Commons ChamberHigh streets are essential to our towns. They act as social hubs for our communities, and they attract people, which results in money being spent in our local economies. Across the UK, we have all seen high streets decline over the last decade. This can be put down to multiple factors, such as online shopping, energy costs and the pandemic. All of these things, and more, have meant that high streets are becoming emptier, and towns are the worse for it.
Businesses on our high streets were put under huge strain during covid. We saw large amounts of ingenuity from many who had to adapt and change their business models to survive. I saw many local businesses start delivery services or create new products that had not previously existed. In many ways, people adapted to a brand-new situation to keep their businesses alive. However, many were also supported by Government grants, and I was extremely grateful for that support, which was received by many businesses throughout Broxtowe that might not be operating today without it.
We have seen the loss of vital services from many of our high streets. In 2019 I discovered that we were losing our banking services in Stapleford, when a constituent spoke to me in the street to ask what could be done. This would have been a huge loss to our town. Online banking can be great, but it is not for everyone, so it is important that physical banking services exist in our communities. I got to work to ensure that banking services would be available in our high street. I finally managed to find Cash Access UK, which has now opened a new banking hub where customers of major banks and building societies can carry out regular cash transactions. That was a win, but other local services will also disappear if we do not look after our high streets.
There are many high streets in my constituency, with a huge variety of chain stores and independent businesses. In 2021, following a period of lobbying the Government, Stapleford received £21.1 million as part of a town deal, and its main road, Derby Road, has already benefited hugely from that funding. Independent shops such as Rowells received some of it to renovate parts of their businesses. Rowells has been in the town for 126 years, and I had the honour of taking Chris and Donna, its owners, to No. 10 Downing Street to thank them for what they do for Stapleford.
Bake Me A Wish, which opened last year, is a local businesses whose owners began baking in their home in Chilwell during the covid-19 pandemic. Following covid, they decided to open a shop selling delicious cakes and pastries—I recommend their honey layer cake—in a now up-and-coming Stapleford town centre, with footfall rising and far fewer empty shops than we used to have. That demonstrates the difference that the town deal has made.
In another part of my constituency, Beeston, many small and independent businesses have served the community for far longer than I have been around. Fred Hallam, a grocer’s and fishmonger, has been present on the High Road since 1908. I have previously taken the now Prime Minister to Fred Hallam to show him how much value it brings to our local town, and why it is so important that such businesses have the Government’s support. Another local business on the High Road that the Prime Minister had the privilege of visiting is Hairven, a hair salon opened by my constituent Collette. Hairven is not only an important fixture in the town, but provides apprenticeships for young people starting their careers in the hair and beauty industry. I am incredibly proud of the work it does. As we so often say in the House, university is not for everyone, and this and many similar businesses are providing an essential service in offering apprenticeships.
We need to ensure that our high streets are offering services that cannot be obtained online. They can also be a social hub: coffee shops and other such venues often provide a place to go for people who may live alone or feel isolated. Enabling them to be around others and visit a venue where they can meet a friend can go a long way towards tackling the endemic of loneliness that we are coming to see. I have been proud to speak in the House on numerous occasions about the need to do more to tackle loneliness and isolation, and I believe that high streets are essential in doing so.
The availability of accommodation in town is a further way of making high streets busier, but towns will not draw in individuals without having a variety of businesses. We have become more used to seeing empty store fronts along our high streets, which is a very poor situation, and I am therefore delighted that the Government’s Levelling-up and Regeneration Act 2023 allows local authorities to instigate high street rental auctions of properties that have been vacant for more than a year. It will be up to them whether they take up those powers, but I hope very much that that will be done in Broxtowe to ensure that all our high streets are as attractive as they can be to both locals and visitors. I would add that I am very keen to see more high street businesses taken on by younger generations. Broxtowe has a huge amount of young entrepreneurship, and I am keen to encourage younger people to take on the challenge of opening high street businesses and bringing a fresh perspective to our high streets. Perhaps this is something the Government could look at following the debate.
The Bill from my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton) is vital, as it requires that we do not let our high streets fall into disarray. It provides that local authorities must not merely review a high street every five years but actively lay out an improvement plan. That puts pressure on local authorities to ensure that our high streets are fit for local communities. I believe a large contributing factor to the amount of footfall on high streets is car parking. People can be hugely put off from visiting towns where they cannot park or where parking costs are extortionate. In Broxtowe we have had huge issues with parking. I implore our local council to do more to tackle this problem, as it has a huge impact on shops, business owners and local residents. It is essential that we have a car parking strategy in our town centres and ensure that throughout busy times of the day we have available and affordable parking for all.
I thank my hon. Friend the Member for Stoke-on-Trent South for bringing this Bill to the House. High streets are in decline, and once we lose many of their facilities, they will not return. I am very pleased to see this Bill introduced, so that we can take action now to save our high streets and ensure they return to the buzzing social hubs we once saw up and down the country, including in my constituency of Broxtowe.

