Omaze has had a big impact on charity fundraising. Although it is raising money for extremely good causes, does the Secretary of State agree that when people buy tickets for fundraising they should have some idea of what proportion of the money they are spending is actually going to those charities? Should we not have more transparency in this area?

The hon. Gentleman raises an important point. He will be aware that we have looked at a range of issues in relation to gambling, lotteries and society lotteries. The prize draws are an area of work we are examining at the moment to get a better understanding of what the market is like. He rightly says that it is important that people are aware of how much of the money they are spending is going to charities, and we will continue to work in this area.

I know that my right hon. Friend is vice chair of the all-party parliamentary group on acquired brain injury and takes a keen interest in this area. I hope that the publication of the guidelines shows how seriously we are taking the issue. We want to ensure that the best possible information is available, and we will liaise constantly with the research groups that have been established, so that the guidelines will be updated if needs be.

I pay tribute to all those who have campaigned tirelessly on this issue, particularly my hon. Friend the Member for Rhondda (Sir Chris Bryant). In order for the guidelines to be embedded in grassroots sport, the issue needs to be taken seriously at elite level, as that has an enormous influence on what happens in grassroots sport. Will the Minister say whether he is satisfied with how the governing bodies of elite sports, such as rugby union, rugby league and football, are treating the issue? What are the Government doing to ensure that they take the guidelines on board?

Obviously, the guidelines are a baseline that we would expect all the national governing bodies to use, but then to go even further. Many of them have professional medical support, but they should still take the issue very seriously because, as the hon. Gentleman rightly points out, they are role models for many organisations. In my meetings with each of them, I will ensure that I keep raising that point.

Thank you, Mr Deputy Speaker—[Interruption.] I will pop round with a cup of tea later, Mr Speaker.

Over the years, many hundreds of thousands of children up and down the country have learned to swim in their local swimming pool, and the clubs that provide those facilities are quite often very grassroots and local. However, our local swimming baths are under threat. The energy they consume is enormous and they are extremely expensive to run. The £63 million announced in the Budget is welcome, but we have yet to see the detail of how that money will be rolled out. Can the Minister tell us when it will be rolled out and when we will know the criteria?

I thank the hon. Gentleman for raising this important issue. I have spent a lot of time listening to local organisations making the exact same points. That is why, as a Department, we lobbied the Treasury heavily to get that £63 million. That will not only help with the current issue of the costs swimming pools are facing, but address some of the long-term issues to make them more sustainable. We are working through the detail and will make an announcement in due course.

Football Governance White Paper

It is always hard to answer questions from my predecessors, but it is a privilege to do so. My hon. Friend is right to talk about the financial support needed by the whole pyramid. I can assure her that we have made sure the provisions of the White Paper and the powers of the new independent regulator will be there if there is no agreement, but I still believe that football can come up with a solution, and it needs to do so quickly.

I welcome the White Paper and pay tribute to the hon. Member for Chatham and Aylesford (Tracey Crouch), but I take issue with the paragraph that says:

“Both the Premier League and EFL are in agreement that a greater quantum of cash needs to flow through the pyramid”

That is absolutely not true. The position of the Premier League is that it should continue with the parachute payments, which is the impasse to our getting a fairer distribution of resources. Ministers can stand at the Dispatch Box and say they have pleaded with the two parties to come together to reach an agreement, but it will simply not happen because of the intransigence of the Premier League. We cannot wait for the independent regulator to go through all the processes set out in chapter 9 before coming to a decision about what side to come down on in that argument. We need urgent action, otherwise other clubs could disappear. What will the Government do to urgently address that issue?

If we had not published this White Paper, and if we did not have the intention to introduce an independent regulator, there would be no option for bringing the parties together to make sure a deal is secured. The regulator will look at the detail of the deal, and it will be able to consider issues such as the parachute payments. The independent regulator will have those powers.

Fan-led Review and Football White Paper

My hon. Friend is absolutely right to say that I cannot comment on a live investigation. However, the case that he highlights does not affect the reforms that we will introduce, which we know are needed in football. We want football authorities to take action where they can, and they have in this instance. I am sure that he will be reassured by the contents of the football governance White Paper that we will publish shortly.

The Government commissioned the fan-led review of football governance, and it was the Government who published it. They did not make it clear at the time that they intended to prevaricate and then announce further consultation through a White Paper. One wonders what it is the Government think they will find out from the White Paper that they have not already found out from the fan-led review. Will the Minister commit to implementing all 10 recommendations of the fan-led review, or is the White Paper going to unpick them?

I add my congratulations to my hon. Friend on her recent wedding and praise her for the work she has been doing in this area in support of her local football club, working closely with fans’ groups such as Action4Albion and Shareholders for Albion. We will set out our plans for reform in the White Paper, which will be published in the next few weeks and will include strong action on owners and directors to ensure that they are suitable custodians for clubs and to avoid harm to fans and local communities such as she has described.

Sustainable ownership in the long term can only be achieved if we sort out football finance. There are negotiations going on at the moment between the English Football League and the Premier League around the issue of parachute payments, which create a financial imbalance, particularly in the championship. There are 14 clubs in the premier league that will not move on the issue of parachute payments, because they are the most likely to fall into the championship. Are the Government going to act on that, or will it take a Labour Government to do it?

We have had extensive engagement with both the EFL and the Premier League, encouraging them to get on with the negotiations. Sometimes they have progressed and sometimes they have stalled, but I am pleased to say that they have been progressing somewhat more rapidly in recent weeks—I think the prospect of the coming White Paper may have encouraged that—and we hope they will come up with a solution that will bring financial stability to the whole of the pyramid.

There are nearly 200,000 fewer council housing properties today than there were in 2010. How have a Government who are committed to levelling up allowed that to happen?

Because we have given people the opportunity to become home owners for the first time in a generation. I am proud of the fact that we have done that, but my right hon. Friend and I are determined that we will do all we can with our £12 billion affordable homes programme to create more homes in constituencies such as that of the hon. Gentleman.
