        Constituents in Pilning are outraged that a stadium-sized warehouse is being built next to the village under a 1957 consent, which means that modern conditions are avoided. Another warehouse is planned that is twice the size. Will the Leader of the House enable a debate in Government time on tackling outdated interim development order consents that lack modern conditions?

        My hon. Friend and constituency neighbour is an excellent advocate for her constituency, and I thank her for raising this issue. As we have already heard, it is of concern not just to our constituents but to Members across the House. Councils and the police have powers to protect the public from misuse and harm, but it is up to this House to make the case as to whether those powers represent the full extent needed. I would ask my hon. Friend to apply for a debate so that those issues can be explored—perhaps in Backbench Business time.

        I want to send my congratulations to all those graduating from Forth Valley College, and I thank my hon. Friend for raising this matter. He is a great advocate for his constituency. This Government have delivered the biggest Budget settlement for the Scottish Government in the history of devolution, and he will know that education and skills policy is devolved. However, I hope that Ministers in the Scottish Government have heard his concern, and I hope they give as much attention and priority to the matter of colleges in their work as the Government here are determined to do.

        Last week, I visited Christ the King school in Thornbury for the great school lunch, which raises awareness of the benefits of healthy and nutritious school meals. There is real concern that the funding for both school lunches and breakfast clubs is not enough to cover the cost of providing them, putting pressure on school budgets, particularly in constituencies such as mine where schools are among the lowest funded in the country. Will the Leader of the House agree to raise this issue with the Chancellor ahead of the autumn Budget, to ensure that underfunded schools are not left behind?

        During recess, at an event to promote the new Avon and Somerset victim service, concerns were raised with me about the delay in publishing a new hate crime action plan for England and Wales to replace the one that expired in 2020. Will the Leader of the House tell us when a new plan will be published? If not, will she agree to raise that with the Minister for Policing and Crime Prevention as a matter of urgency?

        I think I am right in saying that it is my hon. Friend’s birthday today, so may I wish her a very happy birthday? She has taken the occasion to remind the whole House of the important role that football, grassroots football and grassroots sports can play in the wellbeing of all our communities. I support the efforts of Blaydon youth and community centre, and all those involved in the walking football session. I hope that they do many more in the future.

        On Monday, I spoke to a constituent who works at the Jessie May charity, which provides hospice-at-home care for children and young people in my constituency and beyond. It is currently fundraising to meet running costs of £300,000—costs that cannot in any way be helped by the capital funding for hospices announced by the Government. It is to be commended on having managed to raise more than £183,000 so far, but that is clearly not a sustainable way of providing such vital healthcare. Will the Leader of the House ask the relevant Minister to make a statement on how hospice care can be funded sustainably?

        I join the hon. Member in paying tribute to all those involved in the work of the Jessie May charity. As constituency MPs, we all know of the immense work that those who work in hospices do for us all and for society as a whole, as well as caring for those individuals at the end of life. She raises an important issue in that hospices have for too long relied on a great deal of their funding coming from fundraising and the charity sector. This Government are here to support hospices. The Secretary of State for Health and Social Care will be in the Chamber shortly to make a different statement, and I will ensure that he has heard the hon. Member’s question and is forthcoming with an answer.

        It was reported yesterday that two thirds of south Gloucestershire schools will be in the red next year, which will have a massive impact on our children’s learning. As I have said to Ministers, under the current school funding formula, south Gloucestershire schools are the second lowest funded in the country. Will the Leader of the House ask the Secretary of State to make a statement to the House on how she will fix this funding unfairness?

        I very strongly hear what my hon. Friend is saying. At these times, we always remember those affected by the Hillsborough disaster, particularly their plight ever since in fighting for justice and accountability. That is why this Government are committed to introducing a Hillsborough law, which will include a duty of candour. As I said in answer to a previous question, it is vital that we get that legislation right—that it is workable and watertight in legal terms, but also meets the expectations and needs of the families and all those affected. That is why we are working at pace and working closely with the families and their representatives, and we will bring forward that legislation at a time when we get it right.

        The Government’s decision to cut personal independence payments by changing the eligibility criteria is a double whammy for carers, who risk losing their carer’s allowance if the person they care for no longer qualifies for PIP. Given that it is Carers Week, will the Leader of the House raise this issue with the Secretary of State for Work and Pensions and make time for a debate so that we can discuss the far-reaching impact of these changes?

        This Government are absolutely committed to supporting carers, and we have already taken steps to do so. We recognise how worrying it is for people when we are discussing changes to PIP and what those would mean for passported benefits such as carer’s allowance. As the Green Paper sets out, we will be considering all of these issues in the round, including how we can support carers as part of this package.

        My constituent Olivia is fighting for Archie’s law—new legislation to improve the quality of care for critically ill infants and children—after tragically losing her baby boy Archie. I have raised the matter with the Secretary of State, but the responses so far have failed to specifically address Archie’s law, and I have waited for the latest since February. Will the Leader of the House raise the matter with the Health Secretary, and ensure that Archie’s law gets a fair hearing?

        My hon. Friend has raised this issue with me before, and he is a fantastic campaigner and advocate for the tram system coming to Leeds. I am sure his near neighbour, the Chancellor, has heard his question ahead of the spending review, and I am sure she also wants to see trams coming to Leeds. I know what a great benefit they have been for Manchester, and I hope Leeds gets them soon, too.

        Businesses in Thornbury and Yate are crying out for change on business rates, from the Play Shed, which has seen its relief cut from 75% to 40%, to the company told it would have to wait at least a year to get a revaluation after it subdivided some units. Will the Leader of the House ensure that the Government bring to this House a statement setting out how they will review business rates?

        Flooding is an increasing concern across the country. Only last month, I met agencies involved in tackling flooding on the railway at Old Sodbury, which impacts on the surrounding farmland and caused homes in Yate to be flooded during Storm Bert—yet the Government have made no funding commitment for flood protection beyond next April. Will the Leader of the House ask the Flooding Minister to bring to the House plans for longer-term flood protection funding?