Commons ChamberThank you, Mr Deputy Speaker, for calling me to introduce this debate on the effect of houses in multiple occupation on communities, specifically Beeston in my constituency of Broxtowe.
HMOs, also known as shared houses, are properties that are rented out to multiple tenants who share communal facilities such as kitchens and bathrooms. Although HMOs provide a flexible and affordable housing option for many people, they can also have a significant impact on the feel and look of communities.
Beeston is the largest town in Broxtowe and sits just south-west of Nottingham. It has become a very multicultural town, which has brought new arts and cultures to the area. Beeston also has a long history of being a family-focused town. A local business owner who has lived in the town their whole life says Beeston
“was a town where everyone knew their neighbours and it held community at its heart.”
My constituent Pauline recently wrote to me to say that she felt as if Beeston had lost its identity, which is a feeling that I know is shared by many within the community. This is partly due to the location of Beeston, which hugs the campus of the University of Nottingham. Owing to this, Beeston has become home to a significant student population.
I make it clear that the student population has had an incredibly positive impact on Beeston. Features such as the new cinema complex and accompanying restaurants, including a delicious dessert bar, Rassam’s Creamery, might not be in Beeston without the student population. They bring revenue to local businesses, as well as support to our night-time economy. It is important that when looking at HMO regulations, we do not make houses unaffordable to students. However, a balance must be struck between the student population and local residents, who are often losing out on resources and facilities in order for further HMOs to be created. That is not fair on those families who have resided in Beeston, often for generations.
One of the most significant effects of HMOs is their impact on the availability and affordability of housing for families and individuals. In areas where HMOs are prevalent, such as Beeston, there can be a shortage of family homes and rental properties, leading to higher rents and a lack of available housing for those in need. I received an email today from Alistair, a resident in Beeston, about many young families being priced out of Beeston because of landlords quickly securing properties to be used as student housing. He stated that it is causing Beeston to lose the lively vibe it has become known for. It is incredibly important that families who have lived in Beeston for many years, and even new families wanting to relocate, do not find themselves priced out of the area.
The concentration of HMOs in certain areas can lead to a transient population, with tenants coming and going quickly, resulting in a lack of stability and the sense of local community cohesion being broken. Further havoc can be caused when our communities of HMOs are not given thorough consideration before final approval. Recently, a construction company damaged a water main in Beeston while constructing a new HMO, leading to many houses being uninhabitable. Many groups and individuals in the community rallied around to assist the constituents there, and I would like to give a special thanks to those at Christ church in Chilwell for the help they gave. However, many families have been left without answers and indicate to me that no one, as of yet, has been held to account. I have written to the Secretary of State about that specific issue and await a response.
Another impact of HMOs is the strain that they can place on local infrastructure, such as waste management, parking and transportation.
HMOs are a significant concern in my constituency. For decades, we have seen former bed and breakfasts and hotels converted into HMOs, which means that an estimated 23,000 people across the town are now living in them. Time and again, residents speak to me about the problems that those HMOs sometimes create, such as the imbalance in communities or antisocial behaviour, an issue that is at the forefront of my inbox. Blackpool Council has introduced an article 4 direction to ensure that landlords keep on top of those antisocial behaviour issues and that the issue of absentee landlords is addressed. My main concern is my local authority’s ability to ensure that those regulations are followed through and people are held to account. Does my hon. Friend share my concern to ensure that when a local authority has those powers within the licensing system it should use them and hold landlords to account?
I thank the hon. Gentleman for his intervention, as I completely agree with what he has to say. We need to be careful to ensure that local authorities can stop the proliferation of these HMOs if they negatively impact the communities they are supposed to serve.
HMOs create an increase in demand for services and facilities that were not designed to accommodate the larger number of people living in a single property. That can lead to an increase in litter, noise pollution and overcrowding on public transportation, as we have seen in Beeston. In essence, we must strike a balance between having HMOs and not losing our sense of community.
I thank my hon. Friend for bringing this issue before the House. We have a problem with it across Hyndburn and Haslingden, and I have raised it with the Department on numerous occasions to seek clarification on the planning law relating to HMOs. During the pandemic, companies bought up properties in low-value areas, which went unnoticed at that time, when all the systems were strained. That is one issue we are now dealing with because of what happened during the pandemic. Does he agree that one thing we need to maintain is a fair spread across the country, because the problem we see in east Lancashire, and Lancashire as a whole, is a build-up in certain towns and villages?
I thank the hon. Lady for her question and, yes, I do agree with her. We certainly need local authorities to make sure that housing and HMOs are built in a fair way in keeping with the feel of the communities that they serve.
Broxtowe Borough Council introduced an article 4 direction in Beeston to slow the change taking place in the community. Prior to article 4, Beeston had been experiencing a rapid increase in the number of HMOs. HMOs are an important part of our housing mix in Broxtowe, but a sense of community cohesion can be lost when an area has an over-concentration of a single type of dwelling. This can include people not knowing their neighbours because of a constant turnover of occupiers, which, again, leads to that sense of a lack of community. It was therefore decided that the council needed the power to evaluate proposed conversions of dwelling houses into HMOs and the effect that those conversions would have on the local community. On the completion of a consultation, the boundaries for the protected area were drawn up, which covered large parts of Beeston and Beeston Rylands.
Although the initiative was well-meaning, it has failed in places to address the problem and that has had unintended consequences. As article 4 was not applied retrospectively to either the location of HMOs or their registration, vast amounts remain undetected by the council, leading to the possibility of conversions being allowed next to existing HMOs of which the council are not aware. On the introduction of article 4, landlords were required to sign only an affidavit stating that the house had previously been an HMO, thus allowing them to navigate around the article 4 planning permission even if not true. Fortunately, the council is now requiring proof of previous HMO status.
Due to the long period that it took for article 4 to be finally approved, developers had plenty of time to take advantage of the lack of restrictions, with only the warning that regulation was on its way. Many feel that irreversible change to Beeston’s community has indeed already taken place, rendering article 4 a moot point.
The other consequence is that developers are now looking further afield for new HMOs outside of the article 4 area, putting at risk the communities of other areas, including Chilwell, Attenborough, Trowell and Bramcote. This must be addressed, and we must look at planning regulation to ensure that the individual identities of these places are not compromised.
Small towns are being impacted by these decisions. HMOs are changing the nature of our communities. It would be unfair to say that all HMOs are having a negative impact and I would like to reiterate that our student population—[Interruption.]

