T1. If he will make a statement on his departmental responsibilities.

The Cabinet Office continues to play a central co-ordinating role in protecting our national and economic security. Last week, we published the response to the call for evidence on the National Security and Investment Act 2021, and I set out the steps we will take to fine-tune that system, including honing our approach to export controls, outward investment and providing more support to business.

Later, I will be convening a round table of university vice-chancellors to brief them on the security risks in research and academia, and to discuss how we address those. All of that complements our plans for a generational £75 billion uplift in defence spending, including a new national defence and resilience plan, setting out a cross-Government approach to security, preparedness and resilience as a nation.

It is often claimed by critics that the continual stream of ineffective and incompetent legislation we see from Holyrood is evidence of the need for a second, democratically elected Chamber to scrutinise properly. We have such an effective Chamber here and this week we have seen how important it can be in legislation. Would that Chamber’s position not have been strengthened by being a democratically elected second revising Chamber? Does the Secretary of State agree that the time has come when we need to look again at how we reform the House of Lords to make it more relevant to the 21st century and more democratic?

I am afraid that I completely disagree with the hon. Lady about having an elected second Chamber. This is the democratic Chamber for our nation. It is the principal voice of the nation. We do not need a second Chamber in conflict with this one, further burdening and complexing legislative processes.

My hon. Friend raises a very important point. First, I pay tribute to the National Cyber Security Centre, which helps councils up and down the country deal with these cyber-attacks when they hit. I am discussing insurance with my right hon. Friend the Security Minister, and we are keeping an open mind. There are arguments for and against it, not least that we do not want to create incentives whereby local authorities and others will not undertake the necessary measures, but there may well be a case for doing so and we are continuing to explore that.

I welcome, as others have, the recognition that resilience will be crucial if we are to withstand another pandemic or major incident, and that the one thing we have learned is the danger of complacency. However, my constituents in Edinburgh West also want to know what is being done to improve our resilience to those events that hit us every year, such as flooding, heavy snowfalls and storms. Will that be a high priority for this resilience group?

The short answer to that is yes. That is why, for example, we have for the first time introduced cold weather warnings, working with the Met Office, which we have not done before. I have already outlined to the House the unprecedented level of funding we are putting into flood risk prevention. Indeed, when we look at the risks that may face us, the most common risk is likely to be related to severe weather in this country, and it is a big focus for the Government’s efforts.

Ministers raised the general principle of China’s national security law, its application to Hong Kong and the suppression of liberties in Hong Kong in very robust terms with their Chinese opposite numbers, and will raise individual cases. I am happy to pass that on to the Foreign Secretary, if the right hon. Member has not done so already, to make sure that those individual cases are raised.

These allegations are concerning, but sadly they are not the first of their type. We have heard about the sanctions against MPs and the activity at the Manchester consulate. I have been ticked off more than once by the consulate in my own constituency because I said things it did not like, and I have been filmed by a drone speaking at a Chinese rally in the city. In July, the Intelligence and Security Committee said there was a lack of clear strategy from the Government. Does the Deputy Prime Minister accept that that might be responsible for these repeated attempts, and is it not time that the Government had that clear strategy?

First, the integrated review refresh was very clear about the approach we take in respect of China. We are clear that it represents the No. 1 state- based thread to our economic security. It also represents a range of other threats and a systemic challenge to our interests and our values. Ministers have raised Chinese interference with democratic processes, and any interference with the conduct of Members of Parliament is totally unacceptable and we will not hesitate in raising it.

I know what a strong champion my hon. Friend is for the National Cyber Force in Samlesbury. Thanks to the efforts of her and others, 6,000 jobs were created just last year and more than 52,000 people are now employed in cyber-security. Crucially, more than half of them are outside London and the south-east.

T3. Further to the comments on the Home Secretary, we have learned today from reports in the media that she was the subject of an inquiry by the Cabinet Office security group and MI5 in January into security leaks. Given what we have heard about the circumstances of her resignation, this would surely be the time to reopen that inquiry, both to give the security services confidence in her and, actually, for the Home Secretary’s sake.

The hon. Lady, as a former colleague of mine in Downing Street during the coalition days, will remember that we do not ever comment on issues in relation to the security services. However, in all leak inquiries, as she may recall, everyone is interviewed, so I would not read too much into some of those reports.

What steps he plans to take in response to the pilots held in Liverpool and London in May 2021 as part of the events research programme.

My top priority has been getting back to the things that we love. We have now moved to step 3, but I know that it is essential that we return to events without social distancing at step 4. That is why we have undertaken the events research pilot programme. Pilots including sporting events at Wembley, the Brits and music events in Liverpool have been building up a picture of how the virus spreads in different settings, and we have been looking at a range of factors, including ventilation, testing protocols and people’s behaviour.

The successful and safe reopening of events is, of course, vital to individuals and the economy generally, but particularly in my constituency of Edinburgh West. We have already lost the impact of Edinburgh International Festival each year, but also specifically the Royal Highland Show, which contributes £65 million to the economy, and more than a year of international rugby events at Murrayfield. With the measures that the Secretary of State has outlined, I hope that we will soon be able to host these events again, but will he assure me that the impact of these trials and the lessons learned will be shared with the Scottish Government to ensure that they can also take them forward?

Yes, I am very happy to give the hon. Lady that assurance. This programme has been world-leading. I do not think that any other country in the world has done quite such extensive piloting of events, and the outcomes of the pilots are helping to shape the sort of guidance that we will impose at stage 4 of the road map.

Her Majesty the Queen’s Platinum Jubilee

I am a fellow Hertfordshire MP, and of course, Her Majesty the Queen has close links to Hertfordshire, since that is where the Queen Mother grew up. My hon. Friend is right to highlight the role of the Commonwealth. The links we have to Commonwealth nations are one of the great strengths of our nation, and no one has done more to promote the Commonwealth than Her Majesty the Queen.

The Secretary of State mentioned the Queen’s astonishing unifying effect, which we saw most recently in her address to the nation during the first covid lockdown. As one of the many millions of Scots who the Secretary of State rightly said will be celebrating the Queen’s platinum jubilee, will he assure me that the Queen’s ability to unify the four nations of the United Kingdom will be reflected, and will he encourage the Scottish Government to reflect that in whatever jubilee celebrations take place, including in my city of Edinburgh?

I am quite sure that the city of Edinburgh, which is home to a royal residence, will play a central role in the celebrations in 2022. Of course, in celebrating the platinum jubilee, we will celebrate the remarkable Union of our four nations—possibly the most successful union of nations in modern history.

My hon. Friend is absolutely right to highlight the importance of supporting the whole of the United Kingdom. Culture is an important part of levelling up. I saw that at, for example, Walsall art gallery, which is a fantastic institution. Levelling up will be central to any proposal that we bring forward to support the sector.

At this time of year, my constituency is normally preparing for the Royal Highland show, which brings £65 million to the economy. We then have the Edinburgh festival in August, and there is also Edinburgh zoo. We have already lost the six nations championship. Communities like mine depend on the cultural and sporting events throughout the year which we have lost. Many workers are on short-term contracts and self-employed. Will the Government look at a way of supporting those communities post-covid-19 and how to re-establish those fundamentally important cultural events?

I have great affection for the Edinburgh Festival. I took a show up there myself in my younger years. We provide an awful lot of support, for example, to the self-employed. The No.1 thing that we can do, though, is to get these activities back up and running again, because every time I speak to artists and others the thing that they want to do is to start performing again. As they start performing, we will look at how we can support them transitioning through this period of social distancing.
