We are working with relevant advisers and Departments to scope the Bill, and the measures that need to be brought forward for that to be effective. The legislation raises a number of constitutional questions, which have taken some time for the Government to consider. The last time peerages were removed, I think, was in the 1600s, so it is not something that has been done recently. We must ensure that the scope and drafting of the Bill is done in a way that means it will be effective when it is brought forward to the House.

This is the second statement or urgent question in a row that we have had about ethics, and where the tentacles of various organisations or individuals go within Government. Does the Minister accept that we need a statutory inquiry that looks closely at the links and interference of outside bodies in Government, and in the operation of government?

[Darren Jones]

I have already committed on behalf of the Government that we will review the current regime and rules in relation to transparency on lobbying, and changes have been made recently in relation to the register and people’s declared interests. My sense is that we could go further, and as I said in my statement, I will come back to the House in due course to update Members on how we will be able to take those reforms forward together.

I am a former journalist and member of the NUJ, and I cannot sufficiently express my anger at hearing that a member of my former profession was investigated in this way in an attempt to intimidate them. The Chief Secretary to the Prime Minister has made great play of the fact that it was not the Government but Labour Together that investigated them, but in the mind of the public the two are now linked. Do the Government not need to take urgent action to distance themselves from this organisation, cut off links and make sure that there is some transparency about what exactly went on?

As I have said, in relation to anything that the Government are responsible for, we of course uphold the principles that the hon. Member speaks passionately about, and which we in the Government agree with wholeheartedly. If there are changes that need to be made in Government, we stand ready to do so. As I say, the Government are unable to take steps to investigate private organisations directly, unless there is a legal basis to do so. Therefore, it is for the independent organisation to conduct its own investigations.

US Department of Justice Release of Files

The information that became available over the preceding few days from the US Department of Justice is new information to the Government.

I echo the remarks made in the House this evening that it might be time for criminal proceedings to take place. When the Government have made such a totem of tackling violence against women and girls, it is important that they are seen to stand up for women and girls on this matter, and to encourage everyone mentioned in the files to co-operate with the American authorities and give any information they have to their inquiries.

I agree wholeheartedly with the hon. Lady, and the Government have called for anybody with information to do just that.

I congratulate my hon. Friend on working so positively with the Mayor of West Yorkshire to secure this historic amount of investment in her community. She asked specifically if there will be new bus stations as part of the announcement. I understand from Tracy Brabin that there will be new bus stations at Bradford and Wakefield, as well as building out the West Yorkshire mass transit system. I understand from the numbers that there is still some more to spend, and I am sure that my hon. Friend will be in touch with the mayor about that in due course.

I am disappointed that there are no SNP Members in the Chamber—[Interruption.] Nobody is here from the Scottish National party. I have to take issue with the Chief Secretary, because economic growth in any part of the United Kingdom affects not just England but all of the United Kingdom. I am sure that if SNP Members were here, their constituents, like mine in Edinburgh West, would want to know what consequential implications he anticipates for Scotland. Specifically, will there be Barnett consequentials from this investment?

The hon. Member is encouraging me to get ahead of the statement and answer questions about next week’s spending review. All I can say for now is that the Labour Government are investing in every nation and region of the country. We are delivering on the promise of change in Scotland, where we know we need a new direction. She rightly alludes to the absence of SNP Members in the House—and, might I say, the absence of SNP leadership in Holyrood? At the election next year, we will have an example to show how two Labour Governments can deliver real change for people in Scotland, which will be underpinned by the significant investment we will announce next week in the spending review.

Today we have announced that the Office for Investment, which partners with foreign direct investment into the UK, will be given a line of sight to opportunities across the country, and not just to the large project that the Government are interested in on a particular day. Working with mayors in our combined authorities will be a great way to bring together a prospectus of investable propositions for investors across the country. Let me reassure my hon. Friend that the blockers to delivery are not permanent, because we voted them out at the last election.

I am sure that the Chief Secretary will correct me if I am wrong, but the only three words about Scotland in his statement are “Glasgow city region”. They are welcome, but does he appreciate that while the Scottish Government may have received its biggest settlement, every UK Government statement that has come out of this place since the general election has undermined support in Scotland for this Government? In my city of Edinburgh, we are concerned that every statement on investment in AI and research leaves us out. Down the line, expansion at Heathrow will mean more air traffic over our city, and there is no emissions management plan in place. Will the Chief Secretary reassure my constituents that there is something in this for Edinburgh?

I am not sure I agree with the premise of the question. We do not seek to undermine Scotland, but to enable it, as an important part of the United Kingdom. That is why we have put significant money into the Scottish Government, why GB Energy will be based in Scotland, and why exciting plans on energy infrastructure have already been announced. I am sure there will be more to come, not least for Edinburgh, given its expertise in the technology space, which we are very aware of. I encourage the hon. Lady not to be so gloomy. We are here to support Scotland as much as England, Wales and Northern Ireland.
