Commons ChamberMy hon. Friend is a strong advocate for rural businesses in Kent. I hope she will be aware that in December 2021 the seasonal worker visa route was extended to 2024. This visa route allows overseas workers to come to the UK for up to six months each year to harvest edible and ornamental crops. In June, the Government announced that the food strategy will see the release of an extra 10,000 visas for the seasonal worker route, and this is something the Prime Minister committed to in the leadership election. We recognise the challenge, and we will do all we can to provide support.
I welcome the new Secretary of State and the Minister to their positions, and I look forward to working with them. A number of those at Montgomeryshire agricultural shows raised the issue of labour shortages, and while it is great to have record levels of unemployment in Montgomeryshire, we need people in our dairy farms, our abattoirs and across our food sector. Can I implore the Minister, if he is indeed enjoying a lamb dinner in Brecon and Radnorshire, to venture up to the other half of Powys and come to the biggest Welsh lamb market in the United Kingdom to talk about these important labour shortages and what we can do?
I realise what I have started here. Of course, I recognise the contribution that Welsh farmers are making. I think we should celebrate the fact that unemployment is so low, but in sectors such as the one my hon. Friend describes, that does bring its own challenges. We recognise such challenges, which is why we have the seasonal agricultural worker scheme, and we will be continuing to expand that as we negotiate with the Home Office to make sure the scheme works.

Commons ChamberI want to make some progress. As chair of the Co-operative party, I am proud that food justice has always been fundamental to our movement. Today, we have co-operative retail societies leading from the front in supporting the great efforts of Manchester’s son Marcus Rashford to ensure that kids do not go hungry. Our food justice campaign has highlighted that the Government signed up to UN sustainable development goal 2, which is to end food hunger by 2030, but they do not seem to realise that that is in just eight years’ time. Where is their sense of urgency in making sure we meet our international obligations under that SDG?
The Government will also know that this country is deeply unequal. Their own figures show that the north-east and the north-west of England have the highest level of food insecurity in the country, yet ensuring access to a healthy diet does not feature at all in their levelling-up agenda. Let me tell the Government that they can’t level up when people are going hungry.
Central to this is how we support the amazing work of farmers and British producers, who produce some of the best-quality produce in the world. Britain should be a beacon for quality, high standards, ethical treatment of animals, lower carbon production and environmental protections, but at every turn they are undermined or sold out by this Government, who are more interested in bankers in the Shard than farmers in the shires.
Will the hon. Gentleman join me in calling on the Welsh Labour Government to work with farmers? At the moment, there is a target for tree planting, which is all well and good but it needs to respect farmers’ knowledge of grade A agricultural land, so that we have a secure future for farming in Wales.
I am glad that the hon. Gentleman takes me on to the Welsh Government, who are leading from the front on this. We look on in England and see residents in Wales being given better access to welfare, school meals and prescriptions than people in England. But I share the fundamental concern that corporations in the City of London are buying farmland across the UK for carbon offsetting. That is not right, and it has the implications of undermining British farming production, rewilding and nature. It is really important that this Conservative Government come forward with a UK strategy to deal with that.

Commons ChamberIt is a great pleasure to speak in the debate; I welcome the Opposition’s bringing it to the House. As I have only five minutes, I will focus on food security. That should come as no surprise to Members on either side of the House, because as the Member of Parliament for Montgomeryshire I represent many, many farmers producing first-class produce and contributing to UK food security.
I welcome what Opposition Members have said about companies buying agricultural land for carbon offsetting and about the need to balance tree planting in this country with agriculture. When the food strategy report is published—I welcome the Minister’s confirmation that that will be in weeks rather than months—I ask that we also look at the impact of the devolved Administrations’ policy on UK food security. It is often easy to leave looking at food security to the four nations of the United Kingdom, but we are one great country, so I ask that the UK Government look at the impact.
