Commons ChamberA number of the issues that the hon. Gentleman raises are fundamentally locally. We work closely with Mayor Ben Houchen, who has done a remarkable amount of work for his part of the country. The reality is that the steel sector was placed in an area of uncertainty for some time. We were able to provide support for Tata, which has ensured that the steelworks continue at Port Talbot. We provided the largest grant ever made available to steel, and we are now in conversation with British Steel. That is what it means to have a long- term steel strategy to ensure that steelmaking continues here in the UK.

It is a pleasure to serve under your chairmanship, Mr Hosie. I congratulate my right hon. Friend the Member for South Northamptonshire (Andrea Leadsom) on securing this important debate. I am honoured to be responding to her first Back-Bench debate —I was hoping that it would be on far more compatible terms, but we will have to agree to disagree on a number of the issues under discussion.
The debate provides an opportunity to reinforce the importance of HS2 not only for its capacity or for shortening rail journeys, but for fundamentally boosting the economy and smashing the north-south divide. My right hon. Friend has been a strong advocate for her constituency regarding the impact of the line there. She has quietly and diligently worked behind the scenes to communicate her concerns to the Department for Transport. I value the opportunity to put this on the record for her constituents to see.
When the argument changed from speed to capacity, does the Minister agree that there were more options, which could have been considered, to deliver that more quickly and cheaply, and provide greater benefit to our constituents? We are trying to predict rail usage in the distant future, but we have seen huge technological advances since the project was announced in 2009.
The business case has not moved from speed to capacity. People hooked on to the speed aspect in the early days, because it was seen as a shiny new train, but capacity, job creation, skilling up and smashing the north-south divide were always important aspects. If hon. Members fixated on one point and now realise there are many more, that is for them to come to terms with.

Commons ChamberI know that my hon. Friend has been a great champion of his constituency and has been liaising closely with HS2 Ltd. The infrastructure maintenance base that is proposed near Austrey is expected to have a minimal impact on the village when operational, because of its proposed location between the HS2 main line and the village. The site was also chosen because it will involve only limited movements of earth during construction. We expect HS2 Ltd to work to refine the route, to reduce environmental impacts. Where impacts are inevitable, HS2 Ltd will design plans for mitigation. Those plans are still in development and will be reported in the formal environmental statement, which will be deposited alongside the phase 2b hybrid Bill. If my hon. Friend requires a meeting so that I can flesh this out, I am more than happy to do that.

Commons ChamberThe right hon. Lady makes a valid point. So often, we lament that parliamentarians do not deliver long-term projects and that we do not invest in our country or our skills base, but that is what HS2 is doing. I ask Members to desist from undermining one of the largest European infrastructure projects, which will transform our country, and to think about the extra benefits this will bring to the midlands and the north. We are continuing to work with the HS2 programme. That was in our manifesto and that of the Labour party, and it is important to note that every time the Bill has come to the Floor of the House it has gone through.

Commons ChamberI am afraid that the hon. Gentleman is mistaken and has not heard what the Secretary of State mentioned earlier. No money has yet exchanged hands and it is up to the company how it crews its ships. It is important to note that we are working with the Department for Business, Energy and Industrial Strategy to ensure that we can deliver the national minimum wage for our seafarers.
