Friend makes the point that it is sometimes quite difficult for people outside this House, many of whom see only the moments of high drama on their TV screens, to understand that we all come to this place with an equal electoral mandate, and with passionately held political views about how best to make things better for the people we represent, but actually there is a certain amount of camaraderie that transcends party political differences, and friendships that are built across party lines over many years.
On my hon. Friend’s policy point about Ribble Valley, the idea of having a system for additional bids from local authorities is an interesting one. I will ensure that it is placed in the incoming Transport Minister’s in-tray after the election.
The Leader of the House did not clarify the point about 2 May, so perhaps we could have some more information on that. Is he aware that the families of the victims of the Hyde Park bombings have been denied legal aid to fund their civil action against the chief suspect? Will he meet the Members and peers who support the victims’ campaign in order to consider the Government making exception funding available so that justice, which they have been denied for 35 years, can be delivered?
As an Ulster Unionist, may I associate myself with all the remarks that have been made in thanking all those who have helped us over the period we have been here? It is particularly good to hear that we are remembering Jo Cox. The strength of her husband has been quite fantastic. I wish all the best to those Members who are standing down. I wish to share an Irish blessing—it is such good wording—with all Members for when they are knocking on doors:
“May the road rise up to meet you.
May the wind be always at your back.
May the sun shine warm upon your face;
the rains fall soft upon your fields, and until we meet again,
may God hold you in the palm of His hand.”
I think the whole House warmed to the hon. Gentleman’s concluding comments. I join him in his salute to Brendan Cox, who has shown the most inspiring courage and fortitude over the months since Jo’s murder, but who has also spoken out fearlessly in defence of democracy and human rights and against extremism, at a time when he must have been under the most appalling personal stress.
On the hon. Gentleman’s specific point about legal aid, I think that implicit in his question was the fact that these decisions are taken at arm’s length from Ministers, but I will ask the Minister responsible for the legal aid system to make contact with him and other interested colleagues in both Houses. On his point about Tuesday 2 May, although the working assumption at the moment is that the House will not be sitting, that day is available should it be needed to ensure that business is completed. By law, the Dissolution of Parliament must take place one minute past midnight on Wednesday 3 May, so Tuesday will be the last day on which Members of this Parliament and their staff will have access to their offices in the House of Commons.

Commons ChamberI am grateful to my hon. Friend for raising this issue today. Developers should be building homes for people to live in, not creating income opportunities from ground rents or charging fees to alter properties or selling on freeholds to investors or financial institutions. Other than in a very few exceptional circumstances, I do not see why new houses should not be built and sold with the freehold interest at the point of sale. My hon. Friend the Housing Minister has said that he intends to stamp out the
“unfair, unjust and unacceptable abuse of the leasehold system”—[Official Report, 20 December 2016; Vol. 618, c. 1354.]
and our housing White Paper highlights the Government’s commitment to consult on a range of measures to tackle all unfair and unreasonable abuses.
Two weeks ago, I raised the matter of a colleague having made a freedom of information request in relation to the renewable heat initiative and being fobbed off with the response that there was too much information involved. He resubmitted his request, only to get another excuse. We have an election in Northern Ireland that is based on the renewable heat initiative, so will the Leader of the House confirm that Her Majesty’s Government have not been in discussions with anyone in the Executive and that they know nothing about the renewable heat initiative?
I certainly do not know anything about the renewable heat initiative, other than what I have read in the press. All Government Departments in the UK have a set of rules that govern how we respond to FOI requests. A definition is used in calculating disproportionate cost that applies right across the Government. In my experience, refining a request to make it more precise can often enable it to pass the test of not incurring disproportionate cost. If the hon. Gentleman would like to have a word with me, perhaps outside the Chamber later today, I will see whether there is anything I can do to assist him further.

Commons ChamberThe hon. Gentleman makes his point forcefully, as he did during the debate in Westminster Hall earlier this week. He will know from the business that faces us over the next two weeks that it has not been possible to schedule the debate on restoration and renewal then. I hope that we will be able to identify a date as soon as possible.
The Leader of the House will be aware of the controversy in Northern Ireland surrounding the renewable heat incentive and the many millions of pounds that have been lost. A month ago a colleague of mine sought information from two Whitehall Departments through a freedom of information request. This week he received a letter from both stating that too much work was needed to get the information, so he has submitted the questions again. Can the Leader of the House guarantee that no politics will be played, and that the information will be found and that it will come out?
The deadlines set under the Freedom of Information Act 2000 are of course a matter of law, not a matter of discretion for Ministers or officials. Ministers here do not have any direct authority over the devolved Departments within Northern Ireland, but I certainly hope that any Whitehall Department would respond well within the timeframe specified in the freedom of information legislation.

Commons ChamberI very much welcome the hon. Lady’s support for the nuclear industry. I share her view that nuclear has an important part to play in this country, as it already has in France, as part of the overall energy mix to ensure that we have supplies of fuel that are as clean as possible and reliable. The nuclear industry provides many opportunities for high-skilled and relatively well-paid employment, often in parts of the country where such jobs are very scarce indeed. Although I cannot promise her an early debate in Government time, I think her comments will have struck a chord with hon. Members in all parts of the House.
On Monday, there was a written statement from the Ministry of Defence on protecting our soldiers overseas from the legal process. The Chairman of the Select Committee on Defence today highlighted how we should be looking after our soldiers who are under that process. In Northern Ireland, we are just about to start a process for some people who are being hauled back, quite possibly for political reasons. May we please have a statement by Ministers from the three Departments together—Defence, Northern Ireland and Justice—to ensure that our servicemen are treated fairly?
Clearly, in all parts of the United Kingdom, decisions about individual prosecutions and court cases are rightly the province of independent prosecuting authorities. I am uneasy about the idea that Governments should intervene to either initiate or stop a prosecution that has been decided upon independently in that way, but I completely understand the point the hon. Gentleman makes. Pretty well everyone in the House will acknowledge the bravery over so many years of the servicemen and women who served in Northern Ireland. They were a line of defence for decent, law-abiding people of all communities in Northern Ireland against ruthless terrorism. I will draw his remarks to the attention of the Ministers he mentioned.