Although it is laudable that we have a policy to plant 86 million trees in Wales by 2030, I am incredibly concerned that we should work with the local custodians, the farming unions and the people who know which fields would be absolutely horrific to lose from the perspective of our food security. Owing to the targets, there is tremendous pressure to plant trees apace. We all welcome the reforesting of areas of Wales and some of the rewilding projects, but it has to be done with local knowledge and led by the farmers on the many small family farms and larger farms in my community who have generations of knowledge about where it would be a good idea to take forward the Welsh Government’s programmes and plant trees.
Since the Agriculture Act 1947, we have steadily increased our food sustainability under Governments of both colours, although luckily not the colour of the Scottish National party. Some 60% of the food we now consume is produced in the UK, which is great. Welsh lamb is of huge importance, especially in Montgomeryshire. Welshpool livestock market is the largest lamb market in western Europe; I usually frequent it on a Monday to look at the state of the market and the pricing. Lamb is one of the most sustainable meats in the world, so we need to look after the sector.
I want to touch on the international footprint and the London firms coming in, because there is a huge problem with the divergence of policies. Devolution is a wonderful thing. I call it localism, or getting decisions made as locally as possible—I would love to see more power going from Cardiff to mid-Wales, but that is a different debate. However, I want to see the UK Government and the Welsh Government working together to make sure that Welsh agricultural land is not left vulnerable to carbon offsetting by a divergence in policy. I would very much welcome collaboration between UK Government Ministers and Welsh Government Ministers.
This is not an overtly partly political issue. We all want to protect our agricultural land and make sure that decisions are made with the local custodians of that land, but I fear that through party political skulduggery, farmers will be let down. It is always hard to get a UK Conservative Government Minister and a Welsh Government Minister in a room, even harder to get them to agree, and harder still to get them to make a public statement when they do agree. On behalf of my farmers, I would very much welcome the Minister looking at the devolved Administrations’ impact on UK food security and working with Welsh Government Ministers to protect areas of Montgomeryshire, make sure we have the most sustainable farming in the world and get local miles down as far as possible.

Commons ChamberIt is a real pleasure to support my hon. Friend the Member for Wolverhampton North East (Jane Stevenson), who has done a terrific job in moving the Bill forward. I know the unfortunate circumstances around Second Reading, so I am delighted to see her in her place today and to support her.
There are a couple of particular points I would like to make. First and foremost, as a Welsh Member of Parliament, I thank her for paying attention to devolution, and for going further and working with parliamentarians from the other Parliaments to ensure we can move at the same speed. I ask the Minister, in pulling together the next steps, about the possibility of using legislative consent motions and the powers afforded to us by the UK Parliament, to ensure that, in terms of timing, we help the other places to move together, so we can get to the education points. It is worth reflecting, as the right hon. Member for Alyn and Deeside (Mark Tami) said, on the availability of glue traps in some DIY shops and, in particular, online. The BVA gave evidence that they were available for about 99 pence, so they are clearly still both cheap and available. We need to do much more to ensure that my Welsh constituency sees the benefits of the Bill.
I was quite taken by the evidence, mentioned by my hon. Friend the Member for Wolverhampton North East and the right hon. Member for Alyn and Deeside, not just about Miles the cat, but the other 200 pieces of evidence from the RSPCA about hedgehogs, wild birds and the unintended consequences of traps. I am heartened that the Government, in their usual way, are looking at licensing as a way to allow their use where all other options have been exhausted. From the evidence, we can see that the aviation sector has a particular problem. While we remove glue traps from as much of the United Kingdom as possible and as quickly as possible, I very much welcome that there will be a licensing regime for the removal of pests where absolutely necessary.
From the licensing regime and the authorised inspector, I want to draw my remarks to a conclusion by returning to where I started: pulling the measures together at the same pace. On most Bills I speak to, especially when they say, “England only”, I look over my border constituency and think how great and wonderful it is to be supporting my English colleagues in progressing them. However, we must do more as the United Kingdom. I reinforce the point about legislative consent motions in the Welsh and Scottish Parliaments to bring these measures together at pace and at the same time, especially bearing in mind the complete consensus on this issue across the Government and Opposition Benches, and, I should imagine, all Parliaments of the United Kingdom.
I wish my hon. Friend well—I am entirely jealous that she is managing to effect legislation at a far quicker pace than I seem to have to date—and I wish the Minister well in pulling together the devolved Parliaments.
