Commons ChamberNo, I do not accept that whatsoever. We have clearly set out our reasons for introducing the measures related to the Northern Ireland protocol. We need to create a legal safety net to protect the integrity of our internal market and ensure that we can deliver on our obligations. The UK Internal Market Bill is a defensive, precautionary and proportionate measure to safeguard the integrity of the United Kingdom.
On 7 October, the Foreign Secretary held a strategic dialogue with his Brazilian counterpart which covered a number of topics of mutual interest, including trade, security and human rights. The Foreign Secretary raised the issue of climate change and the need to protect the Amazon from further deforestation. We run major programmes on sustainable agriculture and deforestation with various stakeholders in Brazil that totalled £259 million between 2012 and 2020. Climate change is one of the most important global issues, and international co-operation is vital to tackling it. As COP26 president, the UK will continue to work in partnership with Brazil on this important issue.
Some 58.4% of the Amazon rain forest sits within Brazilian borders. I am glad that the Foreign Secretary is raising the issue of climate change, but it is not one of the greatest issues facing the world; it is the biggest issue facing the world. Coronavirus is bad, but the longer-term problems of climate change could consume various countries around the world through flooding or deforestation. With COP26 now moved to next year, will the Minister make far more robust representations—not just to the Brazilian Government, but to many South American Governments—about the prioritisation of stopping illegal logging and the process of deforestation?
As I said in my previous answer, the Foreign Secretary had a strategic dialogue with his Brazilian counterpart, and both countries have affirmed that they will work to ensure that the COP delivers substantial negotiated outcomes in the fight against climate change. We believe that climate change is one of the most important global issues, and will be working not just with Brazil but with other countries to tackle this important issue.

Commons ChamberI thank my hon. Friend and hugely welcome all his efforts in this regard. We are taking forward all these strands—from media freedom to the Magnitsky sanctions, to the work that we are doing on LGBT rights. He will know that we intend to build on our current official development assistance allocation for the strategic review on LGBT rights, which will be completed in the autumn. As a founding member of the Equal Rights Coalition of 42 states sharing the same values, in 2019 we took on the role of co-chair and we plan not only to deliver the first ever UK-led five-year action plan, committing the coalition to taking domestic and international measures on LGBT and equality issues, but to expand the ERC and, in particular, to try to draw in more participation from Asia, Latin America and Africa, for all the reasons that he mentioned.
The hon. Gentleman is right to point out that the UK has a comparative advantage internationally, with research that is going on at Oxford and Imperial in pursuit of the vaccine and the leadership that the Prime Minister showed at the Gavi summit to smash all the records and get $8.8 billion-worth of funding to ensure equitable access to the whole world. That is good for the United Kingdom—we do not want a second wave globally—and important as a matter of moral responsibility. On misinformation, we have discussed it in the G7 and plenty of other formats, and the hon. Gentleman is absolutely right that we must be rigorous and robust in rebutting false information, particularly when it is irresponsible about something such as vaccine safety standards.

Commons ChamberMy right hon. Friend raises Pakistan, another area where there are thousands of Brits wanting to return home. We have already brought back more than 2,000 people, and we have another nine flights planned, so I can assure her that, through our mission in Pakistan, we are doing our utmost to get people back. We are also putting on flights from Karachi as well because of the size of the country. With regard to the health points that she raises, I mentioned earlier that the current advice that we are giving people is from Public Health England. As we enter phase 2 of these repatriation flights and phase 2 of the pandemic here, we will be looking very closely at the advice that we will be giving, but no one who has symptoms of this virus can get on one of these flights.
May I take the Minister back to the whole issue of the EU procurement schemes? It seems at the moment that, at the very best, the situation is confused and, at the very worst, rather fishy, and the Minister’s answers are not giving us any more reassurance or clarity. May I ask him: was any Minister briefed about any of the schemes, and if not, why not?
I am at high risk of repeating myself on this point. I understand why the Opposition might want to probe this matter politically, but the fact is that the permanent secretary issued his correction to the Foreign Affairs Committee. He set out his position very clearly, and that was that a political decision was not taken—I repeat “not taken”—on whether to participate. We will be joining the EU procurement scheme on therapeutics, and any other scheme will be considered by the Government according to the public health requirements of the UK.

