The United Front Work Department is said to have 40,000 members globally, and Mr Yang Tengbo is surely the tip of the iceberg in the UK. The department is tasked with cultivating relationships not only with high-level figures that extend an influence to British nationals, but with those in all walks of society. That means the public need to be much more aware of the risk to themselves. What is the Minister doing to assess the number of those members in our society, and what public awareness campaign will he make for my constituents in Dundee and constituents across these islands?
The hon. Member makes an important point about public awareness, and I will take that away and give it further consideration. With regard to the remarks he made at the beginning, he has essentially underlined the importance of why we need the FIR scheme. As I have said a number of times before, the Government are committed to implementing the scheme. We are getting on and will implement it in the new year.

Commons ChamberThe Minister boasts that the EU settlement scheme has been “a huge success”, with more than 6 million applications received. Let me be clear from the outset: these are not 6 million applicants. They are 6 million individuals who are our family members, our neighbours, our friends and our colleagues and their loved ones. Shamefully, they have had to face needless anxiety and bureaucracy ever since the disastrous vote to leave the EU five years ago. Each one of these individuals has a story of how they came to live here, why this is now their home, and why they should not have been put through this unnecessary, traumatic process simply to maintain the rights that they have always had.
I was particularly taken aback by the story of one of my constituents, Irena Jendrycha. Irena is 77 years old and was born in a Nazi concentration camp in 1943. She was scheduled to be executed but was saved when the camp was liberated at the end of the war. Incinerators were being prepared for the extermination of all the camp’s inhabitants at 12 o’clock that day but Irena and her mother were thankfully saved just in time, 10 minutes away from death, a moment Irena describes as an act of God.
After the camp’s liberation, Irena and her mother were sent to a refugee camp in Italy where her mother met Irena’s stepfather, after he had been released from a Russian gulag at the end of the war. As a family, they were transported to the UK and, at the age of four, Irena settled in Scotland. She has spent her life here since then and, in fact, has never even left the UK after arriving all those decades ago.
I am telling this story because Irena is one of the many millions who has had to apply for the EU settlement scheme. She is one of the UK’s last holocaust survivors and told me that the application process made her relive every horror of her past. In her own words, she described it by saying that
“any goodness within me was sucked out of me like a syringe”.
This is morally reprehensible and should shame the Government, but it is the reality of this scheme and their hostile environment. It is the consequence of being dragged far right by the UK Independence party and the Brexit party and treating individuals who contribute so much as mere statistics or a migration target to reach. I am sure that Irena is not the only one who has been left feeling like an outcast with no sense of belonging as a result of having to go through the scheme’s process to remain in the place they call home. Simply put, this scheme clearly demonstrates that the Tories are living up to their reputation as the nasty party. Indeed, Irena made it clear that she was appalled by politicians who every year will pose for pictures, speak in debates and attend events remembering the holocaust, yet are willing to make people like her feel unwelcome due to this hostile regime.
Irena has one question for this Government:
“Why are you putting me through this? I have to re-live it, through every horror… I went through this at school and now I am going through it again.”
I have a question for the Minister: after hearing all this, how can he judge the scheme as what he calls a huge success? This is not a country that I want to live in. The Scottish Government have always said that EU nationals are welcome here. The contrast in the message from the SNP and that from Conservative Members is crystal clear.
Finally, Irena asked me to tell her story today, as she wants to be a voice for the many who suffer in silence. I am deeply humbled that I have been able to do that. I want to assure Irena and all our citizens who call Scotland their home that, despite the cruel, callous and shameful approach of this UK Government, Scotland is their home and they should feel thoroughly welcome. I and all my SNP colleagues will continue to defend their rights wherever they come from and whatever their story is.

It is a pleasure to serve under your chairmanship, Dame Cheryl. I congratulate the hon. Member for Coatbridge, Chryston and Bellshill (Hugh Gaffney) on securing this significant and timely debate and on his excellent speech. I also thank the many constituents who emailed me in the run up to this debate.
The global refugee crisis has displaced a record 65 million people—the entire population of the UK—from their homes; they are fleeing conflict, persecution and the effects of climate change. I am proud that Scotland has a long history of welcoming refugees from all over the world. Over the past two years, communities across Scotland have demonstrated their compassion and understanding as we welcomed more than 2,000 Syrian refugees, many of whom have settled in my constituency.