This is another Bill that will make it through the House this morning and on to the other place. It appears that Friday is the new Wednesday in this House when it comes to productivity and excitement.
I am grateful for the opportunity to speak from the Labour Benches in support of this Bill on Third Reading. I should say that it is good to see the Minister in her place. I feel as if I have seen more this week of her, her fellow Minister the hon. Member for Bury St Edmunds (Jo Churchill) and the hon. Member for North Devon (Selaine Saxby) than I have of my husband, my children and my cat. I suspect the same goes for the Minister, too.
I congratulate the hon. Member for Wolverhampton North East (Jane Stevenson) on raising this important issue and on the constructive way in which she has worked with colleagues on the Opposition Benches. I gently say to the hon. Members for Montgomeryshire (Craig Williams), for Wolverhampton South West (Stuart Anderson) and for Stockton South (Matt Vickers) that devolution is alive and well and working throughout the UK. The Senedd and the Scottish Parliament will work to achieve the same aims in their own way in their respective countries. I gently ask them to remember that when they talk about UK-wide legislation.
I am sure that the hon. Lady will have noted that I talked about legislative consent motions. I not only understand devolution and welcome devolution, but pay due reference and respect to devolution by asking for the Administrations’ consent. I gently push back and say to her that I was being quite pro-devolution.

That situation arose yesterday but has been brewing probably for the last fortnight. I have had regular discussions with some of my Cabinet colleagues on the matter, notably Lord Frost because of his position in the wider negotiations. I point out, however, as I said earlier, that 736 French vessels have been licensed to fish in our waters. We have behaved very reasonably on the issue throughout.
May I reassure the Secretary of State that Conservative Members have absolute confidence in Lord Frost? I welcome his reassurance that we have acted at all times within the TCA. Having met the Jersey Government and seen at first hand the GPS data, I echo their pleas for the French Government and the Commission to publish publicly anything that they disagree with. Given that France gave up sovereignty in this policy area to the European Commission, will the Secretary of State reassure us that the Commission will not support any breaking of the law or the TCA from France unilaterally?
My hon. Friend makes an important point. As France is an EU member state, it is for the European Commission to speak for France on such matters. That is why our first port of call in the discussions is the European Commission, which has the legal vires to represent France on fisheries matters. As we all know, the European Union takes its laws very seriously, so I hope that it will ensure that its member states abide by them.

It is a great pleasure to serve under your chairmanship, Ms McVey. I commend my hon. Friend the Member for Carshalton and Wallington (Elliot Colburn) for securing this important debate, and for the way he opened it. I know that the Minister, who has—as we all have—spoken on this subject over the months and years, will agree about the circular economy and with much of what we have said to date, and I look forward to her response.
Research done by WRAP Cymru in Wales found that 75% of the ‘ingredients’ for incinerators in Wales could have been recycled. We are missing a trick as we look at the development of incinerators, and I will touch on that in respect of my constituency of Montgomeryshire. Equally, turning to my Celtic cousins in the north, the Zero Waste Scotland review found that the only energy source with a comparable carbon intensity to energy from waste was coal. We know full well what has happened to coal power stations in this country. If incinerators follow them, I hope the Minister will promptly look at the waste-to-energy plans going forward.
In my constituency, there is a development for an incinerator and I pay tribute to Councillor Amanda Jenner, who is part of our Conservative team. I note the comments about the Liberal Democrat administrations and councillors across the country, and I share some of the fears outlined today about some of their actions.
Councillor Jenner is leading a campaign to ensure that there is proper consideration of any major planning applications during this pandemic. I note the concern of the community and the councillors right now that a planning application for such a substantial incinerator is being put forward. It is a difficult time to organise community meetings and get the proper planning representations in.
My chief concerns around incineration are that, while there is a role for it, there is new technology emerging that will deal with things that are non-recyclable at the moment. The landfill of the past was awful, and I speak on behalf of a massive rural constituency when I say that landfill is not something we enjoy. However, now we have taken a lot of organic matter out of landfill, there is a role for looking at the non-recyclables and a way to store them either in warehouses or in some new landfill of the future where that resource could be mined when the technology is available to recycle it. I welcome the Minister’s thoughts on looking at the current non-recyclables and a way of storing them for the short period while we invest in technologies to increase our recycling.
