I was referring to the importance of Men’s Sheds, and the hon. Member for Glenrothes (Peter Grant) had just intervened on me. It is so important to have that cup of tea, chat and social engagement. Men’s Sheds are springing up all over my constituency, as I mentioned earlier, and the rationale is clear: let men come together and learn to talk freely, to express themselves and to help each other.
While we are talking about loneliness, there is a stigma around mental health issues, especially for men, which can lead to suicide. While we support the important work of Men’s Sheds, there are also fantastic organisations like Andy’s Man Club rocking up all over the country. Anything we can do to help prevent that stigma, we should be doing.
It is wonderful when we all hear in these debates about the organisations, individuals and volunteers who reach out to try to make people’s lives better. It is not just Men’s Sheds either. Another wonderful project that has sprung up in my constituency of Strangford is the Ards Community Network, where the wonderful Cathy Polley has secured funding for projects aimed at women who need support from others. I mentioned the Men’s Sheds; I also want to mention the good things that have come from the women’s projects. The team there provide yoga classes and mummy-daughter evenings in which women from all areas of the community can come together and learn new skills, or just have a chat with a cup of tea and a Fox’s biscuit—or maybe another biscuit—and relax. Again, it is so encouraging and helpful that so many women of different ages who may not have naturally met are now meeting and bonding. That is what it is all about: reaching out and doing more. The wonderful work in communities is only achieved with funding. In these days of austerity, community groups that put on funded events connect those who need it most—those who are struggling financially, who cannot meet their friends for a dinner out or take their children to the cinema, or who feel constrained.
The hon. Member for Batley and Spen made an important point about what families do: sometimes when you haven’t got the money, you sit in the house, you do not bring your friends round and you cannot go to anybody else’s house. Those are real problems. I am pleased that in my constituency of Strangford we see the Men’s Sheds and the women’s groups thriving. The young farmers’ club, which I spoke about earlier, reaches out in the countryside. We have more suicides among men in rural communities in Northern Ireland than anywhere else in the United Kingdom. That tells me of the pressures of isolation and loneliness. Like others, there are times when on a nice day it is just me and the dog. It gives me a chance to think and to switch off. But for other people, that loneliness is all day and it becomes a real problem.
The debate underlines the message to the Minister: no one has to feel alone. We can help, and that help starts with the funding initiatives and volunteer initiatives that allow young farmers’ clubs or local community groups to speak to and reach into people’s lives. We are blessed to be the Members of Parliament for our constituencies. We have our ears close to the ground, we hear what people are saying, and we are pleased to recognise all those who do good work, reach out and help people. What a great day it is whenever we as MPs are able to make lives better—that is what it is really all about.

It is a real pleasure to speak in this debate and to follow the hon. Member for Slough (Mr Dhesi), and indeed other Members who have spoken. I feel strongly about this issue, which I have spoken about before. There is nobody in Westminster Hall who does not have deep respect for the Minister, because he always tries to respond to our queries. This issue strikes at the core of employment, so I am keen to hear what he can say to reassure us on some of the things I will speak about.
This is a topical issue that causes many employees across the UK immense stress. There was widespread use of the fire and rehire tactic during the covid pandemic, as there was a need to alter working ways to adapt to the situation. Many employers have used the strategy to their success, but a majority see it as highly ineffective and unfair. In his significant contribution, the hon. Member for Slough mentioned P&O Ferries. When the P&O workers were fired, the agency staff that came in did not address health and safety issues. That is not to be disrespectful to the agency staff, but there are certain standards that must be met, and they were not met. The hon. Member for Bury South (Christian Wakeford) is absolutely right that it was despicable to come on to the ferry in Larne and lead people off, some of them in handcuffs. That really angered me. I could not believe that any company anywhere could resort to such tactics.
It got worse. Even after some staff were trained in health and safety issues, what happened in the Irish sea? The engines of the ferry from Larne to Stranraer went off, and it floated in the middle of one of the busiest sea lanes around Britain for more than two hours until the staff could get the engine restarted. That is another example of the potential safety impact of fire and rehire tactics.
