Absolutely. I am also aware that the port of Zeebrugge has made a lot of preparations for the post-Brexit world. One of the things that can help to ease pressure on Dover would be an additional route from Dover to Zeebrugge. I am very keen to see the port of Dover carry on through the Brexit process without significant disruption, and I will do everything I can to help it achieve that goal, but it is sensible to have some easing of pressure on both Dover and the tunnel to give guarantees on services such as the NHS. I will be doing everything I can to make sure things remain as normal as possible for Dover.

Given that this is just one example of hapless contingency planning that we are aware of, and that there may be all sorts of other haphazard things going on, should not the Secretary of State commit to more transparency about contingency planning more broadly? He knows that the Operation Yellowhammer papers on trade and transport went before the Cabinet last week, and there was a discussion at full Cabinet about whether those papers should be published. Which side of the argument was he on? Was he for publication?

Let us be clear, first of all, that Cabinet minutes are not published. I have been pretty transparent over the months in explaining what we are doing on the aviation front and the haulage front. We have been having regular contact with industry, and we are working very closely with the aviation sector and the haulage sector. I do not think we can be accused of hiding what we are doing. The reality is that I am standing here today precisely because we did not hide what we are doing, as we published the detail of these contracts.

I am very grateful for my hon. Friend’s comments. I reiterate that we are looking to involve other ports across the country as we make preparations for an eventuality that I hope will not happen. The reality is that the people of Middlesbrough voted clearly to leave, and they will not understand why the hon. Member for Middlesbrough (Andy McDonald) is letting down their 2016 vote.

If this contract fails, our country will have even greater problems with the continuity of trade, so it will be the public who pay the price—it will not be just the central contractor that loses money.

I seek a bit of accountability from the Secretary of State. The front page of today’s Financial Times says that the Department for Transport commissioned a study showing that just an extra 70 seconds of analysis or discussion of each truck crossing the channel could lead to a six-day queue for vehicles getting on a ferry. Has he seen that study? Is the study accurate, and will he publish it now?

We have made it very clear to the House that queues will be caused if the French seek to impose maximum control and put in place limited checks. Why on earth does the hon. Gentleman think we are putting some of these contingency measures in place? He asked what happens if the contract does not go ahead, but I have said that 90% of the extra capacity is being provided by two established operators that will continue to deliver the services we have contracted.

I beg to move, That the Bill be now read a Second time.

The United Kingdom’s road haulage sector plays a major role in keeping our economy on the move. Each year, UK-registered heavy goods vehicles carry around £30 billion in goods between the UK and the EU, and around 300,000 people are directly employed within the industry. I saw a snapshot of the UK logistics sector’s importance this morning when I visited and opened the new United Parcel Service sorting and delivery centre at the DP World London Gateway logistics site. It is a strong and positive new investment in the sector that is helping British businesses to become more efficient and is, crucially, a vote of confidence in our future as a trading nation. The Bill is important because it is about our future as a trading nation.

The Bill provides a framework that should reassure hauliers that the final Brexit deal agreed with the European Union will be able to be implemented smoothly and will support the continued movement of goods by truck between the UK and Europe. We are committed to maintaining the existing liberalised access for commercial haulage. It is in everyone’s interest that there should be a mutually beneficial road freight agreement with the EU that secures our objective of frictionless trade and is in the interest of both parties.

The Government are moving ahead with the negotiations with the EU, and I expect us to move towards a proper agreement later this year—I am very confident about that. However, it would be irresponsible of this Government not to plan for all eventualities. I stress again that it is in everyone’s interest to secure liberalised access, which is by far the most probable result of the negotiations, but this Bill is prudent planning for the future. It forms part of the Government’s broader EU exit legislation programme and, as set out in the other place, the haulage permits aspect of the Bill provides a framework for the UK to manage permits in all eventualities, including if they are needed as part of our agreement with the EU.

The Secretary of State might be putting a gloss on what is potentially a catastrophic situation. I give him the opportunity, from the Dispatch Box, to give a categorical guarantee that, after exit day, the licences of 318,000 HGV drivers will still be valid to deliver goods across the European Union. Is that right?

I cannot give the hon. Gentleman final details of the negotiations at this stage, but let me tell him some straightforward facts: 80% of the trucks that come through the channel ports and the channel tunnel are carrying EU exports to the United Kingdom, so it is pretty evident that it is in everyone’s interest that we reach a sensible agreement for the future. This Bill ensures that we have the legal mechanisms in place to deliver the registration framework that is needed for all eventualities, which is prudent and sensible.

The hon. Gentleman asked me a straightforward question, and I say to him straightforwardly that 80% of those trucks are EU hauliers bringing goods to the UK. I struggle to imagine other EU countries not wanting that to continue.