I will start positively. It is welcome progress that last month, the UK Government announced several new measures to help child refugees in Europe to come to the UK safely and much more quickly. Crucially, they extended the cut-off date for children who are eligible for transfer under the Dubs amendment, and we welcome that—it is something that the Scottish National party has long been calling for. It will ensure that many more lone children, stranded in appalling conditions, can reach the safety of the UK, but more can still be done.
As we sadly leave the EU, the UK will no longer be signed up to the Dublin III regulations, as we have heard, which are a key route for child refugees to reunite with family members elsewhere in Europe. There is a risk that children will have to rely solely on the UK’s far more restrictive immigration rules, which allow them to reunite only with their parents. That forces children to make the dangerous journey to Europe to try to reach their families. According to the International Organisation for Migration, in 2017 alone, more than 3,000 people died by drowning while trying to make the dangerous journey across the Mediterranean, which should be a shame on all of us.
Post Brexit, the UK Government must commit to guaranteeing the same rights for children in Europe as currently exist under the Dublin III regulations. As the UK seeks to clarify its immigration rules, there is an opportunity to amend the UK’s restrictive and unfair refugee laws. The UK allows adult refugees to apply only for their spouses and dependent children under 18 to join them, which means that grandparents, parents, siblings and children above the age of 17 are prevented from coming to the UK to join them in starting a new life. Similarly, child refugees in the UK are not allowed to sponsor their parents to join them here. Families are simply being torn apart.
Additionally, legal aid has not been available for refugee family reunions since 2012, which makes it even more difficult for families to reunite, as other hon. Members have mentioned. A recent study by the Refugee Council and Oxfam found that reuniting refugee families gives them the best chance of living settled and fulfilling lives, but that denying them the chance to restore their family ties condemns them to a future of anguish and guilt.
That report coincides with the launch of the “Families Together” campaign, which calls for changes to the rules on refugee family reunions and has support from many non-governmental organisations. Those NGOs also back the Refugees (Family Reunion) Bill, which was introduced by my hon. Friend the Member for Na h-Eileanan an Iar (Angus Brendan MacNeil) to support the campaign. The Bill will return to Parliament on 16 March for Second Reading, which will undoubtedly give Parliament the chance to debate and address the flaws in the system, and to stop treating refugee family reunion as an immigration issue, rather than a protection issue. I hope that hon. Members across the political divide, and all hon. Members present, will attend the debate and join us on that. I also urge the Minister in the strongest terms to support the Bill.
I call on the Minister to give child refugees in the UK the right to sponsor their close family, and to expand the definition of who qualifies as family, so that young people who have turned 18 and elderly parents can live in safety with their families in the UK. The UK Government must stop thinking in terms of targets, quotas and rules, and start thinking of individuals and families, as we all do in our own lives. It is time to introduce some humanity into the system, so that these families can rebuild their lives together. Helping mothers, fathers, brothers and sisters who have been torn apart, who have lost everything and who have experienced so much pain is simply the right thing to do.

Commons ChamberI would feel frustrated and angry, as anyone else would. Government Members totally recognise the pressure that the police are under; in fact, I am currently concluding a process of speaking to or visiting every single police force in England and Wales, so I do not need any lectures on how pressured and stretched the police system is. We are listening and that is feeding into the work we are doing ahead of the consultation on the 2018-19 funding settlement. We are determined to make sure that the police have the resources they need to do the job, while we also continue to challenge them to be efficient and effective.
The Government are working hard to continue to attract international students to study here in the UK. There is no limit on the number of genuine international students that educational institutions in the UK can recruit; nor do we intend to change that position.
I have the honour of representing in my constituency two universities, Abertay University and University of Dundee, with a large intake of international students. Does the Minister agree that the Government’s confused approach to international students, based on information, will damage Scotland’s reputation as a world-leading destination for study?
The short answer is no. The hon. Gentleman might be a bit confused, because we have been clear all the way through that we want good, genuine international students here at good, genuine institutions. The Government should take great credit for shutting down bogus colleges, so that when students come here they know that they are going to a good, strong institution. They play an important part in our economy, and we encourage that to continue.