Friend’s question is yes, and indeed that is already the case in my weekly, or nearly weekly, conversations with the First Minister and members of his Government. Consistency is everything. We all understand that there may be gaps in a complicated, fast-moving situation, but my right hon. Friend and I share an absolute desire to make sure that where gaps appear, the Welsh Government and the UK Government working together fix them quickly.
I thank the Secretary of State for his answer to the question put by my hon. Friend the Member for Merthyr Tydfil and Rhymney (Gerald Jones), but may I press him further? There is still concern about the Downing Street press briefings not getting across the message that we have a devolved nations system of government in the UK. What representations has the right hon. Gentleman made to the BBC and other public broadcasters to ensure that it is made clearer that certain aspects of policies announced from Downing Street or by the UK Government may not apply to Wales, or may apply differently? I am sure he agrees that it is extremely important that we get the correct information out to people across Wales and across all the nations of the UK.
The hon. Gentleman’s comments about the BBC are significant, and in fact we have already made approaches through the Wales Office to a number of media outlets to make precisely that point. Regarding the Downing Street briefings, that point will be made, and it is made. I have noticed a shift towards greater clarity about devolved and non-devolved matters. I will talk to colleagues in the relevant places to make sure that we keep as close an eye on that as we should.

Commons ChamberWe are providing support right across the board. If there are key workers abroad, that just highlights the imperative of getting people back. I have to say to my hon. Friend that we are prioritising the most vulnerable, but where we can get commercial flights out of those jurisdictions, we are looking to have enough capacity to get all of them out. I hope that that provides him and his constituents with some reassurance.
I understand what the Foreign Secretary is saying about embassies and consulates being open, but the reality is that, when constituents are calling and calling and getting no answer, they assume they are not open because they cannot get any response. May I raise Bali in particular? British news reports that 150-odd British nationals are stuck at the airport after Emirates cancelled flights and said they would have to stay in Bali for three months. I tried to raise that on the Foreign Office line and the covid-19 line. The covid-19 line said nothing could be done and those people would have to remain in Bali. Surely the Foreign Secretary could think about commissioning a repatriation flight for all those British nationals stuck in Bali, including two of my constituents.
I am very concerned about the situation in Bali. The embassy office in Bali is open and has been reinforced from Jakarta. The consular team is in direct contact with UK nationals there. Flight options have obviously been curtailed in the way the hon. Member described. The Emirates route is closed, but operational routes are still available via Jakarta.
There are something like 6,000 British nationals in Bali—that is an estimate—and in fairness 2,000 of them are long-term residents. We are working with London, Gulf posts and the transit hubs in the way I described to try to free up many of those links to enable those people to get home.

Absolutely. NGOs, volunteers and support organisations are crucial in helping those who are in difficulty in the camps. We continue to be focused on supporting the Government’s responses in the region, and I join my hon. Friend in commending all those organisations that are putting the work in.
My right hon. Friend the Member for Islington South and Finsbury (Emily Thornberry), the shadow Foreign Secretary, and the hon. and learned Member for Edinburgh South West (Joanna Cherry) have already asked about child refugees, who are vulnerable by any definition. Can the Minister please confirm that the Government are joining the coalition of the willing led by the German Government to relocate 1,500 child refugees to try to help with some of the pressures in this crisis?
The hon. Gentleman raises an important point. He will be aware that this matter has to be discussed with Home Office representatives, but I repeat the fact that our resettlement programmes have resettled more refugees than any other EU member state. Under our new scheme, at the risk of repeating myself, we aim to resettle in the region of 5,000 of the most vulnerable refugees in the first year.

