We are investing record sums in the hospital capital upgrade programme across the country. I am very happy to make sure that we are making progress on the scheme that she mentioned and that she gets the detail of that. It is not just the 40 hospitals but the 90 upgrades around the country, and up to 300 community diagnostic centres and elective surgical hubs. This is a Government who are backing the NHS with the resources it needs.

Q14. The tragic death of more than 50 people over the weekend when their small boat broke up off the coast of Italy is a sad reminder of the total disregard for life of the illegal traffickers who facilitate these crossings to make their money. Will the Prime Minister set out what steps he is taking to bring an end to this barbaric trade, and will he reassure my constituents that stopping illegal immigration remains a key priority for this Government?

My hon. Friend is right that the tragic incident near Italy at the weekend demonstrates only too well how illegal crossings put lives at risk. That is why last year the Home Secretary and I last year announced five new measures to tackle the problem of small boat crossings, including the largest ever boats deal with France and a landmark deal with Albania. But we must do more, and as soon as the legislation is ready it will be brought to this House to ensure that if you arrive in this country illegally, you will not be able to stay. You will be swiftly detained and removed to your own country or a safe third-country alternative. That is the right and responsible way to tackle this problem.

Q8. I recently took part in the Pitching In campaign, which promotes grassroots sport and celebrates the volunteers who make it possible every week. Will the Prime Minister join me in thanking those volunteers for their incredible work? With top-flight football taking a bit of a break at the moment because of the World cup, will he also join me in reminding people that this is the perfect opportunity to go out and support their incredibly welcoming local non-league football teams, including Atherstone Town community football club, Bedworth United and Coleshill Town in my constituency?

I am happy to join my hon. Friend in praising all his local teams. He makes an excellent point that volunteers have a vital role to play in community sport and the delivery of major events. I join him in thanking them for everything that they do. Sport accounts for over half of volunteering in the UK, and every one volunteer generates the capacity for at least eight more people to participate in sport. I know that the whole House will join me in praising their efforts.

The right hon. Gentleman makes claims about minds being closed and asks about red lines. Why does he not come and talk about it? He talks about what people up and down this country are seeing. I will tell him what we have just seen this week: borrowing this year at its lowest level for 16 years; the International Monetary Fund saying we will grow faster than Germany, Italy and Japan this year; UN figures showing foreign direct investment in the UK up last year; the employment rate up; the number of people in work up; and wages up—and the biggest threat to all of that would be a Labour Government.

Q2. North Warwickshire and Bedworth voted overwhelmingly to leave the EU in 2016, and from the many conversations I have had with constituents since, I am in absolutely no doubt that if they were asked again, they would vote the same way. Does the Prime Minister agree therefore that there is no credibility in the argument for a second referendum and that our constituents want this Parliament to do what it promised and honour the referendum result, which, as Opposition Members seem to have forgotten, was to leave the EU?

My hon. Friend is absolutely right. Not just he, I and all Conservative Members, but all Labour Members stood on manifesto pledges to respect the result of the referendum and to leave the EU. I have set out several times my concern about returning to the British people in a second referendum. People sent a clear message. We asked them to make a choice, they made that choice, and we should deliver on it.

This Government know that supporting our manufacturing industry is vital for rebalancing the economy. Despite challenging global conditions, we have seen 12,000 new manufacturing jobs created by businesses in Wales since 2010, reversing the decline we saw under the previous Labour Government.

My hon. Friend is absolutely right about the strength of the economic recovery in north Wales. When I travel around Wales, I see that much of what is innovative and exciting is happening in north Wales. We are clear that the economy of north Wales is integrated in a single entity with the economy of north-west England, so there are lots of opportunities for small and medium-sized businesses on both sides of the border to benefit from the emerging northern powerhouse vision. I met the North Wales Business Council earlier this month and, like businesses across north Wales, it is calling out to be part of the northern powerhouse.

Does the Secretary of State agree that the success of the manufacturing industry in Wales, and across the rest of the UK, reflects a growing global demand for our products and is further evidence of the success of the Government’s ambitious Exporting is GREAT campaign?

My hon. Friend is absolutely right; there is enormous and growing global demand for high-quality products manufactured in Wales. The Government have set ourselves really ambitious targets for increasing the level of UK exports, and I am clear that I want to see Welsh business sharing in that export surge. That is why UK Trade & Investment’s Exporting is GREAT roadshow truck will be in Deeside in north Wales tomorrow, explaining to small businesses there what export opportunities there are around the world.

In all parts of the United Kingdom our welfare reforms are working, transforming the lives of those from the most disadvantaged backgrounds. The number of workless households in Wales continues to fall, with 12,000 fewer in the last year alone.

Does the Secretary of State agree that the Government’s welfare reforms are improving the life chances of children in Wales?

I absolutely agree with my hon. Friend. We on the Government Benches understand that work is the best route out of poverty. I am very pleased that in Wales the number of children growing up in a home where no parent works has halved, falling by 62,000 since 2010. I am clear that if we are to transform life chances, we have to go much deeper and address the root causes of worklessness, as my right hon. Friend the Prime Minister pointed out in his speech on Monday.

I know how important it is that we all work on behalf of Teesside, not least because of the difficulties there have been in Redcar. That is why we have the taskforce and why the additional resources are going in. I am very happy to look at the project the hon. Gentleman talks about. It may be best for him to meet the Energy and Climate Change Secretary, because we have to make important decisions about all these technologies in the run-up to the Paris conference and beyond.

Q12. In my constituency, manufacturing is thriving thanks to innovative small businesses such as Powerkut and Naysmith Group, which are creating high quality local jobs and apprenticeships in the engineering sector. Given the challenges that these types of companies face in finding traditional bank and funding support, what assurances can the Prime Minister give that this Conservative Government understand the importance of our innovators and will continue to provide initiatives, such as the annual investment fund, to ensure British businesses continue to lead the way?

We want to rebalance the British economy not just in terms of the devolution of power I have just talked about, but to see a thriving manufacturing sector. Manufacturers have told us that they want continued investment in the catapult centres, which do a good job of making sure that technology is taken up. They want strong support for the apprenticeship programme, and we have set a target of 3 million apprentices during this Parliament. They also want to make the annual investment allowance permanent, and it will be permanent at £200,000 throughout this Parliament so that manufacturing companies and others that want to make investments know they can do so in a way that will be profitable for them.