I said in this Chamber only three months ago that
“the Government’s current immigration policy is completely failing Scotland.”—[Official Report, 8 December 2016; Vol. 618, c. 164WH.]
The Scottish Affairs Committee is now leading another debate based on a report that has concluded, yet again, that a different immigration system is needed for Scotland, rather than a one-size-fits-all UK policy. Hon. Members may ask why. Well, our report examined the different population trends in Scotland and why the challenges presented by those trends should be reflected in the UK Government’s policy making. One of the key challenges we found was that over the next 25 years, the average age of the Scottish population will increase dramatically, resulting in far fewer people paying taxes and fewer people being available to work in health and social care to support an ageing population.
The good news is that after years of decline, the population of Scotland is now gradually increasing, mainly due to the decrease in outward migration. However, if a hard Tory Brexit has a negative economic impact on Scotland, it is highly likely that outward migration will increase again. Over the next 25 years, the population of Scotland is predicted to increase by 7%, but London’s population is predicted to increase by more than triple that rate, meaning that the economy of the UK will be even more dominated by the needs of London and the south-east of England.
It strikes me that we have had debates in the House of Commons recently on boundary changes, during which the Government argued that those changes had to be based upon population. Based on the point that my hon. Friend has just made, does it not signal the failure of the current policy that according to the Government, Scotland’s number of MPs relative to England will be decreased again and again and again, as it has been over the last 20 or 230 years?
My hon. Friend makes a valuable point. In fact, if the number of MPs in one area, the north-west of Scotland highlands, is reduced, the area covered by one MP will be larger than Belgium. That is completely unacceptable, particularly in the face of Brexit and the amount of work that will result from it, which is likely to be a burden for all MPs.
Scotland’s recent population increase is partly due to inward migration. However, UK Government policies will undoubtedly have a negative impact on Scotland’s population growth. Those policies include barriers to immigration resulting from Brexit, which I have already mentioned; the scrapping of post-study work visas, which is already causing considerable damage; and the continuing uncertainty about whether EU citizens will be allowed to remain in the UK.
Our Committee’s report also found that population is a key issue in rural areas in Scotland that already have extremely low levels of population density and a pattern of younger people leaving to look for work elsewhere. On a Committee visit to Dumfries quite recently, we heard that in rural areas it is already hard to fill posts in social and health care, and it is predicted that that situation will get worse.
While Scotland’s land reform and rural broadband schemes are intended to boost economic activity in rural areas, which can only be a good thing, achieving that aim will not be possible if there are not enough people living in those areas to develop the economy. Again, the situation will become even worse if our exit from the EU reduces immigration and leads to more young people leaving Scotland to find work elsewhere.
I will give a more detailed example from my own constituency in Dundee. There are many issues in the demography report that have particularly serious implications for my city. To put things into perspective, Dundee has the highest proportion of students in higher education of anywhere in Scotland. The university sector is vital to the economic health of our city. Indeed, a quarter of University of Dundee students come from outside the UK and, as was set out in a report last week, more than 175 jobs in Dundee are fully or partially funded by EU grants. If Brexit leads to a reduction in the number of international students and a loss of EU nationals working in our universities, without doubt that will have a significant negative effect on the economic wellbeing of my city.
As many Members will know, Dundee is currently undergoing a £1 billion regeneration of its waterfront, at the heart of which is the new V&A Museum of Design. Immigration and population growth have the effect of enhancing economic activity and creating jobs. Therefore, any threat to immigration will hinder the positive transformation that Dundee is currently undertaking.
I will focus on one sector for a moment, because Abertay University was the world’s first university to have a degree in designing video games. I chair the all-party group on video games, so I will touch on that sector briefly. My constituency is a cluster for game designers. To give people a flavour of the kind of games that come out of Dundee, one of them—“Grand Theft Auto”—has already broken six Guinness world records. Within the video games industry, talent is the No. 1 priority for businesses, and it is vital that the industry is able to recruit highly skilled international talent without there being immigration barriers to their working here.
A UK-wide survey by the video games industry body UK Interactive Entertainment, which was published just yesterday, showed that more than 98% of respondents—we might as well say 100%, as we are just about there—believe that EU nationals with skills needed in the games industry should have a blanket right to live and work in the UK.