I wish to reiterate that our student population has had, in my view, an overall positive impact in Beeston. Each HMO must be decided on by considering the street, town, neighbours, and sense of community. It is imperative that planning officers take into account the needs of local permanent residents while making plans for developments. There is a need for planning rules to be revised to ensure that HMOs are being approved by the local community for the local community. Will the Minister lay out for me today what the Government are doing to address the rising number of HMOs, and the impact that those HMOs are having on communities?

Will Tanner: I support the measures in the Bill to extend the mayoral devolved model to county areas. Up until now, the mayoral model has, as you know, been largely ascribed to urban areas. I think that is a missed opportunity for historic counties in England. I particularly welcome the removal of the requirement for constituent authorities to consent to combined county authorities, so that counties cannot be held to ransom by districts within their area. I also recognise that the Bill goes some way to introducing stronger accountability for those combined county authorities.
However, in our recent paper, “Give Back Control”, we argued for a significant extension of the mayoral model. I see the provisions in the Bill as a starting point to extend the breadth of coverage of mayoral combined authorities, but I think there is a further step to deepen the powers and responsibilities of those authorities, both in cities and county areas. I would argue that that should be done in a number of ways. First, by giving much greater financial control to Mayors through a single mayoral settlement, rather than a panoply of different funding pots. That is not necessarily something for legislation, but it is a matter for Government, and the Treasury in particular. There should be the extension of further powers—this would be a matter for legislation—over local transport, local energy systems and other matters to give Mayors more ability to join up local services on behalf of their constituents.
Alongside that, we should have strengthened mayoral scrutiny panels, on which MPs as well as local councillors could sit, to join up the scrutiny of Mayors around the country—or indeed governors, as they may be called—so that they are held to account for those additional powers. I think Mayors have been successful to date, but there is much more they can do. Looking at international models, the mayoral model in this country has quite a long way to go to replicate the success of other countries.

