We all pay tribute to the work done by the House of Commons Library—an immensely valuable service that provides dispassionate analysis. It also publishes the work it produces, although it is for Members to ask for that work in the first place. I have no doubt that my hon. Friend will seek that analysis so that it can be published and the public can judge for themselves the rights and wrongs of the case.

It has happened again: another young boy has been tragically stabbed to death in my constituency. Myron, a talented young rapper, was well loved by his family and friends. We had a Backbench Business Committee debate on the subject, and we were looking to set up a commission. The Deputy Leader of the House told me at the last business questions to go ahead and set up that commission. I will do that, but how do I access Government funds to ensure that it is successful, and how do we ensure that the Government respond to its recommendations?

I am shocked to hear what the hon. Lady has just told us. It is a tragedy every time we lose a young person in such circumstances, and for it to occur more than once in the hon. Lady’s constituency must be immensely difficult for her. I send all our condolences to the family and friends of the young victim. If it is helpful, I will ask Home Office Ministers to meet her to discuss the issue. We introduced further measures when I was Justice Secretary to tighten the law. A jail sentence is now the clear presumption where someone is caught carrying a knife a second time, and there are tougher penalties for aggravated knife crime. As much as anything else, it is about education and convincing young people of the dangers of carrying a knife—a task that should be shared across the House.

On a point of order, Mr Speaker. I feel really frustrated that I stand here and ask questions of the Leader of the House about what I am supposed to do to get Government support for a commission to look into the root causes of serious youth violence, and about how they will respond to it. I know that many Members ask questions and do not get answers, but this is a really important issue. I have taken all the advice I have received, such as seeking a Back-Bench business debate on setting up the commission. How do I ensure that I get answers to these important questions?

Further to that point of order, Mr Speaker. I did say to the hon. Lady that I would arrange a meeting between her and the relevant Home Office Minister in order to help her.

What discussions, if any, has the Leader of the House had with the Prime Minister and the Justice Secretary about allegations that the Justice Secretary might have been the source of the leaked information, since such allegations were made in the media?

Since my predecessor has said that the story is categorically untrue, there is no need for me to have such conversations.

We absolutely want more tourism in Worcestershire, and although hon. Members will spend much of the recess hard at work in their constituencies, I hope there will be a moment for them to pay a visit to Worcestershire and take advantage of the fine hospitality that they will find. I am sure my hon. Friend would be delighted for the whole House to visit.

The Leader of the House will know that I have been calling for support across the House to address the root causes of serious youth violence. We had a Backbench Business Committee debate on that issue last week, and earlier this week the Justice Secretary confirmed that he will report back to the House on progress made by his Department. Will the Leader of the House explain how that will happen, and when we can expect that report?

My right hon. Friend the Justice Secretary has these matters under review all the time, and we have already taken tangible steps and made significant changes to the laws on knife crime. The Home Office has been doing significant work to try to break up gangs, and the Justice Secretary comes before the House regularly and will provide regular updates on his work.

My hon. Friend the rail Minister would be very much in agreement with what my hon. Friend says, and indeed is working to achieve that. All of us who travel by train will sometimes find a bizarre fare structure and bizarre circumstances, such as finding that the first class fare is lower than the second class fare, or that it is cheaper to split the journey in half. It would be much easier and more straightforward if the information available to the public was obvious, straightforward and demonstrated the cheapest way to travel.

Mr Speaker, you will be aware that several times I have called for us to have a debate on serious youth violence and the Leader of the House has advised me to go to the Backbench Business Committee. I was really chuffed when the Committee agreed to have a debate on this, but deeply disappointed that we did not get that time on Tuesday. Many of my colleagues came here to engage in the debate, but were unable to do so. How are we going to ensure that next Thursday the time is protected and we debate this very important issue?

This matter has been under consideration for some time. The Secretary of State for Justice has been here on several occasions and the matter has been discussed and debated in this House. It is right and proper that the Government bring forward their conclusions to end the uncertainty.