I turn to a sector that is important in my neighbouring constituencies, in particular that of my hon. Friend the Member for Perth and North Perthshire (Pete Wishart). Each year, large numbers of temporary migrants from the EU come to work in the fruit picking industry in the constituency next to mine. If that flow of workers is cut off by Brexit, that will have a hugely negative impact on this vital part of our local economy.
I am grateful to my hon. Friend for mentioning my constituency, and he is absolutely right that we have great concerns about what will happen in our world-class berry fruit sector. However, the situation is even worse than that. I am sure that he will have heard examples similar to those I have heard of European nationals in our constituencies who, just because of the current climate, are thinking about leaving, because there is a sense that they are not welcome here any more. They are feeling the chill wind blowing from the UK Government, which is putting their very existence here at risk, as they are used as bargaining chips. Has he come across anybody like that in his constituency?
Yes indeed. In fact, tomorrow, which is my constituency day, I have four surgery appointments with EU nationals who are similarly concerned about the future. The biggest issue that we have is in social and health care, particularly in our care homes, where there is a large percentage of EU nationals among the staff. As Dundee is growing to meet the needs placed on it to be a creative hub for Scotland, we also have a growing hospitality sector, which is again largely served by EU nationals.
However, despite all the evidence that the UK Government received though the Scottish Affairs Committee report, they have once again completely disregarded calls to ensure that any new immigration policies meet the needs of Scotland’s demography. Not only that, but they have once again completely rejected calls for a more flexible post-study work visa system for international students in Scotland. Therefore, it is crystal clear that Scotland has different immigration needs from other parts of the UK, and a one-size-fits-all approach simply is not working.
In 2014, the UK Government told Scotland to lead the UK and not leave it, claiming that it would be treated as an equal partner within the UK. Last weekend, however, the Prime Minister said that control over policy areas that have already been devolved, such as fishing and agriculture, may not go to Holyrood in the wake of Brexit, further raising fears that devolution will be undermined rather than enhanced. That is nothing short of a scandal and flies in the face of the devolution settlement of 1998.
If anyone is in any doubt about how difficult the UK Government have made our immigration system, they only have to look at a tweet put out by Faisal Islam the other night. It pointed out that under the same EU law a permanent residence form in Ireland is five pages long and free; in Germany, it is two pages long and costs eight euros; and in the UK, it is 85 pages long and costs £65.
Scotland is not full up. As I have said, our demographic and workforce needs are different to those of the rest of the UK. With the UK Government’s current rhetoric signalling a move towards a hard Tory Brexit, it is becoming increasingly obvious that their polices will seriously damage Scotland’s population growth. The UK Government’s immigration policy in no way recognises Scotland’s needs or serves our economic and societal interests. The UK Government continue to resist pragmatic change that would not only reduce the impact of Scotland’s ageing demographic but help Scotland to attract international students. What would really benefit Scotland would be the full devolvement of immigration power, so that we can ensure our country’s prosperous future. If the UK Government are unable to tailor their immigration needs for Scotland, then Scotland’s independence will be the only solution.

Commons ChamberI was shocked to hear the comments made by the hon. Member for Mid Derbyshire (Pauline Latham) about sentimentality, so I will start by asking the House a very simple question: what must it be like to be a child refugee? To deal with sentimentality, let us try to imagine that. Can any of us actually imagine the mental and physical trauma experienced by someone escaping their home country under fear of persecution?
Their departure from their home is involuntary and abrupt. Resettlement involves danger such as crossing deserts, mountains and seas. It can involve being confronted with additional conflict along the journey and going without basic resources such as food, water and shelter. Escaping by sea brings additional hardships, such as extreme weather, the loss of other passengers, witnessing loved ones drown or freeze to death, and fear. When children reach their final destination, the risks continue and in many cases worsen. Alone and afraid, vulnerable children are at the greatest risk of trafficking, neglect, sexual exploitation and physical abuse.
