Commons ChamberMy thoughts and prayers are with Her Majesty the Queen and all members of the royal family. Those of us who have experienced loss must remember that Prince Philip was, first and foremost, a father, grandfather and great-grandfather. On behalf of my Ogmore constituents, I pay tribute to his service throughout these last 70 years as consort to Her Majesty.
Many Members have spoken about the Duke of Edinburgh’s Award. I make no apology for repetition, although I wish to speak more about the impact that it had on young people when I was a cabinet member for education in a different local authority from the one I now represent in Parliament. I was privileged, during my four and a half years in that particular role, to meet young people who achieved bronze, silver and gold awards, some of whom obviously got to gold after achieving bronze and silver. They were from some of the poorest communities and some of the wealthiest—the most deprived and the least deprived, the full spectrum of young people one could ever wish to meet. The extraordinary thing about the award was that it did not matter where they were from—they were all working towards a common goal. It was a joy to see young people travelling to London. Some young people would never have had the option to travel to London—they would never otherwise have an opportunity to travel outside the small community where they had lived their whole life. The Duke of Edinburgh Award gave them the freedom and inspiration to do something.
I met many young people from deprived communities who went to university because of the Duke of Edinburgh Award. Arguably, judging from the comments of their own parents, they would never have done that if it were not for the award. That is a legacy that I hope that the royal family and, indeed, the Queen, will look back on. I hope that they will think of that small idea in the 1950s and the success that so many young people have now achieved, and what they have gone on to achieve in adulthood and beyond.
I am a proud member of the executive committee of the Commonwealth Parliamentary Association. When we look at the figures, we see that between 1949 and 2016, His Royal Highness made 229 visits to 67 Commonwealth nations without the Queen—that was on top of all the additional visits he made around the Commonwealth. He was a great believer in the Commonwealth. He worked, not just through his patronages and visits to different countries, to ensure that the Commonwealth adapted and grew into the family of nations that it is today. From the collective grief around the Commonwealth, we can clearly see the impact that he had as the Queen’s consort and as a great supporter of the Commonwealth of nations that so many of us are proud to have an association with.
Finally, many Members have talked of service: service to Her Majesty the Queen as consort, and service to our country. The one thing on which many Members have commented, but which not everyone knew about His Royal Highness, was his service in the armed forces: it was the bedrock of his service to this country. He first came here as a refugee, following the instructions of George VI and George V, when there were evacuations from Greece for the Greek royal family. His service began because he was grateful for the support that he had received from this country. Serving in the armed forces meant he had a bedrock of commitment to this country that most of us now can only envy. He regarded serving in the military, then taking a step back when Her Royal Highness became Queen at such a young age, as his raison d’être for life, ensuring that the Queen had the support to do her job. I hope, as the Queen and the royal family look back on his life, that, as all grieving families do, they will see that across the House and the nation we are grateful for his service and for the dedication that he showed all of us and which he showed Her Majesty. May he rest in peace.

Commons ChamberBridgend’s position—brilliantly, close to Cardiff but with good transport links to Swansea as well—gives it the perfect opportunity to benefit from the additional investment that my right hon. Friend the President of the Board of Trade has put into a new trade hub in Cardiff. Of course, it is already the case that Swansea is the home not only to an outstanding university, but to the DVLA. We continually keep under review how we can support civil service relocation, not just to north Wales, as I mentioned earlier, but to south Wales as well, making sure that, not just in Cardiff and Swansea but in communities such as Bridgend, people can benefit.
The hon. Gentleman has always been a fair-minded and pragmatic Member of this House and a strong advocate for his constituents. I look forward to working with him, Mr Lambert and others in precisely the way that he mentions.

Gentleman that, in Ogmore and across Wales, the people of Wales and the Welsh Government will receive an additional £5.2 billion of resource funding, on top of the spring Budget funding of 2020-21; £800 million of the levelling up fund is going to the devolved nations; and each local authority in Wales—each local authority in Wales—will receive £125,000 in capacity funding. I look forward to working with him and with Welsh local government to deliver those improvements.

Commons ChamberLast week, we finally saw the Chancellor move the cliff edge for the most vulnerable by announcing that the £20 a week cut to universal credit for millions of families will be moved by just six months. Citizens Advice Scotland has shared that removing the increase will result in nearly 60% of CAB complex debt clients being unable to meet their living costs. What steps is the Minister taking to ensure that the least well-off in Scotland are not impacted by the Chancellor’s constant dither and delay on ensuring that universal credit is high enough to support all people across Scotland and the United Kingdom?
Before I answer the hon. Gentleman’s question, may I, through him, extend my congratulations to Anas Sarwar on his election as leader of the Scottish Labour party? It is a significant moment, and he will be a doughty fighter in the upcoming Holyrood elections.
On universal credit and our route map, although all the indications are that the economy will be back up and running by the end of June, we have taken the prudent step of extending not just universal credit but furlough and some of the other support schemes to the end of September, just in case there is a delay in getting things up and running. The uplift to universal credit was always designed to be temporary, to help families through the pandemic, and the system has worked well. I take this opportunity to pay tribute to all the civil servants who have administered universal credit at a time of unprecedented demand in a very effective way.
The long-term arrangements for social security payments will be determined at the forthcoming spending review in the normal way. Of course, the Scottish Government also have the opportunity to supplement those payments with their own welfare powers.

