Commons ChamberI will answer those questions from my beautifully tabulated pack. Our focus remains on delivering for the people of Northern Ireland, who expect and deserve locally elected decision makers to address the issues that matter to them. I will continue to engage regularly with the party leaders, and believe there is genuine willingness on all sides to re-establish the conditions for the devolved institutions to go back to work and to thrive.
I am glad that the hon. Lady went to Coleraine football club; I went there and had a wonderful experience with a great football team. I would have loved to referee, but I was not allowed. I believe that we are moving closer to a decision. Discussions are still to be had, and they are continuing at pace and at length.
We have already heard today an example of how the people of Northern Ireland are disadvantaged by the lack of a functioning Executive. I would add to that list the deployment of the apprenticeship levy and the reform of the renewable heat incentive. Does the Secretary of State agree with me that civil servants in Northern Ireland face an almost impossible job in trying to steer the ship of state without co-ordinates set by the politicians elected there? [Interruption.]
I thank my right hon. Friend for his question and his obvious popularity in the House. I agree with him. He is completely correct that there are a whole host of issues that require elected Ministers in Northern Ireland to take their place. I would like to place on record my thanks to the Northern Ireland civil service for the work they have been doing in such circumstances with the limited guidance we have given them, because they have been doing a sterling job on behalf of the people of Northern Ireland.

Commons ChamberI am sure that the hon. Gentleman is very pleased about the amount of money that the Scottish Government are receiving for cycling and walking in a devolved settlement via the Barnett formula, but the figures that he has given are not correct. Spending on cycling and walking in England has doubled from a paltry £3.50 per head in 2010 to about £10 per head now, and obviously, given the massive increase in spending on cycling and walking—the largest that we have ever had in this Parliament, as a result of the Prime Minister’s “Gear Change” plans—that will continue to increase.
Does the Minister, who is also the Rail Minister, agree that a key element of any cycling and walking plan should be better parking provision for cycles at railway stations?
I thank my right hon. Friend—a former Transport Minister—for his question. That is absolutely the case. One of the best gala dinners I have ever attended was the “cycle to rail” gala dinner, where awards were given for the best schemes of that kind. We are investing a huge amount of money in new, secure cycle parking around the country, and I went to see some of it not so long ago in the great city of Hull.
There are a whole host of massive improvements going on across our railways. I will happily meet the hon. Gentleman to talk about individual diesel multiple units around the Stockton area and how they can be improved. The massive increase in new rolling stock on our railways is extraordinarily good for all passengers up and down the country, and helps with our decarbonisation targets.

Commons ChamberThe obvious way to get around this problem is to ensure that trains actually arrive on time. That is the ultimate aim of all that we do in this area at the Department for Transport. We have rolled out the Delay Repay scheme across the vast majority of the network, and it is working. However, we are going to spend £48 billion over the course of the next five years to try to ensure that we have the infrastructure in place to make the trains run on time. That has to be the ultimate goal.