I have heard Members say today that some refugee camps have lots of space and that they are adequate. However, in the informal refugee camps that we know about in Greece and Italy, 90% of people do not have an adequate place to sleep, such as a tent, and there is little in the way of washing facilities. Many children in Greece find themselves in detention centres, where they are made to live and sleep in crowded, dirty, rat-infested cells, often without mattresses, and deprived of basic sanitation, hygiene and privacy. It has been reported that some boys are even turning to prostitution to keep themselves alive. If I am sentimental for bringing that up, I am very proud to be so, because those are the basic facts of what is going on in some of the worst refugee centres.
If we are talking about Greece and it being rat infested with no mattresses, whose fault is that? That is Greece’s fault. It should be helping those children.
We have spent £28 million in Greece to support migrants and refugees through partners such as the UNHCR, the International Organisation for Migration and the Red Cross. That support has reached 250,000 people in Greece.
I thank the Minister for raising that point. That £28 million is to be saluted—it is very important—but it is not what we are discussing today. We are discussing the issue of refugees coming to this country.
According to UNICEF, more than 30,000 unaccompanied children fleeing war and persecution arrived by sea in Greece and Italy last year. Only eight of those children were transferred to the UK, where they had family links. Our country is quite simply failing to play our part in caring for those children.
It was only last year that we were told by the previous Prime Minister, David Cameron, that “a specified number” of vulnerable refugee children would be given a home here under the Dubs amendment to immigration legislation. Lords Dubs, as we know, was himself rescued from Nazi persecution and brought to the UK in 1939 by Sir Nicholas Winton.
I thank my hon. Friend for giving way: he is being very generous compared with the hon. Member for Mid Derbyshire (Pauline Latham), who spoke immediately before him. Does he agree that the Government’s refusal to live up to what people expected them to do when they accepted the Dubs amendment is a betrayal not only of the thousands of children who will not be able to come here, but of the many hundreds of thousands of our constituents who wrote to us, campaigned and signed petitions? They expected the Government to live up to the commitment for which they all campaigned.
My hon. Friend makes a powerful point and I agree with him completely. In fact, I received emails leading up to today’s debate that made exactly the same point.
It now emerges that we will take only 350 children, including the 200 who have already come over from Calais. We have been told by the Minister that the door is still open, but, to be frank, the impression is that it has been slammed shut. The UK Government have stooped to a new low, targeting the most vulnerable of the vulnerable, namely unaccompanied children.
Even the timing of ditching the Dubs scheme was appalling. The Home Secretary cynically ditched it on the eve of the most recent parliamentary recess. Lord Dubs condemned the move, saying that the bad news was buried
“while most eyes were focused on the Brexit debacle”.
In her statement, the Home Secretary claimed that the scheme created a “pull factor” for unaccompanied children to make perilous journeys to the UK and, therefore, increased the risk that they would fall into the hands of traffickers. That has been touched on several times today. She said:
“we do not want to incentivise perilous journeys to Europe”.—[Official Report, 9 February 2017; Vol. 621, c. 637.]
Why would she say that? Why on earth would anyone think that we only have pull factors, when I have already described so many of the push factors? The real message that my constituents and constituents across the country are getting from this is, “Not in my back yard.” There is no evidence that there is a pull factor. In fact, relocation services that provide safe and legal routes to the UK for those seeking asylum disrupt the people traffickers, who seek to profit from smuggling desperate people across borders.
I urge the Minister not only to allow the Dubs scheme to continue, so that the UK receives at least 3,000 unaccompanied child refugees, but to increase the total number of refugees he intends to settle under the Syrian vulnerable persons resettlement programme. I remind the House that Scotland is not full up. The Scottish Government have always said they are willing to take their fair share of refugees and have called on the UK Government time and again to increase their efforts to respond to this humanitarian crisis. That is a cross-party stance that has wide public support.
My hon. Friend clearly shares my sense that the people of this country believe that we can do more and that we absolutely should be doing more to help these desperate unaccompanied children. Will he join me in pointing to the example of my local council, Argyll and Bute, which with the help of the Argyll community housing association has resettled dozens of Syrian refugees and their families on the Isle of Bute very successfully? It, among many others, stands ready to do more.
I agree with my hon. Friend. Another thing about Scotland is that, as was said by one of our famous writers, McIlvanney, it is a “mongrel nation”—a nation made up of people from all over the world. We are now part of that process.
That touches on my next point, which is that 200 public figures have even signed an open letter to the Prime Minister, branding the decision on the Dubs scheme “truly shameful”. Human rights charities have been united in their condemnation of it.
