I am sorry, but I will make some progress.
Finally—this is really important—the Secretary of State pays lip service to nuclear, but we know that when Labour was last in power it did not start a single nuclear power plant in all its 14 years. All summer, there has been an eerie silence. On the capital raise for Sizewell C, which should be out by now—nothing. On the small modular reactor competition, which should be deciding its final projects now—nothing. We committed to a third large-scale nuclear power plant at Wylfa—again, nothing. We wrote to the Under-Secretary of State for Energy Security and Net Zero, the hon. Member for Rutherglen, but once again he has refused to confirm any detail or, with regard to Wylfa, whether those plans are even in place. Can the Secretary of State say whether the creation of GB Energy is slowing down those projects and causing the timetable of these programmes, which will provide clean, cheap energy, to slip?
That is a very fair question. I hope that the energy Minister, who I assume will wrap up the debate, will be able to provide some detail.
Far from being a super-nerd, the truth is that the Secretary of State is the ultimate career politician. He comes up with big titles and makes big promises to the public, but he has no idea how to deliver. My big fear—[Interruption.] He should listen, because it is an important point. My big fear is that he is losing focus on all the amazing technologies that will come online after 2030, whether it is fusion energy, the next generation of nuclear reactors or carbon capture. These are the innovative new technologies that will not just deal with the 1% of emissions in the UK but the 99% produced overseas. In Government, I focused a lot of my time on speeding up the development of those technologies. We launched the £1 billion green industries growth accelerator specifically to reduce any supply chain constraints, for example on cables. We provided almost £200 million to help the UK become the first commercial producer of advanced nuclear fuel outside Russia. We were making Britain one of the most exciting places in the world for fusion energy development, with £600 million of funding.
I thank the right hon. Member for giving way—finally. She is criticising the Government for the rushed target of decarbonising the grid by 2030. Can she enlighten the House on when the Conservative party would do it?
I will. This is a critical point, which I have made in recent weeks. The point about having longer to decarbonise is that it gives time to develop British supply chains. That is exactly what I was doing. The green industries growth accelerator and some of the other things that I have talked about gave us time to set up British companies. Those things cannot be done in five years. There is a need to get project finance, to hire workers and train them, and to get planning permission. There is a huge amount that needs to be done. The fact that the Secretary of State wants to rush the transition and make it happen at breakneck speed is risking British jobs and livelihoods, and making us dependent on Chinese supply chains.
The Secretary of State has promised many things with the Bill, but he simply cannot set out any detail about the things that he wants to deliver. It would be a blank cheque for £8 billion of taxpayers’ money, with no plan, no evidence, and no numbers for the bill savings or profits that he has been promising the British public. That is why we cannot support the Bill as it stands.

Commons ChamberThe most important thing that we can do to turbocharge that is get the grid working and look at both transition and distribution, which is exactly what we are planning to do in our responses to the Winser report. I would say to anyone who wants to buy an electric vehicle that if that works for them they will be able to do it, and nothing in our plans will change that.
The cheapest energy is the energy that we do not use. It is unforgivable that the Government have cancelled the obligation for landlords to upgrade homes to an EPC grade C rating by 2028 at the latest. A comprehensive home insulation scheme would reduce bills and carbon emissions this winter. I am going to make a proposal that might sound quite attractive to Conservative ears, because it is about incentivising and tax breaks. Will the Secretary of State consider allowing landlords to offset spending on insulation against their income tax bills? That would benefit tenants by enabling them to live in warm and comfortable homes.
I set out earlier the amount that we are spending on insulation: £6 billion in this Parliament, with a further £6 billion to 2028 and an additional £5 billion through the energy company obligation and the great British insulation scheme. The real-world reason for why we did not pursue that policy is that it could have cost property owners up to £15,000, and we did not want to put further pressure on rents at a time when families are really struggling. With regard to the hon. Lady’s policy on income tax relief, I suggest that is not necessarily the best response, because a lot of landlords are pensioners and will not necessarily pay income tax. However, we will continue to look at everything we can do to ensure that insulation is properly delivered.

Commons ChamberMy right hon. Friend has consistently and passionately campaigned for the maintained nursery school sector. I agree that it is doing an excellent job, not only in supporting some of the most disadvantaged children, but in sharing expertise and knowledge with other providers.
Sadly, Midford Road Nursery in my constituency was forced to close its doors. Staff shortages were the major reason. Many nurseries in Bath face similar problems, and parents struggle to find alternatives. What advice would the Minister give to parents in Bath who are struggling to find a nursery?
We have increased the funding set out for early years by about half a billion pounds since 2020-21. I agree that workforce is an issue; we are looking at recruitment and retention very carefully and will be setting out proposals as and when we can.