Commons ChamberUsually, where someone goes into a shop and smashes a vase, they have a responsibility to fix it, or at least to pay for it to be fixed or replaced. If we go around the world smashing some people’s civil rights up, we have a responsibility to help sort it out. The question I asked the Minister was: how are we supporting the activists on the ground in those countries to make sure that they can pressure their Governments on laws that we imposed? I am afraid that if the hon. Gentleman cannot understand that, we are not going to see eye to eye on history or diplomatic relations.
Going back to where there is perhaps a glimmer of hope in the Commonwealth, the CYF brought together 500 delegates from around the Commonwealth, and it started to show us the future direction of many countries. Some 60% of the Commonwealth’s 2.4 billion population are under 30, so what are our Government doing to ensure that those young people’s voices are heard and amplified? As my right hon. Friend the Member for Birmingham, Hodge Hill (Liam Byrne) suggested in the previous debate, we need to start to take Commonwealth youth service seriously, so that we can support those young people to hold their leaders to account. Will the Minister commit to training and funding young people to ensure that they are able to participate in the Commonwealth youth forum at this year’s forthcoming CHOGM? I am talking about supporting people from Britain and from some of the poorest countries from around the world that are Commonwealth members.
I have attended three CHOGMs, and this year’s will be the first to be held in a country that has never been a part of the British empire or part of a realm of the Crown. It will be held in a country where gender equality has been achieved by its Parliament, where the median age is 22.7 and where 69% of people are under 30. The CHOGM in Rwanda provides a real opportunity for gender equality and young people to be at the heart of the Commonwealth, and to put right some of the missed opportunities we had in London.
I had the privilege of being on the Commonwealth Parliamentary Association executive and of visiting Rwanda 18 months ago. One concern about the Rwanda CHOGM relates to press freedom. It was alarming that Senators and Members of Parliament, all of whom are very good people and who have made huge achievements on gender equality, including on women’s budgeting issues—I thought that was extraordinary, and we could have done it here many decades ago—still had an issue about allowing reporters and mainstream media into Rwanda, because they believed that those people were not reporting exactly as the President would like. That problem needs to be addressed at the CHOGM in Kigali.
I quite agree. I have been proud to work with the Commonwealth secretariat in promoting press freedom, youth projects and, in particular, the youth development index, which includes an index based on freedom of speech. It is vital that we continue that important work. The Commonwealth Youth Ministers meetings happen regularly, and I have attended the last two. The Government have failed to turn up to a number of them in the past few years. I hope that with a new, revitalised ministerial team, we will see a change in that. Of course, I was personally proud and delighted to attend with Malala Yousafzai, who was honoured at the palace for the work she has done on girls’ education.

Commons ChamberThe subject of human rights was raised by the Foreign Secretary in every single one of his bilateral meetings. Corruption is a barrier to business and growth, which is why the Foreign and Commonwealth Office, through the prosperity fund, is investing in extensive anti-corruption projects in Africa, including legal reforms, policy reforms and transparency reforms, and operational work to recover the billions that have been stolen from the African people over the years.
As trade negotiations progress with Africa, there will be conflicting pressures with our trade negotiations with the US and South American states. What reassurance can the Minister give me that he will put pressure on the Department for International Trade to ensure that Africa is prioritised when it comes to trade deals, and does not lose out as a result of US or South American deals?
The very fact that we have hosted an Africa investment summit indicates the Government’s strategic priority towards Africa. We are opening five new missions in Africa, and are increasing the number of our staff—including Department for International Trade staff—across the continent by 400. Africa is a key trading partner, and UK-Africa trade increased by 7.5% last year to £36 billion.

You will be aware, Madam Deputy Speaker, how thrilled I am to see you back in the Chair—your rightful place in this House.
I am grateful to the Minister for her statement. I speak as someone whose mother grew up in Western Australia. I have family living in Victoria and in New South Wales, so I feel the pain of that country maybe as much as other Members of this House. The reality is that when friends speak, they also speak with some honesty. Prime Minister Morrison has ignored the climate issue for a number of years, as other Members have pointed out. The Commonwealth Heads of Government meeting is coming up later this year. I accept that it is not part of the Minister’s responsibility, but may I ask her to make representations to the relevant Minister, the Foreign Secretary and Prime Minister to prioritise climate change as part of that meeting? We must learn lessons. The situation in Australia should be a warning that the world is burning, and the Commonwealth must play a much more significant role in tackling the impact and realities of climate change.
I thank the hon. Gentleman—I hope I may also call him my friend—for his question. Interestingly, because the UK is Chair-in-Office at the Commonwealth, the Commonwealth has actually been a long-standing champion for environmental protection and climate action since its first official mention in the Commonwealth Langkawi declaration on the environment in 1989. We will take this matter seriously and it will be on the agenda for CHOGM.