The blame for the decision to reduce access for unaccompanied refugee children seems to have been shifted by the Government on to councils, which have either refused to take part in resettlement schemes or argued that they do not have the money. The real reason is that the Government did not consult councils properly about the scheme in the first place. In London alone, at least eight councillors have signed an open letter urging Theresa May to reconsider the decision to take this lifeline away from thousands of child refugees. Councils across the country are ready to step up. I heard the point the Minister made and I will urge my council to come forward if there is space to do so, as I am sure will everybody else here.
Order. We can take the intervention, but I say gently to the Minister that he spoke early, which is not the norm in these debates and is ordinarily to be deprecated. This may be an exception. He spoke at considerable length, which was possibly to the benefit of the House, but should not now constantly intervene. This is a debate for Back-Bench Members and that must be understood.
While Theresa May has closed the doors of the UK to unaccompanied refugee children, she is still determined to fling them open them to Donald Trump. Let us ponder on that for a moment. It is estimated that the potential visit to the UK by President Trump will cost over £10 million—the most expensive state visit in history. If there is concern about local authority funding, here is part of the solution: cancel the exorbitant, wasteful, unwanted and undeserved presidential state visit and not only will there be funds for local authorities, but it will send out the most powerful message to everyone that refugees are welcome in our country, regardless of where and what their background is.
This is a choice. Which side of history does the Prime Minister wish to be on? Does she want to warmly welcome refugees to our country, or does she, like Trump, want to turn her back on those fleeing war and persecution. Let us not forget that in his first week as President, he pursued a ban on all Syrian refugees entering the US and a halt on arrivals from a string of predominantly Muslim countries.
Who do unaccompanied children in Greece and Italy now turn to? The mental and physical health of these children is deteriorating. They are despondent and broken. This Government’s decision will create a vacuum that will be filled by exploitation and people smugglers—the only option that many of these children now have.
Those children are treated like an immigration statistic. If the Government are not willing to help them, they are responsible when a child turns to a smuggler, goes missing or is killed in an accident. I asked at the beginning of my speech what it must be like to be a child refugee. None of us in the Chamber can come close to imagining the fear, the terror, the loneliness, the vulnerability. I therefore urge the Minister to continue the Dubs scheme to enable the UK to receive a minimum of 3,000 unaccompanied child refugees from Europe, and to do the right thing and look to increase the number of refugees overall. To do otherwise is shameful and will not be forgotten.

It is great to see you in the Chair, Mr Rosindell, and to follow two comprehensive and compelling speeches on the reintroduction of the post-study work visa.
Frankly, the Government’s current immigration policy is completely failing Scotland. When gathering evidence for the Scottish Affairs Committee, we found that international students without doubt have an enormous positive impact on Scotland. That was recognised in all of the evidence we gathered from everyone we spoke to during our evidence sessions, including the Scottish and UK Governments. Not only do non-EU international students contribute an eighth of the total income of Scottish higher education institutions, it is also estimated that they contribute more than £400 million in off-campus expenditure.
In addition to those financial benefits, bringing together students from different nations creates a global environment in Scottish universities that benefits both the UK and international students. If that is not enough, it has even been backed by the UK Government’s own statistics. The Home Office has estimated that the number of non-EU international students moving to work visas after their studies has fallen by more than 80%. The Home Office could not provide separate figures for Scotland, but the evidence the Committee collected showed that the impact on Scotland, where higher education is the third largest sector, is both significant and, sadly, negative.
Scotland has different demographic needs from other parts of the UK, as we found in the Scottish Affairs Committee’s most recent report, which was published only a couple of weeks back. That is due to slower population growth and a need to expand the size of the workforce. Scotland also faces significant skills shortages in a variety of sectors. Retaining non-EU international graduates to work in Scotland is an important element of the response to those challenges. The report also recommended that the UK Government work constructively with the Scottish Government to introduce a formal scheme to allow international students graduating in Scotland to remain and contribute to economic activity. That principle enjoys cross-party support in Scotland, as well as being strongly backed by the business sector.