I am sorry to interrupt the Secretary of State, but this is quite important. He acknowledges that I asked a straight question about the guarantee. Is it not the case that, even in that worst-case situation, some sort of bilateral agreement with other EU countries would be required and there is no guarantee that such an agreement will come forward? Is that not the truth?

I cannot guarantee that EU countries and their businesses will want to continue selling goods to UK consumers, but my best guess is that French farmers will still want to sell their produce through our supermarkets and that German car makers will still want to sell their cars in our car showrooms. No, I cannot guarantee that it will rain or be sunny tomorrow, nor can I guarantee that EU countries will want to continue selling their products to us, but do you know what, I think they probably will.

I am grateful to the right hon. Gentleman for his intervention, but I just do not share his sense of confidence that the provisions of the Bill are anything like adequate in the event of a no deal. These measures will not respond to the needs of the country should that contingency arise.

The Bill must be regarded as the first piece of legislation that provides for a no-deal Brexit. It sets out new powers for the Government to allocate permits to hauliers if required by future agreement or lack thereof, so that UK lorries can continue to operate to and within the European Union. A newspaper headline this weekend—in The Sunday Times, no less—was correct to say that

“this government is failing business at every turn”.

Today’s debate is a further foretaste of the damage that this Government’s prevaricating is doing to the British economy.

My hon. Friend will have noticed that the Secretary of State—in all his finger-crossing hopes for something to crop up before Brexit day—did not actually update the House on the progress that he might be making towards a comprehensive land transport agreement, which is what the Freight Transport Association is asking for. The Secretary of State did not confirm whether he is personally in discussions with the Irish Government, other Governments or the European Commission. Is it not lamentable that he could not even give this vital industry some level of update on the progress of negotiations towards those agreements?

My hon. Friend has got it absolutely right. It is indeed lamentable that there has been a complete absence of those discussions. It is a question of hit and hope, finger in the air and everything will be alright on the night. This is not the right way to go about it. The Secretary of State has come to the Dispatch Box and said that he does not speak for the other 27 Governments. I sometimes wonder whether he speaks for the one of which he is a member. A damaged and disrupted logistics sector will result in a damaged and disrupted British economy.

Thank you very much indeed, Mr Speaker, for granting this Adjournment debate. I thank colleagues from the midlands who are here this evening to support the debate; we have representation here from Leicester, Leicestershire, Northamptonshire, Derbyshire and even as far north as Sheffield.

In politics there is often a sense of déjà vu. Back in April 2012 I led a similar Adjournment debate on proposals to upgrade and electrify the midland main line between Bedford and Sheffield. The line serves the cities of Derby, Leicester, Nottingham and Sheffield, my own constituency of Loughborough, and a number of other growing towns across the east midlands, including Chesterfield, Market Harborough, Corby, Kettering and Wellingborough. Together, those places are home to more than 5 million people and 2.1 million jobs; we believe that they comprise the economic backbone of England.

The east midlands in particular has helped to lead the United Kingdom out of recession, with strong private sector job growth over the past five years. We have huge potential for export-led growth, already accounting for 20% of gross value added. Latest projections from the Office for National Statistics suggest the population of the east midlands will rise by half a million people by 2030 to 5.1 million, which will be the fastest growth outside London and the wider south-east.

The midland main line itself has been a huge success story. As those of us who are frequent travellers on the line know all too well, passenger numbers have increased by 130% in the past 15 years—I can probably say on behalf of colleagues that there are times when it feels like all 130% are on the particular train I have caught from London St Pancras—and a further 30% rise is expected in the next 10 years. Rail freight is also booming, showing a 70% increase since the mid-1990s, but the line has suffered from years of under-investment. It is the only north-south rail route yet to be electrified. It has some of the slowest mainline speeds in the country, meaning that trains are rarely able to go at their top speed.

I am grateful to the right hon. Lady for securing this vital debate. She points out, correctly, that inter-city connectivity between these crucial areas of growth is so poor that without electrification we cannot legitimately look for a midlands engine, which is, after all, the Government’s supposed priority for the next Budget.

The hon. Gentleman is absolutely right. We know from our constituency experiences just how much the east midlands is driving economic recovery in this country. He is right to highlight the importance of transport connectivity to the success of the midlands engine, which we believe can rival the northern powerhouse.

Some of the rolling stock is more than 40 years old, so I was delighted when in July 2012, the then Secretary of State for Transport announced that the upgrade and electrification scheme, which had been promoted by councils, local enterprise partnerships and business groups in the east midlands and south Yorkshire, was to be delivered in full by 2020. Since then, there has been progress on implementation, but not everything has gone according to plan. The pausing of the electrification elements in 2015 resulted in the demobilisation of a high-skilled technical team within Network Rail, which has taken time to reassemble. The pause also had a considerable financial impact on local companies in the supply chain.