Will Tanner: I would point to the United States as a good example of where you have much greater levels of local and regional state-led control. The UK is almost uniquely centralised as a country, compared to other countries in the OECD. Just 5% of taxation is raised locally in this country, which is a third of the rate in France and a sixth of the rate in Germany. Just a quarter of that revenue raised is spent locally, compared to about 75% in Canada, for example. This country has a very long way to go on devolution, despite some of the advances made under this Government and indeed previous Governments.
Alex Morton: I would argue that devolution, or any kind of power structure, tends to work best when there is clear accountability. One of the problems that is beginning to emerge in this country is that you have Mayors, local enterprise partnerships, parish and town councils, district councils, county councils and combined authorities—and on top of that, you have PCCs. The problem comes when people do not know who is responsible for what, and I think that is increasingly becoming a problem for lots of local voters. They cannot see how this quite works.
I am sympathetic to some of the arguments that Will and others are putting forward around trying to get more powers lined up, but I think the thing that is pushing back increasingly is that it is harder for me as a voter, getting on with my daily life, to know exactly who is responsible for what if something is broken. Is it my parish, my district or the Mayor? Then there are unaccountable bits such as LEPs. I spoke to a businessman who said, “I was thinking of investing in the north-east, and my people gave me a whole long list of people I should meet—elected officials—but they couldn’t quite tell me who did what, because it wasn’t very clear. For me, as someone who is thinking about making an investment in the north-east, I would rather have one or two people who have very clearly defined responsibilities for those purposes.”
Part of this is the depressing politics of, “It’s always easier to add an extra layer of politicians than it is to remove another one.” There is sometimes an argument to get rid of some powers and move them up, but it is often the case that what happens is that some powers get shifted up and that layer has to be left in place. Then you end up with a very confused accountability line for voters, businesses, the Highways Agency—the list goes on and on. Everyone who has to interact with them is not sure who they should be talking to, on what and why.
I am going to call Greg Smith, but I will put the witnesses on notice that, at the end, I will give you the opportunity to change the course of history by telling the Committee what it should be doing.

Professor Atherton: Definitely, when it comes to transport linkages, localism is really important. If we are to take this blank sheet, ambitious approach, we need to ask what model works for particular communities and areas. The modes of transport that we are looking to implement may differ in different areas, and that is really important. This is an area that fits with our previous discussions about where we put decision making at a local level with regards to what sort of innovative transport solutions we could achieve.
We need to be mindful also of being cognisant of the net zero agenda. If we are talking about transport innovation with regard to missions, we have the opportunity to do that in a way that is consistent with the societal commitment to reducing our carbon footprint. Those things are really important.
On the international comparison, there is a need for greater work across the missions on understanding where we see things that work in a comparable nature. It is one thing to look at other countries and say, “Well, X has worked here, but is area X fully comparable to some of the areas that we know face the greatest socioeconomic challenges?” We cannot just pick and choose the things that we want to implement. When we look at evidence of innovation and success, it has to be comparable. Localism is also really important in forming innovative solutions, especially where transport is concerned.

Rich Bell: I was going to suggest Sacha. I do not know whether he has anything to add.
Sacha Bedding: Of course, when the buses stop running at 6 pm in Hartlepool, it would be good to look at how we can enable transport infrastructure to improve. I am sure that if Mayor Houchen could have a Tees Valley metro system across the area, there would be opportunities for the connectivity between, say, Hartlepool and Redcar, which is an hour trip rather than 15 minutes across the bay. The scale of what is required to get us anywhere near the standards in London is huge, but we should broadly welcome the idea.
I was interested to see in the paper that the amount of public transport used by people in the north-east was significantly higher than in other parts of country, probably because car ownership is so low. It is about what lies behind those statistics. We need to make it as easy as possible for people to use public transport. At the moment, our solution appears to be electric scooters, but I am not convinced that that is necessarily the right way to level up.

