I am grateful to the right hon. Lady, who always speaks her mind, and I respect that. I know, however, that she will accept that that was a case of the right hon. Lady wanting to tell me and the House what she thought, rather than having any particular interest in me telling her what I think. But I will tell her what I think. What I think is that we do not work in this place on the basis of what people may or may not say to each other in private; we work on the basis of the decisions that are made by the House, and the House has made a decision in a perfectly orderly way. She has registered her objection to it, and we will have to leave it there. I hope—I sense that there is an appetite for this—we can now proceed with the business statement.

On a point of order, Mr Speaker. For three and a half years, the Liberal Democrats have campaigned for the people of this country to have the final say. We would have preferred that to be in the form of a people’s vote, and we would now have preferred the general election to be on 9 December. But, Parliament having decided, we are ready to take this issue back and give people the chance to say whether Brexit is something they want to stop. [Interruption.]

Further to the points already raised by other hon. Members, there are 6,500 women in Edinburgh West who were born in the 1950s and who have been affected by last week’s Court judgment. Can the Secretary of State assure me that, in the meeting that she has agreed to with the chairs of the APPG, there will be a meaningful attempt to address the poverty that these women face and not just sweep it under the carpet like an inconvenient problem?

Low emission zones are vital to decarbonising our cities. My constituency of Edinburgh West has two of the worst polluted roads in Scotland. At the moment, the city is consulting on a low emission zone, but it can work effectively only if all road transport, not just commercial, is decarbonised and moved out of the city altogether—not just moved from one area to another. Will the Minister commit to what we have already heard, which is that we need to decarbonise to clean up our cities—and we need to do it quicker than 2040?

Can we be reassured by the Attorney General that if we approve the motion to the satisfaction of the European Union, whatever we do in this House will become irrelevant because the European Union would regard us as having approved a motion that we have not in fact approved using our own purposes?

Let me join in the congratulations to Megan Williams, the senior parliamentary assistant to the hon. Member for Solihull (Julian Knight). I am aware, courtesy of a letter from her to me dated yesterday, of the inaugural event, which I am advised will take place from 11 am onwards. I gather that as a result of co-operation with the England and Wales Cricket Board, they will be joined by Lydia Greenway, a top England women’s cricketer—lending real weight and ballast to this very welcome initiative. I think Megan deserves huge plaudits from across this House.

Thanks to Sky Sports, the women’s Six Nations has received much wider coverage since 2017 than ever before. However, Sky Sports is a subscription channel. Can the Minister tell us whether the conversations he has mentioned extend to conversations with the rugby unions of the home nations and free-to-view channels about getting this competition on a free-to-view channel before the next International Women’s Day?

We have heard that this incident has caused a great deal of disruption for the judicial system, and the Minister has apologised to staff, but will she also take into account the very many individuals who are awaiting court sentencing and appearances? They have undergone unbelievable stress and gone through a great deal of personal sacrifice and disruption because of this incident, so will she apologise to them and ensure that future investment in the Ministry of Justice ensures that this does not happen again?

I thank the Secretary of State for her answer. I welcome reports that she is considering scaling back the roll-out of the migration to universal credit for those on legacy benefits while problems with the system are identified and resolved. However, we have seen from the WASPI—Women Against State Pension Inequality—scandal that a letter from the Department is often not enough to stop even those who are not vulnerable from falling through the cracks. Why has the Secretary of State rejected the recommendation from her own social security advisory committee that legacy benefits claimants should be transferred to universal credit automatically? As a minimum, will she guarantee that nobody has their legacy benefits stopped without an application?

I declare an interest: I write a weekly unpaid column for The Scotsman, which despite its troubles is possibly still the proudest title among daily newspapers in Scotland. Along with its sister the Edinburgh Evening News, it is one of the titles affected by the changes. I have had communications over the weekend from executives of the former company and from the new owners, and from former colleagues, now constituents, who are concerned about exactly the issue that has been raised today. They fear that they stand to lose tens of thousands of pounds from their pensions now that they have left the company, because under PPF rules they could lose 10%. I appreciate the Secretary of State’s possible quasi-judicial position, but can he assure the House that he will bear in mind the position of both the staff and former staff of the titles affected?

I think that this matter is best continued, if discussion on it is required, outside the Chamber. I have made my position clear on the subject of the statement being made today. I say this to the Secretary of State, who is not responsible for scheduling: there will be people who feel very unhappy that on a day when we have an Opposition day debate on Grenfell, which is heavily subscribed, a very substantial amount of time has been taken up, inevitably, by this statement. People will be very unhappy about that. I say to Members on the Treasury Bench that they ought to think about these matters extremely carefully from now on, because my priority is to defend the rights of the House of Commons, and I will do that against all comers. I have never been worried about the verdict of the Executive, and I am not going to start now.

On a point of order, Mr Speaker. The Secretary of State has again said that he provided copies of the statement. The Liberal Democrats asked for a briefing with him so that we could have some understanding of the statement that was going to be made, but this was refused. I gleaned my information from a reporter on the way into the Chamber, when they said to me, “You’ll be talking about trains today.”

The number of homes delivered for social rent has fallen by more than 85% since 2010. Just 5,380 are expected to have been completed in 2016-17, compared with nearly 40,000 in 2010-11. The Budget contains virtually no support for the building of new social housing, and only £6 billion of new money for housing altogether. Is that not a far cry from the £50 billion that was called for by the Secretary of State himself, and does it not mean that the number of houses will fall far short of the number that we need?

We are grateful to the right hon. Gentleman for that. So far as the matter of urgent questions is concerned, if memory serves me correctly, during my tenure to date I have chosen no fewer than 369. I am therefore certainly not averse to selecting urgent questions and there is plenty of scope for them, but the hon. Member for Denton and Reddish (Andrew Gwynne) is a seasoned enough contributor to our proceedings to know that we are not supposed to mention them on the Floor of the House—or at least a Member thinking of submitting such is not supposed to—and I am certainly not going to pre-announce them. I think there is a lot to be said for the worldly wisdom of the late Lord Whitelaw, who famously observed, “On the whole, I prefer to cross bridges only when I come to them.”

On a point of order, Mr Speaker. As a new Member, I wonder whether the Chair can advise on the most effective way of raising the worrying news from my constituency today that the Royal Bank of Scotland has announced more than 400 job losses, to ascertain the potentially serious economic implications and whether this is in any way connected to the uncertainties surrounding Brexit.

The hon. Lady is undoubtedly a new Member, but she is clearly not a novice in finding very public opportunities to air her concerns on behalf of her constituents. The short answer is that she has of course already aired that concern through the device—or ruse in this case—of a perhaps slightly bogus point of order. However, my advice to her is that she should seek to question Ministers either orally at the appropriate time—there are many such opportunities, on which her colleagues can advise her—or through written questions. If, however, she wishes to dilate on the matter more fully and to hear a Minister do so in response, the mechanism available to her is an Adjournment debate. She should wend her way to the Table Office, where she will find highly qualified and very conscientious staff, who are only too happy to advise her. I just have a sense that we are going to hear further from the hon. Lady on this matter, and probably before very long.
