I understand that Scotland has the highest rate of imprisonment of any country in western Europe, so I find the question slightly surprising. However, we do accept that, particularly for less serious offences, community sentences have a role to play in rehabilitating. That is why we are keen to expedite the roll-out of community sentence treatment requirements, whereby if someone has a mental health problem, a drug addiction problem or an alcohol problem, we treat that as a health problem as an alternative to short custody. That is being rolled out.

Via the Domestic Abuse Bill, which was debated last week, a number of steps are being taken in the direction that the hon. Lady points towards. I repeat the point I made a moment ago about the additional funding for the victims of rape: there has been a 50% increase, which I hope will increase provision of the kind that the hon. Lady rightly calls for.

My hon. Friend is right that we must redouble efforts at all stages. She is also right to identify what happens in higher education admission at age 18. The attainment gap has been narrowed by 10% at secondary and primary school, and we are redoubling efforts in the early years. Making sure we have good provision of more good school places is certainly part of that effort.

As a south London grammar school boy, I welcome this announcement. Does the Secretary of State agree that all the evidence suggests that children from deprived backgrounds do better in grammar schools than in non-grammar schools, and that grammar schools are massively oversubscribed, and therefore that allowing them to expand meets parent choice? Does he also agree that no one is suggesting returning to the 1950s, and that today’s announcement represents only 0.1% of education spending, so nobody should get too exercised about it?

My hon. Friend rightly identifies the importance of diversity and choice in our system. He is also right to remind us that although these are important announcements, in the scheme of things the vast majority of new places created in secondary schools are of course going to be for comprehensive-intake schools, and having this variety in our schools is a great benefit to our system.

Does the Minister share my astonishment that despite being asked four or five times, his opposite number failed to say how the Opposition would fund this £4 billion? Does that not demonstrate that Labour cannot be trusted with our public finances?

I am afraid I could not put it better than my hon. Friend, and I will not try.

Under these reforms, fully half of families will still be eligible for tax credits, and the total cost will come down only to what it was as recently as 2008. They will focus support on the lowest incomes, while taking those on higher incomes off tax credits altogether.

As the hon. Lady knows, the Budget contains a large number of measures to help hard-working families, including the rise in the personal allowance, allowing people to keep more of what they earn. Of course the big reform of universal credit is still to come, and it will further help on incentivising work. Throughout all this it is important to help to support people into work and to see them progressing through the hours, particularly through our increases in childcare support, which are worth thousands of pounds to some families.

Does my hon. Friend agree that working families will be enormously helped by the 30 hours per week of free childcare, which, speaking as a father of two-year-old twins, I particularly appreciate?

Indeed, families with twins will get double the benefit, but everybody with children aged three and four will get that particular benefit, which is part of a suite of increases in childcare support, including through universal credit and tax-free childcare.