I pay tribute—to lend a non-political angle—to much of the Welsh Government’s work on the recycling targets. As a Welsh Member of Parliament, of course we work across the parties on this. The recycling targets are ambitious and are being met. Our local authority of Powys in Montgomeryshire is doing a terrific job, both for education and the facilitation of recyclables. It is a great shame when the community sees a planning application for a large incinerator in a very rural area that will require huge HGV movements from across the border in England and from a large area of Wales. Montgomeryshire is 840 square miles with 50,000 people. That does not lend itself to a huge industrial incinerator with waste transported on our struggling trunk roads.
The main thrust of my contribution to this excellent debate and what I am looking to the Front Bench for is to see what the Minister’s priorities are, looking forward, for both waste-to-energy and incineration more broadly with the investment in anaerobic digesters. I do push back a bit, because for my constituents in Montgomeryshire, anaerobic digesters are being brought forward by private investors—the agricultural community, especially poultry farmers. Anaerobic digesters are receiving a lot of private funding. The Government do not necessarily need to put a lot of money that way, but they do need to look at the regulatory framework and non-fiscal support. I know the Treasury will welcome anything right now that does not require a cheque book.
Anaerobic digesters are taking a lot of the organic waste out, so then we can look at the non-recyclables. That is not necessarily needing to burn them, but looking in the future to see how we can store and mine them as a resource. I know there is a time limit, so I will wind up but I reinforce my point that while incineration has had a role to date, I look forward to a way that we can wind it out of our circular economy over the decades.

Commons ChamberOn Friday, I visited the Wynnstay Group headquarters in Montgomeryshire, who supply supplies and services to agricultural communities across England and Wales. My constituency has cross-border farms, so I welcome the tone—especially of evolution, not overnight revolution —of the Secretary of State’s comments. Can I draw him on the funding? We welcome that commitment in Wales, but my farmers have long dealt with the modulation from pillar 1 to pillar 2 in Wales, which is 50%: the highest in the United Kingdom. While Opposition Members talk strong on agricultural funding, for the last decade they have been taking out of direct payments to my farmers. May I draw him on that support and welcome what he is doing in England more broadly?
My hon. Friend makes an important point. Indeed, the indications to date are that the Welsh Government will probably strike a similar approach to that which we are taking in England. It may be that Northern Ireland, because of its proximity to the Irish Republic and, indeed, Scotland, for other reasons, may decide to change things at a slower pace. But it is the case that Wales has, even in the last five years, transferred money from the pillar 1 basic payment scheme to the pillar 2 agri-environment schemes.

Commons ChamberIt gives me great pleasure to rise to speak in this debate. I commend my hon. Friend the Member for West Dorset (Chris Loder). I share multiple things with him, but two are particularly relevant to this debate: first, I have a Welsh springer spaniel and he has an English springer spaniel—I will not start my contribution with the question of which is better, although clearly I have a view—and secondly, as we have a pet, the Bill is very important to my family. I know that all my constituents in Montgomeryshire want the Bill passed at pace. I will therefore not speak for long, because I know that other Members wish to speak and there are other Bills to consider.
This issue has been going for a long time, so I commend the Bill. During that time, organisations such as the RSPCA, Battersea Dogs and Cats Home and Cats Protection have kept the issue alive and very much at the forefront of public policy, so I pay particular tribute to them. Earlier this week we were jousting with the Minister over the matter of pet theft. Although that is not covered in the Bill, I very much hope that once this is available to the courts it could help tackle the menace of animal fighting, which is a driver of pet theft. I cannot think of a sentence long enough for those who organise animal fighting and steal family pets from their homes.
I promised not to speak for long, so I will wrap up my remarks by commending the Bill at pace, commending my hon. Friend the Member for West Dorset and wishing the Minister a great response and a timescale for getting on with this important Bill.