That this House has considered the International day against homophobia, biphobia and transphobia.
I am grateful to the Backbench Business Committee for granting this debate at such an appropriate time, given that the International Day against Homophobia, Biphobia and Transphobia is tomorrow, and was also marked by the House last year.
In previous debates, including last year, I spoke about how LGBT+ rights are now a tale of two worlds. A year on, it is worth recapping where the world has gone forward, and also where it has gone backwards. Seventy countries still criminalise homosexuality, or at least sexual acts between men, and 45 of those also criminalise sexual acts between women. Only 42 states actively protect against hate crimes based on sexual orientation, and 11 countries still carry the death penalty as a maximum punishment for LGBT conduct. Only three countries in the world—Brazil, Ecuador and Malta—have nationwide bans on conversion therapy, and we have seen alarming reverses of LGBT rights in countries such as Armenia, Brunei, Chechnya, Tanzania and Turkey. I will come on to those issues shortly. First, however, I think it is worth acknowledging that in other countries things have been moving in the right direction.
In September last year in India, section 377 of the penal code, which prohibited same-sex intimacy as against the order of nature—doubtless a legacy of the UK’s laws—was struck down by the Supreme Court of India after a case was brought by a coalition of civil society groups. Homosexuality is now effectively decriminalised in this major country, although it is also true that there are no legal protections against discrimination. This is a momentous decision, because the Indian penal code was used as a template in other former colonies. There is a huge role for the UK to play in supporting legal cases against those colonial laws for which we have an historic responsibility elsewhere in the Commonwealth.
I am exceedingly grateful to the right hon. Gentleman for giving way and I congratulate him on securing this truly important debate. He mentions the Commonwealth. We are currently chairing the Commonwealth and the Commonwealth Heads of Government meeting was held here last year. It will be held in Kigali in Rwanda in 18 months’ time. I know it was on the agenda last time, but does he agree with me that it is extremely important that the Foreign Office—I know the Minister cares deeply about this issue—keeps challenging Commonwealth countries on the discrimination of LGBT communities in their own countries? We must preach and change our own laws of course, but it is right that we use our soft power to influence Commonwealth countries around the world.
I agree with every word the hon. Gentleman says. The UK can play an important role in that respect. The Prime Minister said the right things at CHOGM last year, but we must follow through with funding. The Minister will no doubt tell us about that and he supports action in this area. We must continue to encourage the Government to pursue this issue.
In Angola, a new penal code was adopted in January this year to replace the Portuguese legacy colonial penal code. It removed a “vices against nature” law that criminalised same-sex activity. New legislation adopts broad new legal protections, banning discrimination on the basis of sexual orientation and employment and offering services to LGBT people.
In March this year, the Kenyan Court of Appeal ruled that an LGBT non-governmental organisation could be registered, on the grounds that registration was constitutional and that forbidding its registration was unconstitutional because it contravened the freedom of association or assembly. That is a very important advance in a Commonwealth country. Similarly, a court ruling on decriminalisation is anticipated in Botswana next month.
In Trinidad and Tobago, the High Court ruled last month that the criminalisation of “buggery” was unconstitutional, as it contravened the law protecting human rights to privacy and expression. That could provide an important precedent for other Caribbean countries which share similar colonial laws.
In February this year, the Taiwanese Government introduced draft legislation to promote equal marriage. That followed the ruling by the constitutional court in 2017 that same-sex couples have a constitutional right to marry. It gave that Government two years to introduce legislation. A referendum rejected amending the civil code, but significantly the Government have gone ahead and introduced a new law anyway. It will be the first Asian country to legalise same-sex marriage.
Chile, Portugal, Luxembourg, Pakistan and Uruguay have all made it easier for trans people to change their legal gender. Across the piece, these are encouraging advances but they make the reverses elsewhere seem even more stark.