Commons ChamberAlmost exactly a year ago on 28 February, Wales recorded its first case of coronavirus. Covid-19 would go on to turn countless lives, livelihoods and communities upside down. In my Ogmore constituency, many families have faced unimaginable loss in unprecedented circumstances. It has not just been the loss of loved ones, often without being able to say goodbye, or of the precious time with friends and family. There has also been a previously unimaginable scale of financial loss, with small businesses destroyed, seemingly overnight, disappearing jobs, reduced hours and some people—the excluded—simply falling through the gaps in support and receiving nothing, even after their income vanished before their eyes. Of course, I welcome the changes that the Chancellor has announced today to support some of the excluded, but there are still far too many people who are missing out on Government support and who have simply been bypassed again by this Conservative Government.
The emotional scarring of the pandemic will be with us for years to come, and we must do all we can to provide the support for mental health and wellbeing that people need. I am very proud that the Welsh Labour Government have already identified the need for this, and have begun to implement this support as they seek to move Wales forward. But we need to recognise that, alongside the emotional burden, there is also an economic burden; and, as so often during this pandemic, the Chancellor’s plans to tackle it are simply not up to the job.
Figures show that 4,415 people in Ogmore are currently furloughed and 2,705 people are claiming unemployment-related benefits. Months ago, I and my Labour party colleagues called on the Chancellor to end the speculation and uncertainty surrounding the continuation of this support and pledge that he would extend the £20 uplift beyond April. I was proud to do the right thing and vote for the £20 a week uplift to universal credit, as I have seen the difference that it has made in people’s lives across my constituency. While Labour was taking action, the UK Government decided to sit on their hands and pretend that no vote was going on. It will come as no surprise that I find it appalling that I have heard Conservative MPs today saying how important the uplift is, when they chose to pretend that there was no vote going on just a few months ago. They are now praising the uplift as if the Chancellor has ridden in on his white steed and rescued those people who receive universal credit.
The Chancellor could have stopped this speculation many months ago. Even this Sunday, he was asked by the press if he would end this cliff-edge approach to people’s incomes, but again he refused to relieve the anxiety that surrounds families’ household budgets. I am pleased that the Chancellor has finally listened and followed Labour’s lead, but I have to ask: why on earth has it taken him this long to make the decision? Has he perhaps been waiting for a new graphic for his social media? Does his Instagram account take some time to change these things? Meanwhile, families across my constituency have been living with this uncertainty, and it simply is not acceptable.
The difference between the Chancellor’s reluctance to extend the support, and the actions of a Welsh Labour Government straining every sinew to support Welsh families, is glaring. From the get-go, Welsh Labour ensured that the full force of our Government was used to support families, businesses and jobs, be that through: the barriers grant, giving up to £2,000 towards the essential costs of starting up a business; the restrictions business fund, giving businesses grants of between £6,000 and £10,000; or releasing £117 million, through rate relief for premises over £500,000, back into the economy. Welsh Labour has targeted everything towards protecting jobs in our communities.
This Budget is about not just tackling the challenges of the present, but laying the foundations for the future. The Welsh Labour Government understand that and have done that in their work every day over the last 10 years of continuous budget cuts. The Minister and the Chancellor have spent the past 10 years cutting, cutting and cutting the essential foundations of the economy; how do they expect now, with very little planning or ideas, to progress and build an economy back for the future? With such limited expectations and hopes for growth, the Budget is hardly the inspiring one that was being briefed daily for weeks before today.
The scale of the challenge we face as we seek to rebuild after this dreadful pandemic is immense. Our Welsh Labour Government recognise that, and have set out the bold and visionary policies we need to move Wales forward. Today’s Budget is sadly lacking in ambition and in the compassion required by the Chancellor and his colleagues. Families in Ogmore and across the UK have made enormous sacrifices in a collective effort to tackle covid-19 and keep each other safe. They need a plan for a recovery that matches the scale of that sacrifice, but they will not find it in today’s Budget.
I am afraid that after the next speaker the time limit will go down to three minutes.