It is a pleasure to serve under your chairmanship, Mr Robertson. I echo the compliments given by other Members to my hon. Friend the Member for Ipswich (Tom Hunt) on the way in which he opened the debate and the equally to the Petitions Committee for recommending these petitions for debate. They received over 100,000 signatures, which shows better than I can the strength of feeling about strengthening the law on the subject.
I pay tribute to Dr Allen and the campaign group, and to the Kennel Club and the Dogs Trust. I am sure it will not surprise hon. Members that a Dogs Trust survey found that 99% of respondents considered their pets to be a family member. I declare my interest, Mr Robertson. Winston, my Welsh springer spaniel—having springer spaniels seems to be a theme around the room today; clearly the Dogs Trust could do some research into parliamentarians and their springer spaniels—is, of course, a member of the family.
Monetary value goes to the root of the problem about sentencing. If anyone was to put a business case together for getting a pet, they probably would not get one. The kind of sentencing we are talking about cannot be treated simply in terms of monetary value, which moves most of these crimes to classes 3 and 4 straightaway. That is clearly sub-optimal for sentencing. If anyone should dare to take my dear Winston, our Welsh springer spaniel, I would want that to go immediately to category 1, as I value him personally way over £10,000. I do not know about other Members and their dogs. That is at the heart of the matter.
I look forward to the Minister’s reply to this important debate, but I know that the good constituents of Montgomeryshire think the law is currently suboptimal. It was a pleasure to email my constituents today and say that I was talking about pet theft, and to receive more emails about pet theft than about Brexit and covid-19 in a day. It was a great pleasure to read my inbox today. There is a huge strength of feeling that the law is simply not working for pet owners at the moment.
There is a huge feeling in Montgomeryshire and rural Wales that people are starting to fear for their pets. As Wales is locked down today by our wonderful Welsh Government, people are looking for comfort. People across Montgomeryshire and mid-Wales will be looking to their pets for comfort. The least I can do for Winston, my dear Welsh springer spaniel, and for my constituents and their pets is stand up today and implore the Minister and our Government, who I know are looking hard at this issue, to look specifically at the monetary value point, amend the Theft Act 1968 and at the very least create a specific offence of pet theft, to do our pets justice and give our constituents some heart that, if the unthinkable happens and their pets are dognapped or catnapped, there will be a sentence to match that offence. I implore the Minister to do something about it.

Commons ChamberI have to confess to the House, or to what is left of the House, that I secured this debate in what feels like a very different world. Although the restoration of the canal is, of course, hugely important, the covid-19 crisis has slightly changed the tone in which I will speak on it. I see the Minister is in her place. I very much look forward to hearing her thoughts on how we can restore the rest of the UK’s canal network.
This afternoon, I joined my constituents and interested parties over Zoom to talk about the Montgomery canal—it is very important that it is the Montgomery, not Montgomeryshire, canal, as I keep getting reminded—with Michael Haig from the Inland Waterways Association and Michael Limbrey, who heads the Montgomery restoration efforts. I can report to the House and the Minister that the efforts to restore Montgomery canal are alive and well, and going at great speed thanks to a recent national lottery heritage fund grant of up to £4 million, which is being spent as we speak, and thanks to the volunteers.
I know that my hon. Friends the Members for Lichfield (Michael Fabricant) and for Clwyd South (Simon Baynes) would have liked to have been present to intervene away, but sadly they cannot be. My hon. Friend the Member for Lichfield is the chair of the all-party parliamentary waterways group, and he particularly wants to refocus this effort as the House gets back fully. I warn the Minister that I see today’s debate as a prelude on this subject, as I am sure that there will be debates coming thick and fast.
Before I go on to the wider benefits to the canal network, I will touch directly on the Montgomery canal, and give a bit of its history. The Montgomery canal was built through an Act of Parliament in 1794, and by 1796 a lot of it was in operation, running from Llangollen to Newtown. Sadly, in 1944, after a breach, it was rendered inoperable. Luckily, most of the land around the canal was kept intact, and now the Canal and River Trust owns most of it, which has helped with the restoration.