Commons ChamberWe will have plenty of opportunities throughout the autumn to discuss and debate what is planned. That is something for the new Government and new Prime Minister to decide in September.
I congratulate Wales on getting through in the European championship, and wish them the best of luck. Will the Leader of the House congratulate the Northern Ireland fans and Irish fans, who are being given an award by the Paris Mayor for their behaviour and humour? I hesitate to mention that humour, but when the fans start singing “Away in a Manger”, we might wonder where it is going until they get to the words
“looked down where he lay”
and instead they all chant “Healy”, although David Healy is not even playing; we then realise there is a terrific humour in that. Will he congratulate those fans, and all the other fans from everywhere else who have behaved themselves?
The Northern Ireland team and the Republic of Ireland team both played with great fortitude. Although we are all Welsh now, I have to say, as I believe Chris Coleman said at the end of the match, that Wales did not really deserve the result they got. Wales have played brilliantly in some of their games and made it through to the quarter finals, and we hope they will go much further, but Northern Ireland did the whole of the United Kingdom proud, too.

Commons ChamberThe devolution settlements for Wales and Scotland took time to develop and evolve, and—as I was in the middle of saying—there are clearly issues for England that we now need to consider. We consider that that issue should be properly dealt with as part of a constitutional convention that should be charged with examining how the United Kingdom is governed, in a much more profound and holistic way than the reckless and partisan fiasco with which we are currently presented. Instead, we have a Prime Minister who chose to exploit the bitterness and division created after the Scottish referendum for his own narrow electoral advantage, rather than attempt to heal the wounds that had opened up. We now have a Government who seem more interested in pursuing a partisan procedural fix than in showing any intention of keeping our Union together.
Does the hon. Lady recognise that devolution has not worked in Northern Ireland? We have different forms of devolution everywhere, and it is not working; Scotland is wanting more and more. We do not have a mechanism for looking at a long-term strategy for how we should go forward. Should we have a Committee of the House of Lords or the Commons that will look for a long-term strategy so that we get a much better way forward?
We are in a complex position, and the hon. Gentleman is right to say that Northern Ireland has its own particular issues that are mixed up with the peace process. We think that we need a constitutional convention to consider where we are in the round and across the piece—including the ever-expanding House of Lords, which grows larger and larger every year, even as the Government want to cut the number of elected Members of Parliament. All that suggests that time is right for us to consider a constitutional convention.

Commons ChamberI want to iron out the anomaly but in a rather different way from the hon. Gentleman, I fear. His way of dealing with the anomaly is to allow all and sundry to use the Chamber; my way is to stop the one group of people who are currently allowed to use it.
We had the Youth Parliament taking part in debates in Parliament before they were allowed to use this Chamber. I think they used Westminster Hall on one occasion. They may even have used the House of Lords, and perhaps Committee Room 14. I am very supportive of that; I have no problem with it whatsoever. One of the arguments made for them moving out of the House of Lords and Westminster Hall was, “Well, they’ve already been there. They’re bored now—they want to go somewhere else.” In that case, why do they need to come and sit in here year in, year out? If they were so bored after just one sitting in the House of Lords, and they want to be on this sort of merry-go-round, they can find somewhere else to go. They must surely be bored with sitting in here by now. I am certainly bored with them sitting in here, and I am sure that they must be too, so let us relieve them of their boredom and let them find somewhere else.
Given that we are having to decide whether we stay here in future years, we will probably end up in the ridiculous position of having the UK Youth Parliament still sitting in here while we have been kicked out. That is probably how politically correct we have got these days. No one will be prepared to tell them that they cannot sit in here any more. We will all be told that we have to move, but they will still be here once a year, every single year, using these facilities. Perhaps they could do us all a favour and go away to try to find somewhere else that we might be able to use ourselves when we might have to be removed. They could do a public service by going out over the next four or five years and looking at different locations to see how they work for these grand debates. That would be much more use than having them sit here.
I do not intend to call a Division; I would not want to test the patience of my hon. Friends in that way. However, we should not just be nodding this through and saying it is absolutely fine for one group of people to be allowed to use these Benches every year without any thought. Let us have a proper rationale. My constituents are not allowed to sit on these Benches when they come to visit Parliament. I have not yet heard anybody argue that they should be; everyone is quite happy for that to continue. Why is this narrow group of people be treated—
It has been fascinating listening to these speeches, but a convoluted argument is being made. Why can we not do one nice thing for the youth? They are very serious about coming here. It is a terrific honour to sit on these Benches, and it really shows that they are interested and encourages them from then on. We should make it a one-off. Let us not bother with any of the arguments and just let it happen.
The hon. Gentleman perfectly sums up the argument—let us just curry favour with a few young people. But why just this group of people? There is no logic to it whatsoever. Either one is allowed to sit on these Benches or one is not. He must accept that there is no logic to his position; it is just a load of motherhood and apple pie guff.
I shall draw my remarks to a close because I do not wish to test the patience of my colleagues any further, but it is important to put on the record the fact that not everybody is happy with this. I am sure it will be agreed, and I genuinely hope that the people who come to speak on that day enjoy themselves and feel inspired to come to Parliament, but I do not accept that the only way a young person—