It was a pleasure to listen to the speech by my right hon. Friend the Member for Broxtowe (Anna Soubry), who spoke with her customary vim and vigour. It is fair to say that she and I share a great deal of experience of major tram works in our constituencies. They are not always plain sailing, particularly when they happen to cross the borough boundary of the sponsoring authority. That can cause problems and I recognise in what she has said a lot of my own past seven years as a Member of Parliament.

The Government are supportive of light rail in the right place. It is clear that it is a mode of transport that is convenient, reliable and increasingly popular. It also has considerable scope for innovation, particularly where it offers an alternative to expensive heavy rail solutions to potential transport problems. More people are travelling by tram and light rail than at any time since records began in 1983, with a 5.8% increase in the past year alone. The improvements being made to services are creating not just transport systems that people can rely on, but jobs, growth and opportunity—and the fly that seems to have taken an overly close interest in my head as I speak—as part of building an economy that works for everybody.

Recent analysis of six light rail networks by Transport Focus shows that overall journey satisfaction increased to 92% in 2015, and the figure is an incredible 98% in Nottingham. Those are the types of satisfaction figures that every politician dreams of—if we could but get them. That is why the Government have committed £371 million to the overall phase 2 of the Nottingham tram system.

I am sure that my right hon. Friend does not need me to highlight the importance of Greater Nottingham’s economy, which is worth approximately £10.7 billion and supports about 300,000 locally based jobs. Nottingham is a regional capital and an important industrial and commercial centre. It is vital that it has a transport system that is reliable and can support customers, shoppers, commuters and visitors.

The light rail system is a key element in Greater Nottingham’s transport strategy. Since phase 1 opened, it has served more than 10 million passengers a year, taking approximately 3 million car journeys off the local roads and improving accessibility for local communities. Phase 2 has been open for just over a year, and it is already clear that it is boosting the local economy and improving employment levels and supply chain expenditure in the local area.

There are an immense number of positives that I could list at great length in the time available, but I acknowledge my right hon. Friend’s point that it has not all been plain sailing. Work on the extension presented a number of challenges, which affected the local community. Closing two main roads for six months for safety reasons had an immense impact on local communities, affecting trade for local businesses. During the Blackpool upgrade the centre of Cleveleys was cut off for a while and many of the businesses on Lord Street in the neighbouring town of Fleetwood also had to shut down, so I have seen for myself the impact that can have on a local community.

Although it is inevitable that any such project is going to cause disruption to third parties, including local residents and businesses, that needs to be properly and effectively managed and planned, in co-operation with the local community. I know that efforts were made by the promoters to help minimise the impact, but it is always clear that more can be done. I know that the promoters undertook a number of additional measures to help deal with the problems encountered along the way, including a discretionary financial package for small businesses and logistic support for traders and visitors during the particularly intrusive works. I suspect that my right hon. Friend herself had a significant hand in the development of much of that. I think that such measures need to be put in place much earlier in the development of such schemes, so that businesses and residents have greater certainty about what help will come their way.

I know that there were particular concerns about communication with stakeholders and local people, and I agree entirely that engagement with businesses and residents must be undertaken, both at the time of the scheme’s original development and throughout its construction, and in a timely fashion so that no one is taken unawares.

I am convinced that more can always be done in such situations. Uncertainty about both the timescale and the timeliness of works can harm small businesses and the decisions that people make about how they spend their lives, where they live and what they do with their properties. With that in mind, I wholeheartedly agree with my right hon. Friend that it is vital that lessons are learned in the construction of all major local infrastructure projects. I understand that, in this particular case, a lessons learned report is due to be published shortly. It will have to focus on issues such as project programming; delivery planning; how utility diversions can be managed better; the nature and extent of disruption to third parties; and the implementation of traffic management measures.

Both the Department and I will want to study the outcomes and conclusions of that report as we consider what further steps are required. I agree that we need to apply these lessons to future infrastructure projects to do all we can to minimise negative impacts, and we will work with UK Tram which represents the wider light rail sector to disseminate these findings.

I will be delighted to come to Beeston when we can fit a visit into our diaries and I look forward to meeting my right hon. Friend’s constituents. I take note of her points about cycling safety. I have seen for myself in Blackpool that what appears to be a cycle path can be all too inviting, when in fact it is not a cycle path at all—it is a tram track, and cycles have no place on tram tracks. I entirely support the points that she makes on that.