The Prince of Wales gave tremendous support and enthusiasm at the start, through the Prince of Wales Committee and the Variety Club of Great Britain, and in 1969, through the hard work of 180 volunteers and nine gallons of beer, the efforts started in earnest to restore the canal. The restoration of Montgomery canal would be a huge benefit to my constituency, especially as we look to support the tourism sector as we come out of covid-19. Although the effort is there, it would benefit massively from the Minister’s personal attention. I hope very much to walk down a stretch of the canal as we return to normal in our political operations, and I know the trust would welcome that too.
Canals are incredibly important to tourism, benefiting our sector to the tune of £1 billion in England, supporting 30,000 jobs. Through this crisis, a lot of businesses are of course suffering, as well as a lot of charities. I welcome the Government’s support to date, and I welcome the work of the Canal and River Trust. I pay particular tribute to the work of its chief executive, Richard Parry, who is donating an element of his salary to the charitable appeal that it is organising to support the Canal and River Trust and businesses affected at this time. A support package is really needed, and I know my hon. Friend the Member for Lichfield has written not to the Minister in her place but to Treasury Ministers about that. I support the majority of the calls that have been made.
To return to the tourism impact, it is terrific to see developments happening right now down the canal, I think in anticipation of its eventual restoration. Montgomeryshire and rural parts of Wales suffer from a lack of scaled accommodation to host anything, but recent developments, such as new hotel provision, mean we can build at pace for the inevitable arrival of tourists after covid-19—not now. They are always welcome in Montgomeryshire, but at the moment we are closed for business. I ask them in due course to come and enjoy the canal network.
The canal touches lives, as we have seen throughout this crisis. Our towpaths and canal network give support to local residents, as I am sure they will in due course give support to constituents from across the UK. There are mental health benefits just from being able to walk those 35 miles. Huge provision is being made to increase the cycle network in this country, and the towpaths already cater for walkers, canal enthusiasts and cyclists. I hope that will generate more money into the sector. This is about providing a safe opportunity for people to enjoy the countryside and our canal networks, and I hope very much that the Minister and the Government will put more money into that.
Let us consider the environmental benefits alone. We have seen the creation of the special wildlife areas around the canal, as the volunteers and the trust have restored our canal locally in Montgomeryshire. Restorations across the UK have put in place two new reservoirs that would not otherwise exist at the moment. I could argue until the cows come home as to whether there is a huge negative effect of the restoration, but the mitigation goes above and beyond, and I pay tribute to those involved for that. I particularly wish to draw a response from the Minister on the environmental benefits both of the mitigations put in place and of the canal network of the UK.
Obviously, the restoration makes an economic contribution in terms of tourism, but the environmental benefits cannot be overstated. There are many projects along the Montgomery canal, and of particular fascination is the fact that there are 127 significant buildings, from the bridges to the warehouses of the canal age, that we seek to protect. The restoration is proving to be a way to build on that together. The Inland Waterways Association has helped to restore more than 500 miles of canals and rivers, and although there is much more to do, that local heritage on the Montgomery canal would be struggling without that work now. I am talking about many projects, such as the Schoolhouse bridge project, where we have recently been raising £300,000; we have secured local buy-in, but with Government support we could really deliver on a lot of these projects.
I have mentioned tourism and the environment, and I will start to draw my remarks to a close. I implore the Minister to consider that there are restoration projects in constituencies across the UK, and if we look at the gross value added effect of restoring canals, we see that there is a huge positive return to the Exchequer and the public purse. It is excellent value for money to invest in restoring our canal networks. I have alluded to the mental health benefits and the tourism effects, but if we work with the IWA and the Canal and River Trust, we can set out an excellent stall. The Government could invest in cycleways across the UK, not just in the cities and market towns, and could level up the canal network. People sometimes think that restoring the canals and turning the UK economy round on the basis of canals is a joke. I am not saying that it will completely restore the effects of the current crisis, but it will help. It will help draw together local businesses to build a plan for tourism and development. It will help drive domestic tourism, and it will have environmental benefits. I will leave that thought as a preamble to further debates on this subject, but I look forward to the Minister’s response.