Given that two published reports have said more or less the same thing, it is now clear that the UK Government must act—and swiftly. To put that into perspective, I am blessed with not one but two universities in my constituency of Dundee, both of which have felt a huge impact since the UK Government ended the tier 1 post-study work visa. Indeed, the principals of both Dundee University and Abertay University have been vocal in their support for post-study work schemes that attract international students, all of whom make a valuable contribution to university and city life.
Professor Pete Downes, principal of the University of Dundee, said that an improved post-study work visa would
“put Scotland back on a competitive footing with universities in Australia, Canada and New Zealand. It would make life a lot easier for employers and it would help to address Scotland’s skill gaps”.
Only yesterday, when taking evidence on Scotland’s place in Europe, the Scottish Affairs Committee listened to economist Professor Anton Muscatelli describe the post-study work visa as a “hugely beneficial scheme”.
The Scottish Affairs Committee laid out several options for improving post-study work routes, ranging from minor changes to a more substantial overhaul, all of which could be readily implemented and would solve many of the challenges that both employers and international graduates face in Scotland. Those proposals, which are both pragmatic and feasible, include extending the length of time that tier 4 visa holders have to find a tier 2 job; creating what can only be described as a bridge visa, to give international graduates sufficient time to find a tier 2 job; having regional salary caps for tier 2 visas, to reflect different wages across the UK; and reducing the burden to employers of tier 2 sponsorship.
It goes without saying that all the evidence the UK Government have received through our Select Committee report has been completely disregarded. They seem more driven by ideology than pragmatic outcomes. I am extremely disappointed by the UK Government’s response to the report. They completely rejected calls for a more flexible post-study work visa system for international students in Scotland. The report and recommendations, which were based on extensive discussions with businesses, universities and immigration lawyers, were disregarded by the Immigration Minister, who claimed in the Government response—this has to be the best euphemism I have ever heard—that the work visas already available to international graduates
“comprise an excellent post-study work offer”.
It is interesting to note that even after dismissing our findings, the UK Government are now trialling a new tier 4 visa for some postgraduate students in four universities in England, and—would you believe it?—not a single Scottish university has been included in that pilot. When will the UK Government listen? The calls from Scotland for a more flexible post-study work visa are overwhelming, but they have so far fallen on deaf ears.
The hon. Gentleman talked about salary levels in Scotland. May I respectfully point out that salaries in Scotland are higher than in the UK as a whole? That means if we were to apply regional salary requirements, the minimum salary required to sponsor a tier 2 migrant in Scotland would be higher than it is currently, using the UK-wide data.
I hear the Minister’s point, but I do not know of any students who graduate from university and find a starting salary of £20,800. The problem is where the threshold begins, which makes it almost impossible for people to continue to work straight after leaving university.
What is the point of spending week after week gathering evidence from different voices from across Scotland when no one is listening? The Government’s immigration policy in no way recognises Scotland’s needs or serves our economic and societal interests. Work study visas are not in isolation. The Government continue to resist pragmatic change that would not only help Scotland to attract international students but support the impact of Scotland’s ageing demographic. What would really benefit Scotland is the full devolving of immigration power, so that we can ensure Scotland’s thriving future.

Commons Chamber5. What plans she has to relocate or offer asylum in the UK to refugees in mainland Europe.
The Government are opposed to EU relocation proposals, which do nothing to address the underlying issues the EU is facing and simply move the problem around Europe. Our focus should be on securing the external border, returning those with no right to be in the EU and addressing the underlying issues in source and transit countries, so that people no longer feel that they have no choice but to travel to Europe.
The Home Secretary and her colleagues have had regular discussions with their French counterparts precisely on this matter in order to speed up the process. Indeed, I can report that there has been a significant improvement over the last few weeks in the time it takes to process these applications.
Charity workers at Calais have deep concerns about the 129 missing children, following the dismantling of parts of the jungle. Does the Home Secretary agree that the authorities must do more, and will she make representations to the French authorities urgently to seek these children out and, in particular, to determine with haste which of these children are eligible to come to Scotland and the rest of the UK?
I am pleased to report again that there are regular discussions between the Home Secretary and her French colleagues on this matter. The Department for International Development recently announced the provision of a further £10 million-worth of special funding precisely to help unaccompanied children in Europe. Details about how the money will be allocated will be announced shortly.