I commend the right hon. Member for Broxtowe (Anna Soubry) for raising important points about taking care during infrastructure construction, but my constituents use the tram, they love it and they would like it to extend eventually to the east side of the city.

I note the hon. Gentleman’s comments. I hope I have made it clear that I think there are immense benefits from light rail, both in Nottingham and around the country, but those positive aspects should not minimise the impact on those who live immediately adjacent to the tram tracks, who may encounter disruption. In my constituency the tram track has been there for 100 years, so when it was upgraded the disruption was no surprise to anyone. When we are planning new tram routes, that may come as more of a surprise to people, who were not expecting the route to appear on a particular road. It will always be a case, I suppose, of horses for courses.

What a pathetic way to make decisions about infrastructure in our country! Is the Secretary of State not a little bit shamefaced over what is an excruciatingly painful example of political procrastination, although it is obviously in the national interest for him to get on with it at Heathrow? On a scale of one to 10, just how embarrassed is he?

Political procrastination? In 2001,

“Labour ministers are reported to be seriously considering building a third runway”.

In 2003,

“The transport secretary, Alistair Darling, publishes white paper”.

In 2007,

“The government publishes a public consultation document”

in favour of expanding Heathrow. 1n 2009,

“The government approves a third runway, taking the number of flights handled by the airport from 480,000 to more than 700,000”.

I will take no lectures on ducking big issues, because the ducking of big issues was done when the hon. Gentleman was a member of the last Labour Government.

Thank you, Mr Deputy Speaker, for allowing time for this debate. The issue of the upgrade and electrification of the midland main line has rumbled on for a number of years, and I am delighted to have an opportunity to raise it with my right hon. Friend the Minister of State in a little more detail than is usually possible in departmental questions. The subject is particularly topical, given that the Prime Minister travelled on an East Midlands train via the midland main line up to the east midlands today.

As can be seen from the number of MPs from both sides of the House who are still here at this late hour, although it is perhaps not as late as some of us had anticipated, and as is demonstrated by those such as my hon. Friend the Member for Mid Derbyshire (Pauline Latham) who cannot be here tonight but who have sent messages of support, this subject is of interest to MPs across the midlands. The Minister will be aware of the letter from Members representing 20 seats in the midlands that I recently sent her, outlining our support for the upgrade and electrification of the midland main line. I am sure that I speak for a number of hon. Members when I say that we all know this train line extremely well.

I am delighted that the hon. Lady has secured this debate, as many hon. Members feel strongly about this subject. Does she agree that this is about not only cutting journey times, but saving money in the running of the railway each year? I believe that the relevant figure is about £60 million.

I am grateful for my hon. Friend’s welcome for the steps that the Government are taking. I can confirm that the police will continue to have the power to seize vehicles, and he may be interested to know that last year they seized 180,000 such vehicles. Around 1.4 million vehicles are uninsured, which costs responsible motorists around £30 extra in their premiums each year. We think that the measure will save about £6 for each motorist.

Does the Minister not recognise that insurance costs, particularly for young drivers, are reaching ridiculous levels? The AA premium index suggests that they could rise by 40% this year, which he is making worse with the rise in insurance premium tax. Given that fines are so low, will that not mean that people will sometimes be incentivised to avoid paying their insurance? What on earth will he be doing about that?

I understand the hon. Gentleman’s point, and my Department is in discussions with the Ministry of Justice about that specific matter. However, I hope that he would also welcome the steps taken today to clamp down on uninsured drivers, who are costing motorists more money.

At this point I cannot give my hon. Friend an answer; it will depend on which option is selected. Of the two remaining options, one is for a novel technology—the Agility Trains proposal for a bi-modal train, which is an innovation—and the other is for a standard high-speed electric train set with a diesel coupling at the end of the wires. Clearly the latter option could be delivered more quickly, but our decision must be based on the best long-term interests of the UK’s railway.

The Secretary of State will acknowledge that, in my constituency certainly, there will be huge disappointment that midland main line electrification did not merit even a mention in his statement. Some of my constituents could be forgiven for thinking that he has something of a grudge against the east midlands, although I am sure—and we all hope—that that is not the case. When will the decisions on control period 5 be taken, so that we might at least have the prospect of that much-needed investment?

No, I will not acknowledge that there will be huge disappointment. Only a few months ago people were telling me, and relevant publications were saying, that all this investment would have to be cancelled because of the squeeze on public spending. We should rejoice in the fact that we have managed to focus on and prioritise public capital infrastructure investment that will support economic growth in this country. I am a little disappointed that the hon. Gentleman does not sing the praises of the decision to support and invest in the Nottingham tramway, but I will say one thing for him: I cannot blame him for the actions of the previous Government, because he was not in it.