Dr Patel: I have two quick points. Talking about London-style transport has been causing quite a lot of confusion—I do not quite see what that means. Is it ambitious enough? The London Mayor has more power than other devolved leaders around this country, but from an international perspective it is hard to think of a mayor of a major city who has fewer powers than the London Mayor. Only 8% of revenue is controlled by the London Mayor, and Whitehall still dominates about 70% of revenue streams in London. That is the first question: there is an inherent tension between devolving the power to run public services but not devolving the power to generate revenue to fund those public services. That is a tension that we will see again and again until the question of fiscal firepower is taken seriously.
On the second point, about what a fair comparison is, it is unfair to compare Glasgow to London or Newcastle to London, because London is this mega-city—it is one of a few cities in the world—so Tokyo is a fair comparison. Comparing Newcastle to London is an unfair comparison because they are fundamentally different in population size, economy and all sorts of things. Newcastle should be compared with Leipzig or Lyon—small or medium-sized towns with good, strong public transport that is organised in a way very different from the London transport system. Those are my two points.

Commons ChamberThe right hon. Gentleman raises an important question. I am very grateful to the more than 100,000 UK citizens who have signed up to offer their homes for the scheme. As well as criminal record and police national computer checks before visas are granted, there are vetting and barring and other checks, often conducted by local authorities, at the time that individuals find themselves in homes. I would be more than happy to provide the right hon. Gentleman and others with a full briefing about the processes we undertake.
I thank my hon. Friend for his service to his country. The Government are committed to making the UK the best place in the world to be a veteran. Veterans with urgent housing needs are always given high priority for social housing, and we are investing £11.5 billion under the affordable homes programme to deliver more social homes, including housing for veterans.

Commons ChamberI agree with my hon. Friend: parking policies are important in supporting high streets to thrive. That is one of the reasons why, in the build back better high streets strategy, we announced a package of measures to make parking more accessible. I thank her for the strong support she has shown for North Lincolnshire’s levelling-up fund bids. She will know that we expect to announce the outcomes later.
The Government’s levelling-up agenda will finally bring much-needed investment to the east midlands, and the town of Kimberley in my constituency may gain hugely from it. Kimberley has some fantastic ideas, such as moving its cricket pitch and building a new community hub. However, there is concern among local community leaders that if the money is committed for a three-year time span but is not spent on time, it will no longer be available for use on the new hub. Can I have a commitment from the Minister that that is not the case?

It is a pleasure to serve under your chairmanship, Sir David, and I thank my hon. Friend the Member for Mansfield (Ben Bradley) for securing the debate. I am pleased to be here today as a proud east midlands MP to discuss the future economy of our region. With the Prime Minister’s levelling-up agenda, we will ensure that long-forgotten communities across the east midlands finally get the investment they deserve.
Recent research by the Government has shown that there is a growing gap between the east and west midlands, which is likely to widen further over the next decade as a result of the delivery of phase 1 of HS2 and associated investment. We simply cannot allow the east midlands to be left behind. Does the Minister agree that a simple way of tackling the spending imbalance for the east midlands economy is to deliver HS2 in full, including Toton, as well as Chesterfield? Given his earlier comments, I know that the hon. Member for Chesterfield (Mr Perkins) will agree.
There have, however, been many recent funding commitments from the Government for my constituency of Broxtowe, including £21.1 million from the towns fund deal for the town of Stapleford, as well as an opportunity to bid for £20 million for the town of Kimberley as part of the levelling-up fund. Both commitments will be hugely welcome in my constituency and will have a large impact on the lives of many of my constituents. The knock-on effect of that investment will be to create new businesses, jobs and other opportunities for my constituents for years to come. It will also ensure that the local economy will not just survive after covid, but will thrive.
Transport investment is a key driver of productivity and economic growth. The fact that the east midlands has consistently delivered GDP growth close to the UK average from very low levels of transport investment is testament to the commitment and ingenuity of the thousands of small to medium-sized enterprises that are the backbone of the region’s economy. Terminating HS2 at East Midlands Parkway, or somewhere that is not Toton, will not achieve the transformational benefits for the east midlands that the full eastern leg will deliver. Toton is also ideally located to serve the wider Nottingham area, particularly the major employment opportunities to the west of the city centre.
It is my belief that connectivity is key to truly levelling up the east midlands. That does not just mean transport; it also means digital connectivity. The east midlands region has some of the worst interconnectivity within the whole of the UK. I recently heard about an individual taking business calls from his shed, as that was where he got the best reception. We simply cannot expect growth and prosperity within the region when individuals do not have the digital connectivity they deserve. In November, the midlands engine all-party parliamentary group, which I co-chair, will be holding a meeting solely on broadband and connectivity within the region. I encourage all Members present to attend, if available. I also ask the Minister to outline plans to further address the disparity in digital infrastructure within the midlands.
The future of the east midlands economy looks bright, as long as the necessary investment and infrastructure that has been promised is delivered in full. It would be a misstep not to deliver HS2’s east midlands hub at Toton. I am also keen to see expansion into green industries. The east midlands already has some fantastic local businesses, developing groundbreaking technology and ways of making society greener. In my capacity as co-chair of the midlands engine all-party parliamentary group, alongside my hon. Friend the Member for Rushcliffe (Ruth Edwards), I recently visited the businesses in her constituency that she mentioned earlier, GeoPura and BeadaMoss. Both are fantastic green businesses that are leading the way within the industry.
I would like to see the east midlands become the focal point for green energy and development in the UK. The Government have already gone some way towards doing that, by setting a clear ambition to support 2 million green jobs by 2030 through the green jobs taskforce. In order to ensure that the east midlands prospers post covid, the Government must break the long-term cycle of under-investment and provide a long-term commitment to invest in the east midlands economy.
I want to finish my remarks by making it clear that, in order for the Government to fully deliver on their promise to level up the east midlands, we must deliver the eastern leg of HS2, and it has to go through Toton.