I want to put on the record how strongly I feel for those who lost their jobs. The Minister knows all about this, because I brought it up in a question on the day that it happened, as the news broke that Thursday. He answered my question very helpfully and said that he was trying to address the issue, and I think he has shown a willingness to do so. It is important to note that this process is not unlawful, as the hon. Member for Glasgow East (David Linden) said, but it does involve dismissals. Many employers have been taken to court for unfair dismissal, and the technique has the potential to turn extremely nasty. If I was one of those workers, I would be pretty narked, to use an Ulster Scotsism.
A survey of workers by the TUC in November found that, since March 2020, 9% of workers had been told to reapply for their jobs on worse terms and conditions. Fire and rehire is becoming a common technique for both large and small businesses. The Government have said that it should not be used as a negotiation technique, but that it should not be made illegal. I follow others in asking the Minister whether he would be prepared to consider introducing legislation on fire and rehire, which has been used to the detriment of workers in this great United Kingdom of Great Britain and Northern Ireland. We need clarity and we need legislation that brings change.
Back home in Northern Ireland, this technique has been used by employers amidst the pandemic. Almost one in five 18 to 24-year olds—20% of that workforce—have said that their employer tried to rehire them on inferior terms during the pandemic. Black and ethnic minority workers are almost twice as likely as white workers to face fire and rehire policies. If such policies are detrimental to somebody because of their skin, their religion or whatever it may be, that is wrong, and I underline my request for the Government to introduce legislation to enforce that. As the unions have stated, one in four workers—25%—said that they had experienced a downgrading of employment terms and conditions as a result of fire and rehire.
We have seen the fire and rehire technique causing major problems, for instance in British Gas. Around 7,000 British Gas engineers staged 44 days of strike action after the company threatened to sack them if they did not sign up to detrimental changes to their terms and conditions. Why would they sign up to that? I do not understand how a company can just say to people, “Tell you what, we are just going to change all your terms and conditions, and you need to sign this or you are away.” Perhaps I am old-fashioned and see right and wrong in very simplistic terms, but I see that as wrong. We need to protect the workers. I am not putting the Minister on the spot—forgive me for being fairly direct about this—but we need legislation that does so.
I thank the hon. Gentleman—indeed, my hon. Friend in this instance—for giving way. Part of the problem is that at the moment the Government insist on stronger regulation and guidance, but that is clearly not the solution. That did not and would not help the workers at P&O, whose chief executive admitted that he knew he was breaking the law and said he would do so again. Does the hon. Gentleman agree that guidance is not the solution; it has to be legislation?
I thank my colleague the hon. Gentleman for his intervention. I agree with that, sincerely in my heart. As I said earlier, the Government have said that fire and rehire should not be used as a negotiation technique, but that it should also not be make illegal. Well, that is a legislative change that the hon. Member for Bury South wants to see, as well as everyone who has spoken and everyone who will speak afterwards. I want to see that legislative change in place as soon possible.
It is essential that an environment is created whereby people enjoy their work. I am very privileged to do a job that I always wished to do, but never for one second did I think that I, a wee boy from Ballywalter, would actually be here, so I am fortunate. People need to enjoy their work if they are to work hard and make a contribution to how their firm progresses. If staff are unsettled and unhappy in their work, for whatever reason, there is an onus on the employer to work harder to make them happy.
Moreover, employers rely on workers to fulfil goals and create successes, hence the need to prioritise their needs and not be dictated to. If someone wants their firm to be successful and do well, they need a happy workforce, and vice versa. I have six girls who work with me in my two offices, and I can say in all honestly that they seem fairly happy, so maybe this employer is treating them the right way. I understand how important it is to motivate staff and keep them happy.

Commons ChamberFirst, I congratulate the hon. Gentleman on his first Adjournment debate. I have no doubt that it will be the first of many. Does he not agree that, while we are sympathetic to those genuine developers who are outpriced in building on their site due to the rising price of steel, wood, plastic and other materials at this time, there are also those—and they are the ones that he is referring to—who deliberately hold land with planning permission to enhance the cost? Steps need to be taken to address those whose business is simply land banking, which can lead to price gouging. The Government, and the Minister in particular, must consider imposing penalties against these people, and one of those penalties should be taxing them heavily.