Commons ChamberThe Government have been clear that the transition period will end on 31 December. We have made extensive preparations for a wide range of outcomes, including through a package of support for border infrastructure and the customs intermediary sector, and, of course, the phased implementation of border controls. A trader support service is also in place to help businesses trading under the Northern Ireland protocol, and we are scaling up the provision of Government helplines.
The Chancellor of the Duchy of Lancaster will know that, last week, my Ogmore constituents received a hammer blow with the news that INEOS has decided to pull out of building their 4x4s, which had been promised by the ardent Brexiteer, Jim Ratcliffe. The irony that INEOS’s owner was such a vocal supporter of Brexit and has now fled to France to build his 4x4s has not been lost on any of my hard-working and highly skilled constituents. What assurances can the Minister give me that he is working to try to bring about more support for job growth in highly skilled manufacturing that can work for the people of south Wales?
The hon. Gentleman makes a very important point. It is the case that, in South Wales, there is a concentration of skilled workers in advanced manufacturing who are the pride of the world. It is also the case, of course, that General Dynamics in Merthyr Tydfil, which is new to his constituency, is receiving support and investment from the defence industrial strategy. I look forward to working with him and indeed with the Welsh Government to ensure that his constituents can prosper in the future. It is absolutely vital that we work together to ensure that the skilled workers of the valleys have the bright future that they deserve.

Commons ChamberThe Secretary of State for Scotland and I have frequent discussions with colleagues on the opportunities for COP26. That includes through the COP26 devolved Administration ministerial group, which brings the COP president, territorial Secretaries of State and devolved Administration Ministers together to ensure effective engagement and collaboration on COP26 and net zero.
I am exceedingly grateful to you, Mr Speaker, for allowing the Minister to answer the question.
COP26 in Glasgow, as the Minister knows, is no ordinary summit. It is a huge opportunity to set the global agenda we need to tackle the climate emergency, but in my opinion the Government have so far not afforded it the attention and weight it requires. That has to change—urgently, I would argue—to make the summit the success the planet needs it to be. Cutting overseas aid has had a devastating effect on countries on the frontline of the climate emergency. That will undermine our role as hosts of COP26, as well as our international standing and moral authority around the world. What steps is the Scotland Office taking to ensure that, as hosts of COP26, we are leading by example and not turning our back on those who are living on the frontline of the climate emergency?

Commons ChamberWe have to be serious about this, and it seems to me odd that each time we extend the scheme, we are asked to extend it even further. I think that if we extended it to 2050, the hon. Lady would be saying that 2051 would be a more appropriate date. The fact is that the Chancellor has attempted to be as flexible, versatile and dynamic as possible, and hundreds of thousands of people’s jobs have been saved as a result of that flexibility.
I have regular discussions with my right hon. Friend the Chancellor on our economic response to covid-19. We have directly provided over £500 million to the self-employed in Wales on top of the £5 billion additional funding guarantee given to the Welsh Government.
The pandemic, as the Secretary of State will know, is putting huge financial pressure on constituents right across Wales. Families and communities are hugely impacted, and none more so than those who have been impacted by flooding and by living underneath what are arguably unsafe coal tips. Can the Secretary of State tell us what representations he has made to the Chancellor to make true the Prime Minister’s promise that additional funding will come to Wales to help those families who have been impacted by flooding and to secure the coal tips, including the ones in the constituency of my hon. Friend the Member for Rhondda (Chris Bryant).
As I hope the hon. Gentleman knows, there has been significant movement on the guarantee for the initial important works around Tylorstown. The rest of the funding that has been requested by the Welsh Government is the subject of a national reserve, and that has to be part of the normal estimates process. We have asked the Welsh Government to come forward with their numbers, and a decision on that will be made in due course. However, the Chief Secretary to the Treasury has already indicated that he will look favourably on an application provided it meets the necessary criteria.

Commons ChamberI thank my hon. Friend for the work that he has done in recent weeks to stand up for individuals and businesses in his constituency. The Government do listen to all representations that are made, as we have seen in recent weeks—for example, over takeaway beer, which was a suggestion as to how pubs and related businesses could help themselves throughout this period. The Government are always keen to hear ideas from business and hon. Members about how we can best ensure that our economy comes through this strongly. We will continue to listen to all representations made as we leave the current restrictions on 2 December and return to the tiered system.
I have every confidence that the Chancellor of the Duchy of Lancaster—and all Government Ministers—wishes to continue to prioritise the protection of children online after we leave the transition period. Over the past decade, the UK Safer Internet Centre has removed millions of child sexual abuse images and videos from the internet. Its work costs the UK Government 10p per child under the age of 15 in the UK. What assurances can the Minister give me that the UK Government will continue to fund this work, and will work with the centre, after the EU funding it receives ceases at the end of the transition period?
The hon. Gentleman raises a critically important question. The online exploitation and abuse of children is one of the most horrific crimes, and the more that we investigate, the more we are aware that its scale is even greater than any of us feared. That is why it is so vital that we continue to fund all the organisations that are fighting this scourge. Funding will be maintained. I am very grateful to the hon. Gentleman for his work in this area.

Commons ChamberI do indeed believe that such a deal would be massively in the interests of our EU friends and partners, as well as anybody else, but that is of course up to them. What I can tell my hon. Friend is that we are supporting green technology of all kinds, particularly hybrid and battery vehicles, and we have just put another £49 million into grants for exactly the kind of vehicles that he and I have inspected and driven together so that this country can bounce back greener.
