May I press the right hon. Gentleman on the regional and national diversity of apprentices? We are a UK House of Commons and House of Parliament. It would therefore be good if apprentices from across the UK feel that they can access the schemes. We should also ensure that we are more diverse by ensuring that we have more women apprentices—they can become Clerk of the House or serve as head of security. Diversity is extremely important. We cannot just preach it; we must also practise it.

I agree entirely with the hon. Gentleman. He may be aware that the House works with Amazing Apprenticeships, an organisation that goes out nationally to 3,500 schools and colleges. Among other things, it is creating a short film about what happens in the House, which I hope has a positive impact on his diversity concerns.

I absolutely agree; community groups, including our Wildlife Trusts network, do an enormously valuable job in making sure that the habitats that pollinators depend on are kept in good repair. It is also the case that schools across the country are playing an increasingly important role, and next year’s Year of Green Action will give me and my hon. Friend the opportunity to congratulate those schools and those teachers, who are doing so much to remind us of our environmental responsibilities.

The Secretary of State will be aware that lots of small and medium-sized enterprises that produce honey do an awful lot of work to try to protect bees. For example, Tŷ Mêl farm in my constituency does a lot of work on ethical beekeeping and making sure we produce good Welsh honey. What more support can he give small businesses that are not only producing honey, but supporting bees?

The hon. Gentleman is absolutely right and I congratulate the business in his constituency on its initiative. From the Welsh valleys to the rolling acres of Hampshire, and indeed the rich heather-strewn hills of Scotland, UK honey is a world-beater, but we must do more to protect our pollinators.

I will certainly pursue that suggestion to ensure that the food here is not only British, but healthy as well.

Following the question of my hon. Friend the Member for Bristol West (Thangam Debbonaire), may I stress to the right hon. Gentleman that there really is a need for more diversity in the food served by the catering outlets, particularly vegetarian and vegan food? This is an extremely important issue for members of the public and Members of the House.

I am Welsh, so God help the hon. Gentleman. Will he confirm that, as part of the Northern Estate refurbishments, he will be doing his utmost, as will the commission, to make sure that we use local procurement, find as much of the workforce as we can from within the United Kingdom and make sure that where there are skills gaps we work with the further and higher education sector to find training for local employees and groups?

That makes eminent sense to me. I know one of the firms particularly well and it is using that approach, particularly for training, including of apprentices, so that we can benefit as a community as well.

As I said earlier, decisions of that sort, including decisions to bring prosecutions, are very much a matter for the French enforcement authorities, and I know that they will be looking closely at some of these issues.

It is obviously right and proper that our fishermen are allowed to fish in safety and within the remit of the law, but what reassurances can the Minister give to fishermen—the Government are on this never-ending prism of having to Brexit no matter what—about the post-Brexit process for negotiating with the European Union? Can he also reassure the agriculture and farming industry? The National Audit Office is saying that the Department for Environment, Food and Rural Affairs is not ready for Brexit, so what is he going to do about it?

I can reassure the hon. Gentleman that we already have comprehensive arrangements for reaching agreements on fisheries with countries that are not in the EU—with the Faroe islands, with Iceland and with Norway—so we know the methodology. There is the North East Atlantic Fisheries Commission, which we will rejoin, there is the North Atlantic Fisheries Organisation, which we will also rejoin, and there are other international forums.

My hon. Friend makes a very acute point. It is in the nature of single market rules and the European Union that some animal husbandry practices, which we would not tolerate in this country, apply to things that we sometimes import. We must consider how we can improve animal welfare standards all round.

Will the Secretary of State set out what discussions he has had with the Welsh Government about moving forward on animal welfare once we leave the EU, regarding both that Government’s responsibilities and the responsibilities that will come back from Europe to the Secretary of State?

I commend Lesley Griffiths, the Welsh Labour Minister who is responsible for this area in the Welsh Assembly Government, for the constructive way in which she has engaged with DEFRA over the past six months. I hope to see her next week to carry forward discussions on this and other areas.

I assure my hon. Friend that I regularly meet food processing companies and food manufacturers. He is right that some sectors, notably fish processing and meat processing, have become very reliant on east European labour, particularly over the past 10 years. We are ensuring that all the information provided by those sectors is fed back into the review that is being undertaken by the Home Office.

14. The Minister will no doubt be aware that farming contributes £1.5 billion a year to the Welsh economy. If the Government decided on a no-deal Brexit, it would have a significant impact on Welsh farming, including in relation to workforce shortages. Will he make a statement on what he plans to do in a no-deal scenario to support the Welsh agricultural economy?

I assure the hon. Gentleman that the Government are planning for all scenarios. We have been very clear that we want a comprehensive free trade agreement with our European partners, and we want a close partnership to be put in place. However, if we want to be serious around a negotiating table, we obviously have to prepare for everything, and that is why we are also preparing for a no-deal scenario.

I am very happy to assure my hon. Friend that our future agricultural policy will be designed in a way that reduces needless and energy-sapping bureaucracy. We expect it to be simpler than the CAP, but she will recognise that we have a duty to ensure that taxpayers’ money is spent carefully and transparently. We will continue to reward farmers and landowners, who manage our precious countryside, in a way that supports the best environmental outcomes.

In the Minister’s answer to the original question, she mentioned the roll-out of rural broadband. May I appeal to the Minister by saying that the roll-out is taking far too long in many communities, including my own constituency? What more will she do to speed up the installation of superfast broadband in rural areas?

The hon. Gentleman will be aware that the Welsh Assembly Government are working closely with local communities and BT Openreach to reach such places. I am sure he will be able to follow up on that directly, but I will pass on his concerns to my right hon. Friend the Minister for Digital.

T3. In Wales, the common agricultural policy provides £200 million a year, in part to protect the long-term future of the Welsh countryside. Will the Secretary of State or one of her Ministers be meeting representatives of the Welsh Government, including the Cabinet Secretary for Environment and Rural Affairs, to ensure that EU funding to protect the Welsh environment is replaced pound for pound by the UK Government?

The hon. Gentleman will be pleased to know that I met Lesley Griffiths last week to discuss these issues, and the Secretary of State plans to meet her shortly. We intend to work very closely with all the devolved Administrations as we devise a new agriculture policy for after we leave the European Union. We recognise the importance of that to every part of the UK and will engage every part of the UK.
