Either I or my right hon. Friend the Education Secretary will be happy to talk to my hon. Friend. The purpose of the ESFA, formed at the start of this financial year, is to provide a more joined-up approach to funding, covering both schools and colleges and other providers. I note that Bromley has increased both primary and secondary school capacity by more than 6,300 places since 2010, and the ESFA is delivering nine schools in Bromley, but there is clearly more work to be done, and Ministers will gladly talk to my hon. Friend about that.

Q6. Recent research shows that international students are worth a staggering £20 billion to the UK economy; that research was commissioned by Nick Hillman, Conservative parliamentary candidate in Cambridge in 2010 and a former adviser to Lord Willetts. Yet the policies of the Prime Minister have stopped that steady increase in the number of international students coming to our country. Does the right hon. Gentleman agree that it is a touch careless of the Prime Minister to have squandered billions of pounds that could have been available to our schools and hospitals?

The facts say that we are the second most popular destination in the world for students and university-sponsored visa applications are up by nearly one fifth since 2010, so I would argue that, contrary to what the hon. Gentleman alleges, we are doing a good job in attracting international students.

The Ministry of Justice is trying to set an example by banning the box and treating ex-offenders on a par with any other applicant for a job. That example is being widely followed throughout the public service, and we look to the private sector to match it, because we believe that ex-offenders can contribute a great deal to the successful work of private sector companies.

Since the last Justice questions, it has been my pleasure to welcome the appointment of Lord Burnett of Maldon as Lord Chief Justice of England and Wales, and the historic appointment of Baroness Hale as President of the Supreme Court of the United Kingdom. Where she leads we hope that many others will follow. I look forward to working with them both to ensure that the judiciary’s essential role at the heart our nation continues to be championed and respected.

Further to the comments made a few moments ago by the Under-Secretary of State for Justice, my hon. Friend the Member for Bracknell (Dr Lee), about the new guidance issued by the Criminal Injuries Compensation Authority, I can tell Members that I have asked my Department to give full consideration to wider concerns that have been expressed in the House about the rules of the compensation scheme as part of my Department’s work to develop a strategy for victims, and in the light of recommendations we expect next year from the independent inquiry into child sexual abuse.

After last week’s “Panorama” investigation into the dangerous failings of the privatisation of probation, will the Minister halt any plans to outsource night-time supervision in probation hostels?

I encourage the hon. Gentleman to seize his opportunities at questions to those two Departments. From my fairly recent experience of the Foreign and Commonwealth Office, I can assure him that human rights, including religious freedom, are taken very seriously throughout our network of posts abroad and in London. It is also sometimes the case that persecuted religious minorities themselves prefer for their plight to be addressed in the context of the expression of broader concerns about human rights, precisely because they do not want to be further singled out for additional persecution. There is an element of judgment in how we go about this task, but the centrality of that to the mission of the FCO and DFID is something about which I hope I can give him some firm assurance.

Last week, the National Institute for Health and Care Excellence issued guidelines that introduce a financial cap on access to medicines. Major research charities such as Alzheimer’s Research UK and Cancer Research UK warn that lives will be lost because of this new rationing system. Should there not have been a statement about such an important change in policy? In the absence of such a statement, may we have a debate?

Last week, I visited the Sanger Institute, just outside Cambridge, where 1,100 people, of whom over 25% are non-UK EU nationals, are transforming our understanding of the human genome. Its senior manager has impressed upon me the gravity of the situation. Many of those people are poorly paid and would be unable to work through the tier 2 visa system. May we have a statement on this pressing skills crisis, which could damage some of the UK’s most successful research institutions?

The hon. Gentleman makes a reasonable point about his and other scientific institutions. As the Prime Minister said, the Government regard an early deal to secure the position of both EU residents already here and British nationals in other European countries as a primary objective. We want that sorted as quickly as possible.

If the hon. Gentleman would like to give me details of the constituency case, I will ask the relevant DWP Minister to look into it in more detail.

Our state-run nursery schools employ fully qualified teachers and headteachers, and they do a brilliant job, often in deprived areas—I have a number in my constituency, including the Fields children’s centre, which I visited a few weeks ago—but proposed Government funding changes are putting their very future at risk. Can we have a statement from the Education Secretary and a debate before these vital services are done irreversible damage?

The Government are not cutting nursery education but expanding the provision of nursery and other early years education. However, there are Education questions on Monday 19 December, at which the hon. Gentleman can raise these points with Ministers.
