my grandmother, Irene Jones, to make it clear that the cuts resulting in the closure of the number 18 bus route through Westbury-on-Trym and Southmead are entirely unsatisfactory and that the bus route should be restored urgently.
The Henbury loop will happen only with appropriate investment to allow the connecting track to run past the entrance to the Bristol port without disrupting lorries and freight, and for associated signalling upgrades. That requires Government backing and investment, as the Secretary of State knows only too well from the persistent and admirable lobbying of my Conservative predecessor, Charlotte Leslie. As a starter for 10, I hope that the Department can assist the West of England Combined Authority in funding an independent study of the Henbury Loop business case, as recommended by the Department to my predecessor before the election.
As a recent European green capital, with strong city-wide environmental credentials, Bristol wants people to use public transport instead of their cars, but we can get people out of their cars only when the public transport network exists where it needs to and when services run frequently and efficiently and do not cost the earth to use. As the voice of 100,000 people, young and old, from Bristol North West, I call on the Government to help us to secure support and investment for inner-city rail in Bristol before it is too late. I offer to assist the Government in any way I can to ensure that that is the case and, in a comradely spirit with other hon. Members from the south-west, I call for support for better rail networks across the region, too.

Commons ChamberI draw the attention of the House to my entry in the Register of Members’ Financial Interests.
I welcome the Bill and the Government’s decision to end the sale of petrol and diesel vehicles by 2030, but it is clear that that aim will be successful only when consumers can afford electric vehicles and when charging infrastructure is readily available.
On affordability, I ask the Government to pay close attention to the current work of the Financial Conduct Authority in reviewing the consumer compliance of debt financing agreements for consumers in the car industry, where many do not know the terms on which they sign up for such things as personal contract payments, and are unclear as to the consequences and costs at the end of the term of that loan. There is no doubt that with the increase in the uptake of electric vehicles, this part of the car market should be watched closely.
On charging infrastructure, in my constituency, as many hon. Members have said about their own, I have only three public electrical vehicle charging points for 40,000 homes and a large industrial estate. I clearly think there should be more, but it is not just about charging points and vehicles. I hope the Government have a proper plan to ensure that both the energy and communications infrastructure is fit for purpose, with upgrades to our Victorian-age grid; new technologies for storage and distribution of power, including local generation, storage and distribution; and a communications infrastructure that can deal with the enormous amounts of data created by increasingly intelligent vehicles, safe from the threat of cyber-security.
As ever, Bristol is leading the way. I welcome recent investment in the Institute for Advanced Automotive Propulsion Systems at the Bristol and Bath Science Park, and further funding into further pilots for autonomous vehicles in Bristol. Bristol has a strong environmental record, most recently as European green capital, yet we still struggle with our air pollution targets, so I and my constituents welcome the adoption of clean vehicles powered by clean renewable energy to ensure we can meet those aims.
May I somewhat audaciously suggest, Madam Deputy Speaker, that the debate has focused on the mundane obviousness and is missing the bigger picture? We need to take the opportunity to look up from our papers. This is the first Bill in this Parliament that paves the way for the technological reform of our economy; the start of a journey towards robots being a normal part of our daily lives, raising enormous ethical questions and posing serious challenges to the Government on their role in steering Britain through this globalised technological transformation. Just to touch on one point, Government Members have raised questions about the use of personal data in electric vehicles, yet the European framework, the general data protection regulation, which will set the framework for this processing in our country, is currently not set for debate in this House, being adopted with deemed consent under a statutory instrument and the European Union (Withdrawal) Bill. In fact, the Data Protection Bill will not allow us to debate the substance of the GDPR.
As it stands, it appears to me that the so-called fourth industrial revolution is happening to us, and not because of our leadership. In his opening remarks, the Minister quoted Disraeli, saying that our future is in our hands, and it is to that point that I wish to direct my remarks today. Given the apparent lack of parliamentary time to do anything complicated, or indeed contentious, we should be looking at what is not in the Bill and what should be. The Bill is purely technical: it will legislate for insurance policies and car-sized plug sockets. Important as those may be, it is yet another example of a Government failing to lead on the big issues. We must set the tone of what is and is not acceptable in this new digital age, ensuring adequate protections from cyber-risk and potential consumer harm from self-learning algorithms. Those debates must be had in this place and we are missing the opportunity to do so.
Where in the Bill do the Government set out how they will prevent the mass unemployment associated with driverless vehicles? According to the House of Commons Library, nearly 1 million are employed as drivers today: taxi drivers, bus drivers, truck drivers and driving instructors. It is clear that automated vehicles will be deployed in the easiest of options first, but no one is suggesting that they will not roll out to every aspect of our daily lives. In Bristol North West, I have significant distribution centres: Asda, Ocado, Morrisons, United Parcel Service and all the activity in the Bristol Port, to name but a few. What will happen to those jobs when suddenly vehicles drive themselves, shopping baskets pack themselves, or drones deliver our parcels? Where is the active industrial strategy that invests in new markets and jobs to help redundant workers find new work? I welcomed the intervention from the hon. Member for Tonbridge and Malling (Tom Tugendhat) recognising that China—no doubt a champion of state-backed industrial strategies—was now leading the way in developing these technologies, and I note that we are still waiting for the industrial strategy White Paper from the Government.
Where is the digital skills agenda that many have talked about this evening—for the younger people who will manufacture, produce and maintain these vehicles and for the older people who will need to retrain for new work? We have had statements from the Government week after week about job losses. In my view, these have been largely driven by this disastrous Tory Brexit, but although Brexit is the biggest threat to our country in peacetime, it is none the less a short to medium-term risk. I would rather it was not happening, but either way what will Britain look like after this period of ridiculous self-harm? The Bill could be part of that vision. It could start the debate, it could set the tone, but it fails on every test.
The Government rightly see the adoption of robotics, continuous connectivity and the cloud as a means to finally unblocking economic productivity problems. Autonomous vehicles are part of that solution. I am all for that. I am pro-business and pro-technological reform, at home, in the private sector and especially in the public sector, but the Government are silent on these vital strategic concerns, and we have no space to debate the negative consequences of these advancements. The jobs of thousands of my constituents are potentially at risk, yet we are not debating that today. We must be on the right side of the fourth industrial revolution. If we go head first, first towards automation, then towards artificial intelligence, we risk once again being on the wrong side of an industrial revolution. It is incumbent on us to debate these issues now, therefore, not after millions of people lose their jobs.
To reiterate, I welcome the Bill, but I am disappointed by the missed opportunities it presents, and I call on the Government to take this opportunity to put forward their vision for a modern, connected, digitally transformed Britain that also focuses on workers and the lives of my constituents. If they fail to do so, the Opposition will happily step in.