Commons ChamberI congratulate my right hon. Friend the Member for Basingstoke (Mrs Miller) on initiating this important debate. As ever, it is a pleasure to follow the hon. Member for Canterbury (Rosie Duffield) and the many hon. Members who have spoken so movingly about the women in Ukraine and women facing the most severe violence in this country.
In the spirit of this year’s theme “Break the Bias”, I want to focus my remarks on girls and women in science, maths and tech careers. I want to start by telling two stories. Born in 1815, Ada Lovelace was the child of poet Lord Byron and mathematician Lady Byron, and had a passion for mathematics from an early age. Despite childhood illness, Ada let nothing hold her back. Aged 12, she decided she wanted to fly. She examined the anatomy of birds and explored the best materials to create herself a set of wings. As a teenager—at just 18—she was working with mathematician Charles Babbage on one of the very first computers, almost 200 years ago. Despite later marrying and becoming a countess, Ada did not give up her passion for a life of leisure, and her work on the analytical engine means that she is widely recognised as one of the world’s first computer programmers.
Half a century after Ada was born, Agnes Pockels was born in Germany. She could not study at university like her brother because women were not allowed to at the time, and she had sick parents at home and therefore a lot of caring responsibilities. Stuck at home carrying out all the household chores, which I am sure we will all recognise, Agnes noticed soap building on the surface of her washing water. Aged 18, she began conducting experiments at home to understand more, and although she was locked out of accessing scientific literature, this did not stop Agnes. In 1891 she published her first scientific paper “Surface Tension” and she is now recognised as a pioneer in the field of surface science.
If we ask ourselves why we are here today, it is because women have historically been disenfranchised, disempowered and devoiced.
The hon. Lady is bringing to our attention a very interesting woman who made a lot of scientific progress. Does she know about Caroline Herschel? Together with her brother, she was an astronomer. She did more work than him, but her work was not recognised. Does she agree that we need to sing the praises of women from the past as much as possible?
I agree. There are so many we could mention today—including Rosalind Franklin—whose work was not properly recognised at the time and whom we should recognise now.
Women have been shut out of the room where decisions are made and locked out of the jobs with the highest returns. I am glad that today we can celebrate much progress since the time of Ada and Agnes, but the fact is that women are still playing catch-up after centuries and centuries of inequality. PhD computer and data scientists are powering the economy, creating new billion-dollar companies in life sciences, artificial intelligence, fintech, health tech and beyond. Jeff Bezos, Elon Musk and Mark Zuckerberg—three of the richest people on the planet—were all STEM students and they now lead companies that are shaping the world around us, with arguably more power and certainly more wealth than our political leaders. In the years ahead the new Wall Street is going to be a wet lab.
We know that STEM subjects are some of the highest value added courses for future earnings. We also know that demand is surging for people to fill new high-quality tech and data science jobs. This field is now where the decisions are being taken and where the high-return jobs are being created. I want women to get their fair slice of the economic pie so that we are not playing catch- up in the decades to come.
Since 2010, under successive Conservative Governments, the number of women accepted on full-time STEM undergraduate courses in the UK has increased by almost 50%, but women still remain deeply under-represented in STEM subjects. Girls are only half as likely as boys to say that their strongest subject is science or maths, despite the fact that we know that they now regularly outperform boys in these subjects. A Girlguiding survey last year showed that over half of 11 to 21-year-old girls and women said that they felt that STEM subjects were more for the boys. Only 14.5% of engineers are women, and only 13% of STEM workers at management level are women. This is bias at work, and for the future of equality in this country we need to break it. There could not be a better time.
The success of the covid vaccine roll-out is an inspiration to so many young women in this country, who want to be the next Kate Bingham, Professor Sarah Gilbert or Dr Emily Lawson—or perhaps the next Ada Lovelace or Agnes Pockels. Luckily, today we live in an open society where women can access the world of academia, science and enterprise. However, we are still fighting centuries of bias. That is why I am delighted to be working with our fantastic Children’s Commissioner Dame Rachel de Souza to encourage more women into advanced mathematical courses in particular. We will be hosting a roundtable later this month, so if any fellow Members are interested, please do get in touch. It is of the utmost importance to ensure that in the centuries ahead women are not playing catch-up once again.