It is a pleasure to serve under your chairmanship, Mrs Cummins. I thank my hon. Friend the Member for East Surrey (Claire Coutinho) for securing the debate. I am pleased to speak on this crucial topic, and to see many of my hon. Friends doing the same. I welcome the publication of the Government’s planning White Paper and the Wildlife Trusts’ response. It is vital that the planning system takes into account the natural environment and does so as soon as possible. During the past year, our dependence on local parks and outdoor spaces has increased. Local communities have relied on those spaces, and we have appreciated more than ever the huge benefits for both mental and physical health afforded by being outdoors.
Having green spaces for purposes such as active travel is vital. I believe that our communities are better off when planning decisions have cycling and walking in mind, not just for our physical and mental health but for the environment. Currently, around 8% of the land area of England is designated as a national or international protected area for conservation. However, in Nottinghamshire the proportion is below that level and the protection of more land will be vital, if we are to ensure that 30% of England is in nature recovery by 2030.
Adjacent to my constituency of Broxtowe are locations, such as the Erewash valley, that need to be at the heart of our green recovery. The Midlands Engine recently published the green growth action plan, which demonstrates the potential of the midlands to lead the way with investment in blue and green infrastructure, green jobs and protection of our landscapes. The Nottinghamshire Wildlife Trust has also undertaken fantastic work to ensure the protection and preservation of our environment.
We are fortunate in Broxtowe to be linked to the East Midlands Development Corporation, which through its partnerships is spearheading world-leading research in green growth. For example, there are plans for the Nottinghamshire Wildlife Trust to have a unique research hub. That research hub, based at Attenborough Nature Reserve, a much-loved and well visited nature reserve in my constituency, will focus research on nature recovery techniques. Those techniques will help us meet the challenges of the combined climate, ecological and health crisis, while driving investment and creating jobs. Such plans are a demonstration of how we can harness research and partnerships within the community easily to incorporate wild belts in our local area, benefiting both the environment and our economy.
I thank my hon. Friend the Member for East Surrey once again for securing the debate. I conclude by saying that I fully support the Wildlife Trusts’ proposal for the introduction of wild belts. I believe it is our right to step up to our responsibility and protect our natural environment for future generations.

Given that these businesses are big brand names, this is clearly an issue for the whole UK. We will continue to work with and listen to the devolved Administrations, and to speak to them about what support we can look at across the UK as a whole.
Hospitality businesses are a vital part of our high streets. Winter is the time that these businesses, like many others, make their plans for the next season. They are currently planning in the dark, having been singled out for restrictions and excluded from the Christmas bubble proposals. Therefore, many will have no option but to make some very difficult decisions this Christmas. Does my hon. Friend agree that we need to consider a longer-term recovery for this vital component of the high street, and that there is a case to make the 5% VAT rate more permanent—extending it to the end of the financial year—which might help to address the issues of rent, debt and an uncertain cash flow going into 2021?
My hon. Friend is working hard for his hospitality sector offering in Broxtowe. I will be leaving this place to speak to hospitality sector representatives immediately after this urgent question, and they will have a number of those asks. I look at this sympathetically because, as I have said, the high street is an ecosystem; we must all work together to support the business community as a whole.
