Commons ChamberThe Flood Re scheme does not include businesses, as the hon. Lady says, and there are no plans to extend eligibility because that market operates differently from the household insurance market. The scheme is bespoke. I appreciate that SMEs are disproportionately affected compared with bigger businesses, but I suggest that the hon. Lady engages directly on this with the Department for Environment, Food and Rural Affairs.
Will the Minister look at the opportunities to manage Britain’s longest river, the River Severn? We believe that, if an holistic solution were found to managing Britain’s longest river, there would be a gross value added uplift in the west midlands of more than £150 billion. These figures are being presented to DEFRA. Will he and his Department also take an interest and work with me, as chairman of the all-party parliamentary group on the River Severn Partnership, on trying to find a solution to managing Britain’s longest river?
It is important not to wait until flooding happens, as we have heard, but to manage it actively. Organisations such as Living With Water in the constituency of the hon. Member for Kingston upon Hull West and Hessle (Emma Hardy) have done very good things in proactively tackling flooding.
Again, I suggest that my hon. Friend the Member for Shrewsbury and Atcham (Daniel Kawczynski) works with DEFRA. I am happy to see what more I can do in that regard.

Commons ChamberAs I said, there is agreement on the fundamentals of the regime. The seven principles are not contested; they are agreed across the devolved Administrations and the UK Government. I am not privy to the exact motivation of the devolved Administration in this case but, as far as the general principles are concerned, there is a wide measure of consensus.
It is worth reminding the House that the devolved Governments will have more control over subsidies than they have ever had before. Previously, it was Brussels that made the decisions about which subsidies could be granted to support viable businesses. Now, with this Bill, it will be for the elected Governments in Edinburgh, Cardiff and Belfast to make those decisions.
During the trade and co-operation agreement negotiations and the creation of this new regime, ministerial colleagues, officials and I have worked closely with the devolved Administrations, and I thank those Administrations and the officials and Ministers here in Westminster for their considered and constructive input to the development of this policy.
As somebody who has represented a border constituency for the past 16 years, I have become increasingly concerned about the additional levels of subsidy that the Welsh Government can give to businesses on the border, putting our Shropshire businesses at a disadvantage. Will the Secretary of State address that point, please?
As I have stressed, this regime has been discussed extensively with the devolved Administrations. Clearly we have conflicting views, but I believe the Government have worked constructively with the devolved Administrations and we feel that, along with our localism agenda, this is a step in the right direction. Compared with where we were for nearly 50 years in the EU state aid regime, this Bill is a significant improvement and enhancement that represents much greater devolution in this area than we have ever seen before.

Commons ChamberI thank the hon. Gentleman for raising that matter. A key part of what the Post Office has done is to renegotiate the banking framework, which has seen remuneration for postmasters increase significantly—it has doubled, and trebled in some cases. On Thursday, I will be hosting a meeting with Post Office Ltd and the National Federation of SubPostmasters, where we are hoping to tackle some of the issues about the economic viability of sub-post offices.
My hon. Friend is right: Government have a responsibility to ensure that we work together across Government to ensure that services can be provided through the post office. We must celebrate the fact that the Post Office, for the first time in a number of years, has become profitable. We have the most stable network in decades. Under the last Labour Government, over 7,000 branches shut. We are making sure that we maintain the number of post offices; in fact, we have opened 400 since 2017.

Commons ChamberThe £160 million agri-tech strategy, which was launched five years ago, has proved a success. We are building on that strong track record through our industrial strategy, including a further £90 million of funding announced in February to bring the UK’s world-class agri-food sector together with expertise in robotics, artificial intelligence and data science. This will make it easier for farmers and agricultural supply chains to embrace new technology, enhancing their competitiveness and improving productivity.
My hon. Friend will know the importance of the agri-tech sector to the county of Shropshire. Can he give more details of how the transforming food production challenge will support our agri-tech sector in Shropshire?
The transforming food production investment combines UK academic and industrial strengths, taking a whole system approach, to integrate world-leading research, advanced technologies and farming practices. It will support the development and deployment of precision agricultural technologies and solutions.
My colleagues in the Department are very clear that we need to make it possible, through our agreement with the European Union, to trade not only without tariffs but with the minimum of frictions. The hon. Lady describes some elements of that. It is absolutely the purpose of the negotiations to avoid the introduction of any unnecessary frictions.
The Government have been clear that we are unconditionally committed to European security and want to continue working together to develop defence and space capabilities. We feel that the Commission’s approach runs counter to what has been agreed as part of article 50, where a shared intent was agreed for strong UK-EU co-operation on defence in the future.

General CommitteesIt is a pleasure to serve under your chairmanship, Mr Stringer. I wish everyone a happy Burns day, in memory of Robert Burns, a man who incidentally argued for workers to be represented in Parliament 100 years before the formation of the Labour party and argued for women to be represented in Parliament 150 years before the suffragette movement began. It is frankly an affront that the Government are seeking to restrict the activities of trade unions on this day of all days.
I have listened with great interest: every Member on the other side of the Committee has declared being a member of a trade union—
Nobody is saying it is. I am sure it is declared in the register of Members’ interests. Would the hon. Gentleman care to share with us what that means in practical terms for him?
The hon. Member for Shrewsbury and Atcham can check my register of interests—it makes it quite clear what that means for me. I would say to him that I am a proud member of the trade union movement. I became a steward in 1996 and for 20 years, before coming to this place, represented workers on a daily basis. I have to say to him that I am not ashamed that I did that. I am not ashamed of providing welfare help for people who needed it. I am not ashamed to have represented members to make sure that they got pay, many of them women who got equal pay.
I know it is registered in the Register of Members’ Financial Interests. It is just interesting that this is the first time I have been in a debate in which everyone has declared a certain type of interest, which is obvious in the context of the matter we are discussing. In the hon. Gentleman’s case, how much is it worth?
The hon. Gentleman is more than welcome to read my entry in the Register of Members’ Financial Interests, and he will then have that information. All hon. Members of this House can see by looking at my entry what that interest means and how much it is worth.
It is a great pleasure to see you in the Chair today, Mr Stringer. The hon. Member for Shrewsbury and Atcham expressed surprise about why so many Opposition Members are pleased to declare our trade union membership. I will tell him why that is: it is because we actually know what we are talking about, first, on how trade unions operate, and secondly, on the practical aspects of how the regulations will affect the day-to-day operations of trade unions. To be honest, I have some sympathy for the Minister, who has been sent out to bat on a subject that she clearly—through no fault of her own—knows very little about, so let me enlighten her.
I am trying to ascertain how much each Labour Member receives from trade unions in the course of doing their job. I am not criticising the fact that they are members of the trade union. I applaud that link, but I think it is pertinent to this discussion how much the hon. Gentleman gets every year from a trade union.
I am going to have to make this simple. I pay a monthly membership subscription. I give money to the trade unions. That is what this is all about—membership money. The hon. Gentleman asks how much we get from them, but I do not get anything from them. I pay them money. The hon. Gentleman is entitled to ask that question. He is asking from a position of ignorance because he simply does not understand how trade unions work.
