Commons ChamberI am expecting to receive proposals from Transport for the South East at the end of July on the schemes that we prioritise for the major road network and large local majors funding for that area. I am certainly aware of the proposal in my hon. Friend’s constituency, which is a potential candidate. I cannot anticipate the result, but he makes a good point about the way in which schemes like that can make a real difference to air quality. Those who seek to cancel improvements on our roads will make matters worse, not better.
Although we have one of the safest railways in the world, we must never be complacent, and I hope that the thoughts of the whole House are with the family, friends and colleagues of the two Network Rail staff who lost their lives in the tragic accident in south Wales two weeks ago. There is an ongoing investigation into what happened. I have asked both the Rail Accident Investigation Branch and Network Rail to ensure that lessons are properly learned from that tragedy.
I associate myself with the Secretary of State’s comments.
The £1.5 billion A14 improvement scheme is, I am told, the biggest civil engineering project in Europe. Highways England is brilliant at moving bridges and flyovers but hopeless at enforcing the diversions that should protect local people when the road is closed at night. Incredibly, it cannot even put traffic counters on the roads affected. Will the Secretary of State therefore join me at 3 o’clock in the morning on King’s Hedges Road to count the HGVs? Failing that—if that offer is not attractive enough—will he talk with me about how we can end the misery for my constituents?
I am afraid that I am not going to accept the hon. Gentleman’s offer to spend part of the night with him, but I will have a word with Highways England on his behalf and ask it to ensure that the impact on the surrounding area is lessened. No major project can be delivered without some disruption, but we do not want the disruption to be excessive or inappropriate.

Commons ChamberI am afraid I simply do not accept that the latter point is true. This Parliament voted, by a majority of nearly 300, to give the go-ahead to a project that I personally believe is of key strategic importance to the United Kingdom over the coming decades. I think that says it all.
Whether it is electric scooters or dockless bike schemes, technology moves so much more quickly than the Department for Transport. After years and years, will the Secretary of State finally do something about dockless bike schemes, and help our local authorities respond to the changes?

Commons ChamberWhen the Conservative manifesto was published, there was no mention of Crossrail 2. Will the Minister tell us whether that was by accident or design? When does he plan to make a decision on the business case?
First, I absolutely support the need for the capacity improvements that Crossrail 2 will bring to London—indeed, not just to London, but to areas outside. We are working our way through the business case. I do not think it is any secret that the Transport for London funding package has not quite lived up to initial promises, but I want this to work. I am seeing the Mayor next week, and we will do everything we can to make it work.

Commons ChamberI understand my hon. Friend’s concern. This is a very difficult issue. The Equality Act 2010 provides general protection against age discrimination for people of all ages, but there is an exemption for a person conducting an assessment of risk for the purposes of providing a financial service to another person. My Department has not made the assessment that my hon. Friend describes, but I encourage his constituent to contact the British Vehicle Rental and Leasing Association, which should be able to help him in identifying a suitable provider.
An icy chill is about to descend on parts of the country. That is not an impending DFT ministerial visit, I hasten to add—it is of course the impending weather front. Will the Secretary of State tell us about the state of preparations for gritting our roads in the coming days? What discussions has he had with his colleagues and those in local government to ensure that at least our roads run more smoothly than our railways?
I can assure the hon. Gentleman that there was no icy chill last time I visited Cambridge, when he and I were there for the first bit of work, albeit a rather small bit of work with a spade, on the A14 project, which will make a big difference to Cambridge. My ministerial team and I have had detailed discussions about this in recent weeks, and the Under-Secretary, my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones), has been in regular contact with local authorities. We have in this country, if not a salt mountain, plenty of salt and plenty of grit. We estimate that we have what is necessary to cope with the winter ahead, but we will obviously keep that under review.
I thank the Secretary of State; let us hope that we are well prepared. Taking him back to the time just before Christmas, given that soon after his visit to Cambridge he told the Evening Standard that cycle lanes cause problems for road users, will he clarify exactly who he thinks road users are? While he is thinking about cyclists—a helpful clue—could he explain why it is taking such an extraordinarily long time to produce a cycling and walking investment strategy?
Cyclists use cycle lanes, and motorists and other road users use the roads alongside them. That is fairly straightforward, to be honest. If the hon. Gentleman is eagerly anticipating our cycling and walking strategy, he does not have long to wait.

Commons ChamberThat is an issue that I have experienced in my own constituency. It is not acceptable. I will happily meet my hon. Friend to talk about the situation in Kettering and how we address it.
The Minister will be aware of the calls in national newspapers today, including the Daily Mirror, for action on the increasing number of drivers who put other people’s lives at risk by using mobile phones while driving. In the past couple of years the RAC has found that more people think that is okay. That has happened on this Government’s watch. Will he work with us, the Mirror and others to clamp down on this dangerous practice?
Let us be clear. Labour was in power for 13 years and did not tackle the issue. I am very clear that this is an unacceptable practice, and we intend to unveil tough action on it shortly.

Commons ChamberI am sure the hon. Lady’s comments will be noted by the Post Office. It has been through big changes in this Parliament, but we have now finally reached a point where it is much less of a drain on the public purse, and we can spend the money on other priorities. I understand the point she makes, but it is in all our interests in today’s world to spend money where it will be most useful.
Last week, we had a 60-minute debate in Westminster Hall on East Anglian devolution. It was massively oversubscribed, reflecting the unhappiness of Members across the House about what has been going on. I suspect we would find similar disquiet in other parts of the country. Thousands of people are standing for election to local councils today. A complete constitutional mess is being created in this country. Will the Leader of the House allow a proper discussion in this House on what we are actually doing?
We just heard from the Chair of the Backbench Business Committee that it does not necessarily have enough applications for business at the moment. That will, of course, carry through into the new Session, when more time will be available. I am sure the hon. Gentleman will find a ready audience for such a debate.

Commons ChamberI am aware of those concerns, and my hon. Friend is doing his usual effective job on behalf of his constituents. The essence of what he is arguing relates to the remit of the FCA and its ability to do the job he would wish in a matter such as this. Of course, Treasury Ministers are here on Monday and I advise him to bring that matter to them, as they are ultimately responsible for setting the remit of that authority.
The Leader of the House may be aware of the horrible murder of the Cambridge student Giulio Regeni in Egypt. He disappeared six or seven weeks ago and his body was found horribly mutilated a few weeks later. He is much missed by the academic community in Cambridge, and he was carrying out academic duties at the time. I pressed the Foreign Secretary to urge the Egyptian authorities to explain what has gone on. Will there be an opportunity to discuss the situation in Egypt soon?
This was a horrible incident and our hearts go out to Giulio Regeni’s family, his friends and all his colleagues in Cambridge. Although Egypt is a great country, it still faces significant issues and challenges. I will make sure that the Foreign Secretary is reminded of the concerns the hon. Gentleman raises, and I have no doubt that the Government will want to set out an opportunity for discussing matters across the middle east generally, which will give him the opportunity he seeks in the near future.
