You brought in a temporary reduction of business rates during covid, but as with so much else, you did not fund that beyond those years, so you made a permanent reduction of 40% for the future.

Order. It is good etiquette to speak through the Chair, and to not use the word “you”; it just dampens the tone of the debate a little bit.

I shall suitably dampen. At a time when the Government are changing the relief from 75% to 40%, try telling those businesses already facing the national insurance contributions increase and all the other cost increases that their bill is being reduced. Clearly, it is going up.

At the start of the new term, we all wish everybody well for the academic year ahead. What will Ministers say next September to parents who, because of Labour’s education tax, find that class sizes are bigger and more schools are full, and that fewer children are able to get a place in their first-choice school in Bristol, Bury, Salford or Surrey?

7. What recent assessment he has made of trends in youth unemployment.

Unemployment among 16 to 24-year-olds is 523,000—down 60,000 on the year and down 416,000 since 2010.

I welcome that news from the Minister. I am a strong campaigner for apprenticeships, including in my constituency, where we have just 70 young unemployed people. Does the Minister agree that making apprenticeships far more available helps young people into jobs, not only in Wealden but throughout the country?

My hon. Friend has indeed been a great campaigner and a great champion for apprenticeships. Apprenticeships—including the 620 starts in Wealden in 2016-17—are one of the key policies that have contributed to our successful labour market, in which employment now stands at 75%.