I thank the hon. Member—indeed, he is my hon. Friend in this instance—for that helpful intervention. I will certainly get on to that point later in my argument. I have a particular concern when developer A holds field X, gets planning permission and then does not build, but they also happen to hold fields Y and Z, and it is just to create a greater need to get planning permission on those. The only real benefit is to the developer and their balance sheet. As my hon. Friend said, it is very much these developers who take advantage of the planning system; it allows them to profit without the homes being built—homes that we desperately need—in the locations that we need them.
As I was saying, land banking is a pitfall in a very complex planning system where developers buy and store a pipeline of land and obtain planning permission for that land, with no immediate intention to build the homes that have been approved. Being granted planning permission can increase the value of the land by more than 100 times in some instances, but instead of building homes, the developer sells the land off for profit. This practice is purely an investment for big property developers, and it inflates land prices, making it even more difficult for people to buy the homes they desperately need. It prevents young people and families from getting on the property ladder, and it also prevents the elderly from being able to downsize and move into bungalows, because we are not building the homes that we need.
In Britain, the timescales involved in land banking are particularly long, with people seeming to land bank in some instances for between five and 10 years of their building supply, compared with other countries such as Germany, Japan, the USA and even France, which have much shorter timescales. Indeed, in some of those countries, the phenomenon barely exists, so why is the UK different? Unfortunately, it is because of our planning system.
Land banking is also posing a serious threat to our green belt as the Greater Manchester Mayor, Andy Burnham, has sought to look for extra space to build several thousand new homes by encroaching on green-belt areas such as Elton reservoir and Simister village in my constituency. I made a pledge during the election campaign to oppose those green-belt developers and find a meaningful solution so that we do not need to build on that land, and I make that commitment again to the electorate and the good people of Bury South.
I carried out a survey of my constituents recently. It found that roughly 56% of residents in Bury South felt that the green belt should never be built on, and that 95% took the view that Elton reservoir needed to be taken out of Mayor Andy Burnham’s house building plan, so if there is anything the Minister can do to assist in helping with that, it would be greatly appreciated. To add to the pushback against green-belt development, my local green-belt protection group in Bury South, Bury Folk Keep It Green, is roughly 10,000 members strong across a borough of 180,000 people, so it is a very large group. I hugely respect and admire the work it has been doing not only to bring the consensus on protecting our green belt to the fore, but to ensure that everyone in the constituency is aware of what is at risk and what could be destroyed.
The results speak for themselves. Let us listen to the people, and let us not destroy these precious areas of green space that we have pledged to protect. The planning White Paper talks about democratising a planning system that unfortunately fails far too many people. These are areas that have helped so many people mentally and physically during the pandemic, when we were all being told to go out and take advantage of our green fields and open green spaces. Indeed, I myself have taken my daughter for walks around Elton reservoir. We need to ensure that those areas are there for many years to come, so that many families can carry on enjoying them.
We need to look at changing the rules around the English planning system, ensure that legislation reflects ways to tackle the housing crisis and stop egregious cases of land banking, ensuring that land is built on and not stored. The 2017 Local Government Association report suggested introducing a council tax charge 12 months after planning permission had been granted, which would act as a disincentive for large property developers to land bank. It could also incentivise those developers to start building in the first place, further negating the need to build on our green spaces. If developers were forced to pay all that money every month, they would start building pretty quickly.
The Government should also work to bring thousands of empty homes and other types of property back into use, to ease the housing shortage and maximise the use of existing stock. The latest report suggested that there were roughly 665,000 vacant dwellings in the UK, and we need to make use of them. We are saying that we need to build 2 million homes, and those empty homes and those that are land banked represent a huge proportion of what we need to build.
I welcome the Government’s dedication and success in addressing the housing crisis and the protection of the environment. However, I urge them to reconsider the system we are currently operating in. We need a planning system that can bring about a better quality of life for all and a more sustainable future. We need a system that can bring down the price of land, capture land values for the public benefit and make housing truly affordable so that every family can ultimately benefit from the right to buy, get on the property ladder and take advantage of what we all should have as a fundamental right. I shall close by thanking the Minister for his kind words in our many conversations. I hope he will agree not only that we need to change, which is why we are bringing forward these changes now, but that we need to ensure that democracy and ultimately the people have a final say in this.