The year of the monkey started this week and I hear that this brings out a mischievous streak in people. I am not sure if you are aware, Mr Speaker, but you are a rabbit. Some of your traits are being gentle, elegant, alert, quick and kind. The Leader of the House is a tiger, which is known for being over-indulged, but also for its bravery. Well, one has to be brave to go up against someone as diligent, dependable and full of strength and determination as our ox, the shadow Leader of the House. Members may or may not know that the Chancellor is a pig—quite literally, he is a pig! I will leave it there and simply ask the Leader of the House to join me in wishing my Chinese community, whose celebrations I will join this weekend, a happy Chinese new year.

All of us join the hon. Lady in wishing every member of the Chinese community in this country a very happy and successful Chinese new year. I hope that the celebrations over the next few days go well. I have to say that, on balance, I would rather be a tiger than an ox.

On 6 December, my constituent, Kabba Kamara, was tragically stabbed to death while on a night out with friends and family in central London. He was a valued member of the community, the father of a three-year-old boy and a carer of his elderly grandmother. He was warm, intelligent and kind. A few weeks ago, I told the House about two other constituents who had lost their lives to youth violence and I asked the Leader of the House if we could have a debate on the matter. He dodged the question and gave no answer. Today, I ask him this again. Will he honour Kabba Kamara by allowing us time to debate serious youth violence?

Let us be clear that any knife crime is tragic. As Secretary of State for Justice, I legislated in the last Parliament—together with the former Member for Enfield North, Nick de Bois—significantly to increase and extend the penalties for carrying a knife and to create a presumption of a mandatory jail sentence for anyone caught carrying a knife for a second time, for which, to my mind, there is little excuse. I will give careful consideration to what time can be made available for such a debate, but a lot of the time that is provided in the House is now in the hands of the Backbench Business Committee, and I encourage the hon. Lady also to talk to the Committee about this.

I share my hon. Friend’s concern about the hedgehog and there has been a distressing fall in our hedgehog population over the past decades. When I was a child we could find a hedgehog in almost every garden, and people would feed them outside their backdoor. That does not happen now to anything like the degree that it used to, and I say to all hon. Members—and anyone listening to this debate—that bonfire night is a real danger for hedgehogs. If people drive round the country they will see large piles of wood that have been set up for bonfires next week. It is all too easy and common for hedgehogs to find refuge in those bonfires, and I ask anyone who has set up a bonfire to double check before they light it and ensure that no hedgehog is nesting inside. We cannot afford to lose any more.

Young people are being killed on our streets, and tragically there have been two youth deaths in my constituency in as many months. That is not isolated. A boy was stabbed to death in Aberdeen; there were shootings in Hackney and Salford, and even machine-gun fire in Willesden. That has to stop, but with the Government continuing to cut front-line services, young people are turning to crime and violence in bigger and bigger numbers. Is it time for an urgent debate to consider how all parties can work together to stop the rise of youth violence?

Knife crime and knife murders are a blight on our society, and I endorse the comments made by the hon. Member for Perth and North Perthshire (Pete Wishart) about the tragic events in Aberdeen yesterday. Fortunately, such things are rare in this country, but that makes them even more shocking when they do happen. I send my heartfelt condolences and good wishes to the family involved, and to all those in the school for whom this experience will have been deeply traumatic.

On the streets of London, any death through knife crime is one too many. We have taken measures to toughen the law on carrying knives, and it is important to support organisations that try to move young people away from crime and carrying a knife—organisations such as the Jimmy Mizen foundation that Barry and Margaret Mizen set up in the wake of their son’s death do a fantastic job.

The number of young people entering the criminal justice system for the first time has continued to fall for a number of years, which is a great step forward. Our challenge with crime in this country is that of people going round and round the system and reoffending, but it is good news that fewer young people are entering the justice system for the first time—long may that continue.
